Foamed concrete is one of concrete types that classified as lightweight concrete. More than 25% cements that use to create the foamed concrete that causes foamed concrete is expensive material compared to conventional materials and a cause the community less accept the foamed concrete. The purpose of this research is to produce foamed concrete that is more economical by replacing some of the cement with a mixing Anadara granosa shell ash and fly ash. Anadara granosa shell ash and fly ash are wastes that are abundant in Aceh. Based on this, an experimental research was conducted to replace cement as binder with mixture of Anadara granosa shells ash with fly ash. Chemical properties of Anadara granosa shell ash was tested using the SEM-EDX method and mechanical properties of foamed concrete created from mixture of Anadara granosa shell ash and fly ash as binder was conducted using ASTM C 39, ASTM C-496 and ASTM C-293 standards . The variation of the mixture of Anadara granosa shell ash and fly ash is 0%, 5%AG:15%FA, 10%AG:10%FA, and 15%AG:5%FA at 7 and 28 days. The results of chemical properties of Anadara granosa shell ash has high calsium okside (CaO) content of 39.41%, respectively. The results of mechanical properties of Foamed concrete showed that the highest compressive strength occurred at the mixture of Anadara granosa shells ash and fly ash 15%AG:15%FA of 17.41 MPa at 28 days with an increase in the compressive strength of normal Foamed concrete reaching 33.90%. The highest tensile strength and flexural strength occurred at the combinations of mixture of Anadara granosa shells ash and fly ash 15%AG:5%FA of 2.88 MPa and 2.89 MPa then normal Foamed concrete of 2.46 MPa at 28 days. Based on these conditions, it can be conclude that the use of a mixture of Anadara granosa shell ash and fly ash efected the mechanical properties of Foamed concrete.

We investigate the extreme X-ray variability of a z = 1.608 active galactic nucleus in the 7 Ms Chandra Deep Field-South (XID 403), which showed two significant X-ray brightening events. In the first event, XID 403 brightened by a factor of $>2.5$ in $\lesssim6.1$ rest-frame days in the observed-frame 0.5-5 keV band. The event lasted for $\approx5.0\textrm{-}7.3$ days, and then XID 403 dimmed by a factor of $>6.0$ in $\lesssim6.1$ days. After $\approx1.1\textrm{-}2.5$ years in the rest frame (including long observational gaps), it brightened again with the 0.5-5 keV flux increasing by a factor of $>12.6$. The second event lasted over 251 days and the source remained bright until the end of the 7 Ms exposure. The spectrum is a steep power law (photon index $Γ=2.8\pm0.3$) without obscuration during the second outburst, and the rest-frame 2-10 keV luminosity reaches $1.5^{+0.8}_{-0.5}\times10^{43}$ erg s$^{-1}$; there is no significant spectral evolution within this epoch. The infrared-to-UV spectral energy distribution of XID 403 is dominated by the host galaxy. There is no significant optical/UV variability and $R$-band (rest-frame $\approx2500$ $\unicode{xC5}$) brightening contemporaneous with the X-ray brightening. The extreme X-ray variability is likely due to two X-ray unveiling events, where the line of sight to the corona is no longer shielded by high-density gas clumps in a small-scale dust-free absorber. XID 403 is probably a high-redshift analog of local narrow-line Seyfert 1 galaxies, and the X-ray absorber is a powerful accretion-disk wind. In the nearby universe jets from AGN are observed to have a dramatic impact on their surrounding extragalactic environment. Their effect at the `cosmic noon' (z>1.5), the epoch when star formation and AGN activity peak, is instead much less constrained. Here we present a study of the giant (750 kpc) radio galaxy 103025+052430 located at the centre of a protocluster at redshift z=1.7, with a focus on its interaction with the external medium. We present new LOFAR observations at 144 MHz, which we combine with VLA 1.4 GHz and 0.5-7 keV Chandra archival data. The new map at 144 MHz confirms that the source has a complex morphology, possibly consistent with the `hybrid morphology' classification. The large size of the source gave us the possibility to perform a resolved radio spectral index analysis, a very unique opportunity for a source at such high redshift. This reveals a tentative flattening of the radio spectral index at the edge of the backflow in the Western lobe, which might be indicating plasma compression. The spatial coincidence between this region and the thermal X-ray bubble C suggests a causal connection between the two. Contrary to previous estimates for the bright X-ray component A, we find that inverse Compton scattering between the radio-emitting plasma of the Eastern lobe and the CMB photons can account for a large fraction (~45%-80%) of its total 0.5-7 keV measured flux. Finally, the X-ray bubble C, which is consistent with a thermal origin, is found to be significantly overpressurised with respect to the ambient medium. This suggests that it will tend to expand and release its energy in the surroundings, contributing to the overall intracluster medium heating. We study the ensemble X-ray variability properties of Active Galactic Nuclei (AGN) over a large range of timescales (20 ks $\leq T\leq$ 14 yrs), redshift ($0\leq z \lesssim 3$), luminosities ($10^{40}$ erg s$^{-1}\leq L_X\leq 10^{46}$ erg s$^{-1}$) and black hole (BH) masses ($10^6 \leq $M$_\odot \leq 10^9$). We propose the use of the variance-frequency diagram, as a viable alternative to the study of the power spectral density (PSD), which is not yet accessible for distant, faint and/or sparsely sampled AGN. We show that the data collected from archival observations and previous literature studies are fully consistent with a universal PSD form which does not show any evidence for systematic evolution of shape or amplitude with redshift or luminosity, even if there may be differences between individual AGN at a given redshift or luminosity. We find new evidence that the PSD bend frequency depends on BH mass and, possibly, on accretion rate. This study examines the administration of capital punishment in Kentucky. Comparing execution and death to life commutation cases from 1901–2019, we consider the purpose of the commutation process and its utilization considering offender-victim relationships and the severity of the homicide as determined by the Barnett Scale. While a higher score on the Barnett Scale predicted execution, there remained a pattern of racial discrimination between the two decisions.

PurposeThe main objective of the study is to identify the effects of various sources of job-related strains on police managers' turnover intentions.Design/methodology/approachData from a sample of American police managers (N = 179) were used to construct a path model that estimated the direct and indirect effect of environmental and organizational stressors on turnover intentions while considering the mediating role of negative emotionality.FindingsAlthough most of the surveyed police managers (61%) did not report turnover intentions, those who did were more likely to have experienced burnout, frustration and/or emotional drain. Strenuous relationships with police supervisors and work–life imbalances were the main sources of these negative emotions. Turnover intentions were expressed by managers at the operational/technical level (sergeants) and by those who perceived a lack of procedural justice at the agency level. Highly educated managers were significantly less likely to report burnout and turnover intent.Research limitations/implicationsSince this analysis is based on a relatively small convenience sample of police managers, readers should interpret the results cautiously.Practical implicationsTo reduce turnover in police organizations, police administrators should implement and follow policies and procedures to ensure a fair, consistent and just treatment of all employees.Originality/valueThis is one of the few recent studies that focused exclusively on police managers' turnover intentions.

We investigate the infrared (IR) emission of high-redshift ($z\sim 6$), highly star-forming (${ {\rm SFR} > 100}$ $M_{\rm \odot} {\rm yr}^{-1}$) galaxies, with/without Active Galactic Nuclei (AGN), using a suite of cosmological simulations featuring dust radiative transfer. Synthetic Spectral Energy Distributions (SEDs) are used to quantify the relative contribution of stars/AGN to dust heating. In dusty (${M_{\rm d}\gtrsim 3\times 10^7 M_{\rm \odot}}$) galaxies, $\gtrsim 50-90 \%$ of the UV radiation is obscured by dust inhomogeneities on scales ${\gtrsim 100}$ pc. In runs with AGN, a clumpy, warm ($\approx 250$ K) dust component co-exists with a colder ($\approx 60$ K) and more diffuse one, heated by stars. Warm dust provides up to ${50 \%}$ of the total IR luminosity, but only $\lesssim 0.1 \%$ of the total mass content. The AGN boosts the MIR flux by ${10-100 \times}$ with respect to star forming galaxies, without significantly affecting the FIR. Our simulations successfully reproduce the observed SED of bright (${M_{\rm UV}\sim -26}$) ${z\sim 6}$ quasars, and show that these objects are part of complex, dust-rich merging systems, containing multiple sources (accreting BHs and/or star forming galaxies) in agreement with recent HST and ALMA observations. Our results show that the proposed ORIGINS missions will be able to investigate the MIR properties of dusty star forming galaxies and to obtain good quality spectra of bright quasars at $z\sim 6$. Finally, the MIR-to-FIR flux ratio of faint (${M_{\rm UV}\sim -24}$) AGN is ${>10\times}$ higher than for normal star forming galaxies. Active galactic nuclei (AGN) feedback has a major impact onto the supermassive black-hole (SMBH) growth, the properties of the host galaxies, and their cosmic evolution. We investigate the effects of different kinetic feedback prescriptions on the observable properties of AGN and their host galaxies at $z>6$ in a suite of zoom-in cosmological simulations. We find that kinetic feedback decreases the column density of the interstellar medium (ISM) in the host galaxy by up to a factor of $\approx10$, especially when the SMBHs reach high accretion rates ($\approx10-30\,\mathrm{M_\odot\,yr^{-1}}$). In particular, kinetic feedback is required to extend the ISM size to $>1$ kpc and match the observed sizes of the gas reservoirs in $z>6$ AGN host galaxies. Moreover, it produces unobscured lines of sight along which the AGN can be detected in the rest-frame UV band with magnitudes consistent with observed values of $z>6$ AGN. The assumed geometry of the outflow plays an important role in shaping the observed properties of high-redshift AGN. We find that a biconical geometry is favored over a spherical one to reproduce the observed properties, but it overestimates the number of multiple AGN systems detectable in X-ray observations. This result suggests that simplistic BH seeding recipes widely employed in cosmological simulations produce too many X-ray detectable multiple AGN at $z=6-7$, thus soliciting the adoption of more physically motivated seeding prescriptions., Comment: Accepted for publication on MNRAS, 18 pages

We present deeper Chandra observations for weak-line quasars (WLQs) in a representative sample that previously had limited X-ray constraints, and perform X-ray photometric analyses to reveal the full range of X-ray properties of WLQs. Only 5 of the 32 WLQs included in this representative sample remain X-ray undetected after these observations, and a stacking analysis shows that these 5 have an average X-ray weakness factor of > 85. One of the WLQs in the sample that was known to have extreme X-ray variability, SDSS J1539+3954, exhibited dramatic X-ray variability again: it changed from an X-ray normal state to an X-ray weak state within ~ 3 months in the rest frame. This short timescale for an X-ray flux variation by a factor of $\gtrsim$ 9 further supports the thick disk and outflow (TDO) model proposed to explain the X-ray and multiwavelength properties of WLQs. The overall distribution of the X-ray-to-optical properties of WLQs suggests that the TDO has an average covering factor of the X-ray emitting region of ~ 0.5, and the column density of the TDO can range from $N_{\rm H}$ $\sim 10^{23-24}~{\rm cm}^{-2}$ to $N_{\rm H}$ $\gtrsim 10^{24}~{\rm cm}^{-2}$, which leads to different levels of absorption and Compton reflection (and/or scattering) among WLQs., 16 pages, 10 figures. Dust-obscured galaxies (DOGs) with extreme infrared luminosities may represent a key phase in the co-evolution of galaxies and supermassive black holes. We select 12 DOGs at $0.3\lesssim z\lesssim1.0$ with broad Mg II or H$\beta$ emission lines and investigate their X-ray properties utilizing snapshot observations ($\sim3~\mathrm{ks}$ per source) with Chandra. By assuming that the broad lines are broadened due to virial motions of broad-line regions, we find that our sources generally have high Eddington ratios ($\lambda_\mathrm{Edd}$). Our sources generally have moderate intrinsic X-ray luminosities ($L_\mathrm{X}\lesssim10^{45}~\mathrm{erg~s^{-1}}$), which are similar to those of other DOGs, but are more obscured. They also present moderate outflows and intense starbursts. Based on these findings, we conclude that high-$\lambda_\mathrm{Edd}$ DOGs are closer to the peaks of both host-galaxy and black-hole growth compared to other DOGs, and that AGN feedback has not swept away their reservoirs of gas. However, we cannot fully rule out the possibility that the broad lines are broadened by outflows, at least for some sources. PurposeThe purpose of this paper is to draw a better understanding of the potential impact of daylight in officer decision making. In order to this, the authors test the veil of darkness hypothesis, which theorizes that racial bias in traffic stops can be tested by controlling for the impact of daylight, while operating under the assumption that driver patterns remain constant across race.Design/methodology/approachPublicly available traffic-stop records from the Louisville Metro Police Department for January 2010–2019. The analysis includes both propensity score matching to examine the impact of daylight in similarly situated stops and coefficients testing to analyze how VOD may vary in citation-specific models.FindingsThe results show that using PSM following the VOD hypothesis does show evidence of racial bias, with Black drivers more likely to be stopped. Moreover, the effects of daylight significantly varied across citation-specific models.Research limitations/implicationsThe data are self-reported from the officer and do not contain information on the vehicle make or model.Practical implicationsThis paper shows that utilizing PSM and coefficients testing provides for a better analysis following the VOD hypothesis and does a better job of understanding the impact of daylight and the officer decision-making on traffic stops.Social implicationsBased on the quality of the data, the findings show that the use of VOD allows for the performance of more rigorous analyses of traffic stop data – giving police departments a better way to examine if racial profiling is evident.Originality/valueThis is the first study (to the researchers' knowledge) that applies the statistical analyses of PSM to the confines of the veil of darkness hypothesis.

Explaining the existence of super massive black holes (SMBHs) with MBH ≳ 108 M⊙ at z ≳ 6 is a persistent challenge to modern astrophysics. Multiwavelength observations of z ≳ 6 quasi-stellar objects (QSOs) reveal that, on average, their accretion physics is similar to that of their counterparts at lower redshift. However, QSOs showing properties that deviate from the general behavior can provide useful insights into the physical processes responsible for the rapid growth of SMBHs in the early universe. We present X-ray (XMM-Newton, 100 ks) follow-up observations of a z ≈ 6 QSO, J1641+3755, which was found to be remarkably X-ray bright in a 2018 Chandra dataset. J1641+3755 is not detected in the 2021 XMM-Newton observation, implying that its X-ray flux decreased by a factor ≳7 on a notably short timescale (i.e., ≈115 rest-frame days), making it the z > 4 QSO with the largest variability amplitude. We also obtained rest-frame ultraviolet (UV) spectroscopic and photometric data with the Large Binocular Telescope (LBT). Surprisingly, comparing our LBT photometry with archival data, we found that J1641+3755 became consistently brighter in the rest-frame UV band from 2003 to 2016, while no strong variation occurred from 2016 to 2021. Its rest-frame UV spectrum is consistent with the average spectrum of high-redshift QSOs. Multiple narrow absorption features are present, and several of them can be associated with an intervening system at z = 5.67. Several physical causes can explain the variability properties of J1641+3755, including intrinsic variations of the accretion rate, a small-scale obscuration event, gravitational lensing due to an intervening object, and an unrelated X-ray transient in a foreground galaxy in 2018. Accounting for all of the z > 6 QSOs with multiple X-ray observations separated by more that ten rest-frame days, we found an enhancement of strongly (i.e., by a factor > 3) X-ray variable objects compared to QSOs at later cosmic times. This finding may be related to the physics of fast accretion in high-redshift QSOs.

We combine results from deep ALMA observations of massive (M* > 1010 M⊙) galaxies at different redshifts to show that the column density of their interstellar medium (ISM) rapidly increases toward early cosmic epochs. Our analysis includes objects from the ASPECS and ALPINE large programs, as well as individual observations of z ∼ 6 quasar hosts. When accounting for non-detections and correcting for selection effects, we find that the median surface density of the ISM of the massive galaxy population evolves as ∼(1 + z)3.3. This means that the ISM column density toward the nucleus of a z > 3 galaxy is typically > 100 times larger than locally, and it may reach values as high as Compton-thick at z ≳ 6. Remarkably, the median ISM column density is on the same order of what is measured from X-ray observations of large active galactic nucleus (AGN) samples already at z ≳ 2. We have developed a simple analytic model for the spatial distribution of ISM clouds within galaxies, and estimate the total covering factor toward active nuclei when obscuration by ISM clouds on the host scale is added to that of parsec-scale circumnuclear material (the so-called torus). The model includes clouds with a distribution of sizes, masses, and surface densities, and also allows for an evolution of the characteristic cloud surface density with redshift, Σc, * ∝ (1 + z)γ. We show that, for γ = 2, such a model successfully reproduces the increase in the obscured AGN fraction with redshift that is commonly observed in deep X-ray surveys, both when different absorption thresholds and AGN luminosities are considered. Our results suggest that 80–90% of supermassive black holes in the early Universe (z > 6 − 8) are hidden to our view, primarily by the ISM in their hosts. We finally discuss the implications of our results and how they can be tested observationally with current and forthcoming facilities (e.g., VLT, E-ELT, ALMA, and JWST) and with next-generation X-ray imaging satellites. By extrapolating the observed X-ray nebulae around local AGN to the environments of supermassive black holes at high redshifts, we find ≲1″ nebulae impose stringent design constraints on the spatial resolution of any future X-ray imaging Great Observatory in the coming decades., We acknowledge financial contribution from the agreement ASI-INAF n. 2017-14-H.O. Recent measurements of the cosmic X-ray and radio backgrounds (CXB/CRB, respectively) obtained with Chandra and ARCADE2 report signals in excess of those expected from known sources, suggesting the presence of a yet undiscovered population of emitters. We investigate the hypothesis that such excesses are due to primordial black holes (PBHs) which may constitute a substantial fraction of dark matter (DM). We present a novel semi-analytical model which predicts X-ray and radio emission due to gas accretion onto PBHs, assuming that they are distributed both inside DM halos and in the intergalactic medium (IGM). Our model includes a self-consistent treatment of heating/ionization feedback on the surrounding environment. We find that (i) the emission from PBHs accreting in the IGM is subdominant at all times ($1\% \leq I_{\rm IGM}/I_{\rm tot} \leq 40\% $); (ii) most of the CXB/CRB emission comes from PBHs in DM mini-halos ($M_h \leq 10^6\ M_{\odot}$) at early epochs ($z>6$). While a small fraction ($f_{\rm PBH} \simeq 0.3\%$) of DM in the form of PBHs can account for the total observed CXB excess, the CRB one cannot be explained by PBHs. Our results set the strongest existing constraint on $ f_{\rm PBH} \leq 3\times 10^{-4}\ (30/M_{\rm PBH})$ in the mass range $1-1000\, M_\odot$. The findings of this study outline the racial differences in stop and frisk decisions by Illinois officers in consent searches and those based upon reasonable suspicion within the context of the elements of focal concerns theory. The analysis for this study was performed using propensity score matching (PSM) and allowed the researchers to create a quasi-experimental design to examine the race of the citizen and police decision making. According to our analysis of official Illinois law enforcement data, Black citizens, particularly males, were less likely to give their consent to a stop and frisk search. Black male citizens were also more likely to be stopped and searched due to an assessment of reasonable suspicion by the officer. Elements of focal concerns theory were also factors in pedestrian stops under conditions of consent and reasonable suspicion. Citizens judged as blameworthy were more likely to be stopped and frisked under conditions of consent and reasonable suspicion. The effect of a verbal threat and the officer’s prior knowledge about the citizen had even more significant impacts.

We publicly release the spectroscopic and photometric redshift catalog of the sources detected with Chandra in the field of the $z$=6.3 quasar SDSS J1030+0525. This is currently the fifth deepest X-ray field, and reaches a 0.5-2 keV flux limit $f_{\rm 0.5-2}$=6$\times$10$^{-17}$ erg s$^{-1}$ cm$^{-2}$. By using two independent methods, we measure a photometric redshift for 243 objects, while 123 (51%) sources also have a spectroscopic redshift, 110 of which coming from an INAF-Large Binocular Telescope (LBT) Strategic Program. We use the spectroscopic redshifts to determine the quality of the photometric ones, and find it in agreement with that of other X-ray surveys which used a similar number of photometric data-points. In particular, we measure a sample normalized median absolute deviation $\sigma_{NMAD}$=1.48||$z_{phot}$-$z_{spec}$||/(1+$z_{spec}$)=0.065. We use these new spectroscopic and photometric redshifts to study the properties of the Chandra J1030 field. We observe several peaks in our spectroscopic redshift distribution between $z$=0.15 and $z$=1.5, and find that the sources in each peak are often distributed across the whole Chandra field of view. This evidence confirms that X-ray selected AGN can efficiently track large-scale structures over physical scales of several Mpc. Finally, we computed the Chandra J1030 $z>$3 number counts: while the spectroscopic completeness at high-redshift of our sample is limited, our results point towards a potential source excess at $z\geq$4, which we plan to either confirm or reject in the near future with dedicated spectroscopic campaigns., Comment: 21 pages, 15 figures. Recent studies show that a universal relation between black-hole (BH) growth and stellar mass ($M_\bigstar$) or star formation rate (SFR) is an oversimplification of BH-galaxy co-evolution, and that morphological and structural properties of host galaxies must also be considered. Particularly, a possible connection between BH growth and host-galaxy compactness was identified among star-forming (SF) galaxies. We present a new modeling of the X-ray luminosity function (XLF) of Active Galactic Nuclei (AGN) out to z$\sim$3, dissecting the contribution of main-sequence (MS) and starburst (SB) galaxies. For each galaxy population, we convolved the observed galaxy stellar mass (M$_{\star}$) function with a grid of M$_{\star}$-independent Eddington ratio ($\lambda_{\rm EDD}$) distributions, normalised via empirical black hole accretion rate (BHAR) to star formation rate (SFR) relations. Our simple approach yields an excellent agreement with the observed XLF since z$\sim$3. We find that the redshift evolution of the observed XLF can only be reproduced through an intrinsic flattening of the $\lambda_{\rm EDD}$ distribution, and with a positive shift of the break $\lambda^{*}$, consistent with an anti-hierarchical behavior. The AGN accretion history is predominantly made by massive (10$^{10}$44.36 + 1.28$\cdot$(1+z). We infer that the probability of finding highly-accreting ($\lambda_{\rm EDD}>$ 10%) AGN significantly increases with redshift, from 0.4% (3.0%) at z=0.5 to 6.5% (15.3%) at z=3 for MS (SB) galaxies, implying a longer AGN duty cycle in the early Universe. Our results strongly favor a M$_{\star}$-dependent ratio between BHAR and SFR, as BHAR/SFR $\propto$ M$_{\star}^{0.73[+0.22,-0.29]}$, supporting a non-linear BH buildup relative to the host. Finally, this framework opens potential questions on super-Eddington BH accretion and different $\lambda_{\rm EDD}$ prescriptions for understanding the cosmic BH mass assembly., Comment: Accepted for publication in ApJ. 25 pages, 15 figures, 2 tables. In comparison with research on the private sector, organizational commitment within the police has been rarely examined. Moreover, the leadership styles of police officials are not equal in all police studies across the world. Using data collected in 2009 from 236 Korean police officers, the purpose of this study is twofold: (a) to determine if the scale (multifactor leadership questionnaire, form 6-S [MLQ-6 S]) is applicable to police agencies internationally; and (b) to examine if leadership influences organizational commitment in law enforcement agencies. Results indicate that transformational leadership is positively linked to organizational commitment in Korean police agencies. However, the applicability of MLQ-6 S is controversial. Future research is required to examine comprehensively whether MLQ-6 S is a valid instrument for various types of organizations across the world.

Citizens’ attitudes toward the death penalty have been effected by the availability of life without parole (LWOP). Our analysis focuses upon data from a representative sample of Kentuckians on death penalty attitudes. The factors influencing and related to death penalty support and compared to support for LWOP are considered along with a review of Kentucky survey findings from 1989–2016. The results reveal consistent support for LWOP over the death penalty. Male Kentucky residents with a college education were most likely to support life without parole over capital punishment while male conservatives did not.

This study presents findings on the community release performance of prisoners incarcerated for a drug offense and released over a 30-month period (July 2002 – December 2004). Within this sample, propensity score matching was used to construct comparable groups of parolees and offenders released unconditionally into the community. The authors find that drug offenders released from prison are highly likely to be returned to prison postrelease and drug offenders released on parole are more likely than their counterparts to be returned to prison. In addition, drug offenders on parole are substantially more likely than drug offenders released without supervision to be reincarcerated within 5 years after release.

We briefly review how X-ray observations of high-redshift active galactic nuclei (AGNs) at z = 4–7 have played a critical role in understanding their basic demographics as well as their physical processes; for example, absorption by nuclear material and winds, accretion rates, and jet emission. We point out some key remaining areas of uncertainty, highlighting where further Chandra and XMM-Newton observations/analyses, combined with new multiwavelength survey data, can advance understanding over the next decade.

This study describes how prescription drug monitoring programs (PDMPs) are used and identifies the strengths and weakness found in the four PDMPs studied. Focus groups were conducted with law enforcement officers in four states. The results indicate that making it easier to obtain information from the systems in other states or establishing a regional (or national) system would improve and speed investigations. The study also found that officers felt that PDMP systems should be made more proactive to “red flag” offenders and provide evidence of “doctor shopping” by those who may fall outside the normal range of prescription patterns.

We present a multi-wavelength study of seven AGN at spectroscopic redshift >2.5 in the 7 Ms Chandra Deep Field South, selected to have good FIR/sub-mm detections. Our aim is to investigate the possibility that the obscuration observed in the X-rays can be produced by the interstellar medium (ISM) of the host galaxy. Based on the 7 Ms Chandra spectra, we measured obscuring column densities N$_{H, X}$ in excess of 7x10$^{22}$ cm$^{-2}$ and intrinsic X-ray luminosities L$_{X}$>10$^{44}$ erg s$^{-1}$ for our targets, as well as equivalent widths for the Fe K$\alpha$ emission line EW>0.5-1 keV. We built the UV-to-FIR spectral energy distributions by using broad-band photometry from CANDELS and Herschel catalogs. By means of an SED decomposition technique, we derived stellar masses (M$_{*}$~10$^{11}$ Msun), IR luminosities (L$_{IR}$>10$^{12}$ Lsun), star formation rates (SFR~190-1680 Msun yr$^{-1}$) and AGN bolometric luminosities (L$_{bol}$~10$^{46}$ erg s$^{-1}$) for our sample. We used an empirically-calibrated relation between gas masses and FIR/sub-mm luminosities and derived M$_{gas}$~0.8-5.4x10$^{10}$ Msun. High-resolution (0.3-0.7'') ALMA data (when available, CANDELS data otherwise) were used to estimate the galaxy size and hence the volume enclosing most of the ISM under simple geometrical assumptions. These measurements were then combined to derive the column density associated with the ISM of the host, on the order of N$_{H, ISM}$~10$^{23-24}$ cm$^{-2}$. The comparison between the ISM column densities and those measured from the X-ray spectral analysis shows that they are similar. This suggests that, at least at high redshift, significant absorption on kpc scales by the dense ISM in the host likely adds to or substitutes that produced by circumnuclear gas on pc scales (i.e., the torus of unified models). Observations in the local universe show a tight correlation between the masses of supermassive black holes (SMBHs; $M_{\rm BH}$) and host-galaxy bulges ($M_{\rm bulge}$), suggesting a strong connection between SMBH and bulge growth. However, direct evidence for such a connection in the distant universe remains elusive. We have studied sample-averaged SMBH accretion rate ($\overline{\rm BHAR}$) for bulge-dominated galaxies at $z=0.5-3$. While previous observations found $\overline{\rm BHAR}$ is strongly related to host-galaxy stellar mass ($M_\star$) for the overall galaxy population, our analyses show that, for the bulge-dominated population, $\overline{\rm BHAR}$ is mainly related to SFR rather than $M_\star$. This ${\overline{\rm BHAR}}$-SFR relation is highly significant, e.g. $9.0\sigma$ (Pearson statistic) at $z=0.5-1.5$. Such a $\overline{\rm BHAR}$-SFR connection does not exist among our comparison sample of galaxies that are not bulge-dominated, for which $M_\star$ appears to be the main determinant of SMBH accretion. This difference between the bulge-dominated and comparison samples indicates that SMBHs only coevolve with bulges rather than the entire galaxies, explaining the tightness of the local $M_{\rm BH}$-$M_{\rm bulge}$ correlation. Our best-fit $\overline{\rm BHAR}$-SFR relation for the bulge-dominated sample is $\log\overline{\rm BHAR} = \log\mathrm{SFR} - (2.48\pm0.05)$ (solar units). The best-fit $\overline{\rm BHAR}/\mathrm{SFR}$ ratio ($10^{-2.48}$) for bulge-dominated galaxies is similar to the observed $M_{\rm BH}/M_{\rm bulge}$ values in the local universe. Our results reveal that SMBH and bulge growth are in lockstep, and thus non-causal scenarios of merger averaging are unlikely the origin of the $M_{\rm BH}$-$M_{\rm bulge}$ correlation. We report the discovery of a galaxy overdensity around a Compton-thick Fanaroff-Riley type II (FRII) radio galaxy at z=1.7 in the deep multiband survey around the z=6.3 QSO SDSS J1030+0524. Based on a 6hr VLT/MUSE and on a 4hr LBT/LUCI observation, we identify at least eight galaxy members in this structure with spectroscopic redshift z=1.687-1.699, including the FRII galaxy at z=1.699. Most of the identified overdensity members are blue, compact galaxies that are actively forming stars at rates of $\sim$8-60 $M_{\odot}$ yr$^{-1}$. Based on a 500ks Chandra ACIS-I observation we found that the FRII nucleus hosts a luminous QSO ($L_{2-10keV}=1.3\times10^{44}$ erg s$^{-1}$, intrinsic and rest-frame) that is obscured by Compton-thick absorption ($N_H=1.5\pm0.6\times 10^{24}$ cm$^{-2}$). Our Chandra observation, the deepest so far for a distant FRII within a galaxy overdensity, revealed significant diffuse X-ray emission within the region covered by the overdensity. In particular, X-ray emission extending for $\sim$240 kpc is found around the Eastern lobe of the FRII. Four out of the six MUSE star forming galaxies in the overdensity are distributed in an arc-like shape at the edge of this diffuse X-ray emission. The probability of observing by chance four out of the six $z=1.7$ sources at the edge of the diffuse emission is negligible. In addition, these four galaxies have the highest specific star formation rates of the MUSE galaxies in the overdensity and lie above the main sequence of field galaxies of equal stellar mass at z=1.7. We propose that the diffuse X-rays originate from an expanding bubble of gas that is shock-heated by the FRII jet, and that star formation is promoted by the compression of the cold interstellar medium of the galaxies around the bubble, which may be remarkable evidence of positive AGN feedback on cosmological scales. Possible connections between central black-hole (BH) growth and host-galaxy compactness have been found observationally, which may provide insight into BH-galaxy coevolution: compact galaxies might have large amounts of gas in their centers due to their high mass-to-size ratios, and simulations predict that high central gas density can boost BH accretion. However, it is not yet clear if BH growth is fundamentally related to the compactness of the host galaxy, due to observational degeneracies between compactness, stellar mass ($M_\bigstar$), and star formation rate (SFR). To break these degeneracies, we carry out systematic partial-correlation studies to investigate the dependence of sample-averaged BH accretion rate ($\rm \overline{BHAR}$) on the compactness of host galaxies, represented by the surface-mass density, $\Sigma_\rm e$, or the projected central surface-mass density within 1 kpc, $\Sigma_1$. We utilize 8842 galaxies with H < 24.5 in the five CANDELS fields at z = 0.5-3. We find that $\rm \overline{BHAR}$ does not significantly depend on compactness when controlling for SFR or $M_\bigstar$ among bulge-dominated galaxies and galaxies that are not dominated by bulges, respectively. However, when testing is confined to star-forming galaxies at z = 0.5-1.5, we find that the $\rm \overline{BHAR}$-$\Sigma_1$ relation is not simply a secondary manifestation of a primary $\rm \overline{BHAR}$-$M_\bigstar$ relation, which may indicate a link between BH growth and the gas density within the central 1 kpc of galaxies., Comment: 21 pages, 20 figures. Developed and implemented by the New York City Police Department, Compstat is a managerial accountability system developed to identify and solve crime problems. It has been adopted police departments throughout the world. This manuscript compares the attitudes of police chiefs with those of other ranks of police administrators through the use of a survey conducted by the Police Executive Research Forum. We replicated the study and surveyed graduates of the Administrative Officer’s Course at the Southern Police Institute. The findings suggest that the views of PERF chiefs and AOC graduates are diverse and that some of the fundamental Compstat practices could be changed to better accomplish their purpose. Galaxy clusters in the local universe descend from high-redshift overdense regions known as protoclusters. The large gas reservoirs and high rate of galaxy interaction in protoclusters are expected to trigger star-formation activity and luminous SMBH accretion in the host galaxies. We investigated the AGN content of a gas-rich and starbursting protocluster at $z=4$, known as the Distant Red Core (DRC). We observed with Chandra (139 ks) the 13 identified members of the structure, and searched for luminous and possibly obscured AGN among them. We also tested whether a hidden AGN can power the $Ly\alpha$ blob (LAB) detected with VLT/MUSE in the DRC. We detected obscured X-ray emission from the two most gas-rich members of the DRC, named DRC-1 and DRC-2. Both of them are resolved into multiple interacting clumps in high-resolution ALMA and HST observations. In particular, DRC-2 is found to host a luminous ($L_{2-10\,\mathrm{keV}}\approx3\times10^{45}\,\mathrm{erg\,s^{-1}}$) Compton-thick ($N_H\gtrsim10^{24}\,\mathrm{cm^{-2}}$) QSO, comparable to the most luminous QSOs known at all cosmic times. The AGN fraction among DRC members is consistent with results found for lower redshift protoclusters. However, X-ray stacking analysis reveals that SMBH accretion is likely also taking place in other DRC galaxies that are not detected individually by Chandra. Our results point toward the presence of a strong link between large gas reservoirs, galaxy interactions, and luminous and obscured nuclear activity in protocluster members. The powerful and obscured QSO detected in DRC-2 is likely powering the nearby LAB detected with VLT/MUSE, possibly through photoionization; however, we propose that the diffuse $Ly\alpha$ emission may be due to gas shocked by a massive outflow launched by DRC-2 over a $\approx10$ kpc scale., Comment: 13 pages, accepted for publication in A&A

Context. Obscured active galactic nuclei (AGN) represent a significant fraction of the entire AGN population, especially at high redshift (∼70% at z = 3 − 5). They are often characterized by the presence of large gas and dust reservoirs that are thought to sustain and possibly obscure vigorous star formation processes that make these objects shine at FIR and submillimeter wavelengths. Studying the physical properties of obscured AGN and their host galaxies is crucial to shedding light on the early stages of a massive system lifetime. Aims. We aim to investigate the contribution of the interstellar medium (ISM) to the obscuration of quasars in a sample of distant highly star forming galaxies and to unveil their morphological and kinematics properties. Methods. We exploit Atacama Large Millimeter/submillimeter Array Cycle 4 observations of the continuum (∼2.1 mm) and high-J CO emission of a sample of six X-ray selected, FIR detected galaxies hosting an obscured AGN at zspec > 2.5 in the 7 Ms Chandra Deep Field-South. We measured the masses and sizes of the dust and molecular gas by fitting the images, visibilities, and spectra, and we derived the gas density and column density on the basis of a uniform sphere geometry. Finally, we compared the measured column densities with those derived from the Chandra X-ray spectra. Results. We detected both the continuum and line emission for three sources for which we measured both the flux density and size. For the undetected sources, we derived an upper limit on the flux density from the root mean square of the images. We found that the detected galaxies are rich in gas and dust (molecular gas mass in the range < 0.5–2.7 × 1010 M⊙ for αCO = 0.8 and up to ∼2 × 1011 M⊙ for αCO = 6.5, and dust mass < 0.9–4.9 × 108 M⊙) and generally compact (gas major axis 2.1–3.0 kpc, dust major axis 1.4–2.7 kpc). The column densities associated with the ISM are on the order of 1023 − 24 cm−2, which is comparable with those derived from the X-ray spectra. For the detected sources we also derived dynamical masses in the range 0.8–3.7 × 1010 M⊙. Conclusions. We conclude that the ISM of high redshift galaxies can substantially contribute to nuclear obscuration up to the Compton-thick (> 1024 cm−2) regime. In addition, we found that all the detected sources show a velocity gradient reminding one rotating system, even though two of them show peculiar features in their morphology that can be associated with a chaotic, possibly merging, structure.
