Efficient water use, particularly in the realm of irrigation, has emerged as a critical concern in regions suffering from persistent drought, such as California and Florida. With the advent of smart irrigation controllers encouraged by environmental policies, a new paradigm of water management is gaining traction. Among these, the Rachio smart controller has garnered significant attention. However, without direct feedback or actual water usage data, optimizing these irrigation systems for enhanced efficiency remains challenging. This paper introduces Water-COLOR, a novel recommendation system integrated within the Rachio smart controller's framework to address this challenge. The system leverages similar landscape profiles to suggest irrigation schedules that are both water-efficient and user-preferable. By analyzing manual user interactions with the controller, Water-COLOR infers user satisfaction, which, along with estimated water usage, informs the adaptation of irrigation plans. The system eschews the need for additional sensors, thereby reducing infrastructure requirements. Our evaluation demonstrates consistent performance across diverse climatic regions and indicates that the system's recommendations could significantly contribute to water conservation efforts. The results not only showcase the potential of Water-COLOR to enhance the efficiency of existing smart irrigation systems but also open avenues for deploying real-time, data-driven environmental solutions.

ABSTRACT: Disinfection byproducts (DBPs), residual compounds formed from the chemical disinfection of drinking water, can cause a host of damaging public health and environmental impacts. This study evaluates the landscape of regulations designed to reduce the occurrence and/or impact of DBPs, focusing on regulations issued by the US states. Drawing on a systematic search of state administrative codes and agency websites, we first identify the presence, absence, and layering of DBP-related regulations. We then evaluate the number and types of policy tools – the specific approaches required by each regulation, such as monitoring requirements, economic incentives, and required treatment technologies – to identify how DBPs are being managed and how states cluster with relatively more and less robust regulatory frameworks. Finally, we evaluate the relationship between the regulatory approach and the frequency of drinking water quality violations for DBP compounds. While most states have at least one DBP-specific regulation, these vary substantially in their comprehensiveness. The most-used policy tools (monitoring, compliance schedules, and reporting) directly reflect federal regulations; few states have adopted innovative tools such as collaboration or financial incentives. We observe no relationship between regulatory efforts and water quality violations, suggesting that current policy implementation may not adequately address the complex risk of DBPs.

Stormwater infrastructure substantially impacts water quality and supply. In the U.S., local agency investments rely on public support from taxes or fees. Assessing individuals’ knowledge and willingness to pay helps inform potential pathways to funding and green infrastructure implementation. Using a 2018–2019 survey of 868 University of California students and staff, we analyze stormwater knowledge and willingness to pay or support public fund allocation for green infrastructure, especially natural treatment systems (NTS). Results of three separate regression models, each with a one-campus random sample and an all-campus convenience sample, show the majority of respondents supported allocating personal and campus funds for NTS. Preexisting environmental attitudes (on the New Ecological Paradigm scale) were the most common driver in nearly all models, but with inconsistent results and low explanatory power across models. Harnessing public support to increase stormwater investment may require tailored benefit messaging or other motivational frameworks, particularly in semiarid environments.

Existing needs to manage flood risk in the United States are underserved by available flood hazard information. This contributes to an alarming escalation of flood impacts amounting to hundreds of billions of dollars per year and countless disrupted lives and affected communities. Making information about flood hazards useful for the range of decisions that dictate the consequences of flooding poses many challenges. Here, we describe collaborative flood modeling, whereby researchers and end-users at two coastal sites co-develop fine-resolution flood hazard models and maps responsive to decision-making needs. We find, first of all, that resident perception and awareness of flooding are enhanced more by fine-resolution depth contour maps than Federal Emergency Management Agency (FEMA) flood hazard classification maps and that viewing fine-resolution depth contour maps helps to minimize differences in flood perception across subgroups within the community, generating a shared understanding. We also find that collaborative flood modeling supports the engagement of a wide range of end-users in contemplating the risks of flooding and provides strong evidence that the co-produced knowledge can be readily adopted and applied for Flood Risk Management (FRM). Overall, collaborative flood modeling advances FRM by providing multiple points of entry for diverse groups of end-users to contemplate the spatial extent, intensity, timing, chance, and consequences of flooding, thus enabling the web of decision-making related to flooding to be better informed with the best available science. This transdisciplinary approach emphasizes vulnerability reduction and is complementary to FEMA Flood Insurance Rate Maps used for flood insurance administration.

Pluvial flash flooding (PFF) is a growing hazard facing cities around the world as a result of rapid urbanization and more intense precipitation from global warming, particularly for low-resourced settings in developing countries. We present collaborative modeling (CM) as an iterative process to meet diverse decision-making needs related to PFF through the co-production of flood hazard models and maps. CM resulted in a set of flood hazard maps accessible through an online viewer that end-users found useful and useable for understanding PFF threats, including debris blockages and barriers to mobility and evacuation. End-users of information included individuals concerned with general flood awareness and preparedness, and involved in infrastructure and emergency management, planning, and policy. CM also showed that rain-on-grid hydrodynamic modeling is needed to depict PFF threats in ways that are intuitive to end-users. These outcomes evidence the importance and transferability of public health rationale for community-based research and principles used here including recognizing community as a unit of identity, building on strengths of the community, and integrating knowledge for the benefit of all partners.

The Urban Water Atlas for Europe constitutes an original overview of Urban Water Management in Europe, explain- ing and illustrating water in an unprecedented way and reflecting how water, the essence of life, flows through the arteries of our cities. Leading experts in water sciences and technologies, together with climate change researchers, have joined artists and children in order to show how thirsty our cities really are and how we can cope with their growing demand for the most precious resource of our planet. The result is the first major publication of the Sci- ence and Knowledge Service of the European Commission, the JRC, which within a movement stemming from its Sci-Art Programme seeks to explore the important opportunities arising from the cross-fertilisation between science and art. The Atlas itself establishes the benchmark for over 40 cities, both European and from farther afield, in 30 different countries, in a manner which permits a vast range of municipalities to confront one of the greatest global challenges by employing local solutions in order to ensure a supply of water for all. It contains 95 scientific indicators and parameters, over 700 graphs, original illustrations and never seen before photographs and combines the work of 40 contributors from 22 organisations. Yet, the true value of this publication lies in the process of ensuring thatthe underlying scientific knowledge is available for societal uptake. The resolving of conflicts which stem from an exclusive self-understanding of traditional natural sciences, the difficulty to communicate the purpose of technological solutions and the challenge to engage in peer-to-peer discussion between the sciences, politics and the citizen constitute worthy lessons for both environmental experts and their social science counterparts.

Flood hazard mapping in the United States (US) is deeply tied to the National Flood Insurance Program (NFIP). Consequently, publicly available flood maps provide essential information for insurance purposes, but they do not necessarily provide relevant information for non-insurance aspects of flood risk management (FRM) such as public education and emergency planning. Recent calls for flood hazard maps that support a wider variety of FRM tasks highlight the need to deepen our understanding about the factors that make flood maps useful and understandable for local end users. In this study, social scientists and engineers explore opportunities for improving the utility and relevance of flood hazard maps through the co-production of maps responsive to end users' FRM needs. Specifically, two-dimensional flood modeling produced a set of baseline hazard maps for stakeholders of the Tijuana River valley, US, and Los Laureles Canyon in Tijuana, Mexico. Focus groups with natural resource managers, city planners, emergency managers, academia, non-profit, and community leaders refined the baseline hazard maps by triggering additional modeling scenarios and map revisions. Several important end user preferences emerged, such as (1) legends that frame flood intensity both qualitatively and quantitatively, and (2) flood scenario descriptions that report flood magnitude in terms of rainfall, streamflow, and its relation to an historic event. Regarding desired hazard map content, end users' requests revealed general consistency with mapping needs reported in European studies and guidelines published in Australia. However, requested map content that is not commonly produced included (1) standing water depths following the flood, (2) the erosive potential of flowing water, and (3) pluvial flood hazards, or flooding caused directly by rainfall. We conclude that the relevance and utility of commonly produced flood hazard maps can be most improved by illustrating pluvial flood hazards and by using concrete reference points to describe flooding scenarios rather than exceedance probabilities or frequencies.

Mean sea level has risen tenfold in recent decades compared to the most recent millennia, posing a serious threat for population and assets in flood-prone coastal zones over the next century. An increase in the frequency of nuisance (minor) flooding has also been reported due to the reduced gap between high tidal datums and flood stage, and the rate of sea level rise (SLR) is expected to increase based on current trajectories of anthropogenic activities and greenhouse gases emissions. Nuisance flooding (NF), however nondestructive, causes public inconvenience, business interruption, and substantial economic losses due to impacts such as road closures and degradation of infrastructure. It also portends an increased risk in severe floods. Here we report substantial increases in NF along the coasts of United States due to SLR over the past decades. We then take projected near-term (2030) and midterm (2050) SLR under two representative concentration pathways (RCPs), 2.6 and 8.5, to estimate the increase in NF. The results suggest that on average, - 80 ± 10% local SLR causes the median of the NF distribution to increase by 55 ± 35% in 2050 under RCP8.5. The projected increase in NF will have significant socio-economic impacts and pose public health risks in coastal regions. Catchment urbanization perturbs the water and sediment budgets of streams, degrades stream health and function, and causes a constellation of flow, water quality, and ecological symptoms collectively known as the urban stream syndrome. Low-impact development (LID) technologies address the hydrologic symptoms of the urban stream syndrome by mimicking natural flow paths and restoring a natural water balance. Over annual time scales, the volumes of stormwater that should be infiltrated and harvested can be estimated from a catchment-scale water-balance given local climate conditions and preurban land cover. For all but the wettest regions of the world, a much larger volume of stormwater runoff should be harvested than infiltrated to maintain stream hydrology in a preurban state. Efforts to prevent or reverse hydrologic symptoms associated with the urban stream syndrome will therefore require: (1) selecting the right mix of LID technologies that provide regionally tailored ratios of stormwater harvesting and infiltration; (2) integrating these LID technologies into next-generation drainage systems; (3) maximizing potential cobenefits including water supply augmentation, flood protection, improved water quality, and urban amenities; and (4) long-term hydrologic monitoring to evaluate the efficacy of LID interventions.

The Millennium Drought in Southeast Australia forced greater Melbourne, a city of 4.3 million people, to find innovative ways of increasing water supply and decreasing water demand. This article explores how water managers in Melbourne reacted to the crisis and evaluates the short-and long-term impacts of their decisions. Reduced water demand occurred primarily through residential and industrial water conservation programs, restrictions, together with emergency reductions in the environmental release of water to streams. The city also experimented with using recycled water, in place of surface water, to support agriculture in the Werribee Irrigation District. Water pricing was not strengthened during the drought, and thus not regarded as a drought demand management tool, primarily because Melbourne water companies lacked independent price-setting powers. Today, five years after the end of the Millennium Drought, gains in water conservation appear to be holding steady, but recycled water for irrigation has declined for various reasons. We contend that the Millennium Drought provided Melbourne with the opportunity to develop and implement a more integrated approach to water management. Many of the innovations it forged (e.g., distributed harvesting and use of stormwater) will continue to enhance the city’s resilience to drought and reduce its vulnerability to climate variability for years to come. Nevertheless, a challenge going forward is how to sustain these achievements in light of anticipated population growth and continued climatic change. This challenge—coupled with Melbourne’s successes—hold important lessons for water-stressed cities around the world.

This article explores governance issues in developing innovative pollutant offset programs by focusing on a case study being piloted at the Gisborne Recycled Water Plant in Jacksons Creek, a rural sub-catchment of the Maribyrnong River north of Melbourne, Australia. The paper offers preliminary lessons from the ongoing design and anticipated challenges facing this innovative program based on reflections from the literature and project progress to-date. This case exemplifies a form of adaptive governance – an approach well suited to achieving broad sustainability objectives – and for which an early assessment is both appropriate and opportune. Adaptive governance is characterized by governmental collaboration with civil society groups, social learning through public participation, and experimentation leading to more flexible policy outcomes. Early assessment affords the possibility of mid-course corrections, drawing on experience acquired elsewhere. We contend that the approach being developed in Victoria through this pilot program has implications beyond the use of recycled wastewater for achieving various social objectives. It may also contribute to the development of an expansive water quality offset framework applicable to point source discharges, nonpoint source pollution, and sewerage overspills. Moreover, the approach can be applied to design of offset systems elsewhere – with appropriate economic savings and effective application to multiple water quality challenges if potential problems are discerned early.

Humans create vast quantities of wastewater through inefficiencies and poor management of water systems. The wasting of water poses sustainability challenges, depletes energy reserves, and undermines human water security and ecosystem health. Here we review emerging approaches for reusing wastewater and minimizing its generation. These complementary options make the most of scarce freshwater resources, serve the varying water needs of both developed and developing countries, and confer a variety of environmental benefits. Their widespread adoption will require changing how freshwater is sourced, used, managed, and priced.
