Forensic audit of public debt is an important tool for ensuring financial transparency and effective public finance management. In the context of Ukraine, given the difficult economic situation and high level of public debt, the use of forensic audit is of particular importance. The study aims to conduct a forensic audit of Ukraine’s public debt by assessing the consistency of financial statements of key government agencies, identifying discrepancies, and evaluating their potential impact on financial stability. The methodology includes a cross-analysis of financial data from the Ministry of Finance of Ukraine, the National Bank of Ukraine, the Accounting Chamber of Ukraine, and the State Treasury Service. The study also includes an assessment of compliance with international public sector auditing standards (ISSAI, IPSAS, and OECD principles). The results show discrepancies in key public debt indicators between the different reporting institutions, with variations in total debt, debt service costs, and classification methodologies. Key findings indicate inconsistencies in the timing of data publication, differences in accounting methodology, and gaps in debt transparency. These discrepancies pose risks to the effectiveness of financial policy, external creditworthiness, and overall macroeconomic stability. The study concludes that strengthening coordination between government agencies and integrating forensic audit mechanisms into the system of regular financial oversight is necessary to increase the transparency of public debt and reduce financial risks. The proposed recommendations will help to improve fiscal management and ensure the reliability of financial reporting in Ukraine's public debt management system. Forensic audit is a newer discipline within auditing that is aimed at detecting fraud in financial statements. Unlike the classic audit, which is primarily aimed at issuing an opinion on whether the financial statements are free from material misstatements, the forensic audit is aimed at detecting fraud. In fact, the forensic audit fills the "expectation gap" that occurs among the users of the financial statements who mistakenly believe that the audit of the financial statements "reveals everything", even though the audit reports themselves emphasize that "due to the nature of the audit work some material misstatements may go undetected by the audit”. Forensic audit is an extensive investigation of accounting records carried out by independent and expert persons in order to detect fraud or to eliminate the suspicion of the existence of fraud, during which evidence is collected that is usable in court proceedings, and which the forensic auditor, if necessary, presents in court. The company may initiate a forensic investigation to dispel rumors of bribery and extortion among its employees. They may also initiate investigations to learn more about these workplace activities and identify the individuals involved in them. The purpose of research in this paper will be to identify the importance and role of forensic audit in detecting fraud in financial reporting, misappropriation of funds and other criminal acts in entities from the economy, public and non-governmental sectors. Introducción/objetivo: la auditoría forense se especializa en obtener evidencia y transformarla en prueba legal cuando se presentan procesos penales. El propósito de este artículo es identificar los riesgos de auditoría, los elementos del fraude y la materialidad; el alcance consiste en estudiar los riesgos que se asocian con la actividad que se examina. Así pues, el riesgo de fraude se refiere a una posible incorreción material en los informes de los estados financieros anuales. Metodología: para la investigación se aplicó la técnica del análisis discriminante, dado que admite pronunciar los elementos comunes y las dificultades de los problemas; por otra parte, se utilizó el enfoque no experimental que consiste en valorar hechos históricos y analizarlos posteriormente, sin alterar los resultados. Resultados: los estudios identifican que la importancia relativa y el riesgo de auditoría tienen un papel clave en la planificación de la auditoría forense frente al fraude, porque, en esta relación, el auditor permanece atento para identificar posibles delitos, hechos irregulares provenientes de prácticas deshonestas, que perjudican la reputación del ente, el valor de la empresa en el mercado, y una posible quiebra y cierre de la entidad por perjuicios financieros. Conclusiones: la principal contribución de la auditoría forense como apoyo a los procesos judiciales es contribuir con evidencia suficiente, creíble y fiable desde la práctica financiera para que la Corte especializada en delitos financieros, corrupción y fraude pueda compactar dicha información con otras pruebas proporcionadas desde el ámbito penal y que le permitirá tomar las mejores decisiones. Introduction/objective: The forensic audit specializes in obtaining evidence and transforming it into legal proof when criminal proceedings are filed. The purpose of the article is to identify audit risks, elements of fraud and materiality, the scope is to study the risks that are associated with the activity under review. thus, the risk of fraud refers to a possible material misstatement in the reporting of the annual financial statements. Methodology: For the investigation, the discriminant analysis technique was applied, because it admits to pronounce the common elements and the difficulties of the problems, on the other hand, the non-experimental approach was used, which consists of evaluating historical facts and analyzing them later, without altering the results. Results: Studies identify that materiality and audit risk play a key role in planning a forensic audit against fraud, since, in this relationship, the auditor remains alert to identify possible crimes, irregular acts based on dishonest practices that they harm the reputation of the entity, the value of the company in the market, and a possible bankruptcy and closure of the entity due to financial damages. Conclusion: The main contribution of the forensic audit as support to judicial processes is to contribute with sufficient, credible and reliable evidence from financial practice so that the court specialized in financial crimes, corruption and fraud can compact said information with other evidence provided from the criminal field and that will allow you to make the best decisions.

This article considers the evidence for the business practices, goods traded, and accounts of the Dutch East India Company (VOC) upper merchant, Wilhelm Buschman, on Kharg Island in the Persian Gulf during the 1760s. Previous scholarship indicates that his widow, Anna Maria Pack, had a large inheritance, acquired on her death by her second husband, the VOC surgeon Ferdinand Dejean, who commissioned most of Mozart's flute works. A historical audit of Buschman's reports in this article reveals that the existence and source of most of that wealth was hidden from the official diaries which Buschman sent to the VOC headquarters in Batavia, on Java. The dwindling profits of the VOC, at a time of military turbulence involving Mir Mohanna, do not support Buschman's money originating from bribes even factoring in rake-offs. There is, however, evidence for a private, ring-fenced pearl trade on Kharg, which provides a good explanation. Pearls were not just jewels, but an ideal cryptocurrency for concealing, storing, selling, or shifting private wealth. The findings substantiate that it was possible for the VOC to lose out hugely to private enterprise, which was part of the culture among senior merchants. The following paper describes a new direction in developing undergraduate forensic accounting education in Indonesia. This paper explores multiple aspects of the development of undergraduate forensic accounting education at the Accounting Program of the Islamic University of Indonesia (UII) through a descriptive qualitative approach. The competence-based approach used by the Accounting Program of UII is a recent innovation in undergraduate forensic accounting education in the country. It involves restructuring the curriculum to match the profession's expectations and is implemented in conjunction with a collaboration with the national forensic audit certification body. The program seeks to develop undergraduate students’ theoretical and practical knowledge in forensic audit by integrating a nationally recognized competence certification scheme into the existing curriculum, an approach that other universities in the country have never used.

Objective: Forensic audit refers to a broad method of fraud investigation. This method also defines fraud prevention activities and analysis of anti-fraud controls. Investigating fraud in order to prove or disprove its occurrence is a part of forensic accounting and it is a science that uses accounting facts and concepts collected by accounting methods to prepare techniques and solutions through which judicial problems can be solved. And the season is coming. Court accounting is very important for the judicial system; Because it provides specialized services such as evaluation of fake invoices, valuation of suspicious bankruptcies and analysis of financial documents related to fraud and fraud. The purpose of this study is to introduce a new field of accounting and auditing called forensic auditing to identify the factors affecting the demand for using the services of forensic auditors and while presenting a model for it to explain the position of this profession in the society and highlights its importance. The importance of the research is due to the fact that so far in Iran and even in other countries, no research has been done regarding the identification of factors affecting the court audit. Therefore, this research will be conducted for the first time in the country in order to introduce the factors affecting the use of the services of court auditors and take a positive action in the direction of increasing knowledge and expanding people's awareness of the services of this profession. Methods: In this study, in the first step, using various articles and expert opinions, 120 factors affecting the demand for forensic audit were identified and using the opinions of 18 experts during 2019, the effective factors were confirmed by Delphi method and 40 factors were confirmed. In the second step of the research, 38 factors were confirmed using the Shannon quantitative entropy method and the research questionnaire based on Cochran's formula was distributed among 369 official justice experts working in Tehran province as a statistical sample. Finally, the effective factors were prioritized using the Structural Equation Method (SEM). Results: In this study, the factors affecting the demand for forensic audit are classified into two categories: internal and external. Internal factors include financial and transactional factors, management and personal factors, information and accounting systems factors, behavioral and ethical factors, structural and economic factors, and external factors including legal and regulatory factors, political, economic, cultural factors, auditor-related factors. Independent and factors related to judicial authorities. Among the extra-organizational factors affecting court audit, political, cultural and judicial factors are the most effective external factors with a coefficient of 0.900. The second external organizational factor affecting court audit is economic factors, which has a coefficient of 0.885. The least important extra-organizational factor is the factor related to independent auditors, which has the smallest coefficient among all effective factors with a coefficient of 5.032. Coefficients related to internal organizational factors are intuitively larger than external factors and thus have a greater impact on court audit. Conclusion: Considering the high number of financial frauds in various fields, the judicial system has a very difficult task to discover and prosecute the criminals and the accused. Due to the evolution, development and progress achieved in this era, the proof of some financial issues has gained special complications and their diagnosis requires special expertise, which will clarify the truth of the matter by providing technical and specialized information. Therefore, it is very important to refer to auditing experts to conduct research and discover the truth in complex financial issues. Meanwhile, forensic accounting can help the court as a powerful arm to discover the truth and clarify the truth. The results show that among the factors affecting the demand for forensic audit, internal factors (financial and transactional factors, management and personal factors, information and accounting system factors, behavioral and ethical factors, structural factors and economic factors) compared to external factors (Legal and regulatory factors, political, economic, cultural factors, factors related to independent auditors and factors related to judicial authorities) are of higher importance. The results of this study help to identify bottlenecks in fraud and corruption and play an important role in promoting the status and importance of forensic auditing in society. Due to the increase in the rate of fraud and corruption in the public and private sector, it is suggested to take measures to prevent and detect such activities in relation to the formulation of accounting and auditing laws, regulations and standards in order to increase the responsibility of auditors in detecting corruption and fraud. Also, considering the importance of prevention and detection of corruption in the economic development of the society, it is suggested to use the valuable experiences of court auditors and university professors to compile and include courses related to court and judicial audit in university courses. The increasing number of fraud cases in Indonesia resulted in significant losses incurred by this country. Therefore, finding an effective method to detect fraud is the focus of many parties, especially the government. This research investigates the influence of big data on forensic audit. A part from that, the influence of big data and forensic audits as mediating variable on fraud detection is also examined. This research is quantitative research with survey method by distributing questionnaires. The respondents in this research were 221 auditors who worked at Badan Pemeriksa Keuangan (BPK) and Badan Pengawasan Keuangan dan Pembangunan (BPKP) Republic of Indonesia. The statistical test in this research was the structural equation modelling (SEM) of SmartPLS. The result showed that big data had a significant and positive effect on forensic audit. This research also proved that big data and forensic audits have a significant and positive influence on fraud detection. In addition, forensic audits have been proven to partially mediate the relationship between big data and fraud detection.

The purpose of this study is to analyze the Forensic Audit Simulation, Investigative Audit, Professionalism, Fraud Prevention. This research was conducted on all auditors conducted on all internal and external auditors of BPKP Banten Province, where the number of internal auditors was 50 people and external auditors were 25 people. The sampling technique in this study used purposive sampling. The type of data used in research is quantitative data. The data source used in this study is primary data. Primary data obtained by distributing questionnaires to respondents. The results of this study indicate that the variable Forensic Audit, Investigative Audit procedures and Professionalism have proven effects on Fraud Prevention.

This study examines the importance of the application of forensic audit in controlling financial frauds that ravage or threaten the soundness and business continuity of Deposit Money Banks (DMBs) in Nigeria. The study used survey design methods, and the primary data were obtained through the administration of structured questionnaire covering seventeen (17) banks out of twenty-two (22) Deposit Money Banks (DMBs) operating in the country, which is 77.3%. In this study, the Ordinary Least Squares (OLS) method was used to analyze and test hypotheses, and the findings showed that the involvement of qualified and experienced forensic auditors would not only contribute to the amelioration of financial frauds in DMBs, but would also lead to much-needed sanity in the banking sector of Nigeria. The study recommends that regulatory agencies, within the limits prescribed by law, mandate all the banks to create a special forensic department, managed by a professional forensic auditor, which will develop and constantly implement effective and efficient internal control, timely prosecution of fraudsters by considering them to be criminals and as a deterrent to others, and work out adequate training and development programs for their staff, especially in fraud control, in order to reduce the number of fraud cases in Nigerian banks.

The article proposes to introduce into the accounting theory the concept of «forensic audit», which should be understood as the process of studying company’s reporting and economic operations in order to develop measures to respond, manage and prevent fraud on the basis of expert judgement. In view of the scholars’ developments it is proved that forensic audit is not a separate means of control of economic-legal aspects of economic activity, therefore specialists in forensic audit should have complex knowledge in the spheres of: accountance and auditing; economic and financial crimes; modern information-communication technologies, psychology and other social sciences; criminology and deviantology. As a result of comparison of the main features of external audit, internal control and forensic audit (as an element of system of internal audit), it is proved that forensic audit is perspective and can be used to identify anomalies by establishing compliance of events of financial strategy and modeling deviations of the predicted results from the basic financial strategy. Research on the purpose of forensic audit, its subject, objects, normative base, periodicity of conducting and other essential characteristics is proposed to be performed at trading enterprises within terms of the authority of internal audit department. In order to prevent problems related to infringement of property of a trading enterprise and its improper use, as well as to collect evidence on the already accomplished violations, it is suggested to use the developed algorithm of identification of economic crimes in the system of forensic audit.

Forensic accounting is the application of accounting, auditing and investigative skills in detecting frauds committed in the corporation. In the recent past, the recurrence of corporate scandals in spite of having external and internal audit raise the scope of forensic accounting through the world. This paper examines the importance of the emergence of forensic accounting as well as the effects of forensic accounting from the perception of external and internal auditors. The case examines the events that Gonzalo Jiménez faced in 2018 when he was working as an internal risk control auditor at HBLU Business & Consulting, a prestigious multinational accounting and financial consulting services firm based in Ecuador. He had noted significant changes in the financial statements over the previous three years and his preliminary investigation pointed to the possibility that the CFO was manipulating the numbers to increase his results-based bonus and at the same time actually misappropriating funds. This study aimed is finding out if the new science of accounting role in handling corruption cases plaguing Indonesia. There are two suspects in this case are Djoko Susilo and Didik Purnomo. The data collecting was done through electronic media, mass media and website. This research is a form of case studies which has the main question ifthere is any role of forensic audit science in corruption case handling of equipment procurement of driving license simulator (SIM)or not. The analysis shows that the science of forensic audit is able to assist the government in dealing with cases of corruption in Indonesia.

This article is intended to illustrate the innovative methods and approaches in some countries in combating economic crime. Individuals with specific competencies and access to accounting records in each institution are financial auditors. In some countries, however, they also have additional commitments. For example, in: Scotland, the United States of America (US), and the UK. The profession is transformed into the so-called "crime audit". In this regard, it is important to look at new ways as a preventive and proactive tool to counteract criminal acts related to terrorist financing and money laundering. Research background: The processes of globalization contributed to the unification of accounting principles through their standardization and harmonization. However, there is rapid and frequent permeation of innovative and complex transactions and as a result, the area and scale of implementation of creative and aggressive accounting practices are increasing. There is also a new issue of forensic audit, whose task is to prevent economic crime by mainly detecting financial crime and fraud. A research field that requires deepening is the analysis of the perception, understanding, and propensity of accountants to adopt creative and aggressive accounting solutions and their attitude toward forensic audit. Purpose of the article: The main purpose is to analyze the degree of knowledge and adoption of internationally known creative and aggressive accounting solutions and to investigate the propensity of people involved in accounting to commit fraud. Methods: The article employed survey methods and techniques (within an accounting students’ group and among accounting professionals) as well as literature analysis, synthesis, and inference. Findings & Value added: The results indicate that the degree of knowledge of creative accounting is the highest among the issues considered. The most important factors influencing the propensity to commit fraud are pressures caused by third parties (in particular superiors), financial benefits, and the fear of losing a job. Knowledge of the issues of forensic audit is low. It is necessary to conduct promotional activities to increase awareness of the issues studied and to shape appropriate ethical attitudes among accounting professionals.

The profession of forensic auditors has begun to expand in recent years, alongside the profession of external auditors. This paper explains the concept of forensic audit, based on the comparison of definitions by different authors. The definition of forensic audit is related to fraud, fraud prevention and investigation of fraud. Forensic versus traditional auditing are compared and contrasted. It describes the goals, objectives and purpose of the forensic audit. Finally, this paper analyzed several different models of implementing forensic audit for public interest entities, and the perspectives of implementing forensic audit in our audit practice.
