An analysis of more than 2,000 speeches and social media posts on foreign policy issues from four members of Jair Bolsonaro’s government from January 2019 to December 2020 suggests that a conspiracy theory called “globalism,” which explains current events using a series of intrigues and stratagems carried out by fictitious enemies to undermine the national order, has not only taken root in Brazil’s foreign policy narrative but consistently been used over time by the cabinet members responsible for that policy. It also indicates that the use of “globalism” is not just a political strategy to persuade voters but a worldview embedded in Bolsonaro’s far-right cabinet. Uma análise de mais de 2.000 discursos e posts provenientes de redes sociais sobre questões da política externa do Brasil por quatro membros do gabinete do governo de Jair Bolsonaro de janeiro de 2019 a dezembro de 2020 indica que a teoria de conspiração denominada “globalismo,” que explica atualidades em termos de uma série de intrigas e estratégias implementadas por inimigos fictícios para minar a ordem nacional, não se arreigou apenas na narrativa exibida na política exterior brasileira mas também se utilizou há anos pelos mesmos membros do gabinete que são responsáveis por sua elaboração. Isso significa que o uso do “globalismo” não é só uma estratégia política para convencer eleitores mas é também uma visão do mundo que é enraizada no gabinete de Bolsonaro cuja origem reside na extreme direita.

Since its inception in the late 1950s, the field of foreign policy analysis in Brazil has been mostly problem driven. Furthermore, most of the studies are focused exclusively on the Brazilian context, without extending their conclusion beyond national boundaries. However, the analysis of more than 200 articles, published by Brazilian academics in local and international journals since the 1950s, reveals that new trends are emerging since the beginning of the 21st century. There is a steady increase of articles using foreign policy analysis tools and concepts, a growing number of comparative studies, and a tendency to develop middle-range theories that can be replicated elsewhere. Even though the use of middle-range theories is still incipient, the Brazilian international relations (IR) community could greatly benefit from it, fostering greater integration with the international IR community, refining the Brazilian foreign policy analysis, and reevaluating the “scientific exceptionalism” that has characterized Brazilian IR academic production.

In this paper, we analyze citizens’ attitudes toward regional leadership, employing two sets of survey experiments. Using Brazil as a case study, we analyze the first set of experiments with two types of regional leadership—structural and institutional—across three different regional issues—economic integration, regime change, and regional conflict. We found that Brazilians do not support either type of leadership, whether in regional conflict or in regime change issues, but support institutional leadership in economic integration scenarios. In the second set, we included specific South American countries both in regional conflict and in regime change scenarios. We found that Brazilians prefer Brazil to stay away from acting as a leader once neighboring countries are named in the experiment. Our findings indicate that the literature on regional leadership should incorporate the level of domestic support to understand its implications to the exercise of regional leadership. We embedded our experiments within the project “The Americas and the World: Public Opinion and International Politics, 2014–2015.” We used a nationally representative sample of eighteen hundred respondents undertaken in 2014.

O livro é uma cooperação entre o Instituto de Relações Internacionais da USP e a Prefeitura Municipal de São Paulo e teve como objetivos obter o diagnóstico do atendimento da população imigrante pelos órgãos da Prefeitura Municipal de São Paulo e o seu perfil no acesso aos serviços públicos e formular sugestões na perspectiva da construção de uma política municipal para imigrantes internacionais. Para isso, foram realizadas entrevistas semiestruturadas para compreender a experiência dos agentes-chave no atendimento aos imigrantes e entrevistas com diversos órgãos públicos, representados por pessoas que ocupavam posições de coordenação e/ou responsáveis pelos bancos de dados, a fim de reunir os dados quantitativos sobre o atendimento aos imigrantes e compreender os detalhes da produção dos dados de cada banco dos órgãos Municipais. O diagnóstico indicou, entre outros aspectos, a ausência de dados sobre o atendimento aos imigrantes e um déficit de articulação entre os diferentes órgãos públicos, há discrepâncias com relação ao número de imigrantes que são beneficiados pelos serviços municipais em cada banco de dados. Estas características dificultam a coordenação entre os diversos órgãos Municipais e são obstáculos à elaboração de políticas públicas eficientes para os imigrantes. Com os dados obtidos, foi possível também aprofundar o conhecimento sobre a população imigrante, buscando compreender suas demandas e dificuldades no acesso aos serviços públicos.

Este livro nasceu da necessidade de intensificar o diálogo entre pesquisadores brasileiros e destes com especialistas árabes do Oriente Médio, por uma melhor compreensão sobre a forma pela qual o Brasil pode cooperar para a paz e para a transição e consolidação da democracia no Oriente Médio. Este tema foi debatido pela primeira vez, no Instituto de Relações Internacionais (IRI) da USP, em 2015, no seminário internacional “Brazil and the Middle East: shaping new patterns of connections?”. Os artigos aqui reunidos têm como origem o Seminário e apresentam análises de especialistas sobre o Oriente Médio e o relacionamento do Brasil com essa região do globo. Pode-se concluir que o Brasil pode e deve ter uma presença mais ativa e coerente no Oriente Médio e é a sua sociedade civil que tem melhores condições e capacidades para desempenhar esse papel, quer na troca de experiências sobre as transições democráticas, quer na defesa dos Direitos Humanos, quer no acolhimento de refugiados, quer, finalmente, no desenvolvimento de redes inter-regionais e globais. Todavia, para que isso aconteça é categórico vencer a barreira da indiferença e do desconhecimento. As relações entre o Brasil e os países árabes mais do que serem vistas numa perspectiva bilateral, devem inserir-se numa lógica de procura de criação de um espaço público mundial, no desenvolvimento de um patriotismo planetário e na promoção dos ideais de uma humanidade comum. É com esse objetivo que a sociedade civil brasileira, definindo esta prioridade, poderá assumir um papel de relevo, capitalizando a imagem positiva que tem junto da opinião pública dos países do Oriente Médio.

Whilst there is no shortage of analyses on the politics of regions in International Relations, little attention has been paid to states who perceive that they do not properly fit in the regions they happen to be located in. These are the ‘misplaced states’: they stand out not so much because of material capacities but because they espouse an identity, manifested in different ways, in marked contrast to the states around them. This article asks what causes this process of a change in identity amongst misplaced states in different parts of the world. Comparing across regions, it analyses why and how states reconstruct their identities in order to enhance or deemphasise their degrees of regional conformity. By focusing on the ‘role-location process’ rooted in role theory, this article contributes to the literature by conceptualising the phenomenon of ‘misplacement.’ A state is misplaced when there is mismatch between its aspirations and others’ expectations for it. The article also details how and why misplacement occurs and studies its implications both for the states in question as well as for the politics of their geographical regions.

In this paper, we apply the concept of entrepreneurial powers to analyze Brazil’s participation and influence in international crises. Following Ravenhill (this journal issue), we consider three dimensions of entrepreneurship: (a) the intention to convince others according to an actor’s interests; (b) the use of skilful politicians and bureaucracies to persuade partners; and (c) a proactive foreign policy that “sells” its position regarding the issues at stake. We argue that two other factors should be considered for a more encompassing view of entrepreneurial powers. First, the position of the involved great power on the crisis or in its negotiation. Second, that regional politics matter to entrepreneurial powers. We develop our argument using two case studies of success and failure respectively: the 1995 Cenepa War between Peru and Ecuador mediated by Brazil, and the 2010 Iranian nuclear deal sponsored by Brazil and Turkey.

Can electoral incentives mitigate racial and class prejudices toward underrepresented groups? We use a pair of large‐scale field experiments to investigate the responsiveness of Brazilian legislative candidates to information requests from fictitious voters before and after the 2010 elections. Our panel study design allows us to examine how politicians’ electoral incentives and prejudices jointly affect their responsiveness to voters with randomly assigned socioeconomic and partisan characteristics. Distinguishing between prejudiced and strategic discrimination in responsiveness, we find that socioeconomically privileged and competitive candidates are equally responsive to underrepresented voters in advance of the election, yet less responsive once in office.

Este artigo apresenta os resultados de uma experiencia interdisciplinar que vem sendo implementada em um curso de Relacoes Internacionais do Instituto de Relacoes Internacionais de Universidade de Sao Paulo entre as disciplinas de Historia das Relacoes Internacionais e Teoria das Relacoes Internacionais. Essas disciplinas foram estruturadas a partir de um eixo tematico comum (seguranca internacional e origem de guerras, em particular a 1o Guerra Mundial), a fim de viabilizar uma melhor interacao entre as areas de Historia e Ciencia Politica, tendo em vista a predominância de internacionalistas com formacao em Politica Internacional na oferta de cursos de Teorias de RI. Os resultados sugerem que as diferencas de abordagem teorico-metodologica entre Historia e Ciencia Politica, amplamente reconhecidas pela literatura, e que dificultam a integracao entre essas disciplinas, tambem abrem ricas perspectivas para que limitacoes de um campo do conhecimento sejam compensadas pelas vantagens do outro. ABSTRACT This paper presents the results of an interdisciplinary experience that has been implemented in an International Relations course at the Institute of International Relations at the University of Sao Paulo between the disciplines of International Relations History and International Relations Theory. These disciplines were structured around a common thematic axis - international security and origin of wars, particularly World War I - to enable a better interaction between the areas of History and Political Science. The results suggest that the differences in the theoretical-methodological approach between History and Political Science, widely recognized in the literature, and which hinder the integration between these disciplines, also open rich perspectives for limitations of one field of knowledge to be offset by the advantages of the other. This article uses the concept of entrepreneurial powers to discuss how and under what circumstances Brazil successfully accomplishes its goals in international crises. The concept of entrepreneurial power focuses on systematic evidence of middle-power behavior and its relation to foreign policy tools. Brazil resorts to three agency-based foreign policy tools that are the substance of its entrepreneurial power. These instruments are always mediated by a structural condition, the dominant power pivotal position in the crisis. This study applies qualitative comparative analysis methodology to 32 international crises since the early 1990s in which Brazil played a role. It finds that for regional crises, the use of only one agency-based tool is sufficient for success, regardless of the dominant power position; and for global crises, the use of only one agency-based tool is a necessary and sufficient condition for Brazil to accomplish its goals, despite the dominant power position on the issue.

This paper analyses public opinion during the João Goulart government in Brazil (1961-1964), focusing on public perceptions on domestic and foreign policies. We employ a recently declassified public opinion survey conducted on behalf of United States Information Agency (USIA) in urban areas. We found that the Brazilian public opinion was somewhat coherent, supporting redistributive reforms domestically and a neutralist approach in foreign affairs. Resumo O artigo analisa a opinião pública durante o governo de João Goulart no Brasil (1961-1964), focando nas percepções sobre políticas nacional e internacional. Emprega-se uma pesquisa de opinião pública recentemente liberada feita a pedido da United States Information Agency (USIA) em áreas urbanas. Conclui-se que a opinião pública era razoavelmente coerente, apoiando reformas domésticas distributivas e uma abordagem neutralista em questões internacionais.

O objetivo geral deste artigo é demonstrar como os países do G-7, em especial os Estados Unidos, controlam o processo de recrutamento da alta e média burocracia do FMI. O objetivo específico é discutir as implicações desse controle no debate das reformas do FMI. Demostramos como esse controle opera no Comitê Sênior de Revisão de contratação dos economistas. Trata-se de uma pesquisa qualitativa com base em entrevistas e documentos oficiais. Sustenta-se haver um favorecimento de economistas alinhados com a a visão e interesses dos países do G-7, em especial dos Estados Unidos, dado o número reduzido de escolas de economia, majoritariamente estadunideneses, das quais os quadros são oriundos. Os resultados demonstram que um debate restrito às reformas das cotas de representação no Conselho Executivo, demanda constante do Brasil, não é suficiente para alcançar-se uma organização mais representativa e legítima perante a comunidade internacional. Argumenta-se que é preciso reformar as regras do processo de recrutamento dos economistas que favorece economistas formados em algumas poucas escolas de economia nos Estados Unidos e Europa. The main goal is to demonstrate how G-7 countries control IMF's bureaucracy hiring process. We also discuss the political implications of such hiring process to the debate on IMF's reforms. We claim that such process bias IMF bureaucracy towards G-7 preferences, especially the USA, due to rules that favor only a limited group of grad school of economics at the hiring process. The political consequences of such rules is that reforming the IMF, from a developing country perspective, cannot be focused only on quota reforms. The hiring process should also be changed favoring economists coming from a more broad range of schools, especially from developing countries.

O objetivo deste artigo é compreender as razões da maior autonomia burocrática do Banco Mundial em relação ao Fundo Monetário Internacional. Acreditamos que as razões desta diferença residem na burocracia com expertise mais diversificada do Banco Mundial em contraste com a burocracia de expertise mais rígida do FMI. Uma burocracia mais diversificada aumenta as possibilidades de formação de coalizões com ONGs em torno de policies de interesses comuns. Essas coalizões aumentam os custos de intervenção dos Estados para alterar ou barrar as policies defendidas pelo corpo burocrático. Assim, quanto maior a diversidade de expertise da burocracia internacional, maior será a possibilidade de formação de coalizões com ONGs em torno de policies de seu interesse e, consequentemente, maior será sua autonomia burocrática. Do ponto de vista teórico, utilizamos a teoria agente-principal para discutir burocracias internacionais. Usamos o método comparativo com base em instrumentos qualitativos de análise e estatística descritiva. The main goal of this article is to understand why the World Bank has reached more bureaucratic autonomy than the International Monetary Fund regardless the fact that both have similar institutional structures. We believe that the reason for such difference is a more diverse expertise of the World Bank compared to the IMF. We claim that a more diverse bureaucracy increases the likelihood of coalition formation with NGOs. Such coalitions aim to support policies that are important for both the bureaucracy and the NGO's. Consequently, they increase the costs for both State intervention and State control over the organization. The higher costs of intervention and control allow bureaucrats to act more freely according to their interests. Hence, our hypothesis is the following: the more diverse the bureaucratic expertise, the more likely is the formation of coalitions between bureaucracy and NGOs, and the greater the costs for State control and intervention. Higher intervention and control costs, in turn, increase bureaucratic autonomy. We use mainly qualitative research methods with some descriptive statistics.

No. of bitstreams: 0 Previous issue date: 2010-10-01 In this article, we make the argument that some of John Rawl's disciples, reflecting on the principles of international justice, have taken a position that is more consistent with the spirit of his A Theory of Justice than the author himself has. Scholars such as Charles Beitz and Thomas Pogge defend mechanisms of international distributive justice that seem to be more in line with the cosmopolitanism of the principle of difference that can be found within A Theory of Justice than are other efforts that Rawls himself made in his later work, more oriented toward international issues, The Law of Peoples. More specifically, we maintain that Pogge and Beitz developed more solid arguments (the relativization of the principle of the absolute sovereignty of States and international transfer of natural resources) for transporting the principle of difference into the international arena than what can be found within Rawls' proposal on the duty of aid in The Law of Peoples. We thereby demonstrate that Rawls' disciples are more faithful to the cosmopolitan spirit at the international level than he himself was, for three reasons: their belief in a world community of fellow citizens within an international institutional structure; the idea that the global production of collective resources should be redistributed through a principle of dense distribution and, finally, the notion that redistribution that can only be just insofar as it demands the moral reform of international institutions (International Monetary Fund, World Trade Organization, World Bank, principle of sovereignty etc.) in such a way as to improve the life conditions of world's poorest peoples. Thus, this article discusses the most progressive legacy of authors whom, in taking their inspiration from Rawls, developed arguments that were more adequate than his own for nourishing a cosmopolitan spirit within the international arena. O objetivo específico é entender porque o Banco Mundial alcançou um grau maior de autonomia do que o Fundo Monetário Internacional a despeito de possuírem estruturas de governança parecidas e terem sido criados no mesmo contexto histórico. Acreditamos que as razões desta diferença residem na burocracia com expertise mais diversificada do Banco Mundial em contraste a burocracia com expertise mais rígida do FMI. Uma burocracia mais diversificada aumenta as possibilidades de formação de coalizões com ONGs em torno de policies de interesse da burocracia. This article aims at an understanding of how the Rodada Uruguai negotiations (1986-1994) and the pressures of developed countries effected the re-orientation of countries´ positions on development in the multilateral ambit of trade. With this purpose in mind, we review the strategies that both groups of countries (developing and developed) used in directing and constructing the rules of the regime and how this process reflected an environment of coercion and assymetrical pact-making that, by the end of the negotiations, made developing countries adopt commercial liberalization as the only commercial strategy possible.

Most field experiments in social science analyze mass behavior. In this paper we explore the possibility of using experimental design to analyze elite behaviors. We provide an experimental strategy based on a modified “c.v. Experiment” to study the behavior of candidates during elections. To our knowledge this is the first field experiment on candidates during elections. The objective of this inquiry is to understand if electoral candidates target specific type of voters (swing or core). An e-mail letter experiment had been replicated two times in different countries and in different type of elections. In the first implementation, Italian national election 2006, 500 candidates of the two major parties were contacted by randomly generated voters that identified themselves as core voters or swing voters. Additionally, we employed a control treatment with no reference to the elections to identify the baseline answer rate and we randomized senders' past voting behavior and their gender. We replicated the experiment in the 2008 Brazilian municipal elections, contacting more than a 1.000 candidates. While in the Italian case politicians target mainly swing voters, in the Brazilian case we cannot detect any significant difference between the answer rates of core and swing voters. In the Brazilian case we find that any sender that identified himself as a potential voter was targeted. The paper contributes to the general experimental literature by providing an easy replicable design that can test the behavior of any elite interacting with the public. At the same time, the paper extends the literature on core and swing voters by providing an empirical test and a non-experimental comparison across countries that can shed light on the effects of different political environments (type of election, voting rule, party structure) and how they affect the relationship between candidates and voters during elections.

This dissertation intends to analyze how the international media covered a scandal that impacted the public opinion in Brazil and Latin America: The Car Wash case. Our main hypothesis is that the international media - when covering the referred scandal and its developments - had a political speech towards it, doing a coverage according to their political perspectives. In order to analyze these assumptions, we created a data base containing articles and editorials from six newspapers: The New York Times and The Wall Street Journal, from the United States; El Comércio and La República, from Peru; Página 12 and La Nación, from Argentina. These newspapers are analyzed through two cross sections: the first one goes from 2014 until 2018 and the second one from 2019 until 2020. By using qualitative methodologies and text as data techniques, we demonstrate how the media in the United States and Argentina were polarized, a situation that did not occur in the Peruvian case, a country whose media was defending the investigations. Moreover, our results appoint a framing process of the news according to the ideological perspective the referred newspapers might have, resulting in manifestations of support or disagreement against the investigations. We hope to demonstrate how the empirical findings from our data base might dialogue with the theoretical framework presented in this dissertation, pointing out the political discourse that the media might have towards international relations subjects and the possible confronts of narratives that might appear from the coverage made by them. Such theoretical framework not only brings important concepts to analyze an impacting scandal from Latin America, but also is an opportunity to rearrange theories to the reality of a matter that concerns this region. Esta dissertação pretende analisar como a mídia internacional fez a cobertura de um escândalo que impactou a opinião pública no Brasil e na América Latina: o caso Lava Jato. Nossa principal hipótese é a de que a mídia internacional durante a cobertura desse caso e de seus desdobramentos teve um discurso político, cobrindo o caso de acordo com suas perspectivas ideológicas. Visando analisar tais premissas, criamos uma base de dados contendo artigos e editoriais de seis jornais: The New York Times e The Wall Street Journal, dos Estados Unidos; El Comércio e La República, do Peru; Página 12 e La Nación, da Argentina. Os jornais foram analisados em dois cortes temporais diferentes: o primeiro entre 2014 e 2018, o segundo entre 2019 e 2020. Através de metodologias qualitativas e aplicação de técnicas de textos como dados (text as data), demonstramos como a mídia em países como Estados Unidos e Argentina estiveram polarizadas diante desse caso, o que não ocorreu no Peru, país cuja mídia esteve mobilizada em defender as investigações. Mais do que isso, nossos resultados apontam para um processo de enquadramento das notícias de acordo com a perspectiva ideológica desses jornais, que defenderam ou criticaram tais investigações. Esperamos demonstrar como esses resultados empíricos de nossa base de dados podem dialogar com o aparato teórico apresentado nessa dissertação, apontando o discurso político que a mídia pode ter em torno de temas de relações internacionais, bem como os confrontos de narrativas que podem surgir a partir da cobertura feita pelos referidos atores. Tal aparato teórico pode não apenas trazer conceitos importantes para analisar um escândalo impactante ocorrido na América Latina, como também tais teorias podem ser reajustadas à luz da realidade de um assunto relevante para esta região.

A Cooperação Internacional para o Desenvolvimento lideradas pelos países desenvolvidos ganhou projeção crescente no Sistema Internacional desde o final da Segunda Guerra Mundial. Contudo, países que nos anos imediatamente posteriores ao fim da 2ª GG foram eminentemente receptores de assistência, tornaram-se doadores durante a Guerra Fria. O Brasil ganhou destaque como um relevante doador e incentivador desses programas, sobretudo nos primeiros anos do século XXI. Todavia, uma leitura dos discursos brasileiros na Assembleia Geral das Nações Unidas indica que o desejo brasileiro de se projetar como uma nação capaz de enviar auxílio internacional entre 1970-1987. A presente pesquisa parte dessa ideia inicial para verificar se houve realmente uma mudança na postura brasileira nos anos 70 e 80 e para tanto utilizou a Role-Theory, mais especificamente o conceito teórico da National Role Conceptions. A literatura de Role Theory especializada em cooperação para o desenvolvimento foca-se sobretudo nos doadores tradicionais e por isso, esse trabalho buscou verificar a existência de uma nova National Conception, denominada \"Parceiro\". Como metodologia utilizou-se o Process-Tracing e Análise de Conteúdo e, por meio deles analisou-se a presença de termos relacionados em diversos documentos oficiais do Itamaraty e da Câmara do Deputados relacionados à cooperação internacional para o desenvolvimento entre as décadas de 70 a 80. International Development Cooperation led by developed countries has gained increasing prominence in the International System since the end of World War II. But with countries during the Cold War, aid recipient countries became donors. Brazil gained prominence as a relevant donor and promoter of these programs, especially in the years 2002. However, a reading of Brazilian speeches at the United Nations General Assembly indicates that the Brazilian desire to project itself as a nation capable of sending international aid bettewn 1970- 1987. To verify whether there was really a change in the Brazilian posture, Role-Theory was used, more specifically the theoretical concept of National Role Conceptions. Role Theory literature focuses mainly on traditional donors and, therefore, this work sought to verify the existence of a new National Conception, called \"Partner\". As a methodology, Process-Tracing and Content Analysis were used and, through it, the presence of related terms was analyzed in several official documents of the Itamaraty and the Chamber of Deputies related to international cooperation for development in the \'40s and 80\'s.

Esta dissertação explora o potencial explicativo de conceitos da Role Theory para a política externa brasileira, em especial o de domestic role contestation: disputas domésticas em torno do papel a ser desempenhado pelo país no plano internacional. Propõe-se que o caráter social e interacional da Role Theory favoreça análises sobre momentos em que os atores envolvidos com a política externa dirigem seu olhar para dentro, buscando referências para poder situar o Brasil nos contextos sociais internacionais em que se insere e o papel que pode desempenhar neles. Defende-se que as variações observadas na interpretação de fatores materiais e imateriais que fundamentam os papéis assumidos pelo Brasil referendam o mecanismo cognitivo proposto pela Role Theory para explicar o processo de formação das national role conceptions, que, em sua diversidade, sustentam diferentes propostas de ação para a política externa brasileira. O estudo é feito a partir de dois episódios da política externa brasileira que suscitaram elevada contestação doméstica: a nacionalização de hidrocarbonetos pela Bolívia, em 2006, e as negociações trilaterais Brasil-Turquia-Irã, em 2010. As contradições que emergiram devido à assertiva inserção internacional do Brasil durante o governo de Lula da Silva salientam a contestação doméstica de papéis que são o foco desta investigação. This master\'s thesis explores the potential of Role Theory concepts for the study of Brazilian foreign policy, especially that of domestic role contestation: domestic disputes over the role to be played by a country internationally. It argues that the social and interactional character of Role Theory is useful for analyzing moments when the actors involved in foreign policy look inward for references in order to locate Brazil in the international social contexts in which it operates and identify what role they can play on them. It also claims that the variations observed in the interpretation of material and immaterial factors that underlie the roles assumed by Brazil endorse the cognitive mechanism proposed by Role Theory to explain the formation of a variety national role conceptions which in their turn are the basis for different courses of action proposed for Brazil\'s foreign policy. This study is based on two episodes of Brazilian foreign policy that involved high domestic contestation: the nationalization of hydrocarbons by Bolivia in 2006 and the trilateral negotiations between Brazil and Turkey-Iran in 2010. The contradictions that emerged due to the assertive international insertion of the Brazil during Lula da Silva\'s government highlight the domestic role contestation in which this work is centered.

In this paper we intend to develop a Theory of Technology (TT) for International Relations. Due to its relevance to this knowledge area, we develop Technology Theory mostly in comparison with Practice Theory in IR, although we bear a different ontology and a different concept of human being, of language, and of learning. Software and Hardware are important concepts in Technology Theory. They are considered to be the outcome of Humans in their solving problems they face routinely. When considering Practice Theory, we: 1) introduce an operative concept of practice; 2) work an understanding of the learning process that has influenced this theoretical branch; 3) make the hypothesis that the tendency to disregard as central Structure and Agency in Practice Theory might be related to the Constructivist-Postmodernist debate regarding this topic in the 1990\'s. As a ground to build Technology Theory (and its relation to Language and to Deontic Powers), we make considerations Searle\'s Speech Act Theory and Berger and Luckmann\'s Symbolic Universes. We work some of the conceptualizations Structure has had in IR, so to define the Structure of Technologies. The Structure of Technologies is the set of procedural deontic relations among technologies. There is a straightforward typology of software (software-skill, software-role, software-organization), which can be integrated in clusters of technology. We develop an understanding of the learning process that differentiates itself from the classroom-model and from the Lave and Wenger\'s Legitimate Peripheral Participation model: learning as a problem-solving activity. We consider that this appraisal towards learning allows for the configuration of non-cooperative communities of technology, which in turn may explain homogeneity even between non-cooperative collectivities. Este trabalho pretende desenvolver uma Teoria da Tecnologia (TT) para Relações Internacionais, com possíveis aplicações para outras áreas do conhecimento. Seu desenvolvimento é feito principalmente em diálogo com a Teoria da Prática em Relações Internacionais, tendo, porém, uma ontologia, conceito de ser humano, de linguagem e de aprendizado diferentes. Define-se Software e Hardware como conceitos fundamentais para a Teoria da Tecnologia e como resultados do esforço humano de solucionar problemas. Ao se considerar a Teoria da Prática, faz-se: 1) uma introdução a um conceito operativo de prática; 2) trabalha-se um conceito de aprendizado que esteve associado a essa vertente intelectual; 3) e levanta-se a hipótese segundo a qual certa tendência de alguns teóricos da prática a desconsiderar como categorias principais de estudo Estrutura e Agência poderia estar relacionada ao desfecho do debate Construtivista-Pós-modernista da década de 1990 sobre esses dois conceitos. Como base para a Teoria da Tecnologia, e de sua relação com a linguagem e com os poderes deônticos, considera-se a teoria dos atos de fala de Searle e a teoria dos universos simbólicos de Berger e Luckmann. Faz-se considerações sobre o uso do conceito de Estrutura em Relações Internacionais, a fim de se desenvolver um conceito de estrutura de tecnologias. A estrutura de tecnologias é considerada como o conjunto de relações deônticas procedurais entre tecnologias. Há uma tipologia simples de software: software-habilidade, software-papel-social, software-corporação, os quais podem se organizar em aglomerados de tecnologia. Desenvolve-se um conceito de aprendizado para a Teoria da Tecnologia que se considera ser uma primitiva do modelo de sala de aula e do modelo de Participação Legítima Periférica de Wenger e Lave: aprendizado como solução de problemas. Considera-se que essa modalidade de aprendizado possibilite comunidades de tecnologia mesmo em situações de não-cooperação entre indivíduos ou coletividades. Desse modo, pode-se prever homogeneidade mesmo entre coletividades não cooperantes.

This work addresses the impact of social media interactions in Brazilian foreign policy attitudes, as these digital platforms appear to be not only open floors for spontaneous manifestations of opinion, but also important sources of information. Recent research has attested to the growing relevance of social media to the political universe, influencing electoral disputes and mobilizing citizens\' approval or rejection of policies. Still, public opinion studies about Brazilian foreign policy have yet to include digital networks in this specific field. Through Twitter monitoring under a theme-oriented frame of reference, this study has verified the presence of a bulky debate about Brazil\'s foreign affairs in the social platform, from April to June 2019. Focusing primarily on a description of this debate and the ways in which foreign policy issues were presented, we were able to identify a significant amount of foreign policy-related interactions, as well as the expression of attitudes in original tweets and other forms of engagement. These discussions mobilized a large community of Twitter users, who often expressed their foreign policy attitudes in connection with domestic politics, and according to the side they took in a polarized political environment. The most engaging content was frequently propelled by political figures and the media, reflecting the traditional public opinion formation dynamics between elites and the uninformed public. Outsiders and Internet influencers who did not belong to the so-called foreign policy community also played an important role in driving the conversation - which suggested the emergence of a new kind of digital \"elite\" informing Brazilian foreign policy mass attitudes. The foreign policy attitudes expressed on Twitter during this period came across as conditioned to political ideology and domestic stances online, in a seemingly heuristic shortcut: foreign policy stances propagated by leaders on each side of the political spectrum appeared to be appropriated by their respective supporters, in consistence with the theoretical assumption that in the face of an informational disadvantage, people use cognitive shortcuts to form their opinion. Our findings raise questions about the possible effects of online discussion: they acknowledge the need to further investigate whether the digital debate might have increased the salience of foreign policy issues in the national public debate, and whether foreign policy attitudes might have been instrumentalized in a context of strong polarization of domestic politics, such as the early months of Jair Bolsonaro\'s administration. Este trabalho aborda o impacto das interações nas mídias sociais sobre as atitudes em política externa brasileira, uma vez que essas plataformas digitais parecem não apenas abrir espaços para manifestações espontâneas de opinião, mas também firmar-se como importantes fontes de informação. Pesquisas recentes atestam a crescente relevância das mídias sociais para o universo político, influenciando disputas eleitorais e mobilizando a aprovação ou rejeição de políticas pelos cidadãos. Ainda assim, estudos de opinião pública sobre a política externa brasileira ainda precisam incluir redes digitais em seu campo específico. Por meio do monitoramento de interações no Twitter sob recorte temático, verificou-se a presença de um debate volumoso sobre as relações exteriores do Brasil. Concentrando-nos principalmente na descrição desse debate e nas maneiras como temas de política externa foram apresentados na plataforma digital, conseguimos identificar uma quantidade significativa de interações, bem como a clara expressão de opiniões, por meio de tweets originais ou outras formas de engajamento. Essas discussões atingiram e mobilizaram uma grande comunidade de usuários, que não raro expressaram suas atitudes de política externa em conexão com a política doméstica, de acordo com o lado que adotavam em um ambiente político polarizado. O conteúdo mais relevante era frequentemente impulsionado por figuras políticas e pela mídia, refletindo a dinâmica tradicional de formação da opinião pública entre as elites e o público desinformado. Surpreendentemente, no entanto, pessoas \'comuns\' e influenciadores da Internet que não pertencem à chamada comunidade de política externa também tiveram um papel importante na condução da conversa - sugerindo-se, assim, o surgimento de um novo tipo de \"elite\" digital que informa as atitudes de massa da política externa brasileira. Nossos resultados levantam questões sobre os possíveis efeitos da discussão on-line: reconhecem a necessidade de investigar se o debate digital pode ter aumentado a relevância das questões de política externa no debate público nacional, e se as atitudes de política externa podem ter sido instrumentalizadas em um contexto de forte polarização da política doméstica, como os primeiros meses do governo Jair Bolsonaro.

Recently, health has become a point of interest for International Relations analysts. In terms of economics, security and social justice issues, health is being debated as part of countries\' foreign policy formulation. Brazil, for example, recognizes the importance of health as part of its foreign policy, being a signatory of the Oslo Ministerial Declaration (2007) on Foreign Policy and Global Health, and having included the theme across various international negotiation contexts, both bilateral - for instance, in South-South Cooperation with African States - and multilateral - with the Union of South-American Nations or with the India, Brazil and South Africa Dialogue Forum. Moreover, since health is a constitutional right in Brazil, the country already possesses a legal framework which encompasses the development of international health cooperation. By establishing the concept of structured cooperation for health, Brazil emphasizes cooperation that strengthens the sanitary institutions of different countries. The main objective of this study is to analyze whether there is a specific foreign policy on health in Brazil in the period from 2003 to 2014, exploring the components, actors and principles of which it is made. Additionally, there will be an attempt to understand if Brazil\'s international action in the field of health converges with the principles of the country\'s own Unified Health System. Actors are mainly institutions part of either the MoH or MoFA. Regarding constituent elements and principles, certainly solidarity, universal health care, knowledge sharing and cooperation with global South countries were the bricks of all Brazilian actions in this Health Foreign Policy. There is also a deep commitment to the idea of structuring cooperation for health. Cresce a relevância da saúde como tema das Relações Internacionais. Associada à economia, à segurança e à justiça social, a questão da saúde começou a ser debatida inclusive na formulação de política externa dos países. O Brasil reconhece a importância da saúde na política externa: é signatário da Declaração Ministerial de Oslo (2007) sobre Política Externa e Saúde Global, inserindo o tema em diversos âmbitos de sua ação internacional - como, por exemplo, na cooperação Sul-Sul com países na África - ou multilateral - como ocorre na União das Nações Sul-Americanas (UNASUL) ou no Fórum Índia, Brasil e África do Sul (IBAS). Por consagrar saúde como um direito em sua Constituição, o Brasil possui um marco regulatório que serve de base para o desenvolvimento de cooperação internacional com ênfase nesse assunto. O país criou a ideia de cooperação estruturante em saúde devido ao destaque que dá à cooperação que visa fortalecer instituições sanitárias de sistemas de saúde de outros países. Este estudo se propôs a analisar se houve uma política externa brasileira específica em saúde no período de 2003 a 2014, estudando quais componentes, atores e princípios a conformam. Da mesma forma, verificou se a ação internacional do Brasil em saúde se coadunou com os princípios do Sistema Único de Saúde (SUS). Constatou-se que os principais atores são o Ministério da Saúde, o Itamaraty e suas respectivas instituições. No que concerne elementos e princípios, solidariedade, acesso universal à saúde, compartilhamento de conhecimento e cooperação com países do Sul Global foram os pilares da atuação brasileira nessa Política Externa em Saúde. Houve também no período um profundo compromisso com a cooperação estruturante em saúde.

O alinhamento de voto no sistema internacional tem sido objeto de estudo desde o estabelecimento de Organizações Internacionais, principalmente após a Segunda Guerra Mundial. Parte da literatura trata da formação de grupos de votação em troca da alocação de ajuda externa por países desenvolvidos, que se verifica como uma estratégia de política externa a qual perdura a relação desigual de dependência econômica e barganha de voto no sistema internacional. Assim, a fundação da ONU e de outras Organizações que a sucederam destacou a crescente relevância em estudar os determinantes do comportamento dos Estados em votações multilaterais, tendo em vista seus posicionamentos de política externa. Já a cooperação brasileira se diferencia do formato tradicional de ajuda externa e enfoca na relação de parceria e redução de discrepâncias entre países em desenvolvimento. Buscou-se analisar a relação entre a ajuda externa brasileira, no formato de cooperação técnica bilateral, e o comportamento de voto de seus receptores na Assembleia Geral da ONU (AGNU), sendo que a alocação seria um meio para influenciar o comportamento de voto a favor de seus interesses de política externa no sistema internacional. Entretanto, os dados observados não apontam claramente para a barganha de votos nesse escopo, de forma que as análises sobre alocação da cooperação técnica brasileira, fluxo de comércio e investimentos levaram à escolha de Angola para o desenvolvimento de um estudo de caso. Logo, este estudo se aprofunda no alinhamento político entre Brasil e Angola, em cooperação técnica, fluxos bilaterais de comércio e investimentos e discursos diplomáticos. Verificou-se que o Brasil utiliza, em Angola, o modelo de cooperação pela transferência de conhecimentos, enquanto busca fortalecer as relações bilaterais, ampliar o prestígio brasileiro e alinhar votos na AGNU, de acordo com o interesse em se tornar uma liderança no cone Sul e em promover a reforma da AGNU e do Conselho de Segurança. Além disso, as entrevistas realizadas mostraram que as relações comerciais e de investimento de multinacionais brasileiras em Angola também contribuíram para a aproximação política entre os países, envolvendo o âmbito público e privado. Conclui-se que o alinhamento entre Brasil e Angola na AGNU não é um comportamento constante, de forma que não se verifica uma coalizão de voto. Por fim, esse alinhamento decorre dos interesses de países em desenvolvimento, quanto a representação do Brasil na esfera de membros permanentes do Conselho de Segurança. Voting alingment in the international system has been a study object since the formation of International Organizations, mainly after the II World War. Part of the literature on this matter leans on voting groups formation in exchange for foreign aid allocation from developed countries, which is verified as a foreign policy strategy that endures the unequal relation of economic dependence and vote buying in the international system. Thus, UN foundation, among other organizations which succedded it, highlights the growing relevance of compreheding the determinants of State behaviour in multilateral votings, considering their foreign policy interests. Brazilian Cooperation, on the other hand, differs from traditional foreign aid format and focuses on the partnership relation and reduction of discrepancies among developing countries. We sought to analyze the correlation between Brazilian foreign aid, as Bilateral Technical Cooperation, and voting behaviour of its recepients in the UN General Assembly. Thus, the allocation would be used as a tool to influence voting behaviour towards Brazilian Foreign Policy objectives in the international system. However, the data observed do not clearly point out vote buying in this domain, so that further analysis about Brazilian technical cooperation, trade and investment flows led to the choice of Angola for a case-study. This study is about the political alignment between Brazil and Angola, related to technical cooperation, bilateral trade, investment flows and diplomatic discourses. It showed that Brazilian Foreign Aid model in Angola focuses on expertise transfer, while it aims to strengthen bilateral relations, increase Brazilian prestige and promote vote alignments in UNGA. Thus, Brazilian motivation is according with the interest in becoming a leader in the South cone and supporting the political reform in the General Assembly and the Security Council. Besides, the interviews showed that comercial relations and investments of Brazilian multinationals in Angola also contribute to the political approximation among both countries, involving the public and private sphere. It\'s possible to conclude that the voting alignment between Brazil and Angola in the General Assembly is not a constant behavior, since no vote coalition was identified. Therefore, this alingment is due to developing countries interests, in regards to Brazil\'s representation among the permanent members of the Security Council.

Esta dissertação possui dois objetivos: sistematizar informações sobre as edições centralizadas do Fórum Social Mundial e evidenciar quais são seus principais desafios e questões em aberto na segunda década do século XXI. A pesquisa parte da percepção de que grande parte da bibliografia de relevo sobre o movimento altermundialista - do qual o Fórum faz parte - foi produzida entre 2001 e 2006 e que, após esse período, houve uma diminuição na quantidade de pesquisas acadêmicas sobre o tema. Portanto, faz-se necessário atualizar a bibliografia e sistematizar os debates e os acontecimentos ocorridos a partir de 2006. De modo a imprimir um viés crítico às avaliações apologéticas à metodologia do \"espaço aberto\" que caracteriza o Fórum Social Mundial e a mais bem endereçar seus os desafios, que em parte decorrem de discordâncias em relação à metodologia, esta dissertação é atravessada, em seus três capítulos, pela constatação feita por April Biccum de que o Fórum é permeado pelo que denomina de ambivalência do espaço aberto. Tal ambivalência advém de um descompasso entre a abertura do Fórum e as cisões que ele mesmo produz em suas estruturas organizativas. Para alcançar os objetivos almejados, a dissertação apoia-se tanto na bibliografia textual produzida sobre o Fórum Social Mundial ao longo de sua trajetória quanto em dez entrevistas realizadas com pessoas que fazem ou fizeram parte da secretaria do Fórum, do Conselho Internacional e dos comitês organizadores das diversas edições mundiais do evento. This thesis has two main purposes: systematizing the information regarding the centralized editions of the World Social Forum and evincing its major challenges and unresolved issues in the second decade of the 21st century. The research stems from the perception that most of the significant bibliography on the altermundialist movement - of which the Forum is a part - was produced between 2001 and 2006 and that, after this period, there has been a diminishment in the academic interest on the theme. Therefore, it is necessary to update the bibliography and systematize the debates and happenings that have been produced since 2006. In order to offer a critical view on the \"open space\" methodology that characterizes the World Social Forum and to better address its challenges - which, in part, come from disagreements on the methodology - the three chapters of this thesis are traversed by April Biccum\'s perception that the Forum is pervaded by what she denominates as the ambivalence of open space. Such an ambivalence derives from a mismatch between the openness of the Forum and the demerges produced in its organizing structures. To achieve its objectives, the thesis rests both on the textual bibliography on the World Social Forum and on ten interviews with people who are or who were part of the Forum\'s secretariat, of the International Council and of the organizing committees of the event\'s world editions.
