This study investigates the impact of hurricanes on fertility and the role of family structure in early 20th century Jamaica. Importantly, this was a time period in which there were no storm warnings or other formal disaster mitigation policies in place, allowing one to arguably identify the causal effect of storms on births without any policy interference. To this end, historical hurricane tracks and an exhaustive register of births are used to create a parish level monthly data set on births and hurricane destruction for the period 1901 to 1929. The regression analysis reveals that hurricanes impact excess births for close to 2 years after the event, with the average damaging storm causing a reduction in births of around 13%. Most of the negative effect is due to lower post-storm fertility rather than a fall in births by women affected while pregnant. There is no evidence that the fall in births was driven by fertile females dying as a result of the hurricane. Similarly, there was no discernible differential impact between single mother and two parent registered births, where the impact on the latter appears to be driven by non-marital conjugal unions. This paper attempts to identify whether declining industrial pollution intensities in many European countries are a result of reductions in sectoral emissions intensities (i.e. the effects of regulations and technology) or changes to the product mix (e.g. the decline of heavy industries). This distinction is important since reductions in pollution that are a result of changes to the product mix may simply reflect a transfer of pollution from one country to another, rather than a net reduction. We attempt to resolve this issue by applying the divisia decomposition technique to a new dataset of industry-specific emissions intensities for three common air pollutants, for four European countries. This paper examines and quantifies the complex linkages between industrial activity, environmental regulations and air pollution. Couched in terms of the demand for, and the supply of, environmental services we utilize a new dataset of UK industry specific emissions for a variety of pollutants between 1990 and 1998. Our analysis allows us to investigate the role played by different determinants of emissions intensity. We find pollution intensity to be a positive function of energy use and physical and human capital intensity. Conversely, we find pollution intensity to be a negative function of the size of the average firm in an industry, the productivity of an industry and the industry's expenditure on capital and research and development. Economic theory suggests that, other things being equal, properties located within a floodplain should suffer a price discount. A survey of the existing evidence nonetheless reveals that this price discount lies anywhere between − 75.5% to a + 61.0% price premium. In this paper we summarise and explore the wide variation in the results to obtain ‘best’ estimates with which to guide policy. Results from our meta-analysis comprising 37 published works and 364 point estimates indicate marked differences between studies according to when and where they were conducted. For coastal regions the results show that properties located in the floodplain command higher prices; this finding is however likely to be caused by a high correlation between omitted coastal amenities and flood risk. There is moreover, evidence that publication bias affects the coastal flooding literature. Results from meta-regression analyses intended to uncover sources of heterogeneity confirm that controlling for time elapsed since the most recent flood is especially important. For inland flooding the price discount associated with location in the 100-year floodplain is − 4.6%. Although other estimates are defensible, we suggest this figure be used as a rule of thumb to determine the benefits of flood relief projects to households. [ABSTRACT FROM AUTHOR]
