Recent developments and the actual status regarding Digital Work are described for the East Asia/Pacific region, based on data and analyses available for the region. This includes aspects like decent work, the effects of digital technologies on tasks, competences, labor market opportunities, the effects of digital work and labor platforms, and issues of gender (in)equality. Challenges and political actions taken by national governments are described by looking at the example of Taiwan, one of the most advanced economies in East Asia and worldwide.

In this chapter, a framework will be presented for analyzing and designing work systems for digital sovereignty, based on sources from action regulation, control (in the psychological sense), and sociotechnical systems theories. The individual contributions of this edited volume are then classified on the basis of this framework. After discussing specific effects regarding the technology, people, and organization dimensions of digital sovereignty, some more overarching or cross-cutting aspects shall be presented. The chapter concludes with some background information on the history of this publication, which is part of a tradition of contributions on the future of (digital) work.

“This is what it would look like if your AI (Artificial Intelligence) system was explainable to and controllable by you.” With this title, a co-creation workshop was hosted by the Berlin-based Institute for Innovation and Technology (iit) on December 1, 2021. The workshop addressed the question of how artificially intelligent systems can be designed to be explainable and controllable in collaboration with different user groups. The workshop tested sociotechnical design methods for the participatory inclusion of potential users in the development process. An interactive matrix helped to collect ideas from participants and differentiated sociotechnical aspects on a technical, organizational, and human level.As a second method, drafters (a.k.a. graphic recorders) accompanied the workshop and visualized the computer system´s interface according to the discussion. The following article introduces these two workshop methods, presents the results and gives recommendations based on the experiences for future workshops. The workshop format also addresses the challenge of operationalizing ethical principles in the design of AI.

Zusammenfassung Das Konzept der digitalen Souveränität wurde auf verschiedene Gegenstände (Staaten, Organisationen, soziale Bewegungen, Individuen) angewandt und unter verschiedenen Aspekten (nationale Souveränität, Datenschutz/Datensicherheit, Wettbewerbsfähigkeit, Bürgerrechte, Arbeitsgestaltung) diskutiert. Diese Gegenstände und Aspekte werden zunächst im Überblick dargestellt. Anschließend steht die digitale Souveränität in der Wirtschaft im Fokus. Für diesen Gegenstandsbereich werden zwei Arten von Akteuren als konstitutiv angenommen: Individuen (Personen) und Organisationen (korporative Akteure, zum Beispiel Unternehmen). Unter Rückgriff auf psychologische (Hacker) und soziologische (Coleman) Handlungstheorien wird das Konstrukt der Handlung als zentrale Beschreibungsdimension der digitalen Souveränität vorgeschlagen. Speziell das Konzept der effizient-divergenten Handlungsräume nach Rainer Oesterreich, das handlungs- mit kontrolltheoretischen Aspekten verbindet, weist Potenziale auf, digitale Souveränität nicht nur theoretisch präzise zu fassen, sondern auch als Grundlage für die praktische Messung – und perspektivisch die Zertifizierung – digitaler Souveränität in Wirtschaft und Arbeitswelt dienen zu können.

In diesem Band werden konkrete Beispiele von Arbeitssystemen beschrieben, die mit Techniken und Instrumenten der Industrie 4.0 gestaltet wurden. In diesem letzten Kapitel werden die drei wesentlichen Aspekte der Arbeitswelt 4.0 – Technologie, Organisation und Qualifikation – im Zusammenhang und in einer zukunftsgerichteten Perspektive betrachtet. Es wird ein methodischer Vorschlag zur Qualifikationsbedarfsprognose aufbauend auf Technologieroadmaps und Organisationsszenarien erarbeitet.

Die Zukunft der Arbeit ist gestaltbar und gestaltungsbedurftig. Es gibt keinen technologischen Determinismus – die Folgen der unter „Industrie 4.0“ subsumierten neuen Technologien fur Arbeitswelt und Arbeitsmarkt entstehen nicht unmittelbar aus Merkmalen dieser Technologien selbst, sondern aus den Anwendungs- und Einsatzmodellen fur diese Technologien. In dem vorliegenden Buch werden anhand konkreter Forschungsprojekte im Kontext von Industrie 4.0 Szenarien entwickelt, die sich mit einem einheitlichen Beschreibungsmodell im Hinblick auf die Implikationen fur die Arbeitsgestaltung darstellen lassen. Dieses Kapitel umreist den Kontext, in dem sich die hier dargestellten Szenarien bewegen, und fasst die wesentlichen Aspekte zusammen.

In diesem Kapitel werden Gestaltungsdimensionen mit einem Bezug zur lernforderlichen Arbeitsgestaltung, deren prognostizierten Entwicklungen in den Praxisbeispielen dieses Buches aufgezeigt werden, dargestellt und zusammenfassend analysiert. Hinsichtlich der hierarchischen Vollstandigkeit von Tatigkeiten zeigen sich deutliche Effekte im Sinne einer Abnahme monotoner und einer Zunahme komplexer Aufgaben. Fur das Lernen werden insgesamt und in jeder Hinsicht Zuwachse erwartet. Dabei wird informelles Lernen eine deutlich grosere Rolle spielen und in qualitativ neuer Weise durch die neuen Technologien unterstutzt werden. Im Bereich der sequentiellen Vollstandigkeit werden insbesondere im Bereich Kooperation und Kommunikation deutliche Zuwachse erwartet. Wenn auch nuanciert im Detail, so wird in der Gesamtbetrachtung aus den Praxisfallen ein – im Sinne der menschengerechten Arbeit wie auch der Innovationsfahigkeit der Volkswirtschaft – optimistischer Ausblick auf die Zukunft deutlich.

Die Gestaltung der Arbeit der Zukunft wird sich paradigmatisch am Konzept des soziotechnischen Systems mit den Dimensionen ‚Mensch‘, ‚Organisation‘ und ‚Technik‘ mussen. Im Hinblick auf die Gestaltungspraxis kommt dabei der Dimension ‚Organisation‘ besondere Bedeutung zu. Uber die inner- und zwischenbetriebliche Organisation werden Wertschopfungsprozesse realisiert. Die Ausgestaltung der Aufbau- und Ablauforganisation – und insbesondere die damit verbundene Arbeitsteilung und -kombination – ist der wesentliche Einflussfaktor fur die Qualitat der Arbeit im Hinblick auf die arbeitenden Menschen; zentrale Kriterien der Qualitat der Arbeit, wie etwa Personlichkeits- und Lernforderlichkeit, werden hauptsachlich von solchen organisationalen Parametern bestimmt.

The complexity and the fast changes of modem work in industry force enterprises to continuous processes of learning, change and development. Multimedia offer themselves as one tool to cope with this challenge. The question arises how to design multimedia learning systems in order to support the learning process and the learning tasks in industry today? In this paper, a strategy is suggested to design multimedia learning systems on three levels using the Theory of Mental Models as a research background. The first level of this strategy takes into account the content or learning material of the multimedia learning system. The second level tackles the specific demands of a learning system . On the third level , the human-computer interface is considered. In the paper, this design strategy is described employing the multimedia learning system QUINTUS which has been developed by the authors. It deals with teaching of machine tool control to skilled workers

Today, technology design, technology use, and organizational structures in enterprises can no longer be regarded as isolated from each other because they are highly correlated in networks, which become increasingly complex and dynamic. Enterprises must be understood as sociotechnical systems that consist of human and technical subsystems and their relations with each other. They can be analyzed by referring to the concept of self-similarity (or fractals). In (re)designing such systems, modeling and simulation methods are needed. This report describes a method that combines two different simulation methods. They can be integrated to model and simulate complex sociotechnical systems as a whole. The method has been developed by modeling and simulating computer-supported cooperation and communication along the logistic chain in intermodal traffic (train–truck freight transportation). © 1999 John Wiley & Sons, Inc.

New organisational concepts in manufacturing - e.g. groupwork - imply changing roles and tasks for shopfloor employees. The importance of Human Oriented Design increases as human experience and skill becomes the core focus of group-oriented work organisation. The concept of socio-technical systems can give a theoretical framework for the derivation of design guidelines within the context of groupwork-oriented technology design. Three examples of technological systems for shopfloor applications - a CNC controller, a shopfloor information system and a work planning system - are described which were designed to meet these guidelines. Some methodological remarks on co-operative software design are added.

The concept of fractals as self-similar entities has recently been suggested by vari ous authors as an organisational principle for the (re-)design of enterprises. Besides the notion of fractal structures within the organisation, fractal methods or processes have been recognized as an interesting approach to change management. The theoretical background of this methoddogy is discussed and case studies from industry are provided.

A theory of mental models (structures of analogue knowledge) is described. A methodology incorporating this theory has been used to analyse the user's mental models in work settings. Furthermore, it has been employed to generate variants of human-machine interfaces with direct user participation. As an example, a new CNC system has been developed.

Automation today defines the role of human operators largely, as follows: The control system acts, the human observes and supervises, he/she acts only in case of emergency. Thus, the skilled workers controlling manufacturing systems, loose - or never develop - the willingness or ability to act in responsible ways. In this report, approaches will be described to re-define the roles of human operators in manufacturing. The design of new CNC control systems will be discussed. It is based on the psychological concept that the structure of the CNC interface should match the cognitive structure of its users. In this way the users remain fully in charge of controlling the system.

Eine Besonderheit des Technikgestaltungsansatzes im Projekt „Lernen und Fertigen“ bestand darin, das technische Konzepte ausgehend von Lernprozessen entwickelt wurden. Im ersten Teil dieses Beitrages werden daher Erfahrungen aus CNC-Weiterbildungsmasnahmen vorgestellt, die wesentliche Anstose fur unsere Suche nach alternativen technischen Konzepten gaben.

In den vorangegangenen Kapiteln sind verschiedene Gestaltungsansatze fur die Handlungsfelder Personal-, Organisations- und Technikentwicklung sowie uberbetriebliche Kooperation aufgezeigt worden. Diese bereichsbezogenen Konzepte haben einen gemeinsamen Bezugspunkt in ihrem Verstandnis des Betriebes als soziotechnisches System. Aus verschiedenen Querverweisen und -bezugen wurde implizit schon deutlich, das eine disziplinarische Trennung der Bereiche nur schwierig vorstellbar ist und in der Praxis nicht erfolgversprechend sein wurde. Was also sind die zentralen Quintessenzen einer Integration der Ansatze? Und welche praktischen Beispiele zeugen von erfolgreicher Realisierung?

Ausgehend von Johnson Lairds (1983) Typologie wird eine Taxonomie mentaler Modelle vorgeschlagen. Diese dient zur Beschreibung moglicher Arten von Inkompatibilitaten zwischen mentalen und rechnerinternen Modellen mit dem Ziel, im Bereich der rechnergestutzten Konstruktion (CAD) auftretende Benutzungsschwierigkeiten zu klassifizieren. Es wurde eine empirische Untersuchung in drei Phasen durchgefuhrt: (1) Erhebung vorhandener Probleme durch Interviews mit CAD-Benutzern, (2) Einordnung der Problembeschreibungen nach der theoriegeleiteten Systematik der Inkompatibilitaten durch mehrere Beurteiler und (3) Klassifizierung der Problembeschreibungen durch die Benutzerlinnen. Aufgrund der so gewonnenen Daten wurden zwei Vergleiche durchgefuhrt: Ubereinstimmung zwischen den Beurteilern (Objektivitatsprufung) und zwischen den Beurteilern und den Benutzerlinneln (Validitatsprufung). Die Ergebnisse zeigen, das eine objektive Klassifikation der erhobenen Problembeschreibungen anhand der Inkompatibilitatsklassen moglich ist. Weiterhin besteht ein globaler Zusammenhang zwischen der theoriegeleiteten Klassifikation und der Klassifikation durch die Benutzerfinnen. Auch auf der Ebene einzelner Inkompatibilitatsklassen lies sich eine zentrale theoretische Klasse von Inkompatibilitaten in den Urteilen der Benutzerlinnen deutlich wiederfinden. Einzelne Inkompatibilitatsarten lassen sich zu Kriterien der DIN 66 234, Teil 8 in Beziehung setzen und stellen so einen Beitag zu deren theoretischer Fundierung dar.
