The article is devoted to the analysis of the role of administrative procedures in combating corruption, the study of their impact on reducing corruption risks and increasing the transparency of the activities of state authorities. It is pointed out that administrative procedures are an important tool in the system of public administration, as they determine the sequence of actions performed by authorities when making decisions. Clear and transparent regulation of these procedures allows minimizing the risks of corruption, preventing abuse of power and manipulation in the process of providing administrative services. Administrative procedure, on the one hand, ensures the protection of citizens' rights, and on the other hand, it is a tool for monitoring the activities of state bodies. Attention is drawn to the fact that the presence of corruption risks in the process of implementing administrative procedures creates conditions for abuse of official powers and evasion of compliance with legislation. This, in turn, seriously undermines citizens' trust in government institutions, reduces civic activity and lowers the level of legitimacy of state power. Corruption creates an environment in which impunity reigns, creating distrust in the legal system and creating obstacles to ensuring proper state control and law and order. The main anti-corruption mechanisms include ensuring transparency in decision-making; implementation of electronic systems for submitting documents and monitoring their consideration; reduction of discretionary powers; establishing the responsibility of officials for violating established rules; monitoring the implementation of administrative procedures; ensuring the possibility of appealing administrative decisions. It was concluded that administrative procedures are an effective tool in combating corruption, as they establish clear rules of the game for all participants in the administrative process. In addition, administrative procedures not only regulate the relationship between the state and citizens, but also serve as an important tool for ensuring transparency and integrity in public administration. AbstractThere are many challenges and obstacles in the interoperability of the electronic systems of the courts to create integrated judicial services. The purpose of this research is to examine and prioritize the challenges of cooperation, in terms of creating disruptions in the exchange of information between prosecutors, in the judicial case management system, from the point of view of the judges' office managers. This research was done in 1401 in Alborz province. The process of hierarchical analysis has been used as a method. The researcher-made questionnaire was designed using theoretical foundations and previous research and was approved by professors and a number of experts in the judicial case management system. The collected information was analyzed using the hierarchical analysis process. According to the opinions of the managers of the judges' office, cultural, organizational, cost, managerial and technological challenges were prioritized. Then, procedural, legal, collaborative, functional and conceptual challenges were placed in the next priorities. Considering that the cultural and organizational challenges had the greatest weight, it can be concluded that the influence of human and organizational factors should be taken into account in the exchange of information in the electronic systems of the courts, in order to provide integrated judicial electronic services. IntroductionThe integrated flow of information in the judicial system requires the effective connection of systems and organizations. By creating integrated information systems that support the exchange of information between organizations, organizations are also integrated and the possibility of more effective cooperation is provided. Interactions between organizations are usually expressed as the ability of cooperation of organizations. Interoperability means the ability of heterogeneous and different organizations to share information and work processes using common standards. Interoperability in e-government is a process in which independent and heterogeneous information systems managed by different organizations and units or external partners work with each other using predetermined features and concepts. There are many challenges and obstacles in the way of cooperation (interactivity) of the electronic systems of courthouses to create integrated judicial services, the elimination of which can help the judicial and judicial system in creating effective and efficient services. Among these challenges, we can mention cultural differences, inconsistency between goals and values, lack of trust and dependence on resources, lack of proper infrastructure of information and communication technology, lack of supporting laws, improper management of changes and workforce training.Case studyThe purpose of this research is to examine and prioritize the challenges of cooperation, in terms of creating disruptions in the exchange of information between prosecutors, in the judicial case management system, from the point of view of judges' office managers. This research was done in 1401 in Alborz province.Materials and MethodsThe conceptual model of the research is derived from several well-known models in the field of maturity and organizational collaboration challenges. In all interoperability frameworks and models, the dimensions of technology, organization and meaning are stated as the main areas in which the main challenges and issues are manifested. Therefore, these three challenges were considered in the conceptual model. Based on the famous model of Scholl and Klischewski, legal, discretionary, managerial, collaborative, performance and cost dimensions were also added. In the research of Manda and Backhous, the challenge of the domain of discretion and legality is placed in one category, so we also put these two challenges in one category called legal. In various sources, process and cultural challenges have been mentioned repeatedly as independent challenges, but they did not exist in the models. So we added these challenges to the model. Also, criteria and sub-criteria were not explained in detail in the models. We expanded and expanded the challenges using various sources to provide a comprehensive model. For example, regarding the functional challenge in the conceptual model that has two sub-criteria of time and quality, we described the sub-criteria more fully using the model of Daclin, Chen and Valspear. Therefore, in order to provide a comprehensive and complete framework and at the same time understandable, we created a model of interoperability challenges including 10 main criteria and 29. The research method is descriptive-survey and practical in terms of purpose. Based on the criteria presented in the conceptual model, a questionnaire was designed and approved by professors and a number of experts in the judicial case management system. The collected data was analyzed using the hierarchical analysis process. The hierarchical analysis process enables decision makers to determine the mutual and simultaneous effects of many complex and uncertain situations. This process helps decision makers to set priorities based on their knowledge and experience and research goals; in such a way that they consider their judgments and feelings. Indicators can be quantitative or qualitative. This method is based on pairwise comparisons. In this research, the hierarchical group analysis method was used to analyze the knowledge of 10 experts of the judicial case management system. The degree of inconsistency in all matrices of pairwise comparisons was less than 0.1.Discussion and ResultsAccording to the opinions of the managers of the judges' office, cultural, organizational, cost, managerial and technological challenges had the most weight and were prioritized. After them, procedural, legal, collaborative, functional and conceptual challenges were placed in the next priorities. Considering that the cultural and organizational challenges had the most weight, it can be concluded that the obstacles in the exchange of information in the electronic systems of the courts, in order to provide integrated judicial electronic services, are mainly beyond the technical dimension and human, social, economic, etc. There are important elements that deserve attention.ConclusionThe necessary suggestions to remove the existing obstacles are as follows: Continuous training of employees and increasing their knowledge and expertise in the field of the joint project of the judicial case management system between prosecutors, through holding training courses and workshops, preparing a detailed organizational chart, describing the duties and powers and its implementation method in a documented and written form, holding conferences, Seminars, educational workshops to inform managers about the strengths and weaknesses of the organization and provide suitable solutions for managing differences and conflicts and increasing the ability of managers to control internal and external relations in the field of joint projects. Using a common language such as the Farsi language and dialect for communication between employees, standardizing policies, processes and systems by modeling tested and reliable global frameworks and standards such as the Electronic Government Interoperability Framework (eGIF), using management methods and tools Business process for modeling and controlling processes, providing resources, knowledge and guidance necessary to achieve cooperation goals for employees and their participation in decisions to create a sense of responsibility in them.

Modern çağın, “dijital ekonomi”ye dönüşmeye başlayan ekonomilerde, devletlerin işleyişini de değiştirmedeki etkisinin, dikkat çekici bir katkıya sahip olduğunu söylemek gerekir. Siyasi ve sosyal gücün e-Devlet imkanlarıyla, adeta bir devrimle, dijital yapıya dönüşmesi ifadesi bütüyle bir hayal veya abartı değildir. Gözetim, yüzyıllardan bu yana farklı yöntemler ile toplumlar üzerinde uygulanan pratikleri kapsamaktadır. Bu deneyimlerin temel amacı, mevcut otoritenin toplumu kontrol etme güdüsünden gelmektedir. Gelişen teknolojinin sağlamış olduğu imkanlar bu arzuyu daha da güçlü kılabilmiştir.Bu çalışmada gözetimin tarihsel akış içinde aldığı biçimlere değinildikten sonra, XX. yüzyılın son çeyreğinden itibaren ortaya çıkmaya başlayan dijital teknolojinin özellikle son 20 yılda gözetimin de dijitalleşmesine yol açtığına işaret edilmiştir. Bu çerçevede, gözetimin günümüzde panoptik biçiminin iç içe geçerek işlev gördüğünün altı çizilerek dijital gözetimin post modern kültür bağlamında sıradan hale gelmesine ve Kazakistan Cumhuriyeti Elektonik Hükümeti E-Gov Portalı’na genel bakış ve başarıları değerlendirilerek e-Devlet hizmetlerine dikkat çekilmiştir.

Purpose: This study aims to develop a methodology for predicting the resilience of individual firms to economic crisis, using historical government data to optimize one of the most important and costly interventions that governments undertake, the huge economic stimulus programs that governments implement for mitigating the consequences of economic crises, by making them more focused on the less resilient and more vulnerable firms to the crisis, which have the highest need for government assistance and support. Design/methodology/approach: The authors are leveraging existing firm-level data for economic crisis periods from government agencies having competencies/responsibilities in the domain of economy, such as Ministries of Finance and Statistical Authorities, to construct prediction models of the resilience of individual firms to the economic crisis based on firms' characteristics (such as human resources, technology, strategies, processes and structure), using artificial intelligence (AI) techniques from the area of machine learning (ML). Findings: The methodology has been applied using data from the Greek Ministry of Finance and Statistical Authority about 363 firms for the Greek economic crisis period 2009–2014 and has provided a satisfactory prediction of a measure of the resilience of individual firms to an economic crisis. Research limitations/implications: The authors' study opens up new research directions concerning the exploitation of AI/ML in government for a critical government activity/intervention of high importance that mobilizes/spends huge financial resources. The main limitation is that the abovementioned first application of the proposed methodology has been based on a rather small data set from a single national context (Greece), so it is necessary to proceed to further application of this methodology using larger data sets and different national contexts. Practical implications: The proposed methodology enables government agencies responsible for the implementation of such economic stimulus programs to proceed to radical transformations of them by predicting the resilience to economic crisis of the firms applying for government assistance and then directing/focusing the scarce available financial resources to/on the ones predicted to be more vulnerable, increasing substantially the effectiveness of these programs and the economic/social value they generate. Originality/value: To the best of the authors' knowledge, this study is the first application of AI/ML in government that leverages existing data for economic crisis periods to optimize and increase the effectiveness of the largest and most important and costly economic intervention that governments repeatedly have to make: the economic stimulus programs for mitigating the consequences of economic crises. This paper illustrates the factors contributing to developing an integrated strategy for the successful implementation of e-government in practice. Method: To achieve this, this study follows a comprehensive descriptive and developmental approach to the performance of e-government to identify the modern and requirements for implementing the e-government system. Therefore, the study focuses on modern concepts and new methods of electronic government, which led to the emergence and development of electronic management. Results and conclusion: The results indicated that new institutions and modern legislation appeared that regulate the relationship between e-government and public administration on the one hand and its relationship with citizens and companies on the other hand. The study concluded that it is necessary to activate legislative practices to achieve an integrated legal system for e-government. This is done by developing the rules of administrative law and establishing modern electronic administrative legislation that regulates all public administration activities, in addition to establishing and developing electronic constitutional regulations that consolidate the principles of democracy, political unity, and accountability. e-Government Maturity Models are essential tools for governments to assess and improve their e-government capabilities, performance, and impact. This article offers a pioneering systematic mapping study and comparative analysis of e-Government Maturity Models proposed between 2010 and 2022, marking a significant stride in the realm of e-government research. The review focuses on these recent models and compares their approaches, frameworks, and dimensions. Previous comparison research studies conducted before 2010 are also reviewed to provide an inclusive context for understanding the evolution and advancement of e-government maturity models. The study is the first to systematically map and compare e-Government Maturity Models proposed in recent years, also comparing with the previous decade. Employing a mixed-methods approach, this article meticulously dissects and contrasts various models, shedding light on the evolution, strengths, and weaknesses of e-government maturity frameworks over more than a decade. The research contributes to the literature by revealing underlying discrepancies in current models and proposing a synthesized perspective that integrates technological advancements and administrative strategies, providing insights into opportunities for future research and practice. The findings of the study can be used to develop a new generation of e-government maturity models that are more comprehensive and relevant to the current needs of governments. [ABSTRACT FROM AUTHOR]

Purpose: Data governance frameworks have typically been discussed within the confines of an organization, with less focus on inter-organizational contexts. However, due to factors like the rise of electronic government applications and the growth of inter-organizational collaboration in competitive markets, data exchange among organizations is on the rise. This current research aims to address this gap by proposing a data governance framework for data exchange centers. Given the continuous growth of e-government applications and interactions, along with the significant role and value of data within them, implementing this framework can enhance the accuracy and efficiency of data and information exchange. Method: This research is qualitative and its method is grounded theory. Initially, the fundamentals of the research were examined. This involved reviewing both scientific and academic research as well as frameworks provided by technical and specialized associations. By exploring the basics and background of the research, foundational knowledge was acquired for subsequent steps. Subsequently, through conducting semi-structured interviews with experts and documenting them, over 400 phrases were collected, and categorized into 100 concepts. These were then analyzed using open coding (resulting in 44 subcategories), theoretical coding (leading to 15 categories), and the development of a theoretical framework. The data was sourced from national data exchange centers. Given the qualitative nature of the study, methods such as participant review, triangulation, and the Delphi technique were employed to ensure the validity and reliability of the findings. Findings: The data governance framework in the data exchange center comprises 15 components, categorized into "main components of governance, "main components in the business of data exchange centers, and "supporting components in the business of data exchange centers. Some of these components include "roles, responsibilities, and rights, "standards and policies, "change management. Conclusion: Based on the results of this research, "roles, responsibilities, and rights, "standards and policies, and "monitoring and auditing" are the main components of a data governance framework in data exchange centers. Additionally, "stakeholder collaboration" and "commercialization" also distinguish it from other data governance frameworks. E-government services are essential to societies because they save time, reduce corruption, provide efficient, low-cost, and fast service, increase transparency, and enhance trust in the government. These applications save time, which translates to cost savings by reducing bureaucratic crowds and fatigue and eliminating the need for citizens to travel for offline transactions. This study investigates various factors related to citizens' use of e-government services according to gender differences during and before COVID-19. The microdata set from the Survey on Information and Communication Technology (ICT) Usage in Households conducted by TURKSTAT in 2018 and 2021 was used. Additionally, the binary logistic regression method was employed to analyze these factors. According to the research results, it has been determined that variables such as age, education level, occupation, e-commerce use, internet financial transaction status, number of people in the household, and region are associated with women's use of e-government services during the COVID-19 pandemic. The study found that the significance and impact of these variables on the use of e-government services differ based on the gender of individuals and the periods. The study provides recommendations for IT professionals, staff of the interior ministries, and researchers interested in increasing the use of e-government services. This research may also pioneer efforts to identify priority areas for expanding e-government services.

Over the past two decades, there has been a significant increase in the attention paid to mobile phone technology globally. This is largely due to advancements in communication and information technology, as well as transformations in the key methods used to improve the government's relationship with citizens, with the goal of fostering greater citizen participation and support in government affairs. Aiming to enhance the relationship between government and citizens in Iran, this study identifies the key components of mobile government personalization and utilizes a qualitative, exploratory research approach. Data was collected through targeted sampling and semi-structured interviews. The thematic analysis technique was employed to analyze the interviews. The research findings indicate that the personalization of mobile government in Iran encompasses five major themes and 16 subthemes, namely social factors (such as e-services and e-participation), e-factors (including productivity and policy making), managerial factors (accountability, human capital, and transparency), political factors (e-legislation and information technology infrastructure), and cultural factors (e-support and e-learning). These factors are vital to enhance the transparency of government activities and improve citizen satisfaction. Additionally, they facilitate and expedite the flow of information to citizens, enabling quick and efficient access without any constraints of time or place. In the last twenty years, there has been a significant increase in the focus on mobile phone technology internationally, primarily due to the advancement of communication and information technologies, as well as the transformation of key methods utilized to enhance the relationship with citizens, which aims to bolster citizen participation and support for government affairs. The present study seeks to enhance the relationship between the government and citizens in Iran by identifying the primary components of mobile government personalization. This study employs a qualitative approach and exploratory research to achieve its aims. Data is collected using targeted sampling and semi - structured interviews. Thematic analysis technique was employed to analyze the interviews, revealing five major themes and 16 subthemes related to the personalization of mobile government in Iran. These themes encompass social factors (e-services and eparticipation), e-factors (productivity and policy making), managerial factors (accountability, human capital, and transparency), political factors (e-legislation and information technology infrastructure), and cultural factors (e-support and elearning). These factors hold significant importance as they can boost the transparency of government activities and foster increased citizen satisfaction. Additionally, they positively impact the efficiency and accessibility of information dissemination to citizens, transcending any restrictions related to time or location. In the past twenty years, global attention has grown significantly towards mobile phone technology due to developments in communication and information technologies, along with changes in key approaches aimed to enhance the relationship between the government and citizens, with the objective of increasing citizen participation and support for government activities. In this context, the present study endeavors to strengthen the relationship between the government and citizens in Iran by elucidating the primary elements of mobile government personalization using a qualitative approach and exploratory research. Through targeted sampling and semi-structured interviews, data was collected. Thematic analysis technique was then employed to analyze the interviews, leading to the elucidation of five key themes and 16 subthemes related to the personalization of mobile government in Iran. These themes encompass social factors (eservices and e-participation), e-factors (productivity and policy making), managerial factors (accountability, human capital, and transparency), political factors (e-legislation and information technology infrastructure), and cultural factors (e-support and elearning). By enhancing transparency in government activities, these factors can lead to increased citizen satisfaction.
