Efforts to renovate the building stock have become a key issue to accelerate climate action and stimulate energy efficient innovation. The means available to the industry to achieve decarbonisation targets include the deployment of technologies such as heat pumps and the development of more circular business models. This article uses the socio-technical transition framework to examine the socio-technical regime of 'heating' in buildings. The aim of the paper is to examine the extent to which transition intermediaries (here a professional organisation) in the heating sector are impartial facilitators. We observe the role played by the French Heat Pump Association (AFPAC), which positions the economy of functionality as one of the ways to accelerate the renovation of individual dwellings by involving all actors in the sector. We examine its capacity to re-stabilise a socio-technical regime under pressure to evolve. We highlight the dilemma faced by facilitators of the transition. [ABSTRACT FROM AUTHOR]
