In marine and brackish waters, the acidity of the water is mainly controlled by the inorganic carbon system. Anthropogenic CO2 emissions will – unless reduced – gradually move the Baltic Sea towards a state where acidification becomes harmful for some organisms. The effect is caused by the uptake of CO2 in the water, but can be further enhanced by other climate effects, such as increased water temperature and a possible freshening of the sea water. This is expected to lead to changes in species composition, both directly (competitive advantages/disadvantages) and indirectly (altered food availability), potentially influencing ecosystem functioning. Coastal seas, such as the Baltic Sea, are highly influenced by their catchment areas, which means that pH dynamics is generally more complex than in the open ocean. The reason is that pH, in addition to the response to increasing CO2, is also influenced by changes in hydrology and changes in the supply of carbon and nutrients. High-productive waters typically experience larger seasonal pH variations than low-productive waters, with higher pH peaks in spring/summer and also a more pronounced pH decline in winter. The comparatively weak long-term acidification trend can be masked behind much larger short-term variations. Furthermore, since acidification is a slow process, organisms can to varying degrees adapt to the changes. Model simulations performed as a part of the OMAI (Operational Marine Acidification Indicator) project indicate that the expected acidification in the Baltic Sea generally follows the same trajectory as the open oceans, with a pH decline of almost 0.4 by year 2100 and a further decline of 0.3 by year 2300 in the worst-case scenario. Due to large regional differences in the area, the annual mean pH in the Bothnian Bay might decline from present-day 7.8 to 7.4 by year 2100, whereas in the Gotland Sea and Southern Kattegat mean pH could decline from present-day 8.1 to 7.7. Improving the health of coastal and open sea marine ecosystems represents a substantial challenge for sustainable marine resource management, since it requires balancing human benefits and impacts on the ocean. This challenge is often exacerbated by incomplete knowledge and lack of tools that measure ocean and coastal ecosystem health in a way that allows consistent monitoring of progress towards predefined management targets. The lack of such tools often limits capabilities to enact and enforce effective governance. We introduce the Baltic Health Index (BHI) as a transparent, collaborative and repeatable assessment tool. The Index complements existing, more ecological-oriented, approaches by including a human dimension on the status of the Baltic Sea, an ecosystem impacted by multiple anthropogenic pressures and governed by a multitude of comprehensive national and international policies. Using a large amount of social-ecological data available, we assessed the health of the Baltic Sea for nine goals that represent the status towards set targets, for example, clean waters, biodiversity, food provision, natural products extraction and tourism. Our results indicate that the overall health of the Baltic Sea is suboptimal (a score of 76 out of 100), and a substantial effort is required to reach the management objectives and associated targets. Subregionally, the lowest BHI scores were measured for carbon storage, contaminants and lasting special places (i.e. marine protected areas), albeit with large spatial variation. Overall, the likely future status of all goals in the BHI averaged for the entire Baltic Sea is better than the present status, indicating a positive trend towards a healthier Baltic Sea. However, in some Baltic Sea basins, the trend for specific goals was decreasing, highlighting locations and issues that should be the focus of management priorities. Decision support tools (DSTs), like models, GIS-based planning tools and assessment tools, play an important role in incorporating scientific information into decision-making and facilitating policy implementation. In an interdisciplinary Baltic research group, we compiled 43 DSTs developed to support ecosystem-based management of the Baltic Sea and conducted a thorough review. Analyzed DSTs cover a wide variety of policy issues (e.g., eutrophication, biodiversity, human uses) and address environmental as well as socio-economic aspects. In this study, we aim to identify gaps between existing DSTs and end-user needs for DSTs for supporting coastal and marine policy implementation, and to provide recommendations for future DST development. In two online surveys, we assess the awareness and use of DSTs in general, as well as policy implementation challenges and DST needs of representatives of public authorities from all Baltic countries, in particular. Through a policy review we identify major policy issues, policies, and general implementation steps and requirements and develop the synthesis-matrix, which is used to compare DST demand and supply. Our results show that DSTs are predominantly used by researchers. End-users from public authorities use DSTs mostly as background information. Major obstacles for DST use are lacking awareness and experiences. DST demand is strongest for the policy issue eutrophication. Furthermore, DSTs that support the development of plans or programs of measures and assess their impacts and effectiveness are needed. DST supply is low for recently emerging topics, such as non-indigenous species, marine litter, and underwater noise. To overcome existing obstacles, a common database for DSTs available in the BSR is needed. Furthermore, end-users need guidance and training, and cooperation between DST developers and end-users needs to be enhanced to ensure the practical relevance of DSTs for supporting coastal and marine policy implementation.
