We facilitated the development of a co-designed and locally led community biodiversity inventory (CBI) in the Eastern Cape, South Africa, using nine design principles for participatory action research that promoted inclusivity. A questionnaire survey toward the end of the process found significant differences between people who were engaged and disengaged in the CBI. Engaged people valued biodiversity and ecosystem services, envisioned employment through ecotourism, and held a community-led view of governance. Disengaged people valued human-made and abiotic resources, overlooked threats to ecosystems, envisioned development through agriculture, and held a government-led view of governance. We postulate that CBIs attract actors interested in cultural biodiversity conservation. The process reinforces their beliefs and may affect others, forming the nucleus for local ecosystem stewardship. Community biodiversity inventories are, however, no panacea for local empowerment. Processes beyond local people's and facilitators' control and unrealized expectations may negate the impacts of well-intended efforts and good practices. [ABSTRACT FROM PUBLISHER]

Adaptive management is often advocated as a solution to understanding and managing complexity in social-ecological systems. Given the centrality of learning in adaptive management, it remains unclear how learning in adaptive management is understood to occur, who learns, what they learn about, and how they learn. We conducted a systematic review using the Thomson Reuters Web of Science, and searched specifically for examples of the practical implementation of adaptive management between 2011 and 2013, i.e., excluding articles that suggested frameworks, models, or recommendations for future action. This provided a subset of 22 papers that were analyzed using five elements: the aims of adaptive management as stated in each paper; the reported achievements of adaptive management; what was learned; who learned; and how they learned. Our results indicate that, although most published adaptive management initiatives aimed at improvements in biological conservation or ecosystem management, scholars of adaptive management tend to report on learning more about governance and about learning, than about ecosystems or biological conservation. Whereas almost all the papers (91%) listed improvements in biological conservation and ecosystem management as aims, 59% reported these as achievements. Whereas only 27% listed improved governance as an aim, 73% mentioned this as an achievement. Conservation scientists and academics reporting on adaptive management tend to learn among themselves, and very seldom (18%) with external stakeholders. Adaptive ecosystem management is dominated by direct assessment and single-loop learning aimed at improving existing practices (86%), with about 50% engaged in double-loop learning and a similar number in deutero-learning (learning about learning). Some adaptive managers (36%) combined double-and single-loop learning and the majority of these (6/8) reported on conservation achievements. A possible explanation for these findings is that adaptive management is an evolutionary process and in most instances is still in an early pioneering stage, possibly held back by participants' capacity for learning. In this synthesis, we hope to accomplish two things: 1) reflect on how the analysis of the new archaeological cases presented in this special feature adds to previous case studies by revisiting a set of propositions reported in a 2006 special feature, and 2) reflect on four main ideas that are more specific to the archaeological cases: i) societal choices are influenced by robustness--vulnerability trade-offs, ii) there is interplay between robustness--vulnerability trade-offs and robustness--performance trade-offs, iii) societies often get locked in to particular strategies, and iv) multiple positive feedbacks escalate the perceived cost of societal change. We then discuss whether these lock-in traps can be prevented or whether the risks associated with them can be mitigated. We conclude by highlighting how these long-term historical studies can help us to understand current society, societal practices, and the nexus between ecology and society. [ABSTRACT FROM AUTHOR]

The governance outcomes of natural resource co-management have been neither systematically monitored nor rigorously assessed. We identified system attributes and key variables that could form the basis for monitoring the governance dimension of adaptive co-management. A methodology for collaboratively monitoring these system attributes and key variables was tested in four localities in South Africa. Our results suggest that creating the conditions that facilitate self-organization, and particularly cross-scale institutional linkages, is the major challenge facing attempts to initiate adaptive co-management. Factors requiring greater attention include community perceptions of support from outside agencies, access to long-term funding for adaptive decision making, and access to reliable information about changes in natural resources and legal options for the formation of decision-making bodies. The recognition of complexity and uncertainty in natural resource management has lead to the development of a wealth of conceptual frameworks aimed at integrated assessment and complex systems monitoring. Relatively less attention has however been given to methodological approaches that might facilitate learning as part of the monitoring process. This paper reviews the monitoring literature relevant to adaptive co-management, with a focus on the synergies between existing monitoring frameworks, collaborative monitoring approaches and social learning. The paper discusses the role of monitoring in environmental management in general, and the challenges posed by scale and complexity when monitoring in adaptive co-management. Existing conceptual frameworks for monitoring relevant to adaptive co-management are reviewed, as are lessons from experiences with collaborative monitoring. The paper concludes by offering a methodological approach to monitoring that actively seeks to engender reflexive learning as a means to deal with uncertainty in natural resource management. We provide a synthesis of the papers in the Special Issue, the Communities Ecosystems and Livelihoods component of the Millennium Ecosystem Assessment (MA), and other recent publications on the adaptive capacity of communities and their role in ecosystem management. Communities adapt because they face enormous challenges due to policies, conflicts, demographic factors, ecological change, and changes in their livelihood options, but the appropriateness of their responses varies. Based on our synthesis, three broad categories of adaptive communities are identified. ‘Powerless spectator’ communities have a low adaptive capacity and weak capacity to govern, do not have financial or technological options, and lack natural resources, skills, institutions, and networks. ‘Coping actor’ communities have the capacity to adapt, but are not managing social-ecological systems. They lack the capacity for governance because of lack of leadership, of vision, and of motivation, and their responses are typically short term. ‘Adaptive manager’ communities have both adaptive capacity and governance capacity to sustain and internalize this adaptation. They invest in the long-term management of ecosystem services. Such communities are not only aware of the threats, but also take appropriate action for long-term sustainability. Adaptive co-management becomes possible through leadership and vision, the formation of knowledge networks, the existence or development of polycentric institutions, the establishment and maintenance of links between culture and management, the existence of enabling policies, and high levels of motivation in all role players. Adaptive co-managers are empowered, but empowerment is a consequence of the capacity for governance and the capacity to adapt, rather than a starting point. Communities that are able to enhance their adaptive capacity can deal with challenges such as conflicts, make difficult trade-offs between their short- and long-term well-being, and implement rules for ecosystem management. Local ecological knowledge (LEK) can shed light on ecosystem change, especially in under-researched areas such as South Africa's Wild Coast. However, for ecosystem planning purposes, it is necessary to assess the accuracy and validity of LEK, and determine where such knowledge is situated in a community, and how evenly it is spread. Furthermore, it is relevant to ask: does LEK add value to science, and how do science and local knowledge complement one another? We assessed change in woodland and forest cover in the Nqabara Administrative Area on South Africa's Wild Coast between 1974 and 2001. The inhabitants of Nqabara are ‘traditional’ Xhosa-speaking people who are highly dependent on natural resources for their livelihoods. More recently, however, infrastructural development has influenced traditional lifestyles at Nqabara, although poverty remains high and formal education levels low. We assessed LEK about changes in woodland and forest cover over the past 30 years by interviewing 11 local ‘experts,’ who were recognized as such by the Nqabara community, and 40 senior members of randomly selected households in each village. We also analyzed land-cover change, using orthorectified aerial photos taken in 1974 and 2001. Forest and woodland cover had increased by 49% between 1974 and 2001. The 11 ‘experts’ had a nuanced understanding of these changes and their causes. Their understanding was not only remarkably consistent with that of scientists, but it added considerable value to scientific understanding of the ultimate causes of land-cover change in the area. The experts listed combinations of several causal factors, operating at different spatial and temporal scales. The 40 randomly selected respondents also knew that forest and woodland cover had increased, but their understanding of the causes, and the role of fire in particular, was somewhat simplistic. They could identify only three causal factors and generally listed single factors rather than the combinations of factors listed by the experts. In some instances, their understanding even appeared to be seriously flawed. In contemporary Xhosa society, ecological knowledge is unevenly spread and held by individuals rather than by groups. Therefore, it is important to work with experts rather than randomly selected individuals in ecological studies that incorporate local knowledge. Expert local knowledge adds value to science by providing detailed insights into the ultimate causes of change, and by contributing a rare historical perspective. Scientists add value to local knowledge through their ability to study and predict obscure processes such as the impact of atmospheric change on vegetation. Scientists must, however, acknowledge that positivist studies that compare local knowledge to science are fraught with ethical and methodological challenges. Certain aspects of local knowledge, particularly in terms of fire, are sacred and do not have the same origins as Western science. Local knowledge and science can complement one another, but we advise against integrating them in a way that co-opts local knowledge for scientific purposes. [ABSTRACT FROM AUTHOR]

Complex systems are shaped by cross-scale interactions, nonlinear feedbacks, and uncertainty, among other factors. Transdisciplinary approaches that combine participatory and conventional methods and democratize knowledge to enable diverse inputs, including those from local, informal experts, are essential tools in understanding such systems. The metaphor of a ‘bridge’ to overcome the divide between different disciplines and knowledge systems is often used to advocate for more inclusive approaches. However, there is a shortage of information and consensus on the process, methodologies, and techniques that are appropriate to achieve this. This paper compares two case studies from Peru and South Africa in which community-level assessments were conducted as part of the Millennium Ecosystem Assessment, and explores the different conceptual models used to deal with scale and complexity, the methods adopted to deal with epistemology, and the different means of dealing with uncertainty in each assessment. The paper highlights the conceptual and practical challenges encountered by each assessment and discusses some of the conceptual and practical trade-offs involved in the selection of particular approaches. Climate change adaptation concerns mechanisms for responding to local climate change impacts to improve livelihoods of and decrease risks to affected stakeholders. In this article, we present evidence and novel insights from selected climate change adaption cases studies in Sub-Saharan Africa, shared directly by climate change practitioners. Our aim is to foster awareness and comprehension for local, national and transnational actors, enabling better decision-making, project implementation and policy design. To achieve this we describe and assess positive spillovers and negative externalities of climate change adaptation. Building on our collection of case studies, we focussed on classifying adaptation projects according to a set of typologies identified by the researchers. To further explain the typology classification related to the occurrence of (un)intended (side) effects, we identified factors that may enable sustainable adaptation scenarios based on lessons shared about the investigated projects. These systems are based on existing political economic research on the state-of-the-art '4E'– method (representing enclosure, exclusion, encroachment, entrenchment) evident in the literature and case study applications, which we adapted to fit our research questions. The factors include collaboration across scales, data availability and learning, bottom-up involvement/participation. We also formulated the positive counterpart of each of the four E dimensions. One finding was that the category lose-win, where the intended goal was not achieved, yet a positive spillover occurred, would be more likely to emerge with the factors 'bottom-up participation' as well as 'learning across scales' being present. Sustainability-focused research networks and communities of practice have emerged as a key response and strategy to build capacity and knowledge to support transformation towards more sustainable, just and equitable futures. This paper synthesises insights from the development of a community of practice on social-ecological systems (SES) research in southern Africa over the past decade, linked to the international Programme on Ecosystem Change and Society (PECS). This community consists of a network of researchers who carry out place-based SES research in the southern African region. They interact through various cross-cutting working groups and also host a variety of public colloquia and student and practitioner training events. Known as the Southern African Program on Ecosystem Change and Society (SAPECS), its core objectives are to: (1) derive new approaches and empirical insights on SES dynamics in the southern African context; (2) have a tangible impact by mainstreaming knowledge into policy and practice; and (3) grow the community of practice engaged in SES research and governance, including researchers, students and practitioners. This paper reflects on experiences in building the SAPECS community, with the aim of supporting the development of similar networks elsewhere in the world, particularly in the Global South. Land‐use changes and the expansion of protected areas (PAs) have amplified the interaction between protected and unprotected areas worldwide. In this context, 'interface processes' (human–nature and cross‐boundary interactions inside and around PAs) have become central to issues around the conservation of biodiversity and ecosystem services. This scientific literature review aimed to explore current knowledge and research gaps on interface processes regarding terrestrial PAs. At first, 3,515 references related to the topic were extracted through a standardized search on the Web of Science and analyzed with scientometric techniques. Next, a full‐text analysis was conducted on a sample of 240 research papers. A keyword analysis revealed a wide diversity of research topics, from 'pure' ecology to sociopolitical research. We found a bias in the geographical distribution of research, with half the papers focusing on eight countries. Additionally, we found that the spatial extent of cross‐boundary interactions was rarely assessed, preventing any clear delimitation of PA interactive zones. In the 240 research papers we scanned, we identified 403 processes that were studied. The ecological effects of PAs were well documented and appeared to be positive overall. In contrast, the effects of PAs on local communities were understudied and, according to the literature focusing on these, were very variable according to local contexts. Our findings highlight key research advances on interface processes, especially regarding the ecological outcomes of PAs, the influence of human activities on biodiversity, and PA governance issues. In contrast, main knowledge gaps concern the spatial extent of interactive zones, as well as the interactions between local people and conservation actions and how to promote synergies between them. While the review was limited to terrestrial PAs, its findings allow us to propose research priorities for tackling environmental and socioeconomic challenges in the face of a rapidly changing world. Jatropha-based biofuels have undergone a rapid boom-and-bust cycle in southern Africa. Despite strong initial support by governments, donors, and the private sector, there is a lack of empirical studies that compare the environmental and socioeconomic impacts of Jatropha's two dominant modes of production: large plantations and smallholder-based projects. We apply a rapid ecosystem services assessment approach to understand the impact of two Jatropha projects that are still operational despite widespread project collapse across southern Africa: a smallholder-based project (BERL, Malawi) and a large plantation (Niqel, Mozambique). Our study focuses on changes in provisioning ecosystem services such as biofuel feedstock, food, and woodland products that can have important effects on human well-being locally. Qualitative information is provided for other regulating and cultural ecosystem services. Although at this stage no impact is tremendously positive or negative, both projects show some signs of viability and local poverty alleviation potential. However, their long-term sustainability is not guaranteed given low yields, uncertain markets, and some prevailing management practices. [ABSTRACT FROM AUTHOR]

Social-ecological systems (SES) research has emerged as an important area of sustainability science, informing and supporting pressing issues of transformation towards more sustainable, just and equitable futures. To date, much SES research has been done in or from the Global North, where the challenges and contexts for supporting sustainability transformations are substantially different from the Global South. This paper synthesises emerging insights on SES dynamics that can inform actions and advance research to support sustainability transformations specifically in the southern African context. The paper draws on work linked to members of the Southern African Program on Ecosystem Change and Society (SAPECS), a leading SES research network in the region, synthesizing key insights with respect to the five core themes of SAPECS: (i) transdisciplinary and engaged research, (ii) ecosystem services and human well-being, (iii) governance institutions and management practices, (iv) spatial relationships and cross-scale connections, and (v) regime shifts, traps and transformations. For each theme, we focus on insights that are particularly novel, interesting or important in the southern African context, and reflect on key research gaps and emerging frontiers for SES research in the region going forward. Such place-based insights are important for understanding the variation in SES dynamics around the world, and are crucial for informing a context-sensitive global agenda to foster sustainability transformations at local to global scales. In 2014, the Third International Conference on the resilience of social-ecological systems chose the theme "resilience and development: mobilizing for transformation." The conference aimed specifically at fostering an encounter between the experiences and thinking focused on the issue of resilience through a social and ecological system perspective, and the experiences focused on the issue of resilience through a development perspective. In this perspectives piece, we reflect on the outcomes of the meeting and document the differences and similarities between the two perspectives as discussed during the conference, and identify bridging questions designed to guide future interactions. After the conference, we read the documents (abstracts, PowerPoints) that were prepared and left in the conference database by the participants (about 600 contributions), and searched the web for associated items, such as videos, blogs, and tweets from the conference participants. All of these documents were assessed through one lens: what do they say about resilience and development? Once the perspectives were established, we examined different themes that were significantly addressed during the conference. Our analysis paves the way for new collective developments on a set of issues: (1) Who declares/assign/cares for the resilience of what, of whom? (2) What are the models of transformations and how do they combine the respective role of agency and structure? (3) What are the combinations of measurement and assessment processes? (4) At what scale should resilience be studied? Social transformations and scientific approaches are coconstructed. For the last decades, development has been conceived as a modernization process supported by scientific rationality and technical expertise. The definition of a new perspective on development goes with a negotiation on a new scientific approach. Resilience is presently at the center of this negotiation on a new science for development. Stewardship is a popular term for the principles and actions aimed at improving sustainability and resilience of social-ecological systems at various scales and in different contexts. Participation in stewardship is voluntary, and is based on values of altruism and long-term benefits. At a global scale, 'earth stewardship' is viewed as a successor to earlier natural resource management systems. However, in South Africa, stewardship is narrowly applied to biodiversity conservation agreements on private land. Using a broader definition of stewardship, we identify all potentially related schemes that may contribute to sustainability and conservation outcomes. Stewardship schemes and actors are represented as a social network and placed in a simple typology based on objectives, mechanisms of action and operational scales. The predominant type was biodiversity stewardship programmes. The main actors were environmental non-governmental organisations participating in prominent bioregional landscape partnerships, together acting as important 'bridging organisations' within local stewardship networks. This bridging enables a high degree of collaboration between non-governmental and governmental bodies, especially provincial conservation agencies via mutual projects and conservation objectives. An unintended consequence may be that management accountability is relinquished or neglected by government because of inadequate implementation capacity. Other stewardship types, such as market-based and landscape initiatives, complemented primarily biodiversity ones, as part of national spatial conservation priorities. Not all schemes related to biodiversity, especially those involving common pool resources, markets and supply chains. Despite an apparent narrow biodiversity focus, there is evidence of diversification of scope to include more civic and community-level stewardship activities, in line with the earth stewardship metaphor. The South African game farming industry has grown exponentially since the 1960s and makes a significant contribution to South Africa's GDP. Recently, a number of challenges to the sustainability of the industry have emerged. This has led to concerns by environmental NGOs, academics and government officials about land degradation, hybridization, inbreeding, disrupted ecosystem processes, social impacts, and economic feasibility. Game farmers have raised concerns about the industry's governance, in particular the lack of consultation, inconsistent regulation, lack of capacity and leadership, and indecisiveness in government. The root of the problem lies in the incorrect and untested assumption that current science, policy and governance systems are adequate to achieve the goals of sustainability, leading to a top-down approach to regulation and the absence of adaptive management and co-learning. In this paper, we outline the ecological, social and economic benefits of sustainable game farm management. We propose an alternative approach to responsible management and better governance, based on the principles of adaptive co-management and co-regulation. We put forward a learning-and-process model starting with knowledge generation, awareness raising, knowledge sharing, learning, trust building, policy adaptation, monitoring and, ultimately, assessment and certification. The process moves from ineffective regulation to co-regulation, and the capacity to govern as well as the ecosystem's capacity to produce lasting services increases steadily as the process evolves. We suggest that the process outlined in the model should be guided by independent facilitators and culminate in a certification system for sustainably managed game farms. [ABSTRACT FROM AUTHOR]

Abstract: This paper considers participatory modelling to integrate biodiversity conservation into land use planning and to facilitate the incorporation of ecological knowledge into public decision making for spatial planning. Réunion Island has experienced rapid urban and agricultural expansion, which threaten its unique biodiversity. In this context, we designed three participatory modelling sequences, involving overall 24 multidisciplinary researchers and stakeholders. The sequences aimed: (1) to map land-use and biodiversity, (2) to develop a conservation plan following systematic conservation planning principles using a spatial optimization tool (MARXAN) and (3) to simulate coupled land-use/conservation scenarios using a multi-agent system (MAS). The conservation plan confirms that priority areas for biodiversity protection are located on the coast where rapid land-use changes occur. Nevertheless, stakeholders from the urban and agricultural sector did not participate to this sequence. Indeed, conservation planning tools are useful to locate conservation priorities but they have to be designed with stakeholders to be accepted as negotiation tool. Besides, the researchers engaged in this second sequence were perceived as conservation stakeholders rather than holders of scientific knowledge. In the third sequence, the researchers involved adopted the stance of facilitating the elicitation of each stake and gathered trust from stakeholders. Overall, we conclude that the participatory development of land-use simulation models should be promoted to explore alternative scenarios for biodiversity conservation with stakeholders. In a situation of land-use conflict, a gradual and sequential participatory modelling approach should be implemented to fit into public decision-making processes. [Copyright &y& Elsevier]

Designing broad-scale conservation corridors has become increasingly common as a way of conducting an assessment for achieving targets for the representation and persistence of nature. However, since many of these corridors must traverse agricultural and other production landscapes, planning and implementation are not trivial tasks. Most approaches to conservation assessments in the dynamic world of production landscapes are data-intensive and analytically complex. However, in the real world, donor and other external requirements impose time and budget constraints, and dictate strong stakeholder involvement in the entire planning process. In order to accommodate this, assessments must be rapid, cheap, and the approach and products must be comprehensible and acceptable to stakeholders. Here we describe such an assessment aimed at identifying and implementing a network of conservation corridors in the Gouritz Initiative project domain of South Africa's Cape Floristic Region hotspot. We used empirical data and expert knowledge to identify a corridor network hypothesized to sustain key ecological and evolutionary processes. We also consulted experts to provide a spatially explicit assessment of the opportunity costs of conservation associated with agriculture, the predominant land use in the region. We used these products to identify categories of land requiring different actions and instruments to achieve conservation goals, thereby moving from the "where" to the "how" of conservation. This information was then fed into the collaborative strategy development process for the Gouritz Initiative. Our discussion emphasizes the lessons that we learnt from undertaking this assessment, particularly lessons regarding the implementation of the planning products. We conclude that at the outset of any planning project, a consensus on the vision must be achieved, a detailed social assessment of appropriate institutions must be undertaken, and a learning organization that practices adaptive comanagement should be established.
