Population identification plays an important role in the assessment of Atlantic herring (Clupea harengus). Several morphological/traditional methods have been applied in the past to split catches (both within survey and commercial samples) and to identify herring populations. However, in recent years advances in genomics have provided a robust and precise method to genetically identify herring populations. WKSIDAC2 reviewed the current status of genetic population identification for herring and outstanding issues affecting identification accuracy/success. The genetic methods using single nucleotide polymorphism (SNP) as genetic markers to identify herring population are considered appropriate. Depending on the region of interest, different sets of markers are used to identify herring populations. The differences in the set of markers have only minor influence on the population identification and can be negligible. However, it is recommended to choose sets of markers which will allow a direct comparison between institutes undertaking the classification. Furthermore, the review concluded that 26 different herring spawning populations can be currently identified using genetic methods in the northeastern Atlantic. However, future genetic studies may increase the number of identified populations and also provide a greater resolution for the spatial distributions. For example, from the genetic markers presented during WKSIDAC2, we are not able to genetically differentiate between Icelandic summer spawners, Faroese autumn spawners, and Norwegian autumn spawners. These three populations are currently combined as a single genetic unit. Future work incorporating whole genome sequencing data, is recommended to investigate this issue in more detail. In addition, of the 26 identified genetic populations only some can directly and uniquely be assinged to a particular stock (management unit) and for this reason WKSIDAC2 refrained from establishing such correspondence which

WGWIDE reports on the status and considerations for management of the Northeast Atlantic mackerel, blue whiting, Western and North Sea horse mackerel, Northeast Atlantic boarfish, Norwegian spring-spawning herring, striped red mullet (subareas 6, 8, and divisions 7.a–c, e–k and 9.a), and red gurnard (subareas 3, 4, 5, 6, 7, and 8) stocks. 2024 catch advice was drafted for all eight stocks. Benchmark assessments are proposed for 2025 for mackerel, herring, and striped red mullet while both horse mackerel stocks and boarfish are scheduled to be benchmarked in 2024. The assessment conducted in 2023 is an update assessment, based on the configuration agreed during the 2019 interbenchmark and incorporates updates to the commercial catch, tagging, swept-area, egg survey, and recruitment index dataseries. Advice is given based on stock reference points which were updated during a management strategy evaluation carried out in 2020. SSB has been declining since 2014 but is above MSY Btrigger in 2023. Fishing mortality has been increasing since 2016 and above FMSY since 2021. Blue whiting. This pelagic gadoid is widely distributed in the eastern part of the North Atlantic. The current assessment configuration (interbenchmark in 2016) uses preliminary catch and sampling data along with the acoustic survey data from the current year. The 2023 update assessment indicates that SSB is increasing following strong recent recruitment and is well above MSY Btrigger. Fishing mortality has been above FMSY since 2014. Norwegian spring-spawning herring. This stock is migratory, spawning along the Norwegian coast and feeding throughout much of the Norwegian Sea. The Benchmark Workshop on Sandeel (Ammodytes spp.) (WKSandeel) was conducted over an extended period, spanning 2021-2023, to agree the assessment methodology to be used in future update assessments of sandeel in areas 1–4 (Figure 1). The benchmark had a strong focus on investigating spatial stock boundaries within the North Sea, bringing catch and survey data compilation and standardization up to standard with the latest insights in ICES and updating the assessments accordingly. The data compilation workshop was preceded by several informal sessions to present the latest findings from an extensive study on stock structure identification, including tagging, otolith micro-chemistry, drift modelling and genetics research. The workshop proposed two alternative stock structure delineation scenarios as presented in Figure 2. The different research projects provided contrasting views on appropriate stock structure delineation, with evidence for residence within the delineated sandeel areas but also migration across the a and b borders as denoted in Figure 2. The group reached consensus that, as a pragmatic way forward, only scenario WKSAND2022a would be put forward for evaluation in the assessments, together with the existing WKSAND2016 delineation as a baseline. Catch numbers at age, fishing effort, maturity at age, weight at age, natural mortality at age and survey indices were recalculated based on the latest insights and tools provided through the ICES RDBES and statistical standardization. Key to this process was also the re-definition of sandeel banks, which are used directly to derive standardized survey indices for the different assessments (Figure 3). For all four sandeel areas, updated assessments were prepared for the WKSAND2022a and WKSAND2016 (baseline) area delineation scenarios. The ICES herring assessment working group (HAWG) met online for nine days in March 2023 to assess the state of six herring (Clupea harengus) and three sprat (Sprattus sprattus) stocks. Additionally, HAWG provided advice for eight Sandeel (Ammodytes spp.) in January 2023. The working group conducted update category 1 assessments for four of the herring stocks and category 3 assessments for 2 herring stocks. An analytical assessment was performed for the combined North Sea and Division 3.a sprat, and data limited assessment (ICES category 3) was conducted for English Channel sprat (spr.27.7de). Biennial advice is given for sprat in the Celtic Seas and West of Scotland with advice provided in 2023. North Sea autumn spawning herring (her.27.3a47d). SSB in 2022 was estimated at 1.65 million tonnes while F 2–6 in 2021 was estimated at 0.23, which is below FMSY. Recruitment in 2022 is at its highest since 2014, which is expected to contribute positively to SSB levels from 2024 onwards. ICES considers that the stock is still in a low productivity phase. Western Baltic spring-spawning herring (her.27.20-24). SSB in 2022 was estimated at 75,548 tonnes and is below MSY Btrigger, Bpa, and Blim. Recruitment has been low since 2007 and has been deteriorating further with time. F3-6 has been decreasing since 2018 and is now week below FMSY (0.31) at 0.05. The stock has decreased consistently during the second half of the 2000s and given the continued low recruitments, the stock is not able to recover above Blim unless a drastic reduction in fishing effort is applied for several years. Celtic Sea autumn and winter spawning stock (her.27.irls). The Workshop on Raising Data using the RDBES and TAF (WKRDBES-Raise&TAF) met online (26–30 of September 2022) to evaluate the use of the Regional Database and Estimation System (RDBES) format to reproduce the 2022 InterCatch input and output, identifying a Transparent Assessment Framework (TAF) structure to organize the intermediate steps and to propose standardized output formats. The main outcomes of WKRDBES-Raise&TAF were: · RDBES provides sufficient support for current national estimation protocols. However, some minor issues were reported that hampered an exact reproduction of the estimates. Therefore, adaptations of the data model should not be excluded completely. · All the input to stock assessment that InterCatch currently provides, could be reproduced. The participants started from the current stock extracts that can be downloaded from InterCatch. · A workflow was proposed with a national TAF repository for each country, a stock estimation repository and a stock assessment repository. The intermediate output of those repositories will be stored in an ‘intermediate output database’ and depending on the user role, you will get access to the relevant stages in this workflow. · The following requirements for the standard output formats were defined: they cannot be more restrictive than the InterCatch input and output format; they should present measures of uncertainty and sample sizes (for national estimates) and should have a configurable domain definition (for national estimates). Despite those successful outcomes, the current plan for transition to an operational system was concluded to be too optimistic. WKRDBES-Raise&TAF therefore recommends to the Working Group on Governance of the Regional Database and Estimation System (WGRDBESGOV) to revise the roadmap and allow RDBES to be in a test phase also for 2023. WKRDBES-Raise&TAF felt the need to test the proposed workflow on a small scale and therefore recommends to the WGRDBESGOV to arrange a workshop where

Outside of spawning the populations form mixed aggregations, which are the subject of acoustic surveys. The inability to distinguish the populations has prevented the development of separate survey indices and separate stock assessments. A panel of 45 single-nucleotide polymorphisms, derived from whole-genome sequencing, were used to genotype 3480 baseline spawning samples (2014-2021). A temporally stable baseline comprising 2316 herring from populations known to inhabit Division 6.a was used to develop a genetic assignment method, with a self-assignment accuracy greater than 90%. The long-term temporal stability of the assignment model was validated by assigning archive (2003-2004) baseline samples (270 individuals) with a high level of accuracy. Assignment of non-baseline samples (1514 individuals) from Divisions 6.a, 7.b-c indicated previously unrecognized levels of mixing of populations outside of the spawning season. The genetic markers and assignment models presented constitute a 'toolbox' that can be used for the assignment of herring caught in mixed survey and commercial catches in Division 6.a into their population of origin with a high level of accuracy.

The Working Group on Widely Distributed Stocks (WGWIDE) reports on the status and considerations for management of Northeast-Atlantic mackerel, blue whiting, Western and North Sea horse mackerel, Northeast-Atlantic boarfish, Norwegian spring-spawning herring, striped red mullet (Subareas 6, 8 and Divisions 7.a-c, e-k and 9.a), and red gurnard (Subareas 3, 4, 5, 6, 7, and 8) stocks. Northeast-Atlantic (NEA) Mackerel. This species is widely distributed throughout the ICES area and currently supports one of the most valuable European fisheries. Mackerel is fished by a variety of fleets from many countries (ranging from open boats using handlines on the Iberian coasts to large freezer trawlers and Refrigerated Sea Water (RSW) vessels in the Northern Area). The assessment methodology was modified during the 2019 inter-benchmark process. The 2019 WGWIDE assessment was an update of the benchmarked assessment incorporating a new year for the catch information, for all surveys (egg survey, IESSNS survey and recruitment index) and for the RFID tagging recapture. After a strong increase from the late 2000s to 2014, the SSB has been declining since 2015, but remains at high levels (well above MSY Btrigger), The estimated fishing mortality has been steadily declining since the mid-2000s, and is now estimated to be close to FMSY. This decrease of the fishing mortality, while the stock has been sustaining high catches (consistently in excess to ICES advice) is explained by a succession of good recruitments, indicating a current high productivity for this stock. Blue Whiting. This pelagic gadoid is widely distributed in the eastern part of the North Atlantic. The assessment this year followed the Stock Annex based the conclusions from the Inter-Benchmark Protocol of Blue Whiting (IBPBLW 2016). The Northeast Atlantic blue whiting (Micromesistius poutassou) stock has undergone striking changes in abundance in the last 15 years. The stock increased dramatically in the late 1990s due to a succession of eight unusually strong year classes and dropped again equally dramatically after 2005 when the recruitment collapsed to former levels. The North Atlantic subpolar gyre has previously been shown to have a strong influence on the behaviour of this stock: synchronous changes in the gyre and recruitment suggest a causal linkage and the possibility of forecasting recruitment. A range of mechanisms are reviewed that may explain these observed changes, with two major candidate hypotheses being identified. One hypothesis suggests that the large mackerel (Scomber scombrus) stock in this region may feed on the pre-recruits of blue whiting, with the spatial overlap between blue whiting and mackerel being regulated by the subpolar gyre. Alternatively, variations in the physical environment may have given rise to changes in the amount, type and availability of food for larvae and juveniles, impacting their growth and survival and therefore recruitment. It was not possible to draw firm conclusions about the validity of either of these hypotheses: nevertheless, forecasting recruitment to this stock may be possible in the future if the underlying mechanisms can be resolved.
