This article examines the strategies used by a democratic state to suppress dissent by criminalizing social protest activities. We compile and tabulate new legislation in Australia affecting protest rights from 2010 to 2020. Using data collected from the Facebook pages of 728 environmental groups and climate-related arrests reported in media articles, we then examine connections between climate change protest and protest criminalization in Australia between 2010 and 2019. Australian governments are shown to have criminalized climate protest via large-scale arrests by introducing laws curtailing protest freedoms and expanding police and corporate discretionary power in the application of those laws. State, corporate, and media actors are shown to engage in the rhetorical criminalization of climate protest, portraying protesters as threats to economic and political interests and to national security. However, the ongoing growth of climate change activism indicates that these criminalization strategies seeking to prevent climate protest may have been largely ineffective. ABSTRACT Global progress in combatting climate change is being slowed by intergroup conflict and tribalism. Addressing the intergroup tensions of today is a pre‐requisite for avoiding violent intergroup tensions in the future, tensions that may threaten societal structures we currently take for granted. This paper highlights five sources of intergroup conflict that compromise humans’ ability to effectively and swiftly respond to climate change: political tribalism, populist suspicion of elites, regional differences within nations, international conflicts, and tensions between and within activist identities. We then draw on established and emerging social psychological theorising to describe five strategies for constructively managing this intergroup conflict: maintaining climate justice, reducing disinformation and silencing bad‐faith actors, maintaining cohesion among progressive forces, focusing on trusted messengers, and empathic communication. Communities have a strong role in protecting biodiversity. In addition to participation in restoration, a range of actions in the public or private sphere may support biodiversity. Despite this, there is a lack of clarity about what actions should be prioritized for behavior change campaigns. We developed and applied a method to prioritize community actions for biodiversity conservation that incorporates an expert‐based assessment of impact and a community‐informed measure of the likelihood of uptake. In stage 1, experts (n = 143) completed a survey that quantified the relative impact of actions based on best–worst scaling of perceived impact. In stage 2, surveyed community members (n = 3200) ranked the likelihood of adopting actions based on the ease or difficulty of performing each action, and the opportunity for change based on the proportion of respondents not yet engaging in each behavior. Experts gave the following actions the highest ranking for impact: voting for the environment (first), participating in restoration in ecological priority areas (second), and purchasing and protecting remnant bushland (third). When considering the disciplinary background and institutional background of experts, voting and participating in restoration activities remained in the upper ranked options. However, there was some divergence between these groups. For example, reducing beef consumption was ranked third by university‐based experts but ranked 28th by experts based in state government. Overall, community members ranked the following behaviors as most likely to be adopted: following quarantine laws (first), reducing plastic use (second), and managing pets (third). Top likelihood ranking of actions was minimally affected by community characteristics (nature relatedness, gender, location). Integrating these findings, the action ranked most favorably for impact, likelihood, and opportunity was participating in restoration. Choosing actions for behavior change campaigns requires consideration of the entire social–ecological system—from social factors that enable or constrain adoption to the ecological impact of actions across relevant social and ecological contexts. To identify pathways to lower environmental impacts, this research examined the motivation and antecedents of motivation (autonomy, relatedness, competence), of environmentally active people. Previous research suggests that people with more self-determined motivation for pro-environmental behavior (PEB) should carry out more PEBs, and have lower environmental impacts, than people whose motivation is more externally regulated. Path analysis in Sample 1 (N = 261) confirmed that self-determined motivation was positively related to both easy and difficult PEB. The more participants judged that their needs for autonomy and relatedness were met in relation to performing PEB, the more self-determined their motivation. Higher perceived relatedness was also directly related to reporting more engagement in difficult PEB. Perceived competence was not related to self-determined motivation or PEB. The pattern of results was largely supported when re-tested with a sample (N = 320) who completed a "carbon footprint" measure of environmental impact as well as the questionnaire completed by Sample 1. In this sample, autonomy, relatedness, "and" competence were related to self-determined motivation. The research is the first to our knowledge to examine and find a relationship between higher self-determined motivation and lower self-reported environmental impact. These findings point to new approaches to increasing PEB.
