Abstract Background While energy communities working on electricity provision have been extensively studied, thermal energy communities (TECs) focusing on bringing district heating (DH) systems to decarbonise heat systems in buildings have been relatively under-researched. This study addresses this gap by presenting the first comprehensive examination of key factors influencing the emergence and development of TEC projects in Denmark, Germany, and the Netherlands. The study uses an established analytical framework from previous research encompassing seven dimensions: market structure, hard- and soft institutions, financing, physical infrastructure, capacity, and interactions with other stakeholders. Data are gathered through a literature review and interviews. Results TECs have emerged at different times in each country, shaped by contextual circumstances and diverse forms of institutional support. Elements that have supported the development of TECs are regulatory frameworks promoting DH growth, heat decarbonisation policies, economic incentives to use waste heat in plants, targeted financing mechanisms, and assistance to enhance the capacity of TECs. External factors such as high oil prices, seismic events, and recent rising energy prices have also spurred project initiation. TECs also rely on additional factors for success, including organisational and entrepreneurial abilities to engage with stakeholders, gain social acceptance, and secure commitment from community members. Involvement from local government, intermediary organisations, and private companies is crucial for TEC implementation. Among the studied countries, Danish TECs stand out as the most developed, benefiting from a stable policy environment, decades of experience with DH and TEC, and positive societal perceptions. Conversely, Dutch and German TECs face challenges because of the early stage of their heat transition, dealing with financial obstacles, underdeveloped policies, unfamiliarity with DH technology and with TECs, as well as the need for expensive infrastructure changes. Shared challenges across regions include capacity limitations in small projects and implementing cost-effective, local, and sustainable heat sources. Conclusions In light of the study's findings, policymakers must consider establishing stable, integral and flexible policies supporting heat decarbonisation and TECs, addressing TECs' reliance on limited capacities, involving TECs in local heat municipal plans, and facilitating high DH connection rates where DH is the most cost-effective solution from a socio-economic perspective.

Abstract Switchgrass is a promising energy crop has the potential to mitigate global warming and energy security, improve local ecology and generate profit. Its quantitative traits, such as biomass productivity and environmental adaptability, are determined by genotype‐by‐environment interaction (GEI) or response of genotypes grown across different target environments. To simulate the yield of switchgrass outside its original habitat, a genotype‐specific growth model, SwitchFor that captures GEI was developed by parameterising the MiscanFor model. Input parameters were used to describe genotype‐specific characteristics under different soil and climate conditions, which enables the model to predict the yield in a wide range of environmental and climate conditions. The model was validated using global field trail data and applied to estimate the switchgrass yield potentials on the marginal land of the Loess Plateau in China. The results suggest that upland and lowland switchgrass have significant differences in the spatial distribution of the adaptation zone and site‐specific biomass yield. The area of the adaption zone of upland switchgrass was 4.5 times of the lowland ecotype's. The yield difference between upland and lowland ecotypes ranges from 0 to 34 Mg ha−1. The weighted average yield of the lowland ecotype (20 Mg ha−1) is significantly higher than the upland type (5 Mg ha−1). The optimal yield map, generated by comparing the yield of upland and lowland ecotypes based on 1 km2 grid locations, illustrates that the total yield potential of the optimal switchgrass is 61.6–106.4 Tg on the marginal land of the Loess Plateau, which is approximately twice that of the individual ecotypes. Compared with the existing models, the accuracy of the yield prediction of switchgrass is significantly improved by using the SwitchFor model. This spatially explicit and cultivar‐specific model provides valuable information on land management and crop breeding and a robust and extendable framework for yield mapping of other cultivars.

IntroductionCities are taking up services of social importance under the (re)municipalisation movement. The Dutch government embarked on an ambitious heat transition and proposed in 2022 to make all district heating projects public or semi-public, with a majority public share. This proposal has sparked intense debates among groups in favour of and against a shift to public ownership.MethodsThis study assessed 16 public projects through qualitative research and uncovered the arguments for and against public ownership among key public and private stakeholders.ResultsWhile public ownership is deemed necessary to meet social objectives and address the shortcomings of private models, critical views question the economic performance and inappropriate political choices in some public projects. These critical views propose alternative ways to safeguard public values, such as ensuring affordability and meeting climate goals. Despite disagreements, public and private actors recognise the shared responsibility and the importance of the other's role. They agree that the central government's proposed mandate for public ownership may limit flexibility at the local level and prevent other effective configurations like public-private partnerships with equal public-private shares.DiscussionReflecting on the study findings, it is debatable whether mandating public ownership nationwide, as proposed by the Dutch government, should become the approach to tackle current challenges instead of allowing more flexibility. The upcoming Heat Act may reduce key issues justifying public ownership, such as affordability, cherry-picking and the lack of transparency of private projects. Further research is needed to determine whether public ownership would enhance citizens' support and speed up realisation. Public ownership may still be necessary if social and cost benefits outweigh those from other configurations or long-term concession contracts are too risky. Implementing regulations protecting public values and enabling the coexistence of public, private or public-private configurations tailored to each unique local context could be an alternative, as successful district heating sectors abroad demonstrate.

Abstract Land‐use change (LUC)‐related greenhouse gas (GHG) emissions determine largely whether bioenergy is a suitable option for climate change mitigation. This study assesses how LUC emissions influence demand for bioenergy to mitigate GHG emissions, and how this affects the energy mix, using Brazil as a case study. A methodological framework is applied linking bioenergy supply curves, with associated costs and spatially explicit LUC emissions, to a bottom‐up energy system model. Furthermore, the influence of four key determining parameters is assessed: agricultural productivity, time horizon, natural succession (NS), and the use of dynamic emission factors (EFs). Demand for new bioenergy plantations range from 0.5 to 6.7 EJ in 2050, and is avoided when its EF reaches above 15 kg CO2/GJbiomass. Dynamic EFs result in earlier and larger use of bioenergy. Static EFs attenuate all emissions evenly over time, resulting in relative high emissions around 2050 when the carbon budget is most stringent. This in contrast to dynamic EFs, having early high peaks because of clearance of natural vegetation, but relatively small long‐term emissions when the carbon budget is most stringent. Exclusion of NS, in combination with spared agricultural land, results in a demand of 6.7 EJ, because of its low carbon penalty. Assuming that land is spared due to continuous yield increase (which is the reason to include NS as and EF component), bypasses the fact that yield improvements (that make those lands available) take place because of demand for bioenergy. When low‐carbon biomass is in limited availability, increasing electrification is observed, leading to electric capacity increase of 62% (mainly wind and solar energy), and a 12% energy system costs increase. Inclusion of spatiotemporal explicit supply potential and LUC emissions leads to improved bioenergy deployment pathways that come closer to the real situation as the dynamic nature of LUC emissions is included.

Abstract With a large marginal land area, the Loess Plateau in China holds great potential for biomass production and environmental improvement. Identifying suitable locations for biomass production on marginal land is important for decision‐makers from the viewpoint of land‐use planning. However, there is limited information on the suitability of marginal land within the Loess Plateau for biomass production. Therefore, this study aims to evaluate the suitability of the promising perennial energy crop switchgrass (Panicum virgatum L.) on marginal land across the Loess Plateau. A fuzzy logical model was developed and validated based on field trials on the Loess Plateau and applied to the marginal land of this region, owing to its ability of dealing with the continuous nature of soil, landscape variations, and uncertainties of the input data. This study identified that approximately 12.8–20.8 Mha of the Loess Plateau as available marginal land, of which 2.8–4.7 Mha is theoretically suitable for switchgrass cultivation. These parts of the total marginal land are mainly distributed in northeast and southwest of the Loess Plateau. The potential yield of switchgrass ranges between 44 and 77 Tg. This study showed that switchgrass can grow on a large proportion of the marginal land of the Loess Plateau and therefore offers great potential for biomass provision. The spatial suitability maps produced in this study provide information to farmers and policymakers to enable a more sustainable development of biomass production on the Loess Plateau. In addition, the fuzzy‐theory‐based model developed in this study provided a good framework for evaluating the suitability of marginal land.
