Management boundaries that define populations or stocks of fish form the basis of fisheries planning. In the Arctic, decreasing sea ice extent is driving increasing fisheries development, highlighting the need for ecological data to inform management. In Cumberland Sound, southwest Baffin Island, an indigenous community fishery was established in 1987 targeting Greenland halibut ( Reinhardtius hippoglossoides) through the ice. Following its development, the Cumberland Sound Management Boundary ( CSMB) was designated and a total allowable catch ( TAC) assigned to the fishery. The CSMB was based on a sink population of Greenland halibut resident in the northern section of the Sound. Recent fishing activities south of the CSMB, however, raised concerns over fish residency, the effectiveness of the CSMB and the sustainability of the community-based winter fishery. Through acoustic telemetry monitoring at depths between 400 and 1200 m, and environmental and fisheries data, this study examined the movement patterns of Greenland halibut relative to the CSMB, the biotic and abiotic factors driving fish movement and the dynamics of the winter fishery. Greenland halibut undertook clear seasonal movements between the southern and northern regions of the Sound driven by temperature, dissolved oxygen, and sea ice cover with most fish crossing the CSMB on an annual basis. Over the lifespan of the fishery, landfast ice cover initially declined and then became variable, limiting accessibility to favored fisher locations. Concomitantly, catch per unit effort declined, reflecting the effect of changing ice conditions on the location and effort of the fishery. Ultimately, these telemetry data revealed that fishers now target less productive sites outside of their favored areas and, with continued decreases in ice, the winter fishery might cease to exist. In addition, these novel telemetry data revealed that the CSMB is ineffective and led to its relocation to the entrance of the Sound in 2014. The community fishery can now develop an open-water fishery in addition to the winter fishery to exploit the TAC, which will ensure the longevity of the fishery under projected climate-change scenarios. Telemetry shows great promise as a tool for understanding deep-water species and for directly informing fisheries management of these ecosystems that are inherently complex to study. Management agencies increasingly seek to broaden stakeholder participation in fisheries decision making beyond commercial fisheries groups. This precipitates the challenge of meaningfully involving additional stakeholders without unjustifiably diminishing the role of commercial users. This research examines participants'; evaluations of one attempt to broaden but balance participation in groundfish management planning on Canada's Pacific coast. Commercial fishery and noncommercial fishery stakeholders were separated onto two advisory committees with more and less control over the design of the management plan, respectively. Respondents from the noncommercial fishery committee were accepting of this asymmetrical arrangement, provided they had sufficient opportunities to influence the design of the advisory process and define overarching objectives that would bound potential outcomes. Findings suggest several reasons that involvement in these early steps may be particularly important to meaningful participation of noncommercial fishery stakeholders within asymmetrical, multicommittee processes. Route optimization methods offer an opportunity to the fisheries industry to enhance their efficiency, sustainability, and safety. However, the use of route optimization Decision Support Systems (DSS), which have been widely used in the shipping industry, is limited in the case of fisheries. In the first part, this work describes the fishing routing problems, reviews the state-of-the-art methods applied in the shipping industry, and introduces a general framework for fishing route optimization decision support systems (FRODSS). In the second part, we highlight the existing gap for the application of DSS in fisheries, and how to develop a FRODSS considering the different types of fishing fleets. Finally, and using the diverse Basque fishing fleet as a case study, we conclude that fishing fleets can be summarized into four main groups whose fishing routes could be optimized in a similar way. This characterization is based on their similarities, such us the target species, fishing gear, and the type and distance to the fishing grounds. These four groups are: (i) small-scale coastal fleet; (ii) large-scale pelagic fleet; (iii) large-scale demersal fleet; and (iv) the distant-water fleet. Distant-water vessels are currently the fleet that can more easily benefit from FRODSS, and they are used as an example here. However, the rest of the fleets could also benefit through adequate adaptation to their operation characteristics, driven by their specific fishing gear and target species. [ABSTRACT FROM AUTHOR]
