Cotta views that economic planning in a small nation with a simple economy is very different from that in a huge and complex one.

The method employed in each part is to explain conditions and causes, then to examine foreign experience in mutual, voluntary, subsidized, and compulsory insurance institutions, arriving at a preference for the last type, and finally to show why or how the type needs to be setup in the U.S. Rubinow presents his arguments in quite a simple way. One of the valuable traits of this book is that it offers a ready comparison of significant features of the social insurance institutions of various countries. Kumpmann's book basically deals with unemployment insurance. The book is divided into four divisions and each division deals with the problem of unemployment, the control of unemployment, unemployment insurance and the necessity of government unemployment insurance.

This article presents abstracts of article in Italian periodicals by Robert F. Foerster and of articles in Danish and Swedish periodicals by R.S. Saby. One of the articles is a criticism of Bohm-Bawerk's whole theory of valuation. Holding a cost theory himself, O. Conrad thinks the author of the "Positive Theory" is completely turned around in his very formulation of the problem. In yet another article it says that the economist should have the "social point of view." But his concept of society need not be as broad as that of the sociologist. He deals with the strictly economic aspects of social cooperation. Another article is highly ingenious developments of geometrical and algebraic methods, starting with a modification of Edgeworth's "curves of indifference." One of the most interesting results is a new sort of demand curve for which the assumption that the value of money is constant is not necessary. It is not clear, however, that these new methods can lead to new conclusions of any real significance. Another article is on Brentano's social and economic views, suggested by the successful effort made by Brentano in 1912 to silence by legal process certain detractors who were misrepresenting his views on labor and wage questions.

The workmen's compensation law affecting certain employees of the United States government has been in operation for several years, but despite the great public interest in the general subject very little attention has been directed toward it. The Opinions of the Solicitor for the Department of Commerce and Labor dealing with Workmen's Compensation will be of great assistance to those engaged in administering similar acts in the various states. The volume also contains the opinions of the Attorney General and the decisions of the Comptroller of the Treasury. The report covers a period of four years ending August first, 1912. The laws now in force in many states are all more liberal than the Act of Congress, but many questions similar to those which will arise under them have been considered by the Solicitor in construing the United States law. The limits of this review will allow us to consider only one feature of the law. The United States law covers all injuries received "in the course of" the employment The Solicitor points out that the United States law is broader than the English law and covers injuries received while at work though they may not be due to the prosecution of that work.

the article discusses the book "Dependency in the United States. A Complete Survey of the Pension Movement," by Lee Welling Squier. This is the first book to appear upon it. theme. In part valuable it is yet seriously disappointing in some important respect. A word first as to its value. The author, desiring to learn what efforts at systematic provision for old age have been made in the United States, note nearly two thousand letters to corporations, employers, states, cities, etc. and thereby secured very interesting material for chapters dealing specifically with the efforts of industrial establishments and of transportation companies. Much of what he offers here is not elsewhere readily ascendible. The chapter on teachers' retirement funds and on municipal also contain new matter upon &ven schemes, conveniently bxougM under one view. The chapters on labor orgaization, fraternal societies, and goverment has a secondary origin. Until these have been dealt with according to their own character, it teem. a little gauche to urge, in respect of than, a treabneut for old age.

An important recent paper on the migrations of large scale manufacturing industries in Germany and the United States stands in a class by itself. It may be regarded as an outgrowth of Weber's noted work. Such migrations are interpreted in term, of raw materials, motive power, hand labor, machine labor, transportation and markets, which account for the drift to the periphery in Germany and to the interior in the United States. Most of the addresses and papers included in the book by Hermann Schumacher have appeared in journals, some of them nearly twenty yen ago. Several are the result of extended journeys which the author made in the United States and Eastern Asia in 1898 and again in later years. One group comprises three papers on money. and banking in the United States and Germany. The first of these is an excellent general account of the money panic of 1907 with special reference to its economic and alleviative causes and its European effects. The other two deal with refinish in the German banking system which the panic of 1907 showed to be necessary, and with the concentration of banking in Germany in contrast to its decentralized condition in the United States.
