Contracts for difference are an instrument to provide security in case of volatile or unsure price evolvement. They have been successfully used in the context of market opening for renewable energies. The contract guarantees the agreed contract price and thereby basically funds a price gap between market prices for a good and its actual costs for the project developer. Project-based Carbon Contracts for Difference (CCfD) are now being discussed as a means to advance the adaptation of breakthrough technologies, i.e., to incentivise emission intensive basic industries to shift to low-emission production processes. In Germany, the federal government committed itself to deploy a project-based pilot funding program for such CCfDs, for the steel, ammonia, cement, and lime sectors. The basic idea is simple: to cover incremental costs between a novel climate-friendly technology and its conventional baseline, while considering existing and evolving CO2 prices and other relevant risks. The implementation as a CCfD might also encompass paybacks in case CO2 market prices (in the EU ETS) exceed the contract price, depending on the design of the instrument. The detailed design of this policy instrument, contrariwise to the basic idea, can be rather complex. Important questions are: how to set a suitable reference for the project to be contracted in terms of costs and emissions, which kinds of costs and revenues to consider, how to allocate funding and determine which projects are awarded, and how to consider the interaction with the ETS - and many more. The paper presents preliminary findings from a research grant from the German Federal Ministry for Economic Affairs and Climate Action (BMWK), considering the aforementioned questions of policy design in the context of the expected German pilot program, and discusses their respective trade-offs. It outlines explicitly how a CCfD payment can be derived considering the difference costs between a climate friendly and a respective reference production as well as the effective CO2 price based on market price and free allocation. In a broader perspective, it addresses how CCfDs are embedded in the existing and anticipated policy framework for carbon intensive industries in Germany and in the EU such as, e.g., CBAM.

This paper focuses on the following two key research questions in the context of the change in allocation rules in the move from Phase I/II (2005&ndash, 2012) to Phase III (2013&ndash, 2020) of the European Emission Trading Scheme (EU ETS): First, how do allocations compare with actual installation-verified emissions in Phase III? For that purpose we analyse changes in sector-country allocations and verified emissions between Phase II and Phase III. The analysis is based on a selection of 2150 installations present in all phases of the EU ETS, taken from the European Union Transaction Log (EUTL) The results show that over-allocation has been considerably reduced in Phase III. Overall, allocation for the selected sectors decreased by 20% in 2013 compared to 2008 but varying across installations. Second, we investigate, whether the introduction of benchmarks in Phase III may have triggered carbon-reducing measures for industrial processes. For that purpose, we analyse for four product groups (cement clinker, pig iron, ammonia and nitric acid) the specific emissions (per tonne of product). Care was taken to define a data set with a similar delimitation of emission and production data. The findings were cross-checked through selected expert interviews. Our findings indicate that there is no evidence so far for improving specific emissions, though the strong improvement for nitric acid, as well as some improvement linked to ammonia occurring before the start of Phase III may have been supported by the introduction of Phase III.

Die anhaltenden Nachhaltigkeitsherausforderungen unserer Gesellschaft - sei es hinsichtlich des Energie- und Ressourcenverbrauchs oder der sozialen Gerechtigkeit - illustrieren die Notwendigkeit einer großen gesellschaftlichen Transformation, um entsprechend der Nachhaltigkeitsstrategie Deutschlands "eine tragfähige und gerechte Balance zwischen den Bedürfnissen der heutigen Generation und den Lebensperspektiven künftiger Generationen" zu erreichen (Bundesregierung , 2012, S. 18; WBGU, 2011). Ein zentrales Schlüsselkonzept der Transitionsforschung ist das Mehr-Ebenen-Modell (multi-level perspective, MLP), welches insbesondere für empirische Studien zu historischen Transitionen entwickelt und angewendet wurde. Die erforderlichen Veränderungen von Institutionen und Praktiken können auf den verschiedensten Ebenen und für die verschiedensten Bereiche - ökonomische, soziale, kulturelle und ökologische - untersucht und beschrieben werden. Besonders eng verknüpft mit der Lebensrealität der Menschen und unmittelbar wahrnehmbar ist die kommunale Ebene. Während im Handlungsfeld "Bauen und Wohnen" der allgemeine Wandel gesellschaftlicher Altersstrukturen im Vordergrund steht, sind es bei "Wasser" und "Energie" insbesondere die mit der demographischen Entwicklung in Deutschland einhergehende regionale Veränderung der Bevölkerungsgrößen und der Nutzerzahlen, denen eine entscheidende Bedeutung bei dem Veränderungsdruck auf bestehende Regime zukommt. Diese bestehenden Regime zeichnen sich in allen drei Fällen durch eine Pfadabhängigkeit aus, die durch hohen materiellen und infrastrukturellen Bereitstellungs- und Investitionsaufwand bedingt ist. So stellt gerade in den Bereichen "Bauen und Wohnen" und "Wasserver- und Abwasserentsorgung" die Langlebigkeit der getätigten Investitionen ein Hemmnis für Wandlungsprozesse dar - aber auch die Schaffung und der Unterhalt von Wärmenetzen benötigt höheren Aufwand und nicht unerhebliche Anfangsinvestitionen. Dadurch ergibt sich eine starke Beharrlichkeit und Fixierung von Akteuren auf bestehende Regime. Diese Erstanalyse zeigt, dass in allen drei Handlungsfeldern ein Regime, Landschaftsfaktoren, welche Druck auf dieses ausüben, sowie Nischeninnovationen, die in diesem Kontext entstehen, identifiziert werden können. Dabei ist Nachhaltigkeit für alle Nischen als Innovationstreiber zu erkennen, wenn auch mit unterschiedlicher Wichtigkeit der drei Dimensionen "ökologische", "ökonomische" und "soziale Nachhaltigkeit". Der demographische Wandel ist im Bau- und Wohnbereich ein weiterer entscheidender Treiber, gleichzeitig bieten Sanierungserfordernisse oder neue Bedarfe für Infrastrukturen im Wärme- und Wasserbereiche günstige Zeitfenster für mögliche Transitionen.

[Hintergrund/Problemstellung] Der „Megatrend“ Digitalisierung bietet erhebliche Potenziale für die Reduktion von Transaktionskosten in wirtschaftlichen, sozialen und kommunikativen Prozessen und Diensten. Zudem erhöht sich die Anzahl der möglichen Organisationsstrukturen durch die ubiquitäre Verfügbarkeit von Daten und Technologien; neue Wissensfelder und Zusammenhänge werden erschlossen (Big Data, …). Diese Möglichkeit der Verknüpfung von Daten in Echtzeit, die Verschlankung von Prozessen und die Unmittelbarkeit des Datenaustauschs kann auch für den Klimaschutz im Rahmen der Energiewende nutzbar gemacht werden. Die Etablierung von intelligenten Messsystemen (Smart Meter) und damit einhergehende Transparenz und Steuerungsmöglichkeiten, die stärkere Synchronisation von Verbrauch und Erzeugung vor allem bei industriellen Stromnutzern oder die intelligente Verknüpfung von Sektoren können sich sehr positiv auf eine effiziente Nutzung von Energie und damit auf den Klimaschutz auswirken. Durch die Digitalisierung sind weitere positive Effekte für den Klimaschutz in den Bereichen Energiemanagement, Flexible Lastensteuerung, Sektorenkopplung, Netzausbau und -steuerung zu erwarten. Ein systematischer Überblick über die möglichen Potenziale der Digitalisierung für Klimaschutz, Ressourcen- und Energieeinsparung und die konkreten Handlungsfelder fehlt jedoch. Auf Basis einer solchen Grundlage kann weitergehender Bedarf angewandter Klimaschutzforschung beurteilt und ggf. bearbeitet werden.

Wie bereits das Jahr 2015 wurde auch das Jahr 2016 durch die Umsetzung des Nationalen Aktionsplans Energieeffizienz geprägt [ 1]. Der Förderrahmen für Energieeffizienztechnologien wurde ausgebaut und neue Instrumente wie die wettbewerblichen Ausschreibungen für Energieeffizienz eingeführt. In der Industrie standen die Umsetzung der im Rahmen der Energieaudits nach EDL-G ermittelten Effizienzmaßnahmen sowie die Einrichtung weiterer Energieeffizienznetzwerke im Vordergrund. Im Rahmen der gemeinsamen Initiative der Industrieverbände und der Bundesregierung zur Einrichtung von 500 Energieeffizienznetzwerken bis zum Jahr 2020 wurden bislang bereits mehr als 100 neue Netzwerke in Deutschland etabliert [2]. Die Initiative befindet sich damit auf dem selbstgesteckten Zielpfad.

It also looks at the impact of energy prices on the budgets of European households and how energy costs affect European industry and its competitiveness, particularly for energy intensive industries. The report also provides international comparisons of energy prices and costs. Die deutsche Energiepolitik wird weiterhin wesentlich von der Umsetzung der Energiewende und den sich daraus ergebenden Herausforderungen bestimmt. Durch die Wahlen zum 18. Deutschen Bundestag und die anschließende Bildung einer neuen Bundesregierung wurden Ende des Jahres 2013 die Weichen für die zukünftige Entwicklung gestellt. Verschiedene Maßnahmen und ein Bekenntnis zu mehr Energieeffizienz haben dabei auch Eingang in den Koalitionsvertrag gefunden. In zentralen Fragen wie der Umsetzung der Energieeffizienzrichtlinie oder der Höhe der Mittel für den nationalen Aktionsplan Energieeffizienz steht eine feste Positionierung der Bundesregierung allerdings noch aus. Auf europäischer Ebene ist aktuell das energie- und klimapolitische Zielsystem für das Jahr 2030 in der Diskussion. Ein eigenständiges Ziel für Energieeffizienz ist dabei im aktuellen Entwurf der Kommission nicht vorgesehen, das Ziel für Erneuerbare ist nur noch indikativ. Diese aus Sicht der Energieeffizienz bedenkliche Entwicklung kann sich aber im weiteren Verlauf der Gesetzgebung noch ändern.

The commercial value added in electricity distribution networks and smart grids is increasing. Concerns about competition on a level-playing field are raised and the debate on vertical network unbundling is beginning to address the level of the distribution networks. With regard to the unbundling discussion for distribution networks, we introduce a new approach: the Common Information Platform (CIP). The CIP tries to balance better between competition and coordination. The CIP adds two new dimensions. First, it "unbundles" information and data management as the key step in the value chain, not network ownership or system operation. The other stages of the value chain can remain integrated. Correspondingly, the CIP avoids such drastic measures as network ownership unbundling. Second, it does not "separate" information and data management from the sector, but rather involves third parties in the rule-making process; the governance structure is "common" instead of "independent".

Smart contracts based on voluntary participation and optionality can be a low transaction cost solution to implement locational signals in distribution networks and thereby avoid network investment. This paper examines the efficiency properties of smart contracts. Based on a three-node example network we show that cases exist in which smart contracts can achieve a pareto-improvement compared to the status-quo even with voluntary participation. With the pareto improvement at least one party is better of under a smart contract without worsening the situation for anyone else. We note that this requirement is very restrictive and leaves significant potential for efficiency improvements by smart contracts untapped. We then discuss the implementation of smart contracts with incentive regulation. There are two main tasks for the regulator: allowing network operators flexibility to offer such contracts and incentivizing network operators to do so.

The next years should bring about a rapid transformation of the electricity sector towards high levels of renewable generation. Smart grids are seen as the silver bullet responding to the challenge of integrating renewables, managing flexibility, and keeping the costs down in distribution networks. Network unbundling on the other hand is essential for competition in the liberalized electricity industry. It forces independence of the networks and thereby eliminates concern that incumbent integrated (network) firms discriminate against new entrants. With smart grids the unbundling questions become relevant for distribution networks because active control in smart grids entails discrimination potentials. However, smart grids exhibit coordination needs for system efficiency and unbundling eliminates firm-internal coordination. An independent system operator seems to be an appropriate compromise solution. It eliminates discrimination incentives and serves coordination needs, thereby striking a balance between both competition and efficiency goals.

This paper provides a formal analysis on the investment coordination problem in a vertically separated electricity supply industry, although the analysis may apply also to other network industries. In an electric- ity system, the investment decisions of network and power plants need to be coordinated. In unbundled markets, firm-internal coordination no longer applies. We develop a formal approach to examine whether sim- ple information exchange ("cheap talk") could restore coordination. We adopt a three-stage profit-optimized investment model, with a (regulated) monopoly network and two asymmetrical Cournot-type generators. To analyse credibility of cheap talk we apply the concept of self-signalling in a game with incomplete information and positive spillovers. We show that cheap talk cannot generally solve the investment coordination prob- lem and as a result separation may actually cause a costly coordination problem. We then examine locational network pricing as a coordination device to internalize the incentive problem.
