- Abstract
During the International Workshop Land Administration in Latin America and LADM+, 5-9 November 2018 in Quito Ecuador, organized by Universidad de las Fuerzas Armadas ESPE (ESPE University) Ecuador and Kadaster International together with Faculty ITC University of Twente from the Netherlands, Latin America Land Administration Network - LALAN was established. The objective of this network is to: perform activities that can support capacity development and sharing knowledge in both fit-for-purpose and responsible land administration within the Latin America Land Administration Network of education institutions. Networks of academic and higher education institutions are proven platforms for knowledge sharing and experiences in education exchange. At the International Symposium on Land Administration in Bogota, Colombia, 11-12.10.2022 (https://okpadministraciondetierras2022.org/), LALAN members from two European and three Latin America countries had a meeting to discuss previous finished activities and planned new activities. This paper aims at elaboration more in details on the higher mention topics.

- Abstract
Las redes de instituciones académicas y de educación superior son plataformas para compartir conocimientos y experiencias en el intercambio educativo. Durante el taller Internacional LALA LADM+, celebrado en noviembre de 2018 en Quito, Ecuador, y organizado por la Universidad de las Fuerzas Armadas ESPE (Universidad ESPE), de Ecuador y Kadaster International, junto con la Facultad ITC de la Universidad de Twente de los Países Bajos, se creó la “Latin America Land Administration Network, LALAN)”. Representantes de varios países del continente latinoamericano, España (Universitat Politècnica de València) y los Países Bajos (Kadaster y University of Twente) estuvieron presentes en el taller. El objetivo de esta red es: realizar actividades que puedan apoyar el desarrollo de capacidades y el intercambio de conocimientos en la administración responsable y adecuada de la tierra dentro de la Red de instituciones educativas de Administración de Tierras de América Latina. Se pretende, en un futuro, ir ampliando esta red con otras instituciones académicas.

This work goal is to evaluate the use of cadastral information -geographical and literal- to determine and quantify the changes in crop types between two dates. The changes in an agricultural area of the Alboraya municipality since 1930 are studied. As information source, the cadastral parcel data of the cadastral polygon 4 of the municipality is studied. The Topographical Cadastral Map (TCM) of 1930 is used as old cadastral information, and the associated listing of parcels in paper format. This old information is compared with the current cadastral information. This research compares the crops registered on both dates. Along the process, the factors, characteristics and conditions to accomplish by the information of the study are also studied - availability, format, age, production technique, and georreferencing- to evaluate the method's advantages and limitations. As conclusion, remark on the utility of the old cadastral maps to detect crop changes. The TCM use allows quantifying and delimitating the produced changes in each territory element with detail. A necessary and effective coordination between cadastre and land registry has always existed in Spain, but the difficulties have only been specifically addressed in the last few years. The aim of this study is to illustrate, analyse, and evaluate advances in this coordination in Spain from the beginnings of the current system in the early twentieth century, with the cadastre and land registry operating as separate organisations. A preliminary study was made in 2002 of the difficulties that needed to be overcome to achieve an ideal coordination of mainly mapped information. The study was made by gathering and analysing the opinions of various specialists who have dealt with the issue of coordination. For this research, qualitative information (current and historical) was gathered by querying documents about cadastre and land registry coordination in Spain. This information was studied and compared to identify the problems and challenges. A survey in 2012 analysed the relationship between the cadastre and land registry from the point of view of the general public in the city of Gandia. The Spanish government enacted the first specific and effective legislation on coordination in 2015 (Act 13/2015), and much has changed since its introduction. During the last five years of application, each of the problems initially highlighted has been monitored and analysed, and the difficulties that have arisen have been noted. In this study, each of these problems and challenges is analysed from various perspectives: querying documents (norms, budgets, official news, etc.), websites, digital applications, observation, and interviews. The main results of the case study in Spain are as follows: coordination is generally indispensable and cannot be postponed, there is a difficult understanding between the organisations involved, the general public associate the word &ldquo, cadastre&rdquo, with taxes and not with security in the demarcation of property, political will and understanding is necessary, the process is slow and requires long-term agreements, an improvement in the quality of maps is fundamental, and technology is not a problem.

12. Adaptation of international standards to territorials boundaris: local jurisdiccionals lines boundary

[EN] Disagreements between public administrations and neighbors in areas near the territorial boundaries between municipalities have increased as the urban development of municipalities increases. Not surprisingly, in Spain, the cartographic representation of jurisdictional boundary lines, acting as territorial delimitations between municipalities, were made at the beginning of the 20th century and it is estimated that they are accurate, in some cases, up to 50 meters. These disagreements have been expressed in newspaper publications, in requests for demarcation to administrative bodies, or in court. Focusing on the geographical scope of the Valencian Community, the compilation of publications for the study can promote citizen empowerment and the strengthening of public administrations, in the sense of the Sustainable Development Goals and Targets (SDGs). The adaptation and application of international standards, such as the Land Administration Data Model (LADM) and the International Standard for the Measurement of Land and Land Rights (ILMS), which bring together a framework according to the purpose of the administration (FFP), of the property and of the territory itself, together with public - private partnership (PPP) can be a dynamic fact in the review and improvement of jurisdictional boundary lines., [ES] Las desavenencias entre administraciones públicas y vecinos en las zonas próximas a las delimitaciones territoriales entre municipios han ido en aumento a medida que el desarrollo urbanístico de los municipios ha sido mayor. No en vano, en España, la representación cartográfica de las líneas límite jurisdiccionales, entendidas estas como delimitaciones territoriales entre municipios, fue realizada a principios del siglo XX y se estima que tienen una exactitud, en algunos casos de hasta de 50 metros. Estas desavenencias han sido manifiestas en publicaciones en periódicos, en peticiones de deslinde a los órganos administrativos o en sentencias judiciales. Centrándonos en el ámbito geográfico de la Comunidad Valenciana, la recopilación de las publicaciones para su estudio posterior puede promover la representación ciudadana y el fortalecimiento de las administraciones públicas, en el sentido de los objetivos y metas por el desarrollo sostenible (ODS). La adaptación y aplicación de estándares internacionales, como el modelo de datos de la administración del territorio (LADM) y el estándar internacional para la medición de la tierra y de sus derechos (ILMS), que aúnen un marco de trabajo acorde al propósito de la administración (FFP), de la propiedad y del propio territorio, junto con la asociación público - privada (PPP) pueden ser un hecho dinamizador en la revisión y mejora de las líneas límite jurisdiccionales.

[EN] Bogota, the capital of Colombia, is one of the most populous cities in the country with about 7,5 million inhabitants (DANE, 2018) with an extension of 164 ha, of which 75% are of rural land, administratively divided into 20 localities (Municipality of Bogotá, 2004) with approximately 1.400 km per lane for 2013 that according to statistics from the IDU Urban Development Institute 50% is in poor condition, was the first Colombian city to have a transit bus system fast (in English: Fast Transit Bus, BRT), and at this time it has an Integrated SIPT Transportation System that brings together all means of passenger transport. According to the report of the Bogotá program as we are going (2018), about 11,700 fatalities have been registered in traffic accidents since 2000, and from 2005 to 2017 it is possible to see a stability in the number of annual deaths due to accidents roads, which is located in an average of between 500 and 570 fatalities per year, in 2018 this indicator dropped to 514 deaths, one of the lowest annual figures of the century. This is why it is necessary for all professionals to focus research on improving the mobility of the city and with it reducing fatalities., [ES] Bogotá la capital de Colombia, es una de las ciudades más pobladas del país con cerca de 7,5 millones de habitantes (DANE, 2018) con una extensión de 164 Ha, de las cuales el 75% son de suelo rural, dividida administrativamente en 20 localidades (Alcaldía de Bogotá, 2004) con aproximadamente 15.400 Km por carril para el 2013 que según estadísticas del Instituto de Desarrollo Urbano IDU el 50% se encuentra en mal estado, fue la primera ciudad colombiana en contar con un sistema de autobús de tránsito rápido, y en este momento cuenta con un Sistema Integrado de Transporte SIPT que reúne a todos los medios de transporte de pasajeros. De acuerdo con el informe del programa Bogotá como vamos (2018), se han registrado cerca de 11.700 víctimas fatales en accidentes de tránsito desde el año 2000, y desde 2005 hasta el 2017 es posible ver una estabilidad en la cifra de muertes anuales por siniestros viales, la cual se ubica en un promedio de entre 500 y 570 víctimas fatales por año, en 2018 este indicador descendió a 514 muertes, una de las cifras anuales más bajas del siglo. Por esto es necesario que todos los profesionales enfoquemos las investigaciones en mejorar la movilidad de la ciudad y con ella reducir las víctimas fatales.

Such information can be useful for optimizing the resources of a political party when preparing the election campaign. In this paper, a statistical study is conducted to analyze the relationship between electoral data and several socio-demographic, dependence, migratory, economic, and educational variables. A geoportal, called Geo- Chess (https://upvusig.car.upv.es/geochess/) is used to create all the thematic maps, graphs, and the majority of statistical studies. The geoportal permits visualization of the thematic maps and graphs shown in this work., [ES] En este trabajo se presenta una metodología para realizar geomarketing electoral que permita identificar a los potenciales votantes de cada partido político y conocer sus características. Esta información puede resultar útil para optimizar los recursos de un partido político al preparar la campaña electoral. Se realiza un estudio estadístico para analizar la relación entre los datos electorales y diversas variables sociodemográficas, de dependencia, migratorias, económicas y educativas. Se utiliza un geoportal, llamado GeoChess ( https://upvusig.car.upv.es/geochess/) para crear todos los mapas temáticos, gráficos y la mayoría de estudios estadísticos. El geoportal permite visualizar los mapas y gráficos temáticos que se muestran en este estudio.

17. La coordinación Catastro-Registro en España: Aplicación y efectos de la Ley 13/2015

[ES] Desde sus inicios el Catastro y el Registro de la Propiedad en España han estado separados y con objetivos muy distintos, los cuales recaen sobre una misma realidad inmobiliaria. Su coordinación resulta indispensable para una mejor identificación de los inmuebles y una más adecuada prestación de servicios a ciudadanos y Administraciones. Por ello el gobierno español aprueba en el año 2015 la Ley 13/2015 para conseguir la deseable e inaplazable coordinación Catastro-Registro. Dicha Ley entró en vigor el 1 de noviembre de 2015, junto con dos resoluciones conjuntas que desarrollan los aspectos técnicos de la Ley en el intercambio de la información gráfica entre el Catastro, el Registro de la Propiedad y el Notariado. En dicha Ley está implicados varios ministerios, fundamentalmente el de Hacienda y el de Justicia; y entes diferentes como personal de Catastro, juristas (registradores, notarios, abogados,¿), técnicos, y también los ciudadanos. Entre los aspectos técnicos destaca la representación gráfica georreferenciada y los ficheros de intercambio GML adaptados a la normativa europea INSPIRE; que han resultado una verdadera revolución al trasladar estos aspectos tan técnicos al mundo jurídico. Con dos años de aplicación aún está en sus inicios y en fase de adaptación, pues es una Ley de largo recorrido que permite la coordinación de las fincas registrales-parcelas catastrales a medida que se incorporen al tráfico inmobiliario.

[ES] Trabajos cartográficos en los procedimientos municipales: aplicación al municipio de Torrent, Valencia (España) La capacidad de comunicación de la representación cartográfica ha multiplicado su uso en los todos los campos de actuación de la administración. En la actualidad, los trabajos cartográficos forman parte de multitud de procedimientos en la administración local, ya que permiten definir de modo gráfico y eficaz las distintas actuaciones que se realizan sobre todo el territorio de un municipio. En este trabajo se clasifican y enumeran las distintas fases en donde interviene la representación cartográfica en la administración local, fundamentalmente referidas a los apartados sobre la producción, gestión y distribución de los productos cartográficos; destacando las labores de apoyo del técnico especialista en estos temas. Dichos productos son estudiados a través de aplicaciones al caso real del municipio de Torrent (Valencia, España), tras años de experiencia y trabajo práctico en el Ayuntamiento de esta localidad. Finalmente, se destacan las normativas autonómicas, estatales y europeas que se deben cumplir en materia cartográfica., [EN] Cartographic projects in municipal procedures: application to the municipality of Torrent, Valencia (Spain) The communication capacity of the cartographic representation has increased its use in all areas of administration. Nowadays, cartographic projects are part of a multitude of procedures in the local administration. They allow as to define, in a graphic and efficient way, the different actions that are carried out over the entire territory of a municipality. In this article, the different phases in which the cartographic representation intervenes in the local administration are classified and enumerated, basically referring to the sections on the production, management and distribution of cartographic products. We highligh the support tasks of the specialist in these issues. These products are studied through applications of the real case of the municipality of Torrent (Valencia, Spain), after years of experience and been put into practice in the council of this town. Finally, the regional, state and European laws in cartographic area or cartography are highlighted too.

[EN] This article is a compilation and study of all resolutions given by the General Directorate of Registries and Notaries (DGRN) published in the Spanish Official Gazette (Boletín oficial del Estado, BOE) in 2014.Such information is studied and structure in a database for further analysis according to months, themes, applied legislation, geographical distribution, etc... conducting a series of graphs, histograms and circulars, for better understanding and analysis. A geoportal has been designed and developed, enabling access via internet to the geographically distributed information through the country, carrying out thematic choropleth maps with the information according to provinces. From the analysis of the database, results in graphic statistics are obtained from which conclusions are drawn., [ES] Se realiza una recopilación y estudio de todas las resoluciones dictadas por la Dirección General de Registros y del Notariado (DGRN) publicadas en el Boletín Oficial del Estado (BOE) en el año 2014. Dicha información se estudia y estructura en una base de datos para su posterior análisis según meses, temáticas, legislación aplicada, distribución geográfica, etc¿ realizando una serie de gráficos, histogramas y circulares, para su mejor comprensión y análisis. Se diseña y desarrolla un geoportal, que permite acceder a través de internet a toda esta información distribuida geográficamente en el país, realizando mapas temáticos de coropletas con la información según provincias. Entre todas las resoluciones se destacan aquellas relacionadas con temáticas cartográficas, catastrales y urbanísticas. Del análisis de la base de datos, se obtienen gráficas estadísticas de las cuales se extraen conclusiones., Este estudio ha sido desarrollado en el proyecto de investigación “Situación actual y perspectivas de futuro de la información registral: hacia un modelo de administración del territorio”, DER2014-52262-P financiado por el Ministerio de Economía y Competitividad del Estado Español.

Bogota, the capital of Colombia, is one of the most populous cities in the country with about 7,5 million inhabitants (DANE, 2018) with an extension of 164 ha, of which 75% are of rural land, administratively divided into 20 localities (Municipality of Bogotá, 2004) with approximately 1.400 km per lane for 2013 that according to statistics from the IDU Urban Development Institute 50% is in poor condition, was the first Colombian city to have a transit bus system fast (in English: Fast Transit Bus, BRT), and at this time it has an Integrated SIPT Transportation System that brings together all means of passenger transport. According to the report of the Bogotá program as we are going (2018), about 11,700 fatalities have been registered in traffic accidents since 2000, and from 2005 to 2017 it is possible to see a stability in the number of annual deaths due to accidents roads, which is located in an average of between 500 and 570 fatalities per year, in 2018 this indicator dropped to 514 deaths, one of the lowest annual figures of the century. The public-private partnership in the process of recovery and geometric improvement of the municipal boundary lines has the duality of motivating the economic activities of pro-fessionals, as well as accelerate their process of technical regularization. In the case of Alberic and Gavarda municipal boundary line, in Valencia (Spain), a public-private partner-ship was carried out based on the proposed solutions, continuing with the technical work of reconnaissance of existing cairns, observation and redesign of those missing, as well as the sign of the Additional Minute to the Delimitation Minute, carried out in 1903, plenary endorsement and subsequent registration in the Cartography Central Register. Quantifying the effect of location on land values can be done by designing a location factor which considers the most relevant aspects that may influence this value such as proximity to large cities, the population living around the parcel or land to be valued, the distance from it to markets or logistic centres, or the existence of places of environmental or landscape interest. Considering these variables can be complicated by having to process large amounts of distinct data (distances, no. of inhabitants or population size, protected areas, etc.), which have to be processed and interpreted to be able to define the factor that summarises them, and can affect the land value from income, such as productive assets, to correct its value. The main proposal put forward in this research is to study the various location aspects that affect land values, and the possibilities that Geographic Information Systems (GIS) offer to design with free software tools that allow simple calculations of a location correction factor and, consequently, land values. Calculations were made for all the rural cadastral parcels (2.3 million) in the Valencian Region. Results can be integrated into a new online GIS portal and make these available to users in soil valuation studies. [ABSTRACT FROM AUTHOR]

- Abstract
The communication capacity of the cartographic representation has increased its use in all areas of administration. Nowadays, cartographic projects are part of a multitude of procedures in the local administration. They allow as to define, in a graphic and efficient way, the different actions that are carried out over the entire territory of a municipality. In this article, the different phases in which the cartographic representation intervenes in the local administration are classified and enumerated, basically referring to the sections on the production, management and distribution of cartographic products. We highligh the support tasks of the specialist in these issues. These products are studied through applications of the real case of the municipality of Torrent (Valencia, Spain), after years of experience and been put into practice in the council of this town.
