The relevance of the research concerning the think tanks creation and development is due to the increased role of the expert community in preparing the analytical base for making managerial decisions at the state level. Currently, think tanks are ranked as the “fifth power”, after the legislative, executive, judicial powers and the media, which enhances their importance and role in modern society. Today, international conferences of think tanks and the network associations development of expert and analytical structures is one of the transnationalization manifestations in the intellectual sphere. The article presents the results of studying the prerequisites for the think tanks emergence in the world and the stages of their evolution, and describes the characteristic features. A grouping of new analytical centers inRussiais presented, the features of the emergence and development of Asian think tanks, which play an important role in enhancing the international scientific and expert dialogue, are revealed. The features and stages of theChinathink tanks formation, as well as their modern structure are presented. One of the promising areas of Russian-Chinese cooperation in the expert analytical sphere has been identified, the hypothesis is the possibility of implementing joint Russian-Chinese expertanalytical cooperation projects in the Arctic zone.

Recently attention has been drawn to the frequently observed fifth power of the golden mean in many disciplines of science and technology. Whereas in a forthcoming contribution the focus will be directed towards Fibonacci number-based helical structures of living as well as inorganic matter, in this short letter the geometry of the Great Pyramid of the ancient Egyptians was investigated once more. The surprising main result is that the ratio of the in-sphere volume of the pyramid and the pyramid volume itself is given by π⋅φ5, where φ = 0.618033987⋅⋅⋅ is nature’s most important number, the golden mean. In this way not only phase transitions from microscopic to cosmic scale are connected with φ5, also ingenious ancient builders have intuitively guessed its magic before.

Since the term ‘defect’ can be vague due to the subjective decisions of the quality control operator, it cannot be precisely defined. In such cases, fuzzy set theory can be used to add more information and flexibility to attribute based-process control. After the introduction of the ordinary fuzzy sets to the literature, it has been extended to many new types of fuzzy sets. One of the recent extensions, q-rung orthopair fuzzy sets, which is a generalization of intuitionistic fuzzy sets and Pythagorean fuzzy sets, provides a broader space to express ambiguous information, For the q-rung orthopair fuzzy sets the sum of the qth power of the membership degree and the qth power of the non-membership degree is equal to or less than one. In this study, the fifth power of the q-rung orthopair fuzzy sets is used to represent the impreciseness in the construction of the defects control charts and names as penthagorean fuzzy sets. CAPES - Coordenação de Aperfeiçoamento de Pessoal de Nível Superior A pesquisa se caracteriza pela investigação sobre a relação entre o telejornalismo local e nacional a partir da forma como os jornalistas observam os fluxos que vão do local para o nacional e vice-versa, bem como buscaremos realizar uma análise narrativa de caráter qualiquantitativo da experiência do Brasil em Rede, telejornal produzido pela Rede Minas entre os dias 11 de dezembro de 2017 e 03 de janeiro de 2019, e que possuía uma proposta diferente do que comumente ocorre no Brasil, de ser um telejornal nacional em uma emissora regional através de parcerias com diversas outras emissoras regionais. Nesse sentido, a intenção da pesquisa é de analisar como se dá a construção do conteúdo do jornalístico, bem como os fluxos comunicacionais que se potencializam do nível micro para o macro e vice-versa, principalmente a partir da Internet, que provocou uma globalização de tudo que é veiculado na web (de forma online) e uma mudança significativa também nos meios de comunicação tradicionais, com destaque para a televisão, que cada vez mais tem utilizado a Internet como uma forma a mais de expandir sua produção. Mais ao mesmo tempo se tornou um espaço para a propagação de localismos, regionalismos e identidades já que é um espaço aberto em que é possível ampliar o acesso à informação e assim diminuir as zonas de sombra e silêncio do âmbito local. Para o desenvolvimento dessa pesquisa, tomamos como metodologia a Análise da Materialidade Audiovisual, proposta por Iluska Coutinho (2016), que pretende investigar o conteúdo audiovisual e suas particularidades como uma unidade e não a partir de separações entre imagem, texto, áudio, tempo e edição e a técnica da Bola de Neve, que consiste na criação de um questionário online e em sua propagação sendo feita pelos próprios participantes da pesquisa, já que assim seria possível criarmos um corpus de análise mais amplo e representativo sobre a temática abordada. The research is characterized by research into the relationship between local and national television journalism from the way journalists observe flows ranging from place to national and vice versa, as well as seeking to carry out a qualitative-quantitative analysis with narrative character of “Brasil em Rede”, a news report produced by Rede Minas, between December11, 2017 and January 3, 2019, and which had a different proposal than commonly occurs in Brazil, which was to be a national news cast at a regional broadcaster through partnerships with several other regional broadcasters. In this sense, the intention of the research is to analyze how the content of journalistic content is constructed, as well as the communication flows that are potentiated from the micro level to the macro and vice versa, mainly from the Internet, which provoked a globalization of everything that is served on the web (online) and a significant change also in traditional media, with emphasis on television, which has increasingly used the Internet as an additional way to expand its production, but at the same time has become a space for the spread of localism, regionalism and identities since it is an open space in which it is possible to expand access to information and thereby reduce the shadow and quiet areas of the local scope. For the development of this research, we take as methodology the Analysis of Audiovisual Materiality, proposed by Iluska Coutinho (2016), which intends to investigate audiovisual content and its particularities as a unit and not from separates between image,text, audio, time and editing and the technique of Snowball, which consists of creating an online questionnaire and its propagation being made by the research participants themselves, since this would be possible to create a broader and representative corpus of analysis on the theme addressed.

We live in a world dominated by communicative technologies. Internet used daily is a habit for millions of people. Due to this large number of users the internet is described as the fifth power after the press and the classical state powers. But what kind of power is the internet? According to some scholars, the internet and web.2.0 are just another form of state or commercial surveillance for social safety or power maintenance or economic growth. For others, the internet is just a new form of the fourth estate- the press. The internet, especially the social media is seen as a tool for revolutions in authoritarian regimes and democratization. Nevertheless, the internet may be seen as a new form of technology of the self as seen by Michel Foucault and used by the political or economic power for different ends. Celem tekstu jest przegląd i analiza wirusowych zjawisk w internecie, takich, które - działając jak supernova - wybuchają, zbierają wokół siebie zwolenników i przenikają na stałe do świadomości internautów. Celem jest też przedstawienie autorskiej koncepcji "piątej władzy" znajdującej się w rękach internautów i przejawów sprawowania tejże na podstawie zgromadzonych materiałów. Jako metodę wybrano analizę jakościową za pomocą metody case studies. Charakterystyczne okazało się że mnogość zjawisk memetycznych w sieci jest ogromna, a zjawisko "piątej władzy" można uzasadnić empirycznie poprzez wnikliwą analizę ciekawych zjawisk komunikacyjnych dziejących się w sieci. "Piąta władza" ma ogromną siłę rażenia i, odpowiednio wykorzystana, stanowi potężne narzędzie. The main purpose of the article is review and analysis of viral phenomena on the internet, especially those which makes a lot of interest and take places at the users mind. The purpose is also to present a "fifth power" concept, which - in author's opinion - is in users hands. The main method of work is qualitative analysis made as case studies. Author find out, that memethic phenomena is very popular on the internet and it clearly takes the "fifth power" concept. It is really big and powerfull tool for all media and communication workers.

La universidad está siendo reducida a un instrumento mercantilizado en su interior y en su papel exterior, que es fuertemente controlado por prácticas de evaluación centradas en la productividad. Estas prácticas consiguen que los miembros de la academia vivan con mayor preocupación los resultados de la evaluación que los asuntos propios de la actividad académica, es decir, educación, ciencia y transformación social. Este documento describe la situación actual de la academia, en términos de reducción evaluadora, y plantea una propuesta abierta: la constitución de la universidad como un quinto poder. Para ello, articula una descripción general sobre en qué consistiría ese poder y la acompaña de unos principios rectores para una perspectiva evaluadora diferente. En lugar de evaluación, se prefiere utilizar el término revisión, basado en la auto-inspección de los equipos o grupos de trabajo universitarios, en coherencia con una cultura organizacional orientada a la construcción de una ciudadanía sabia. The university is being reduced to a commercialized instrument, inside and outside of its walls, which is tightly controlled by assessment practices focused on productivity. These practices get that Academy members live with concern the results of the evaluation, rather than thinking on the matters of academic activity (education, science and social transformation). This document describes the current situation of the academy, in terms of evaluation frames, and offers an open proposal: the constitution of the university as a fifth power. To do this, this paper articulates an overview about what is that power, and adds some guiding principles for a different evaluating perspective. Instead of “assessment”, it is preferred to use “review”, based on self-inspection of teams or university working groups, consistent with an organizational culture focused on building a wise citizenship.

No cabe duda que uno de los grandes aportes que hace la Constitución que entró en vigencia el 20 de octubre de 2008 es la Participación Ciudadana, entendida no sólo como una instancia de democratización que se agota en un par de artículos, sino como un eje transversal en el que se inserta todo el texto constitucional. Es deseable, pues, que la participación integre todos los procesos de debate y deliberación; de toma de decisiones, planificación de presupuestos y rendición de cuentas del sector público, no sólo de los gobiernos seccionales sino también del gobierno nacional. La conformación del primer Consejo de Participación Ciudadana y Control Social, sin embargo, nos deja en este punto un sabor amargo. Cuando confiábamos que la transparencia, la independencia de los procesos, la probidad, la ética, los méritos y la ciudadanía fueran los orientadores de tal proceso de selección, la mayoría de participantes y testigos de tal evento hemos salido con la impresión de que nuevamente se trastocaron los principios por el oportunismo, el interés del poder de turno, el palanqueo, la politiquería y la desvergüenza. Dar una nueva oportunidad a la participación ciudadana en el contexto de la ley de la materia, así como de la juridicidad que rija al Consejo, es un reto que legitimaría su acción, ya que no su origen.

Digital Convergence is having a big impact on the journalism profession. It alters the patterns of information production, information distribution and information consumption. For some, it’s also generating what could be called a new version of journalism, the civic journalism. All this has a direct impact on the credibility crisis suffered by traditional journalism. This paper tries to answer two questions. First, does digital convergence strengthen or weaken the values of journalism?; Second, do new technologies favour the creation and consolidation of a new journalism and of a Fifth Power or info-communicative platform, able to multiply information transparency by becoming the watcher of the watchers? According to the author, the current crisis of values of journalism will only have a chance to be overcame by protecting the professional practice, due to its social responsibility, or assuming the lost of its democratical function —altogether with the consequences that this may have on our sociopolitical systems.

Knowledge is power, said Francis Bacon in his Religious Meditations in 1598. Thus, if formulas provide knowledge, they also provide power. No-one need doubt that formulas provide knowledge: anyone who has ever forgotten a mathematical formula in an exam can confirm it. What kind of power, strength, or might can formulas have? What is a powerful formula, a strong formula? The term 'power' as used by the mathematician in expressions like 'the fifth power' will not explain what we mean, and it may be better, in speaking to mathematicians, to avoid saying 'the power of a formula'. Likewise, it does not mean the cardinality of a set. The term 'strength' as used by the logician in expressions like 'the condition A is stronger than the condition B' would also be misleading. But we can speak of the might of formulas. We approach the heart of the matter if we say 'the benefit of formulas'. Roland Bulirsch, in 1989, in his paper Mathematik und Informatik Vom Nutzen der Formeln I [Mathematics and Informatics On the Benefit of Formulas] discussed the plentiful use of formulas in the everyday mathematical work of astronomers, physicists, and engineers. Collections of formulas have been printed, thus there can be no doubt that formulas possess what one expects from collectors' items: either beauty or utility. According to Thomas Mann 2, formulas are not beautiful, therefore they are useful. But even if one questions the expertise of Thomas Mann with respect to the beauty of formulas and, like Godfrey Harold Hardy, f'mds some of them beautiful (Hardy wrote that mathematical formulas should be beautiful like the works of poets and painters), they can nevertheless be useful, like other artistic objects. Beauty and utility is the ideal combination. A useful mathematical formula displays its power through its use. And (may Hardy forgive me) even an ugly, but useful, formula may have power. What we mean is the might formulas exert by the possibility of their use. Beyond mathematics, chemists use formulas to describe the structure of molecules, biochemists use them to describe the structure of genes. And science is not the sole realm of formulas: writers and linguists are familiar with formulas for the beginning and ending of letters and talks. Even legal jargon describes as formulas the various written forms by which cases are referred to judges or arbitrators for hearing and adjudication. There are legal formularies prescribing

Molecular orbital calculations can grow at, depending on the type of approximations made, up to the fifth power of the size of the molecule. There are a number of ways in which this demand can be satisfied: increased central processor speed, new computer architectures (including parallel processing), and fundamentally new algorithms. Each will be considered in the context of how accessible they are (and will be) to practising chemists, who, after all, are the very reason for modelling research to be undertaken. Xolecular Modelling is a generic term that is used to refer to virtually anthing which is done to depict, describe, or evaluate any aspect of the properties or structure of a molecule that requires the use of a computer. For the purposes of this discussion, we will restrict ourselves to a computation of molecular geometries and properties. Computer graphics will be incorporated only to the extent that it can be used to illustrate the results of the computations. While molecular modelling is promoted by some as having no limits on its ability to impact experimental chemistry, there are some quite definite boundaries that will be with us for the next several years. They fall into three separate and distinct categories: inadequate scientific understanding, non-optimal algorithmic implementation, and insufficient computer time .

I FEAR that Mr. Wood's beautiful method of illustrating planetary orbits by means of a bicycle ball rolling on a glass plate about the pole of an electro-magnet (NATURE, April 29, 1897), has rather fallen into disrepute in the minds of many physicists since its criticism by Mr. Anderson in NATURE, May 13, 1897. Mr. Anderson there states that the law of attraction in such a case would be that of the inverse fifth power of the distance. This could only be true if the ball were of very soft iron. A bicycle ball is far from this, and becomes strongly magnetised after brief use in the experiment, behaving like a permanent magnet of great coercive force. Under these conditions the attraction between the pole and the ball will vary approximately as the inverse third power. There is also another factor to be considered. If the true pole lies below the glass plate, only a certain component of the total force is active in producing the attraction towards the centre of motion. To determine what the law of variation of this component will be, I have had one of my students take a number of series of observations on the attraction of a bicycle ball along a plane perpendicular to the axis of a magnet.
