Using policy cycle model as a heuristic, this article studies Indian, Brazilian, and South African engagement with Nationally Appropriate Mitigation Actions (NAMAs) by (a) comparing NAMA policy process and (b) identifying factors driving or limiting the framework’s domestic application. India largely remained uninterested in NAMAs, Brazil aligned its domestic climate policy and NAMAs, while South Africa had a more nuanced engagement when formulating NAMAs. Four factors influenced these countries’ NAMA engagements: the level and necessity of international support, the availability of domestic policy provisions to tackle climate change, the domestic institutional capacity to coordinate interministerial functioning, and the role of individuals in the institutional apparatus. As an international climate policy framework, studying NAMA engagement provides learnings for nationally determined contributions under the Paris Agreement for designing the instrument, ensuring clarity on support provisions for ratcheting up ambitions, and enhancing institutional capacity, to expedite transition from policy formulation to implementation and beyond. While energy-sector emissions remain the biggest source of climate change, many least-developed countries still invest in fossil-fuel development paths. These countries generally have high levels of fossil-fuel technology lock-in and low capacities to change, making the shift to sustainable energy difficult. Tanzania, a telling example, is projected to triple fossil-fuel power production in the next decade. This article assesses the potential to use internationally supported Nationally Appropriate Mitigation Actions (NAMAs) to develop solar energy in Tanzania and contribute to transformational change of the electricity supply system. By assessing the cultural legitimacy of NAMAs among key stakeholders in the solar energy sector, we analyse the conditions for successful uptake of the concept in (1) national political thought and institutional frameworks and (2) the solar energy niche. Interview data are analysed from a multi-level perspective on transition, focusing on its cultural dimension. Several framings undermining legitimacy are articulated, such as attaching low-actor credibility to responsible agencies and the concept’s poor fit with political priorities. Actors that discern opportunities for NAMAs could, however, draw on a framing of high commensurability between experienced social needs and opportunities to use NAMAs to address them through climate-compatible development. In context of the 1992 UN Framework Convention on Climate Change, developing countries are asked to contribute to greenhouse gas control objectives by proposing so-called Nationally Appropriate Mitigation Actions (NAMAs). Although the concept provides developing countries with complete flexibility to design NAMAs, a majority of proposals seek international support. This article improves our understanding of the matching of NAMA design and international support by exploring (mis-) alignment between support providers' and NAMA developers' prioritization for NAMAs. The article assesses survey responses from support providers in light of records of NAMAs. We conclude that there is a mismatch between support providers' primary emphasis on systems for measuring emissions reductions and the lack of such provisions in existing NAMA proposals. The Green Climate Fund (GCF) is emerging as an innovative multilateral climate finance institution to support adaptation andmitigation, including Nationally Appropriate Mitigation Actions (NAMAs), in developing countries. Using perspectives from the international environmental law and governance literature, this article identifies a crucial governance challenge facing NAMA support, a challenge related to states' obligations vis-à-vis the GCF, and analyses the delegation and precision of governance capacities granted to the GCF Board to address that challenge. The GCF must engage in a balancing act. On the one hand, the absence of distinct criteria for deciding on NAMA support may prompt potential funders to pursue bilateral or other channels for support. On the other hand, too rigid a criteria may reduce developing countries' submission and "ownership" of NAMA proposals. Both aspects potentially challenge the effectiveness of theGCF'sNAMA support. The Board has been granted a high governance capacity, relative to its mother institution the UNFCCC, to efficiently address this balancing act. Biochar may contribute to both agricultural productivity and atmospheric carbon dioxide removal. However, despite the many potential upsides of adding biochar to amend carbon-depleted soils in sub-Saharan Africa, deployment is largely lacking. This paper explores the socio-economic factors that can explain tendencies to avoid action. Based on a survey of 172 farming households, key informant interviews, and focus group discussions in the Mbeya and Songwe regions of Tanzania, which were targeted for a biochar aid program in 2014, several socio-economic drivers behind the continued use of biochar deployment were identified in this follow-up study. A key deployment driver was the increased crop yields, perceived to be the result of adding biochar to soils, increasing yields from 1 metric ton per hectare to 3 metric tons per hectare. Food security and family income were cited as the main reasons to engage in biochar production and use. Climate change mitigation and increased resilience were other key reasons that motivated adoption. In terms of socio-economic factors, farmers with low education and income, the majority being males aged 40–60 years, contributed to low adoption rates in the study area. Respondents often cited the alternative usage of biochar feedstocks, lack of government involvement or extension services, traditions, and farming customs as the main constraints limiting biochar deployment. Carbon Capture and Storage (CCS) is a technology for mitigating emissions from large point-source industries. In addition to the primary role of reducing carbon dioxide (CO2) in the atmosphere, CCS forms the basis for two large-scale negative emissions technologies by coupling geologic CO2 storage with bioenergy (BECCS) and direct air carbon capture (DACCS). Despite its inclusion within the United Nations Framework Convention on Climate Change (UNFCCC), CCS has been largely unsupported by UNFCCC delegates because of its association with fossil fuels. We evaluate data from surveys given since 2015 to UNFCCC delegates at the Conference of the Parties (COPs) to ascertain how attitudes about bioenergy, BECCS, and CCS may be changing within the UNFCCC. The results show a positive change in attitudes over time for both fossil CCS and BECCS. Using a unique data analysis method, we ascertain that, in some instances, popularity of BECCS increased due to an increased acceptance of CCS despite lower opinions of bioenergy. Business and research NGOs have the most positive views of CCS, and environmental NGOs the most negative views. Delegates that attend CCS side-events have more positive attitudes towards CCS than non-attendees. Developing countries have a larger need and a greater appetite for information on BECCS than developed countries, but a need for information exists in both. [ABSTRACT FROM AUTHOR]

Biomass can help reaching climate goals in many sectors. In electricity generation it can complement variable renewables or, if coupled with carbon capture and storage (CCS), also provide negative emissions. This paper adds to the existing literature by focusing on the cost-efficiency of balancing variable renewables with biomass and by providing an indication on acceptance of these technologies. A dynamic optimization model is used to analyse the role of biomass in the European electricity system pending different emission targets for 2050. The results are compared with survey data on investment preferences for biomass technologies, and wind and solar power. The formulation of the emission target greatly influences the cost-efficient use of biomass, with more concentrated use observed, if bioenergy with CCS is allowed. This indicates that a Europe-wide emission target could be more cost-efficient than separate national targets. Both governmental and nongovernmental actors tend to be negative towards investing in biomass technologies, although with greater variation if combined with CCS, indicating possible challenges for implementation. Their attitudes towards wind and solar power are much more positive in all countries, supporting the continuation of the existing trend of an increasing share of variable renewables in the European electricity system. • Formulation of the emission target greatly influence biomass use and distribution. • Europe-wide emission targets may be preferred when negative emissions are required. • Negative emissions combined with natural gas are cost-efficient variation management. • Preferences to invest in bio-based technologies are low in all countries. • Non-governmental actors strongly oppose bioenergy with carbon capture and storage. Drawing on collective experience from ten collaborative research projects focused on the Global South, we identify three major challenges that impede the translation of research on sustainability and resilience into better-informed choices by individuals and policy-makers that in turn can support transformation to a sustainable future. The three challenges comprise: (i) converting knowledge produced during research projects into successful knowledge application; (ii) scaling up knowledge in time when research projects are short-term and potential impacts are long-term; and (iii) scaling up knowledge across space, from local research sites to larger-scale or even global impact. Some potential pathways for funding agencies to overcome these challenges include providing targeted prolonged funding for dissemination and outreach, and facilitating collaboration and coordination across different sites, research teams, and partner organizations. Sweden and Finland have national goals to reach net negative greenhouse gas emissions before mid-century. Achieving these ambitious goals could employ negative emission technologies, such as bioenergy with carbon capture and storage, but it is unclear how this technology could be realized in an energy transition. Sweden and Finland stand out for having a large share of substantial point source emissions of biogenic carbon dioxide, in the production of pulp, heat and power. In the European Pollutant Release and Transfer Register, Sweden and Finland reported 64% and 51% biogenic emissions, respectively, in facilities emitting over 100 kt of carbon dioxide in 2017, while the corresponding collective figure for all European states in the database is 6%. This qualitative study highlights company actors' perspectives on bioenergy with carbon capture and storage within a Nordic regional context and explores their perspective on emerging tensions in the energy transition. Semi-structured interviews were conducted with 20 of the 24 companies with the largest point sources of biogenic emissions. The results are framed around four emerging tensions regarding bioenergy with carbon capture and storage from companies' perspectives in this study: (1) absence of reliable long-term policies; (2) limits to companies' climate change responsibility; (3) technical trade-offs of carbon capture; and (4) lack of customer demands for negative emissions. According to most of the companies, it is technically feasible to capture carbon dioxide, but it could be a challenge to determine who is responsible to create a financially viable business case, to enact supporting policies, and to build transport and storage infrastructure. Company representatives argue that they already contribute to a sustainable society, therefore bioenergy with carbon capture and storage is not their priority without government collaboration. However, they are willing to contribute more and could have an increasing role towards an energy transition in an international context. • BECCS discussions are on the horizon, but few companies are first movers. • Large-scale deployment of BECCS would require political and financial support. • Swedish and Finnish companies lack customer demand for negative emissions. • There are trade-offs between energy efficiency and carbon capture. • Companies consider BECCS as one of many climate change mitigation measures.
