Shortages in materials, skilled labour and equipment are well known within construction industries, and impede performance on ongoing and pipeline projects. This study explores international construction joint ventures (ICJVs) as a resourcing model that could relieve pressures within the New Zealand (NZ) construction industry. The study goes further to identify the risks and constraints associated with ICJVs. There is a dearth of literature on the role of ICJVs and their impact on the industry within the context of resource acquisition. The data for this study were collected by way of the administration of an online questionnaire survey to a representative sample of contractors, developers and consultants. A simple descriptive method of analysis was employed for ease of understanding. The study established that materials and labour were the most demanding resources that ICJVs could help address in NZ. Risks associated with compliance with local regulations and certification requirements and those related to lead times were the most critical constraints for international material acquisition. The study findings also indicate that language and communication barriers and differences in the practice of rules and regulations were the most significant constraints for utilising international skilled labour.

This study aims to determine the current issues associated with the transfer of knowledge in the construction industry published between 1987 and December 2021 to provide insights and ideas for future research. A total of 1240 publications were analysed to offer metadata analysis, and these papers were extracted from the Scopus database. The insights gained from analysing papers from Scopus databases are presented along with classifications of the literature based on content analyses, including conceptual understanding, barriers and facilitators, a collaborative effort with knowledge management and other optimisation models, and evaluation of knowledge management practices and performance. The study's findings show a declining trend in research on drivers or obstacles analysis of knowledge management. In contrast, there is a growing trend in applying mathematical optimisation models to enhance decision-making in pursuing knowledge management performance. Furthermore, the study's findings reveal a steady increase in assessing knowledge management techniques and performance over time. Contributions by disciplines are identified, and the most significant authors, leading journals, leading nations, leading contributing institutions, and leading contributing institutions. The study's results and future research possibilities open up a new channel for further inquiry and contribution to this subject.

PurposeThis study aims to determine the effects of sexism and unfavourable job conditions on women's mental and physical wellbeing in construction operations. In addition, this study will establish the mediating role of work morale in the association between workplace challenges and wellbeing.Design/methodology/approachData for this study were obtained from women working in office environments, onsite professionals and those in trades. A total of 65 participants responded to the survey. The partial least square structural equation modelling method was applied to validate the measurement model and test the hypotheses.FindingsThe findings demonstrate that benevolent and hostile sexism directly influences work morale and indirectly affects women's mental and physical wellbeing in the construction industry. Hostile sexism is the most significant challenge for female construction workers in New Zealand.Research limitations/implicationsThe finding is theory-building and challenges the assumptions that the nature of the construction industry has a bearing on the mental and physical health of women in construction. In addition, the finding is useful for creating positive work environments that are both inclusive and empathetic to the diverse needs of the modern-day construction workforce. Thus, reducing the challenges experienced by construction women's workforce.Originality/valueThe current study focuses on women and those who identified themselves as such. The conclusions show the relevance of work morale to their mental wellbeing. This exploratory quantitative study contributes to research by advancing understanding of the challenges women face in the industry and the consequences of those challenges on their physical and mental wellbeing.

PurposeCurrently trending as a practical approach to promote urban and seismic resilience, the adaptive reuse of historical buildings relies on expertise from various professional backgrounds ranging from conservation, urban planning, construction management, architecture, engineering to interior design. This paper explores the applicability of a performance-based multiple criteria decision assessment (MCDA) framework to prioritise underutilised historical buildings for adaptive reuse in Auckland, New Zealand while balancing the diverse interest of all relevant stakeholders.Design/methodology/approachA focus group workshop was conducted for relevant adaptive stakeholders in Auckland, New Zealand, to test the applicability of the performance-based MCDA framework developed by Aigwi et al. (2020) and prioritise four underutilised historical building alternatives for adaptive reuse interventions in Auckland, New Zealand.FindingsFindings from this study revealed the significant potentials of the performance-based MCDA framework, both as an evidence-based measurement tool to prioritise underutilised earthquake-prone historical buildings in Auckland's central business district and as an effective decision-making strategy. Also, the framework allowed the inclusion of diverse stakeholders through the integration of collaborative rationality, ensuring consistency and transparency in the decision-making process.Originality/valueThe successful validation of the existing performance-based MCDA framework in Auckland, New Zealand, using multiple historical building alternatives, further strengthens its preceding validation by Aigwi et al. (2019) using only two historical buildings in Whanganui, New Zealand. The findings provide a theoretical platform for urban planning researchers to advance performance-based planning for adaptive reuse to other locations and fields. There are also interesting implications for local councils, heritage agencies, architects, urban planners, policymakers, building owners and developers in Auckland, New Zealand, as a guide to improving their understandings of: (1) the intangible values of optimal historical buildings perceived by the community as worthy of protection through adaptive reuse; and (2) the targeted needs of communities in the new functions of an optimal alternative from a group of representative historical building alternatives.

PurposeThe demand for construction-related occupations has increased consistently over many years in New Zealand (NZ). This has necessitated recourse to migrant workers to address capacity and capability requirements. Migrant construction workers hail from various backgrounds with a complex set of their needs being met through employment in NZ. Research on understanding the satisfaction levels of this category of construction workers is scarce. With recent insinuations about migrant exploitations, research investigations into this knowledge area are significant. In this study, the authors sought to establish the moderating effect of migrants' demography on the determinants of job satisfaction in NZ's construction sector.Design/methodology/approachData were obtained from migrant construction workers of Chinese extraction through a structured questionnaire survey. From 200 questionnaires administered, 108 samples were completed by migrant construction workers involved in major projects in Auckland city, NZ. Data obtained were analysed using descriptive and inferential statistics to establish the moderating effects of their demography on job satisfaction.FindingsResults from this study support the internal validity and reliability of these personal characteristics as moderators of job satisfaction for migrant construction workers. These results suggest the relevance of personal characteristics of Chinese migrants in any improvement initiatives being developed for this group of construction workers.Research limitations/implicationsThe findings from this study contribute to the discourse on the relevance of construction migrants as a strategic alternative to addressing skill shortages within the NZ construction sector. They also provide evidence that contributes to an improved understanding of the migrant workforce to meet their aspirations and enhance their general well-being.Originality/valueAlthough the study is ethnic-specific, the conclusions show the relevance of personal characteristics in the experiences of construction migrant workers. The study is representative of the catchment of temporary migrant workers in the construction industry in NZ. The study provides insights for organisations employing migrants about putting in place appropriate measures to enhance their satisfaction levels. Finally, this study's findings may contribute to policy initiatives on the optimal categories of migrants engaged on construction activities to derive the maximum benefits for NZ.

Purpose There are several technologies positively impacting the management of construction projects. Building information modelling (BIM) is one such technology, slowly changing project delivery. However, enhancing knowledge transfer (KT) within the construction industry is crucial because of the characteristic slow uptake of innovation. Therefore, this study aims to establish the effectiveness of the KT mechanism for BIM implementation in construction organisations. Design/methodology/approach This study adopted a quantitative research method where a structured questionnaire was distributed to construction professionals. A partial least square structural equation modeling path analysis was used to test the direct and indirect relationships of computer self-efficacy (CS), perceived ease of use (PEOU), KT and BIM usage. Findings This study found that CS could improve KT, which will, in turn, increase the implementation of BIM within construction organisations. However, in terms of KT, individuals’ confidence and ability to use BIM inspires them to share the knowledge of BIM they had received through training. Furthermore, this study found that the ease of interacting, learning and being skilful with BIM may not necessarily ensure the actual transfer of knowledge. Originality/value This study provides valuable insights into KTs (BIM implementation) in the construction industry. It will enhance the use of BIM systems and related knowledge through effective training amongst construction practitioners. Other previous studies have focused on challenges and barriers to BIM implementation, this study goes deeper into establishing the effectiveness of the KT mechanism for BIM implementation in construction organisations.

Purpose This paper aims to identify the impact that commute patterns pose on construction labour productivity (CLP). There is limited research focussed on the impact of workforce transportation on productivity, even fewer in a construction environment. In particular, this study seeks to fill a gap in the understanding of how commute patterns may influence CLP. Design/methodology/approach Key factors reported affecting CLP were identified through a comprehensive literature review. Data were collected from 27 interviews and observational evidence at construction sites on Auckland Central Business District (CBD). Findings Shortage of skills, communication among workers, shirking behaviour, absenteeism and tardiness were perceived as the most critical labour productivity factors that are influenced by commute patterns. It is considered that stressful commutes may lead to shirking behaviours (absenteeism and calling sick). Meanwhile, ridesharing may encourage communication among workers. Research limitations/implications The study was carried out in a central business district, focussing on a geographic area with its particular characteristics. The results, thus, may not be generalised in general urban settings. Originality/value The research outcomes can be used as guidelines for companies considering travel plans for their employees, to minimise the negative impact commuting can have on workers, especially in industries with low productivity.

PurposeThe normative literature suggests that there are more than seventy decision factors that contractors must consider if they intend to success in their bid and projects. In addition, such factors have been grouped in relation to project characteristics, client attributes, contractors' business administration and external factors. The extant literature suggests that the relationships between many of the bid decision factors are orthogonal and may not explain how bid-decisions shape project outcomes.Design/methodology/approachThis knowledge gap has stagnated research in this area. Building on findings of recent studies, this study unbundles bid decision themes by analysing key factors amongst contractors' administrative characteristics. In addition, the study determines intrinsic predictive correlation between the sub-themes. A total of 17 variables were listed in a structured questionnaire survey and presented to participants recruited through purposive snowballing. In total, 50 responses were received and formed the basis of descriptive and inferential statistical analyses.FindingsThe study found that the 17 factors are significant in bid decisions and consequently in bid successes. However, the explanatory variables attached to the themes are most efficient if categorised into six sub-themes. These are contractor's administration depth, strategic direction, commercial intention and own market advantage, resources, experience as well as openness to technology imposed by new projects. Furthermore, four theoretical positions are significant. Contractors bid for projects strategically; they are less reliant on their resource capabilities in bid decisions; every bid decision aligns with a risk strategy, and financial stability enables them to establish appropriate risk mitigation arrangements that could ensure project success.Originality/valueThese findings provide some support for the conceptual premise that bid decisions need to be rational, considered and strategically contribute to project outcomes.

A shortage of housing is a prominent issue across the globe. Traditional on-site construction methods seem too inefficient to meet the increasing housing demand. As a solution, many countries, including the United States, Germany, Singapore, Japan, Hong Kong and Australia, have introduced off-site manufacturing methods to increase the housing supply. Different from the traditional way of on-site construction, off-site manufacturing is a technique that involves manufacturing building components in a controlled environment. Despite strong government support and industry attempts to increase off-site manufacturing, the current building consenting and inspection processes in New Zealand have significant quality-related issues. Therefore, this study aimed to identify the gaps in current quality assurance processes used in off-site manufacturing and recommend a framework in order to gain credibility and the acceptance of the construction market. The study collected qualitative data from industry experts (e.g., developers, architects, engineers, project managers, quantity surveyors, head contractors and council officers) who had significant experience in current quality assurance regimes in New Zealand prefabrication construction. The key themes for designing the proposed framework were generated using content analysis of the primary data collected from semi-structured interviews with industry experts. The study has found that standardisation in off-shore products regarding the New Zealand Building Code remains the biggest challenge in the consenting process. Quality assurance and inspection test plans are the developer’s responsibility and are typically provided by third-party inspectors. In this post-Covid-19 world-building, consent authorities rely heavily on third-party inspection companies that apply more rigorous auditing. Essentially, the most important parts of quality assurance are to have an experienced team and to adopt a holistic approach by engaging stakeholders early in the design stage. The stakeholders should consider recommendations for mandatory after-service insurance to ensure end-customer interests are protected. The findings of this study can contribute to the early engagement of different stakeholders to ensure overseas manufacturing of building components meets New Zealand quality standards. It is expected that the new quality assurance framework would help to promote off-site manufacturing for the New Zealand housing sector.

Several adverse reports on quality performance drive the need to assess quality management practice in the Nigerian construction industry. Incidences of building failures and in extreme cases, building collapse have been attributed to poor quality management among other factors. This paper assesses the quality management practices of Nigerian construction firms intending to suggest appropriate courses of action for improving quality performance. Data were collected through questionnaires administered to management staff in 20 construction firms in Abuja, Nigeria. Findings from the study show that inspections and statistical quality control techniques are the most widely used quality management tools by construction firms in Nigeria. However, the study found that the preparation of quality management plans (QMP) and quality auditing (a measure of quality assurance in building production), is not popular among Nigerian construction firms. Inadequate planning arrangements for quality, poor communication of quality requirements and lack of awareness of the benefits of quality management were identified as the most significant issues affecting quality management practice. Therefore there is a low uptake of quality management practice principles within construction organizations in Nigeria. Hence, the need to create awareness for implementing quality management principles and concepts in its construction industry. The construction of multi dwellings is currently a focus of the New Zealand government to address housing shortages. The intention is to build en masse whilst also keeping the buildings affordable. Affordability is not expected to compromise on quality and performance of new builds. New Zealand has a strict regime for building compliance, which helps to maintain standard of building performance. However, despite this, some buildings fail inspection during construction. There is limited understanding on the reasons for such failures. Therefore, this paper aims to provide a clear and concise understanding of why and how residential building inspections fail. The study investigates the reasons behind failed inspections by analyzing 146,000 inspection reports. The report used for the study cover January 2013 till June 2016. The data set was obtained from a major urban council in New Zealand. The results identified two key reasons for failed inspections. One is technical in nature and the other administrative, which both Council and builders must work collaboratively to achieve common compliance objectives. The study provides the construction industry with important insights into the reasons for failure of building inspections to serve as a preventative approach to non-achievement of expected residential building qualities.

There are increasing incidences of damages to underground utilities and services during maintenance and construction works. These have posed significant challenges to utility owners regarding the magnitude and costs associated with remediation works. Therefore, this study investigates the management activities for underground utility maintenance works in New Zealand to establish the significance of as-built drawings as a mitigator of these challenges. Data for the analysis was obtained through a questionnaire survey of asset owners, consultants, and contractors based in three major city centres in New Zealand. The responses are analysed descriptively and inferentially for ease of understanding of the study findings. The findings established the challenges around the as-built records, which were significant to utility damages during construction operations in New Zealand. The study participants highlighted other factors such as poor project management, site records, communication, excavation operator competencies, and inadequate site inventory. Generally, more investment in asset documentation is recommended for asset owners. Innovative approaches to information capture, monitoring and updating of as-built drawings are also suggested to improve on current routine processes. Other solutions relate to skills acquisition and development in the management of underground utility maintenance projects.

The need for defect reporting is becoming increasingly difficult to ignore at handover of new residential buildings. A general review in defect studies has consistently shown that newly built properties can be found to have a significant number of defects. Very often the responsibility for rectifying these common defects is borne by the new homeowner even though house developers are liable. In the current study, survey data is obtained from 216 recent home purchasers/owners across New Zealand urban cities. The intent of the investigation is to show that opportunities exist for defect reporting that will act as a mechanism to measure performance and thus improve the quality of finished construction products in New Zealand. The study found that a significant number (81%) of the participants were involved in the construction of their homes and could influence quality performance if they were proactive enough. The results show that (64.7%) did not engage the service of independent building inspectors for defect reporting on their new homes. Seventy-four percent now agree that independent building inspection was important in hindsight. The study findings are in line with literature on defects and the poor use of defect reporting in new residential buildings. The current challenge for defect rectification by house developers after handover is real and this could increase the confidence that new home owners can have in their developers. Defect reporting could confer benefits to new residential building quality in New Zealand and should be embraced as part of a wider best practice.
