Abstract: Electron Ion Collider (EIC) is a particle accelerator facility planned for construction at Brookhaven National Laboratory on Long Island, New York by the United States Department of Energy. EIC will provide capabilities of colliding beams of polarized electrons with polarized beams of proton and light ions. EIC will be one of the largest and most sophisticated new accelerator facilities worldwide, and the only new large-scale accelerator facility planned for construction in the United States in the next few decades. The versatility, resolving power and intensity of EIC will present many new opportunities to address some of the crucial and fundamental open scientific questions in particle physics. Abstract: The Large Hadron electron Collider (LHeC) is designed to move the field of deep inelastic scattering (DIS) to the energy and intensity frontier of particle physics. Exploiting energy recovery technology, it collides a novel, intense electron beam with a proton or ion beam from the High Luminosity--Large Hadron Collider (HL-LHC). The accelerator and interaction region are designed for concurrent electron-proton and proton-proton operation. This report represents an update of the Conceptual Design Report (CDR) of the LHeC, published in 2012. It comprises new results on parton structure of the proton and heavier nuclei, QCD dynamics, electroweak and top-quark physics. It is shown how the LHeC will open a new chapter of nuclear particle physics in extending the accessible kinematic range in lepton-nucleus scattering by several orders of magnitude. Due to enhanced luminosity, large energy and the cleanliness of the hadronic final states, the LHeC has a strong Higgs physics programme and its own discovery potential for new physics. Building on the 2012 CDR, the report represents a detailed updated design of the energy recovery electron linac (ERL) including new lattice, magnet, superconducting radio frequency technology and further components. Challenges of energy recovery are described and the lower energy, high current, 3-turn ERL facility, PERLE at Orsay, is presented which uses the LHeC characteristics serving as a development facility for the design and operation of the LHeC. An updated detector design is presented corresponding to the acceptance, resolution and calibration goals which arise from the Higgs and parton density function physics programmes. The paper also presents novel results on the Future Circular Collider in electron-hadron mode, FCC-eh, which utilises the same ERL technology to further extend the reach of DIS to even higher centre-of-mass energies., Comment: 373 pages, many figures, to be published by J. Abstract: This Report summarizes the results of the activities of the LHC Higgs Cross Section Working Group in the period 2014-2016. The main goal of the working group was to present the state-of-the-art of Higgs physics at the LHC, integrating all new results that have appeared in the last few years. The first part compiles the most up-to-date predictions of Higgs boson production cross sections and decay branching ratios, parton distribution functions, and off-shell Higgs boson production and interference effects. The second part discusses the recent progress in Higgs effective field theory predictions, followed by the third part on pseudo-observables, simplified template cross section and fiducial cross section measurements, which give the baseline framework for Higgs boson property measurements. The fourth part deals with the beyond the Standard Model predictions of various benchmark scenarios of Minimal Supersymmetric Standard Model, extended scalar sector, Next-to-Minimal Supersymmetric Standard Model and exotic Higgs boson decays. This report follows three previous working-group reports: Handbook of LHC Higgs Cross Sections: 1. Inclusive Observables (CERN-2011-002), Handbook of LHC Higgs Cross Sections: 2. Differential Distributions (CERN-2012-002), and Handbook of LHC Higgs Cross Sections: 3. Higgs properties (CERN-2013-004). Abstract: In view of the integration of membrane resonators with more complex MEMS structures, we developed a general fabrication procedure for circular shape SiN$_x$ membranes using Deep Reactive Ion Etching (DRIE). Large area and high-stress SiN$_x$ membranes were fabricated and used as optomechanical resonators in a Michelson interferometer and in a Fabry-P\'erot cavity. The measurements show that the fabrication process preserves both the optical quality and the mechanical quality factor of the membrane.

Abstract: This is the summary report of the energy frontier QCD working group prepared for Snowmass 2013. We review the status of tools, both theoretical and experimental, for understanding the strong interactions at colliders. We attempt to prioritize important directions that future developments should take. Most of the efforts of the QCD working group concentrate on proton-proton colliders, at 14 TeV as planned for the next run of the LHC, and for 33 and 100 TeV, possible energies of the colliders that will be necessary to carry on the physics program started at 14 TeV. After the discovery of a Higgs boson at the LHC in mid-2012 this report focuses on refined prediction of Standard Model (SM) Higgs phenomenology around the experimentally observed value of 125-126 GeV, refined predictions for heavy SM-like Higgs bosons as well as predictions in the Minimal Supersymmetric Standard Model and first steps to go beyond these models. Abstract: The present note relies on the recently published conceptual design report of the LHeC and extends the first contribution to the European strategy debate in emphasising the role of the LHeC to complement and complete the high luminosity LHC programme. The brief discussion therefore focuses on the importance of high precision PDF and $\alpha_s$ determinations for the physics beyond the Standard Model (GUTs, SUSY, Higgs). Emphasis is also given to the importance of high parton density phenomena in nuclei and their relevance to the heavy ion physics programme at the LHC.

Abstract: This document provides a brief overview of the recently published report on the design of the Large Hadron Electron Collider (LHeC), which comprises its physics programme, accelerator physics, technology and main detector concepts. The LHeC exploits and develops challenging, though principally existing, accelerator and detector technologies. This summary is complemented by brief illustrations of some of the highlights of the physics programme, which relies on a vastly extended kinematic range, luminosity and unprecedented precision in deep inelastic scattering. Illustrations are provided regarding high precision QCD, new physics (Higgs, SUSY) and electron-ion physics. The LHeC is designed to run synchronously with the LHC in the twenties and to achieve an integrated luminosity of O(100) fb$^{-1}$. It will become the cleanest high resolution microscope of mankind and will substantially extend as well as complement the investigation of the physics of the TeV energy scale, which has been enabled by the LHC.

Abstract: The physics programme and the design are described of a new collider for particle and nuclear physics, the Large Hadron Electron Collider (LHeC), in which a newly built electron beam of 60 GeV, up to possibly 140 GeV, energy collides with the intense hadron beams of the LHC. Compared to HERA, the kinematic range covered is extended by a factor of twenty in the negative four-momentum squared, $Q^2$, and in the inverse Bjorken $x$, while with the design luminosity of $10^{33}$ cm$^{-2}$s$^{-1}$ the LHeC is projected to exceed the integrated HERA luminosity by two orders of magnitude. The physics programme is devoted to an exploration of the energy frontier, complementing the LHC and its discovery potential for physics beyond the Standard Model with high precision deep inelastic scattering measurements. These are designed to investigate a variety of fundamental questions in strong and electroweak interactions. The physics programme also includes electron-deuteron and electron-ion scattering in a $(Q^2, 1/x)$ range extended by four orders of magnitude as compared to previous lepton-nucleus DIS experiments for novel investigations of neutron's and nuclear structure, the initial conditions of Quark-Gluon Plasma formation and further quantum chromodynamic phenomena. The LHeC may be realised either as a ring-ring or as a linac-ring collider. Optics and beam dynamics studies are presented for both versions, along with technical design considerations on the interaction region, magnets and further components, together with a design study for a high acceptance detector. Civil engineering and installation studies are presented for the accelerator and the detector. The LHeC can be built within a decade and thus be operated while the LHC runs in its high-luminosity phase. It thus represents a major opportunity for progress in particle physics exploiting the investment made in the LHC.

Abstract: This Report summarizes the results of the first 10 months' activities of the LHC Higgs Cross Sections Working Group. The main goal of the working group was to present the status-of-art on Higgs Physics at the LHC integrating all new results that have appeared in the last few years. The Report is more than a mere collection of the proceedings of the general meetings. The subgroups have been working in different directions. An attempt has been made to present the first Report from these subgroups in a complete and homogeneous form. The subgroups' contributions correspondingly comprise the main parts of the Report. A significant amount of work has been performed in providing higher-order corrections to the Higgs-boson cross sections and pinning down the theoretical uncertainty of the Standard Model predictions. This Report comprises explicit numerical results on total cross sections, leaving the issues of event selection cuts and differential distributions to future publications. Abstract: We review recent progress towards a determination of a set of polarized parton distributions from a global set of deep-inelastic scattering data based on the NNPDF methodology, in analogy with the unpolarized case. This method is designed to provide a faithful and statistically sound representation of parton distributions and their uncertainties. We show how the FastKernel method provides a fast and accurate method for solving the polarized DGLAP equations. We discuss the polarized PDF parametrizations and the physical constraints which can be imposed. Abstract: We provide an assessment of the state of the art in various issues related to experimental measurements, phenomenological methods and theoretical results relevant for the determination of parton distribution functions (PDFs) and their uncertainties, with the specific aim of providing benchmarks of different existing approaches and results in view of their application to physics at the LHC. We discuss higher order corrections, we review and compare different approaches to small x resummation, and we assess the possible relevance of parton saturation in the determination of PDFS at HERA and its possible study in LHC processes. We provide various benchmarks of PDF fits, with the specific aim of studying issues of error propagation, non-gaussian uncertainties, choice of functional forms of PDFs, and combination of data from different experiments and different processes. We study the impact of combined HERA (ZEUS-H1) structure function data, their impact on PDF uncertainties, and their implications for the computation of standard candle processes, and we review the recent F_L determination at HERA. Abstract: We present recent results of the NNPDF collaboration on a full DIS analysis of Parton Distribution Functions (PDFs). Our method is based on the idea of combining a Monte Carlo sampling of the probability measure in the space of PDFs with the use of neural networks as unbiased universal interpolating functions. Abstract: The HERA electron--proton collider has collected 100 pb$^{-1}$ of data since its start-up in 1992, and recently moved into a high-luminosity operation mode, with upgraded detectors, aiming to increase the total integrated luminosity per experiment to more than 500 pb$^{-1}$. HERA has been a machine of excellence for the study of QCD and the structure of the proton. The Large Hadron Collider (LHC), which will collide protons with a centre-of-mass energy of 14 TeV, will be completed at CERN in 2007. The main mission of the LHC is to discover and study the mechanisms of electroweak symmetry breaking, possibly via the discovery of the Higgs particle, and search for new physics in the TeV energy scale, such as supersymmetry or extra dimensions. Besides these goals, the LHC will also make a substantial number of precision measurements and will offer a new regime to study the strong force via perturbative QCD processes and diffraction. For the full LHC physics programme a good understanding of QCD phenomena and the structure function of the proton is essential. Therefore, in March 2004, a one-year-long workshop started to study the implications of HERA on LHC physics. This included proposing new measurements to be made at HERA, extracting the maximum information from the available data, and developing/improving the theoretical and experimental tools. Abstract: We provide an assessment of the impact of parton distributions on the determination of LHC processes, and of the accuracy with which parton distributions (PDFs) can be extracted from data, in particular from current and forthcoming HERA experiments. We give an overview of reference LHC processes and their associated PDF uncertainties, and study in detail W and Z production at the LHC. We discuss the precision which may be obtained from the analysis of existing HERA data, tests of consistency of HERA data from different experiments, and the combination of these data. We determine further improvements on PDFs which may be obtained from future HERA data (including measurements of $F_L$), and from combining present and future HERA data with present and future hadron collider data. We review the current status of knowledge of higher (NNLO) QCD corrections to perturbative evolution and deep-inelastic scattering, and provide reference results for their impact on parton evolution, and we briefly examine non-perturbative models for parton distributions. We discuss the state-of-the art in global parton fits, we assess the impact on them of various kinds of data and of theoretical corrections, by providing benchmarks of Alekhin and MRST parton distributions and a CTEQ analysis of parton fit stability, and we briefly presents proposals for alternative approaches to parton fitting. Abstract: This Report documents the results obtained by the Working Group on Quantum ChromoDynamics and the Standard Model for the Workshop ``Physics at TeV Colliders'', Les Houches, France, 21 May - 1 June 2001. The account of uncertainties in Parton Distribution Functions is reviewed. Progresses in the description of multiparton final states at Next-to-Leading Order and the extension of calculations for precision QCD observables beyond this order are summarized. Various issues concerning the relevance of resummation for observables at TeV colliders is examined. Improvements to algorithms of jet reconstruction are discussed and predictions for diphoton and photon pi-zero production at the LHC are made for kinematic variables of interest regarding searches for a Higgs boson decaying into two photons. Finally, several improvements implemented in Monte-Carlo event generators are documented.

Abstract: We present a quantitative appraisal of the physics potential for neutrino experiments at the front-end of a muon storage ring. We estimate the forseeable accuracy in the determination of several interesting observables, and explore the consequences of these measurements. We discuss the extraction of individual quark and antiquark densities from polarized and unpolarized deep-inelastic scattering. In particular we study the implications for the undertanding of the nucleon spin structure. We assess the determination of alpha_s from scaling violation of structure functions, and from sum rules, and the determination of sin^2(theta_W) from elastic nu-e and deep-inelastic nu-p scattering. We then consider the production of charmed hadrons, and the measurement of their absolute branching ratios. 36. Realization of symmetries and the c-theorem

Abstract: We discuss the relation between the $c$--theorem and the the way various symmetries are realized in quantum field theory. We review our recent proof of the $c$--theorem in four dimensions. Based on this proof and further evidence, we conjecture that the realization of chiral symmetry be irreversible, flowing from the Wigner-Weyl realization at short distance to the Nambu--Goldstone realization at long distance. 38. Asymptotically Free Partons at High Energy

Abstract: We describe the application of renormalization group improved perturbative QCD to inelastic lepton-hadron scattering at high center-of-mass energy but comparatively low photon virtuality. We construct a high energy factorization theorem which complements the mass factorization theorem used for processes with high virtualities. From it we derive a renormalization group equation which resums all large logarithms at high energy, thereby extending to this regime asymptotic freedom and thus the full range of perturbative computational techniques. Abstract: We perform a full next-to-leading analysis of the the available experimental data on the polarized structure function g_1 of the nucleon, and give a precise determination of its singlet axial charge together with a thorough assessment of the theoretical uncertainties. Abstract: We discuss perturbative evolution of the polarized structure function g_1 in the (x,Q^2) plane, with special regard to the small-x region. We determine g_1 in terms of polarized quark and gluon distributions using coefficient functions to order alpha_s. At small x g_1 then displays substantial scale dependence, which necessarily implies a corresponding scale dependence in the large-x region. This scale dependence has significant consequences for the extraction of the first moment from the experimental data, reducing its value while increasing the error. 45. Summation of Leading Logarithms at Small x

Abstract: We show how perturbation theory may be reorganized to give splitting functions which include order by order convergent sums of all leading logarithms of $x$. This gives a leading twist evolution equation for parton distributions which sums all leading logarithms of $x$ and $Q^2$, allowing stable perturbative evolution down to arbitrarily small values of $x$. Perturbative evolution then generates the double scaling rise of $F_2$ observed at HERA, while in the formal limit $x\to 0$ at fixed $Q^2$ the Lipatov $x^{-\lambda}$ behaviour is eventually reproduced. 49. Double Asymptotic Scaling at HERA

Abstract: Perturbative QCD predicts that at sufficiently large $Q^2$ and small $x$ nucleon structure functions should exhibit scaling in the two variables $\sqrt{\ln\smallfrac{1}{x}\ln\ln Q^2}$ and $\sqrt{\ln\smallfrac{1}{x}\big/\ln\ln Q^2}$, provided only that the small-$x$ behaviour of the input to the perturbative QCD evolution is sufficiently soft. We derive these asymptotic results by writing the gluonic Altarelli--Parisi equation at small $x$ as a two--dimensional wave equation, which propagates the gluon distribution from its boundaries into the asymptotic region. We then show that the existing experimental data on $F_2^p(x,Q^2)$ from HERA provide a remarkable confirmation of both of these scaling predictions. The so--called `hard' pomeron, which does not scale, may thus be excluded by more than three standard deviations, at least in the presently accessible kinematical regime. 50. Anomalous Evolution of Nonsinglet Nucleon Structure Functions

Abstract: We calculate the scale dependence of nonsinglet nucleon structure functions. Due to anomalous axial symmetry breaking a large flavour asymmetry of the quark--antiquark sea is generated nonperturbatively. This produces a strong scale dependence of the nonsinglet structure function in an intermediate range of $Q^2$. Evolving nonperturbatively a pure valence distribution from an infrared scale we can thus compute $F_2^p-F_2^n$ as measured by the NMC, and give detailed predictions for its $Q^2$ dependence at fixed $x$.
