Climate-Smart Forestry (CSF) is a developing concept to help policymakers and practitioners develop focused forestry governance and management to adapt to and mitigate climate change. Within the EU COST Action CA15226, CLIMO (Climate-Smart Forestry in Mountain Regions), a CSF definition was developed considering three main pillars: (1) adaptation to climate change, (2) mitigation of climate change, and (3) the social dimension. Climate mitigation occurs through carbon (C) sequestration by trees, C storage in vegetation and soils, and C substitution by wood. However, present and future climate mitigation depends on the adaptation of trees, woods, and forests to adapt to climate change, which is also driven by societal change.Criteria and Indicators (C & I) can be used to assess the climate smartness of forestry in different conditions, and over time. A suite of C & I that quantify the climate smartness of forestry practices has been developed by experts as guidelines for CSF. This chapter charts the development of this definition, presents initial feedback from forest managers across Europe, and discusses other gaps and uncertainties, as well as potential future perspectives for the further evolution of this concept.

This chapter addresses the concepts and methods to assess quantitative indicators of Climate-Smart Forestry (CSF) at stand and management unit levels. First, the basic concepts for developing a framework for assessing CSF were reviewed. The suitable properties of indicators and methods for normalization, weighting, and aggregation were summarized. The proposed conceptual approach considers the CSF assessment as an adaptive learning process, which integrates scientific knowledge and participatory approaches. Then, climate smart indicators were applied on long-term experimental plots to assess CSF of spruce-fir-beech mixed mountain forest. Redundancy and trade-offs between indicators, as well as their sensitivity to management regimes, were analyzed with the aim of improving the practicability of indicators. At the management unit level, the roles of indicators in the different phases of forest management planning were reviewed. A set of 56 indicators were used to assess their importance for management planning in four European countries. The results indicated that the most relevant indicators differed from the set of Pan-European indicators of sustainable forest management. Finally, we discussed results obtained and future challenges, including the following: (i) how to strengthen indicator selections and CSF assessment at stand level, (ii) the potential integration of CSF indicators into silvicultural guidelines, and (iii) the main challenges for integrating indicators into climate-smart forest planning.

Climate projections indicate large increases in temperature, requiring tree species to adapt or migrate faster than observed historic rates. In Central Europe, discussion in forest management has increasingly focused on how humans can assist these adaptation/migration processes, especially when important forest ecosystem services are at risk. One option is to introduce non-native tree species to help forest ecosystems adapt to climate change. We established a long-term experiment in autumn 2012 on five study sites in climatically different regions of Central Europe. The performance of five non-native tree species from warmer climates (Abies bornmuelleriana Mattf., Cedrus libani A. Rich., Fagus orientalis Lipsky, Tilia tomentosa Moench and Tsuga heterophylla Sarg.) was compared to that of one local species native to each site. We monitored sapling survival during the first 4 years after planting. Small differences in timing of inventory campaigns were overcome by fitting a Weibull function to survival curves and analysing time-harmonized estimates for equal biannual periods. Sapling mortality decreased over time, but early after planting, it differed between species. The native and the two non-native broadleaved species showed higher survival than the non-native coniferous species. Moreover, the site conditions of the open areas seemed to initially hamper the growth of shade-tolerant species. All species performed reasonably well during the relatively short observation period. Any differences between hazard rates almost vanished 4 years after planting, which suggests that all species tested are likely to thrive under current climate conditions. Long-term observations are, however, needed to corroborate these results.

Climate-Smart Forestry (CSF) is an emerging branch of sustainable forest management that aims to manage forests in response to climate change. Specific CSF strategies are viewed as a way forward for developing suitable management responses and enhancing the provision of ecosystem services. However, there is currently a lack of comprehensive and cohesive assessment to implement CSF. This paper describes the step-by-step process that developed a comprehensive and shared definition of CSF, and the process for selecting indicators that assess the “climate-smartness” of forest management. Adaptation, mitigation and social dimensions are the core focus of the CSF definition, which recognises the need to integrate and avoid development of these aspects in isolation. An iterative participatory process was used with a range of experts in forest-related fields from the CLIMO project, this was subsequently supported by a network analysis to identify sustainable forest management indicators important to CSF. The definition developed here, is an important first step in to promote CSF that will aid practice in the forestry sector. It can be used as a template across Europe, tailored to local contexts. Further work communicating CSF to practitioners and policy-makers will create a CSF practice and culture that will help to safeguard future forest economies and communities.

We present an analysis of the zenithal night sky brightness (henceforth: NSB) measurements at 26 locations in Eastern Austria focussing on the years 2015-2016, both during clear and cloudy to overcast nights. All measurements have been performed with 'Sky Quality Meters' (SQMs). For some of the locations, simultaneous aerosol content measurements are available, such that we were able to find a correlation between light pollution and air pollution at those stations. For all locations, we examined the circalunar periodicity of the NSB, seasonal variations as well as long-term trends in the recorded light pollution. For several remote locations, a darkening of the night sky due to clouds by up to 1 magnitude is recorded - indicating a very low level of light pollution -, while for the majority of the examined locations, a brightening of the night sky by up to a factor of 15 occurs due to clouds. We present suitable ways to plot and analyze huge long-term NSB datasets, such as mean-NSB histograms, circalunar, annual ('hourglass') and cumulative ('jellyfish') plots. We show that five of the examined locations reach sufficiently low levels of light pollution - with NSB values down to 21.8 mag$_{SQM}$/arcsec$^2$ - as to allow the establishment of dark sky reserves. Based on the 'hourglass' plots, we find a strong circalunar periodicity of the NSB in small towns and villages (< 5.000 inhabitants), with amplitudes of of up to 5 magnitudes. Using the 'jellyfish' plots, on the other hand, we demonstrate that the examined city skies brighten by up to 3 magnitudes under cloudy conditions, which strongly dominate in those cumulative data representations. The long-term development of the night sky brightness was evaluated based on the 2012-17 data for one of our sites, possibly indicating a slight (~2%) decrease of the mean zenithal NSB at the Vienna University Observatory., Accepted by JQSRT, 2018

There is concern in the scientific community and among forest managers about potential reductions in the provisioning of forest ecosystem services due to the loss of tree species diversity. Many studies have shown how species diversity influences forest functioning, especially productivity, but the influence of structural diversity, such as tree size heterogeneity, has received much less attention. This study focused on understanding the relationship between stand productivity and several structural characteristics of spruce-fir-beech mountain forest stands in Europe. We used a dataset of 89 long-term plots in spruce-fir-beech forests distributed along the European mountains where the three species, Norway spruce (Picea abies (L.) Karst.), silver fir (Abies alba Mill.) and European beech (Fagus sylvatica L.), represent at least 75% of the basal area. Site-dependent conditions were accounted for in a linear mixed-effect basic model, which related the stand productivity with the morphological, climatic and pedological characteristics. The influence of tree species diversity, tree size heterogeneity, species size dominance, and species overlapping in the size distribution on stand productivity was analysed by adding variables to the basic model one by one and evaluating the change in the Akaike's Information Criterion (AIC). The variables that resulted in significant reductions in the AIC, and that were not correlated with each other, were used to build a model to estimate stand productivity. The model showed that in spruce-fir-beech mixed mountain forests (i) when Norway spruce, silver fir and European beech are evenly present within the size distribution (high evenness) the productivity decreases, (ii) the stand productivity increases when the diameter distribution is skewed to the right (higher numbers of smaller individuals), (iii) the stand productivity increases as the proportion of basal area that is spruce increases, and (iv) stand productivity increases with the variability in diameter. We discuss the implications of our results for the management of spruce-fir-beech mountain forest in Europe and for preserving and increasing the stand productivity of these mixed forests.

In Europe, mixed mountain forests, primarily comprised of Norway spruce (Picea abies (L.) Karst.), silver fir (Abies alba Mill.), and European beech (Fagus sylvatica L.), cover about 10 × 106 ha at elevations between ∼600 and 1600 m a.s.l. These forests provide invaluable ecosystem services. However, the growth of these forests and the competition among their main species are expected to be strongly affected by climate warming. In this study, we analyzed the growth development of spruce, fir, and beech in moist mixed mountain forests in Europe over the last 300 years. Based on tree-ring analyses on long-term observational plots, we found for all three species (i) a nondecelerating, linear diameter growth trend spanning more than 300 years; (ii) increased growth levels and trends, the latter being particularly pronounced for fir and beech; and (iii) an elevation-dependent change of fir and beech growth. Whereas in the past, the growth was highest at lower elevations, today’s growth is superior at higher elevations. This spatiotemporal pattern indicates significant changes in the growth and interspecific competition at the expense of spruce in mixed mountain forests. We discuss possible causes, consequences, and silvicultural implications of these distinct growth changes in mixed mountain forests.

Mixed mountain forests of European beech (Fagus sylvatica L.), Norway spruce (Picea abies (L.) Karst), and silver fir (Abies alba Mill.) cover a total area of more than 10 million hectares in Europe. Due to altitudinal zoning, these forests are particularly vulnerable to climate change. However, as little is known about the long-term development of the productivity and the adaptation and mitigation potential of these forest systems in Europe, reliable information on productivity is required for sustainable forest management. Using generalized additive mixed models this study investigated 60 long-term experimental plots and provides information about the productivity of mixed mountain forests across a variety of European mountain areas in a standardized way for the first time. The average periodic annual volume increment (PAI) of these forests amounts to 9.3 m3ha−1y−1. Despite a significant increase in annual mean temperature the PAI has not changed significantly over the last 30 years. However, at the species level, we found significant changes in the growth dynamics. While beech had a PAI of 8.2 m3ha−1y−1 over the entire period (1980–2010), the PAI of spruce dropped significantly from 14.2 to 10.8 m3ha−1y−1, and the PAI of fir rose significantly from 7.2 to 11.3 m3ha−1y−1. Consequently, we observed stable stand volume increments in relation to climate change.

SUMMARY In the framework of multi-objective forest management, ‘priority areas’ which are relatively more important for the selected management objectives are commonly designated. Using a comparative analysis of guided interviews, we examined the use and importance of priority areas in forest planning in nine Central European countries. In all countries, priority areas have been widely used, forest function areas and protected areas being the most common. According to management objectives, more than 20 types of priority areas were recognised, with priority areas for protection against natural hazards, nature conservation, recreation, welfare, and production being the most prevalent. Criteria for the designation differ among the countries; however, site conditions and infrastructure facilities are most often used. The scale of designation ranges from 1:10 000–1:50 000, and the size of priority areas varies from 0.1 ha to several hundreds of ha. The level of participation of stakeholders involved in the designation of priority areas differs among and within the countries. The effectiveness of priority areas for forest management can be improved by transparent designation criteria, objective oriented management measures, and efficient financial instruments.

Management of protection forests in the Alps – an overview Many mountain forests in the Alps protect residential areas and infrastructures from natural hazards. They are described as protection forests and their management aims to permanently provide a high protective effect. The maintenance and management of these forests are continuously improved and have reached a high standard. There is now a better understanding of the protective effects of the forest against natural hazards. In the Alps, there are currently several projects being conducted which aim to harmonize the assessment of natural hazards, damage potential and a resulting classification of protection forests. It is the objective to apply funding where needed in order to prevent damage from natural hazards. Currently, there is a need for improvement in the area of monitoring with advanced technology, such as Laser-Scanning (LIDAR), in linking inventory data from different sources, in simulation modeling to better estimate the long-term benefit of measures in the protection forest, and in transboundary collaboration.

In this note, we present algorithms to deal with finite near-rings, the appropriate algebraic structure to study non-linear functions on finite groups. Just as rings (of matrices) operate on vector spaces, near-rings operate on groups. In our approach, we have developed efficient algorithms for a variety of problems that involve the structure of the operation of a near-ring on a group. From this, we retrieve information about the near-ring itself.

To identify thermal loadings (thermal shocks and thermal stratification), in German NPPs special fatigue monitoring systems have been installed. The detailed temperature measurement uses sheathed thermocouples, which are located on the external component surface. Tightening straps are used for the widespread method of locking the thermocouples into position. The basic objective of the paper is to identify several sources of error in fatigue analyses and to evaluate their specific importance. In fatigue analyses based on the outer-surface temperature, the thermal situation at the inner-surface has to be determined. This leading analysis step is not regulated in the ASME III code. In the paper, the variance in the calculated fatigue is quantified for different inner surface temperature profiles with a common good compliance to the outer surface temperature. Another focus of the paper is the presentation of findings concerning the exactness of fatigue analyses based on FEA. The effect of geometrical truncation (mesh density) and the time-increments on the calculated fatigue level is shown. Furthermore, regarding discontinuities with thermal shock loading, the differences in the calculated fatigue between applying ASME NB-3200 on the one hand and NB-3600 on the other are quantified. Finally, the uncertainty in the calculated fatigue associated with the known variance of the physical material property values (E-Modulus, thermal conductivity, thermal expansion) is highlighted.Copyright © 2006 by ASME

Titanium carbide – an industrial hard material. Titanium carbide, whose industrial application has been closely linked with the history and development of sintered metal carbides since 1930/31, has revolutionized the technology of the machining of steel when used in the form of multicarbide composites. Typical innovations of the post-war era are not only the dominant WC/TaC/TiC-Co carbide materials but also TiC-NiMo materials and TiC-coated metal cutting devices. In contrast to TaC or WC, the market situation is largely independent of price and quantity fluctuations of raw materials.

Centro de Investigación Forestal (CIFOR), Recent studies show that several tree species are spreading to higher latitudes and elevations due to climate change. European beech, presently dominating from the colline to the subalpine vegetation belt, is already present in upper montane subalpine forests and has a high potential to further advance to higher elevations in European mountain forests, where the temperature is predicted to further increase in the near future. Although essential for adaptive silviculture, it remains unknown whether the upward shift of beech could be assisted when it is mixed with Norway spruce or silver fir compared with mono-specific stands, as the species interactions under such conditions are hardly known. In this study, we posed the general hypotheses that the growth depending on age of European beech in mountain forests was similar in mono-specific and mixed-species stands and remained stable over time and space in the last two centuries. The scrutiny of these hypotheses was based on increment coring of 1240 dominant beech trees in 45 plots in mono-specific stands of beech and in 46 mixed mountain forests. We found that (i) on average, mean tree diameter increased linearly with age. The age trend was linear in both forest types, but the slope of the age–growth relationship was higher in mono-specific than in mixed mountain forests. (ii) Beech growth in mono-specific stands was stronger reduced with increasing elevation than that in mixed-species stands. (iii) Beech growth in mono-specific stands was on average higher than beech growth in mixed stands. However, at elevations > 1200 m, growth of beech in mixed stands was higher than that in mono-specific stands. Differences in the growth patterns among elevation zones are less pronounced now than in the past, in both mono-specific and mixed stands. As the higher and longer persisting growth rates extend the flexibility of suitable ages or size for tree harvest and removal, the longer-lasting growth may be of special relevance for multi-aged silviculture concepts. In this note we present some algorithms to deal with nearrings, the appropriate algebraic structure to study non-linear functions. This is similar the role of rings in the theory of linear functions or that of groups for permutations. In particular, we give efficient algorithms that deal with big nearrings that are given by a small set of generators. In this context, generating involves composition as well as point-wise addition. In the extreme case, one transformation of a group of order n can generate a set of up to nn transformations.
