In recent years, questions about the purpose of higher education (HE) have come to the fore as HE tuition fees have escalated both in the UK and internationally. The extent to which universities provide students with opportunities for developing skills needed not only for future employment but participation in civic life has become an important contemporary issue. Drawing on interviews with 29 graduates from three distinct types of UK higher education institutions (HEIs) ('elite,' 'old' and 'new'), the paper explores the extent to which the pedagogical experiences provided by these different institutions offer students the sorts of experiences and skills needed for later civic participation. Our analyses suggest that the pedagogical arrangements in these institutions are highly differentiated and provide varying opportunities for developing civic skills. Whilst this potentially has significant implications for the cultivation of students' civic skills and participation in civil society, we argue that civic participation is not so much determined by pedagogic or disciplinary cultures but is located on the intersection of ranging personal and social circumstances and pedagogic experiences.

AbstractCare experienced students are one of the most under-represented groups in higher education (HE) in the UK. Research in this field has sought to understand why some care experienced young people successfully transition to higher education and achieve good outcomes in it, despite experiencing considerable adversities and inequalities. To date, there has been scant detailed attention to the role of students’ wider social contexts in their transitions to university. Drawing on the voices of 14 care experienced students and graduates from UK universities, the paper highlights the role of their learning identities and social and cultural capitals and resources in their transitions to HE. The data provides an opportunity to critique individualising accounts of successful transitions to HE which have foregrounded notions of resilience or self-determination, by highlighting the role of wider social circumstances in care experienced students’ higher education decisions and transitions. Despite the overwhelming focus on young people who are at either end of the educational or social spectrum in policy and research, vast numbers of young people do not reside at these extremes. Consequently, there have been calls to focus more closely on young people who reside in the 'middle.' This paper considers the utility of the concept of a 'middling' category through examining four selected case studies of young people as they anticipate their transition onto a range of post-18 education, training or employment pathways. It highlights the ways in which intra-class fractional positioning, academic attainment, personal biographies and serendipitous moments intersect and interact to frame young people's decisions about their post-18 pathways. Attention to these multidimensional elements, over a reliance on categories which position young people within sharp social or academic groups, is crucial for fully understanding young people's decisions.

Considerable attention has been paid to the economic benefits of participating in higher education, particularly the 'economic premium' of graduates compared to non-graduates. Although the civic contribution of graduates has been widely acknowledged and discussed, there has been a dearth of empirical analysis that investigates this contribution. Furthermore, the massification of higher education in the UK, US, and many other countries, has had profound impacts on the higher education experience. But little is known about how changes to the form and function of mass higher education have impacted on the civic contribution of university graduates. This research attempts to address this by focussing specifically on associational membership of university graduates during their early adulthood. By calculating the 'civic premium' of UK graduates compared to their non-graduate peers over time we are able explore the relationship between associational membership and higher education participation following the massification of UK higher education.

Patterns of participation in higher education (HE) in the UK, as elsewhere, have been marked by social inequalities for decades. UK Governments have responded with a plethora of policies and agendas aimed at addressing this broad social issue. However, little is known about how higher education institutions (HEIs) interpret and 'enact' these policies in relation to institution-specific contexts. Drawing on concepts from policy sociology this paper examines how HEIs in one nation state, Wales, enact its Government's policy on 'widening access' to higher education. Interviews with a range of 'policy actors' along with analyses of institutional 'widening access' policy documents, reveal divergences between HEIs in how this policy agenda is interpreted and delivered. These differences reflect institution-specific contexts -- not least their internal politics and assumptions about the type of students they admit, but also their interests and priorities in relation to their positions within a global, marketised, HE system. The implications of this for the reproduction of university hierarchies in the UK, as well as social inequalities more generally are brought to the fore.

Since devolution of education policy to the four 'home' nations of the UK, distinct approaches to addressing social inequalities in higher education participation have developed across the four jurisdictions (England, Wales, Scotland and Northern Ireland). From a critical examination of 12 policy documents, this paper presents a comparative policy analysis of the qualitatively distinct ways that inequalities in higher education are conceptualised across the home nations. Basil Bernstein's theoretical ideas are drawn on to help unearth distinctions in their beliefs about the underlying nature of educational inequalities. These can be understood in relation to their degree of closeness to either neoliberal or social democratic ideological positions, and we show that the home nations of the UK place differing emphases on "what" form of higher education they aim to widen access to, and "how" they intend to achieve this.

This paper considers the role that schools have in determining whether school leavers participate in higher education or not. It examines the association between schools and university participation using a unique dataset of 3 cohorts of all young people leaving maintained schools in Wales. School "effects" are identified, even after controlling for individual-level factors, such as their prior attainment, socioeconomic circumstances, ethnicity, and special educational needs. Schools appear to have a particular "effect" on the likelihood that a young person enters an elite university. However, the findings suggest the concept of a school "effect" on higher education participation is not straightforward -- schools appear to have different levels of effectiveness depending on the gender of the young people and the nature of their higher education participation. These findings are considered within the policy contexts of school effectiveness and widening access to higher education.

Despite rates of participation in post-compulsory full-time education reaching approximately 84% in Wales, social class inequalities continue to shape young people's transitions from compulsory to post-compulsory education. This article draws upon data from a project which explored how young people's educational decisions and transitions in Wales, UK are influenced by national economic landscapes, the popular narratives framing them and the structure of local employment opportunities. The analyses revealed that young people from similar social class backgrounds, but living in different localities, make very different sorts of transition from compulsory to post-compulsory education; in essence, they are either "pushed" or they "jump" into post-16 education. The article aims overall to contribute both empirically and theoretically to understandings of the complexity of educational decision-making, revealing how class and location intersect to frame decision-making processes, in so doing producing and reproducing educational inequalities.

This paper considers the role of schools, place and national identity in shaping the ways in which young people make sense of the geography of higher education choice in the Welsh context. Drawing on two qualitative studies, it illustrates how attachment to nationhood and localities, as well as the internal processes of schools, bear upon the geographical mobility of young people living in Wales. The analyses suggest that this choice-making process, and the ways in which young people rationalised these decisions about where to study, varies according to where they lived and which school they attended. The paper illustrates the importance of moving beyond exclusively social-class based analyses of university choice making and embracing the significance of school and place in young people's geographical mobility.

In the UK, transition to university has become regarded as the 'normative' next step for young people following completion of their post-16 education. This paper examines the views of 23 young people who, despite being suitably qualified to progress to university, were anticipating alternative pathways and options. The paper illuminates the centrality of young people's 'learning identities' in their decisions and the role of wider social contexts in structuring their opportunities to embark on higher education. Their 'learning identities' informed their views on the value of higher education and other options in securing future employment. The implications of these findings are highly significant in the context of congested and competitive UK labour markets in which obtaining a degree has become, in very many contexts, the bare minimum for securing employment. Social mobility has been a central tenet of UK Government public policy, viewed as a silver bullet to creating a socially just and ‘fair’ society as well as an economically successful one. Within policy discourse young people's aspirations are deemed of critical importance to achieving educational success and in turn social mobility. However, within both popular and policy rhetoric ‘place attachment’ is routinely posited as a serious hindrance to successful realisation of aspiration, putatively because it embeds young people in ‘place’ (e.g. a particular community or geographical location) and prevents them from accessing employment in national labour markets. This paper, however, problematises the notion that ‘place attachment’ and ‘spatial mobility’ are necessarily mutually exclusive. Calling on data from a qualitative study of young people's aspirations in two distinctive regions of South Wales, UK, the analyses reveal that despite the largely localised ‘imagined futures’ of these young people they held very ‘high’ aspirations for professional forms of employment, which for some young people meant moving away from home and locality in order to achieve.
