4. The Effect of Bonuses on Teacher Retention and Student Learning in Rural Schools: A Story of Spillovers

Abstract

We estimate the direct and indirect effects of recruitment bonuses paid to teachers working in rural schools in Peru on their retention and student learning. This is the first study to estimate the indirect effects of a bonus aimed at attracting teachers to disadvantaged schools. This is important for assessing whether the incentive has improved the distribution of teaching resources and for estimating the direct effect without bias. We exploit the exogenous variation produced in the size of the bonus by the rule used to classify rural schools, and allow ineligible schools to be affected if they have an eligible school nearby. We find the bonus produces positive direct effects on teacher retention but also a negative spillover on the probability of filling teacher vacancies in neighboring schools. This spillover indicates that the bonus is redistributing resources between equally disadvantaged schools. We also find that the bonus has no direct effects on student learning and produces a positive spillover on the scores of students in neighboring schools. We argue these results are due to the poor pedagogical skills of the teachers being mobilized by the scheme. A reasonable policy alternative is a scheme that targets talented teachers with larger bonuses.

Abstract

The triggering receptor expressed on myeloid cells 1 (TREM-1) drives inflammatory responses in several cardiovascular diseases but its role in abdominal aortic aneurysm (AAA) remains unknown. Our objective was to explore the role of TREM-1 in a mouse model of angiotensin Il-induced (AngII-induced) AAA. TREM-1 expression was detected in mouse aortic aneurysm and colocalized with macrophages. Treml gene deletion ([Apoe.sup.-/-] [Trem1.sup.-/-]), as well as TREM-1 pharmacological blockade with LR-12 peptide, limited both AAA development and severity. Treml gene deletion attenuated the inflammatory response in the aorta, with a reduction of Il1b, Tnfa, Mmp2, and Mmp9 mRNA expression, and led to a decreased macrophage content due to a reduction of [Ly6C.sup.hi] classical monocyte trafficking. Conversely, antibody-mediated TREM-1 stimulation exacerbated [Ly6C.sup.hi] monocyte aorta infiltration after AngII infusion through CD62L upregulation and promoted proinflammatory signature in the aorta, resulting in worsening AAA severity. AngII infusion stimulated TREM-1 expression and activation on [Ly6C.sup.hi] monocytes through AngII receptor type I ([AT.sub.1]R). In human AAA, TREM-1 was detected and TREM1 mRNA expression correlated with SELL mRNA expression. Finally, circulating levels of sTREM-1 were increased in patients with AAA when compared with patients without AAA. Abstract

Adaptive sampling in experiments with multiple waves can improve learning for “policy choice problems” where the goal is to select the optimal intervention or treatment among several options. This paper uses a real-world policy choice problem to demonstrate the advantages of adaptive sampling and propose solutions to common issues in applying the method. The application is a test of six formats for automated calls to parents in Kenya that encourage reading with children at home. The adaptive ‘exploration sampling’ algorithm is used to efficiently identify the call with the highest rate of engagement. Simulations show that adaptive sampling increased the posterior probability of the chosen arm being optimal from 86 to 93 percent and more than halved the posterior expected regret. The paper discusses a range of implementation aspects, including how to decide about research design parameters such as the number of experimental waves.

Cet article traite des possibilités d'intervention auprès de patients considérés comme handicapés mentaux. Après avoir présenté le cas clinique, nous situons la notion de déficience intellectuelle, son histoire et sa place dans le champ thérapeutique. Ensuite, nous recherchons les apports de la psychanalyse au thème pour comprendre les processus psychiques impliqués dans la situation telle que l’inhibition intellectuelle ou le non-dit familier et la transmission intergénérationnelle du traumatique. Enfin, la théorie est articulée aux aspects du cas. Nous concluons qu'il est important pour les psychothérapeutes et les équipes de traitement de se familiariser avec le sujet, compte tenu de la pertinence des aspects psychiques et relationnels dans les difficultés d'apprentissage comme symptôme. Dans les contextes institutionnels de traitement, l'importance de la flexibilité des dispositifs cliniques est mise en évidence, permettant des interventions individuelles, de groupe et familiales, selon le moment du traitement. This article works possibilities of interventions with patients taken as intellectually disabled. After introducing the clinical case, we present the notion of intellectual disability, its history and place in the therapeutic field. We then highlight psychoanalytical contributions to the subject, to comprehend the psychic processes involved in the situation, from the intellectual inhibition to the unspoken family matters and the traumatic intergenerational transmission. Finally, the theory is articulated with aspects of the case. We conclude about the importance for psychotherapists and treatment teams to be familiar with the subject, considering the importance of psychic and relational aspects on symptomatic productions related to learning. Regarding institutional treatment contexts, we emphasize the flexibility of the clinical settings, allowing individual, group and familiar interventions according to the treatment moment.

Abstract

Cancer and cardiovascular disease (CVD) share common risk factors such as dyslipidemia, obesity and inflammation. However, the role of pro-atherogenic environment and its associated low-grade inflammation in tumor progression remains underexplored. Here we show that feeding C57BL/6J mice with a non-obesogenic high fat high cholesterol diet (HFHCD) for two weeks to induce mild dyslipidemia, increases the pool of circulating Ly6Chi monocytes available for initial melanoma development, in an IL-1β-dependent manner. Descendants of circulating myeloid cells, which accumulate in the tumor microenvironment of mice under HFHCD, heighten pro-angiogenic and immunosuppressive activities locally. Limiting myeloid cell accumulation or targeting VEGF-A production by myeloid cells decrease HFHCD-induced tumor growth acceleration. Reverting the HFHCD to a chow diet at the time of tumor implantation protects against tumor growth. Together, these data shed light on cross-disease communication between cardiovascular pathologies and cancer. Obesity and inflammation have been associated to cancer progression. Here, the authors show that high fat and cholesterol diet, in a non-obese context, promotes tumourigenesis through increasing inflammatory monocytes and myeloid-derived pro-angiogenic factors. Abstract

Adaptive immune responses regulate the development of atherosclerosis, with a detrimental effect of type 1 but a protective role of type 2 immune responses. Immunization of Apolipoprotein E-deficient (ApoE−/−) mice with Freund's adjuvant inhibits the development of atherosclerosis. However, the underlying mechanisms are not fully understood. Thymic stromal lymphopoietin (TSLP) is an IL7-like cytokine with essential impact on type 2 immune responses (Th2). Thymic stromal lymphopoietin is strongly expressed in epithelial cells of the skin, but also in various immune cells following appropriate stimulation. In this study, we investigated whether TSLP may be crucial for the anti-atherogenic effect of Freund's adjuvant. Subcutaneous injection of complete Freund's adjuvant (CFA) rapidly led to the expression of TSLP and IL1β at the site of injection. In male mice, CFA-induced TSLP occurred in immigrated monocytes—and not epithelial cells—and was dependent on NLRP3 inflammasome activation and IL1β-signalling. In females, CFA-induced TSLP was independent of IL1β and upon ovariectomy. CFA/OVA led to a more pronounced imbalance of the T cell response in TSLPR−/− mice, with increased INFγ/IL4 ratio compared with wild-type controls. To test whether TSLP contributes to the anti-atherogenic effects of Freund's adjuvant, we treated ApoE−/− and ApoE−/−/TSLPR−/− mice with either CFA/IFA or PBS. ApoE−/− mice showed less atherogenesis upon CFA/IFA compared with PBS injections. ApoE−/−/TSLPR−/− mice had no attenuation of atherogenesis upon CFA/IFA treatment. Abstract

Background. Animal studies have suggested that apoptosis could play a significant role in the myocardial aging process. Although no information is available in humans, the paradigm that cardiomyocyte apoptosis is increased in the aged human heart has been widely propagated. Moreover, it is unknown whether gender differences may influence cardiomyocyte apoptosis. Methods. Cardiomyocyte apoptosis was compared between subjects ranging in age from 21 to 93 years (22 men and 19 women), free of any cardiovascular disease, who died of either violent or natural causes. Strict inclusion and exclusion criteria were used to ensure that the selected hearts accurately represented normal aging. Results. Apoptosis was detected using the TdT-mediated dUTP digoxigenin nick end labeling (TUNEL) technique (controls for TUNEL included negative staining for splicing factor SC-35 and for Ki-67 antigen). The percentage of cardiomyocyte death ranged from 0% to 0.0437%, with no correlation with the age of the subject (p = .85). However, the percentage of apoptosis was threefold higher in men than in women (0.0133% [+ or -] 0.0030% vs 0.0042% [+ or -] 0.0008%, respectively; p < .01). Conclusions. Our results in humans do not support the hypothesis that aging influences the percentage of cardiomyocyte apoptosis. However, gender appears to be an important determinant of the occurrence of apoptosis.
