Too often evaluation findings end up on the shelf! Why? Many interventions have several moving parts working together to achieve something each part cannot do independently. Unfortunately, many of the available evaluation approaches oversimplify this reality. After defining a system, the book explains how SET is intentionally aligned to evaluate a system's two essential properties: interdependence and emergence. This book inductively develops a new typology that identifies and evaluates three principal strategies that have been, and are being, used to extend international human rights protections to new categories of vulnerable populations. The book explicates the evolution and ongoing utility of the three strategies: categorical enlargement, conceptual expansion, and group-conscious universal application. The strategies are elucidated by case studies of nine distinct vulnerable populations: national minorities; those oppressed on the basis of caste; people with albinism; cross-cultural migrants; members of the African diaspora; Roma/Gypsies; persons affected by leprosy; older individuals; and lesbian, gay, bisexual, and transgender (LGBT) people. This article uses the 'students as partners' framework to examine the implications of an action research project conducted as part of a film studies module, delivered at a transnational tertiary education provider, a Sino-British university in China. The action research project consisted of the implementation of a system of film nomination and voting that allowed students to actively participate in one element of the syllabus design, namely, the choice of films to be screened and discussed in a segment of the module's curriculum, spanning 3 out of the total 14 weeks of the semester. Using as a dataset a series of semi-structured interviews with students who participated in the project, the article analyses their attitudes towards the process of nomination and voting, and points to future directions of research. By focusing on the intended democratic stakes of the project, the article argues that although the students evidenced some of the expected benefits of the collaboration, they also discursively privileged the role, the experience and the perspective of the teacher over their own. "The racial landscape in the United States is intricate and deeply entwined with historical legacies of systemic inequalities, particularly impacting African American communities. This study researches the evaluation practices within programs specifically designed for African American communities, employing Critical Race Theory (CRT) and Culturally Responsive Evaluation (CRE) frameworks. Using a generic qualitative research design, 15 semi-structured interviews were conducted to elucidate evaluators' perspectives on issues such as race, culture, equity, and inclusion throughout the evaluation process. Managers of workforce training programs are often unable to afford costly, full-fledged experimental or nonexperimental evaluations to determine their programs'impacts. Therefore, many rely on the survey responses of program participants to gauge program impacts. Smith, Whalley, and Wilcox present the first attempt to assess such measures despite their already widespread use in program evaluations. They develop a multidisciplinary framework for addressing the issue and apply it to three case studies: the National Job Training Partnership Act Study, the U.S. National Supported Work Demonstration, and the Connecticut Jobs First Program. Each of these studies were subjected to experimental evaluations that included a survey-based participant evaluation measure. The authors apply econometric methods specifically developed to obtain estimates of program impacts among individuals in the studies and then compare these estimates with survey-based participant evaluation measures to obtain an assessment of the surveys'efficacy. Are you a grant maker, manager or evaluator who must assess your work to improve as well as be accountable for the use of resources and results?
