- Abstract
281 million people have registered immigrated lawfully worldwide, according to the International Organization for Migration's 2024 World Migration Report. It is predicted that migration is the world's population's 3.6. The International Labour Organization reports that there are 164 million workers and 245 million persons of working age in the world. 4.9% of workers worldwide are immigrants. Nonetheless, a number of elements make it difficult to employ migrant labour or provide difficulties for who is migrant workers. The challenges encountered by migrant workers before to and during, their employment are analysed in great detail in this study. The study aims to raise social awareness regarding the problems faced by immigrant labour in working life and emphasizes the importance of human rights, which include everyone. The data of the study was obtained by document analysis, one of the qualitative analysis methods, and the obtained data was evaluated by the content analysis method. Problems related to the employment of immigrant labour can be eliminated within the framework of a rights-based approach based on human rights. In working life, the suitability of the immigrant workforce with the qualifications of the job, workplace and enterprise, their skill level and rights should be taken into consideration. In the 21st century, the diversification of communication and transportation opportunities has not only facilitated regular migration movements but also led to changes in the volume and dimensions of irregular migration. Migrants not only significantly influence the demographic, sociological, and economic structures of the countries they move to but have also become subjects of security concerns. Member countries of the European Union (EU) are targeted by migration movements due to attractive factors such as high living and working conditions, economic prosperity, and governance styles that respect human rights. Claims that migrants threaten the societal security of the EU by affecting its language, religion, cultural values, traditions, and national identities have become frequent topics of discussion in political and academic circles. In this regard, the main aim of the study is to determine whether migration poses a threat to the societal security of the EU or if such a perception exists in EU society. 11. Afgan Göçmen Sorunları: Uşak Örneği.

- Abstract
Although migration is as old as human history, the problems faced by migrants may differ from country to country. Due to reasons that differ according to individuals and communities, there are many transformations in terms of the migrated region and migrants. This study focuses on Afghan migrants in Uşak province who are experiencing this transformation. In this research, a general framework on migrant problems was drawn and by using qualitative research method semi-structured interviews were conducted with 24 Afghan migrants living in Uşak on the problems they experience. The interviews were transcribed and transferred to the NVivo10 package program and 4 main themes were formed. These themes are; reasons for migration, reasons for migrating to Turkey, findings on social life and findings on working life. As a result of the findings, it was seen that different variables were effective in determining the regions where Afghan migrants migrated for different reasons. It was found that they migrated due to many different factors related to political, economic, security, family, social and education. Factors such as employment conditions, geographical location and social connections were also effective in their migration to Turkey, with cultural factors being predominant. It has also been observed that migrants face many different problems after migration. Especially in participating in the labor market, they faced many problems due to their migrant identities. While looking for a job, migrants face problems such as language problems, employers' unwillingness to hire migrant workers, and after joining the labor market, they face problems such as low wages, working in uninsured jobs, overtime, harassment, work accidents, not being able to start their own business, and unskilled and heavy work. This study has been written to emphasize the necessity of developing sustainable togetherness practices for millions of displaced people due to the compelling effects of many variables such as war, famine, and climate change. In connection with this main concern of the study, Baumanian thought is taken as the theoretical background. This is because, in terms of Baumanian thought, investigating the possibilities of living together without being allergic to the other in a world that has reached the limits of its capacity is one of the most fundamental issues. By evaluating the theoretical possibilities offered by Baumannian thought, the study concludes that developing sustainable togetherness practices with migrants today is not only a matter of moral responsibility but also a practical need. - Abstract
The issue of migration and migrants has created problems not only for national states but also for the European Union (EU). Especially in the aftermath of the Arab Spring, the problem of migration and migrants was again seriously felt in the EU. Later, the political crisis in Belarus and Russia’s attempt to invade Ukraine deepened the ongoing migration and migrant problem in the EU. Therefore, Russia has been one of the important actors in the EU’s migration and migrant problem. In addition, the migration and migrant problem has also threatened Russia’s national security. In this framework, the multipolar and interconnected structure of the international system has raised a series of internal and external security issues for Russia on the basis of both the EU and EU member states. These issues have increasingly affected the national and regional security sphere. In this context, it is important to analyse the relations and cooperation between the EU and Russia on migration and migrants. This study analyses the policies and legislation of the EU and Russia on migration and migrants. This examination was carried out through a comprehensive comparative analysis in order to identify the common and distinctive features of the policies and legislation of the two actors. Therefore, the study analyses the relations and cooperation process between the EU and Russia on migration and migrants. In this context, the documents that started with the Partnership and Cooperation Agreement (PTA) between the two actors and continued with the roadmaps in the fields of “Freedom, Security and Justice” were analysed, which led to the signing of subsequent agreements between the parties such as readmission and simplified visa regime. Differences in approaches to migrants between the EU and Russia were identified. While the EU guarantees the rights of foreign citizens and their socio-economic participation in the life of host societies, Russia has adopted a cultural, linguistic and values-based approach to migrant integration. Afetler ve göç insan hayatında önemli yer eden hadiselerdir. Her iki hadisede hayatın akışı kesilmekte ve başka bir mecraya girmektedir. Alışılagelmiş rutin hayat akışı tamamen değişmekte, ekonomik, sosyal, politik ve hatta çoğu zaman psikolojik olarak yeni bir dünyanın yeni koşullarında yaşmak zorunluluğu ortaya çıkmaktadır. Afet ve göç olayını deneyimleyen insanlar için artık hiçbir şey eskisi gibi değildir, olmayacaktır. Bu yeni durum beraberinde bir dizi sorun alanları getirmekte; söz konusu sorunlar da kişinin kendi başına çözebileceği sınırların çok ötesinde olmaktadır. Nitekim gerek afet gerekse göç sorunlarının çözümü çoğu zaman tek başına devlet mekanizmalarının dahi yetersiz kaldığı, çok taraflı, çok aktörlü yapıların işbirliği ve koordinasyonunu kapsayan bir yönetim sürecini gerektirmektedir. 6 Şubat 2023 tarihinde Kahramanmaraş merkezli olup on bir ili etkileyen deprem hadisesi de bir afetin ötesinde bir felaket olarak tanımlanmıştır. Kamuoyunda “Asrın Felaketi” olarak değerlendirilen depremde en fazla etkilenen illerin başında Hatay gelmektedir. Nitekim söz konusu felakette yaşanan can kayıplarının yarısından fazlası Hatay’da gerçekleşmiştir. 2011 yılından bu yana ülkelerindeki karışıklık ve savaş nedeniyle bölgede bulunan Suriyeli göçmenler de depremden çok ciddi biçimde etkilenmişlerdir. Hali hazırda göçmen olmaktan kaynaklı kırılganlığa sahip olan Suriyeli sığınmacıların yaşanılan deprem felaketi ile birlikte bu zor durumları daha da derinleşmekte ve kötüleşmektedir. Kırılganlık adeta katmerleşmektedir. Bir insan hem depremzede, hem göçmen, hem engelli hem de kadın olabilmektedir. Söz konusu her kırılganlık durumu kişilerin hayatını daha da zorlaştırmakta ve korunmayı çok daha acil ve zorunlu kılmaktadır. Bu çalışmada depremin en yıkıcı olduğu kentlerin başında gelen Hatay’da göçmenlerin deprem deneyimleri irdelenmekte yaşadıkları zorluklar ve bu zorluklar karşısında üretilen sosyal politikalar değerlendirilmektedir. Çalışmada nitel araştırma yöntemlerinden mülakat tekniği kullanılmıştır. Söz konusu metot saha gözlemleri ve görüşmelerle desteklenmiştir.

24. Göçmen ve Ötekilik: Aynılığın Narsizmi mi Öteki’nin Konukseverliği mi? -Bir Göçmen Felsefesi Çağrısı-.

The immigrant problem, one of the most striking socio-pathological events of our day, is more often raised in the context of political issues. While these debates are driven by local and political interests, what is hidden behind political calculations is the tragic position of the migrant. The migrant, who comes to the agenda with political debates, takes on an extremely negative image in terms of social relations. The problem with the sameness of "We" is that the "Other" or the immigrant, as the expression of an element that is incompatible with the local culture, is pushed from the field of "I" into otherness, and is evaluated as an element of conflict that does not force the transformation of publicity on the social level. Although the interest-based determining power of politics has negative effects on the formation of sufficient human common sense regarding the problem, there is an intense debate in the philosophical literature on the basis of Immanuel Kant, Hannah Arendt, Emmanuel Lévinas. Most of the studies put forward in the context of associating the ideas put forward by the thinkers in question with immigration have kept the research deep but limited in scope. In our study, the subject was not deemed necessary in depth, it was sufficient to discuss the basic thinkers, views and the basic dynamics of the relevant views on the subject, and care was taken to outline the relevant literature. Levinas, who stands out as one of the dynamics of the basic literature on immigration and the emphasis on "Otherness", pointed to Western thought that did not prioritize ethical relations as the cause of the political crises of his time. Levinas tries to handle the problem of Otherness, which emerges as a political, ethical and legal problem of the tension that the "I"-centered way of thinking, which brings about sameness, will experience against the "Other", in a different way from the tradition of thought that prioritizes ontology. In the thought of Levinas, who considers the “Other” as an alternative field of sameness, the transcendence dimension of Otherness has the function of removing the Self from narcissism through the discovery or tension of the alterity in the "Other" rather than the sameness of the position of the "I" against the "Others". There is a belief that the "Other", embodied in transcendent Otherness, will lead to an act of unconditional hospitality in the "I". It can be seen that Arendt also discusses the problems that Levinas puts on the agenda. In the context of "Otherness", Arendt's criticisms of the concept of right, which manifests itself with a political ontological understanding rather than an ethical relationship as expressed in Levinas, are in question. Thus, while it becomes possible to question the legal structure that does not include the “Other” in the political sphere, the importance of the "Other" for political discourse is also revealed. At this point, conditional hospitality comes to the fore in the context of foreigner's right, which we encounter in Kant. However, Derrida, who would state that Levinas's unconditional hospitality had practical problems, also found Kant's conditional hospitality problematic. The immigrant, as the “Other” of our time, which is hoped to gain an ethical-political basis of thought in the context of the idea of hospitality, aims to re-discuss the idea of hospitality developed in the existing literature, while also being a call to produce thoughts on the philosophical understanding of the immigrant and the importance of creating a philosophy of immigration. The central "leave no one behind" principle of the United Nations 2030 Sustainable Development Goals (SDGs) points out that governance of migration, one of the most critical public policy field of recent years, should also be holistic and inclusive, encompassing all groups. This study examines Istanbul Sultanbeyli Municipality with the purpose of unpacking a good practice example for a better understanding of the migration-sustainable development nexus and the steps local governments can take in this context. The study initially discusses the SDGs and relevant targets that concern local governments in terms of multi-level migration governance. In this respect, municipalities emerge as critical actors for the success of SDGs at the local level and the formulation of development-sensitive migration policies through fostering cooperation, localization and adaptation. Based on qualitative research findings and the assessment of Sultanbeyli Municipality's services within the framework of SDGs, we argue that the "development-oriented cooperation" approach adopted by the municipality has the potential to set an example for a multi-level migration governance model that can be further developed in Türkiye. Despite the attempts of various governments to return them to their homeland, from the date of their exile to the present day, Meskhetian Turks still live on their toes in the regions where they were exiled or migrated. Accordingly, the metaphors produced by Meskhetian Turks, who have personally experienced the exile or immigration process, for immigration and other concepts related to immigration, are helpful elements in understanding the immigration processes and the phenomenon of immigration in general. This research, which was carried out with the Phenomenology pattern, which is one of the qualitative research methods, was carried out in the provinces of Bursa, Istanbul and Antalya. The sample group of the study, which aims to reveal the metaphorical perceptions of Meskhetian Turks about the concepts of immigration, immigrant, exile, homeland and Türkiye, consists of 88 Meskhetian Turks. The metaphors produced by the participants about the concepts related to immigration and the features that connect the metaphor to the subject were collected through a structured interview and the obtained data were analyzed by content analysis technique. As a result, it was seen that Meskhetian Turks produced 50 different metaphors for "immigration," 45 for "immigrant," 54 for "exile," 33 for "homeland," and 36 for "Türkiye." Considering the metaphors produced by the participants and the explanations connecting these metaphors to the subject, a total of 14 conceptual categories were created. [ABSTRACT FROM AUTHOR]

The phenomenon of migration varies according to factors in many different dimensions, this study deals with irregular migration and the events that occur in this context. Turkey, due to its geopolitical position, is a transit country in the irregular migration issue, in comparison with neighboring countries, Turkey has become a transit country for migrants due to its relatively higher level of development compared to Middle Eastern countries located to its south and east, and its lower level of development compared to European countries. In this study, the results and reasons for Syrian refugee’s attempts to use Turkey as a transit country and cross to Greece over the Aegean Sea will be analyzed from the perspective of Barry Buzan’s ‘Regional Security Complex Theory. This study focuses on the problem of whether a regional security complex has emerged in the Balkans due to the migration movement resulting from the Syrian Civil War, using Buzan’s theory as a framework, between Turkey and Greece. Turkey is one of the countries hosting the largest number of Syrian immigrants in the world. Integration of Syrian immigrants is one of the problems Turkey has to overcome. Many studies around the world show that digital communication tools can be used effectively by immigrants in many integration processes such as language learning, learning about culture and socialization. In this study, which was carried out as a project of The Scientific And Technological Research Council of Türkiye (TÜBİTAK), we aimed to determine the digital literacy levels of Syrian immigrants, which is a prerequisite for their integration by using digital tools. We applied a digital literacy scale adapted to Arabic to Syrian immigrants. The study, which was conducted both online and face-to-face, investigated the general digital literacy status of Syrian immigrants and their digital literacy levels according to variables such as gender, age, education level, income level, access to the internet, and Turkish citizenship status. Both at the general level and at the level of all variables, the digital literacy of Syrian immigrants was determined to be "Below Average / Weak". Especially in European countries, public policies have started to be established to increase the digital literacy levels of isolated groups such as immigrants. In order to overcome the immigrant integration problem in Turkey through digital communication, public policies should be established to increase the digital literacy levels of immigrants. The Covid-19 pandemic has negatively affected the mental health of individuals due to both the process and the restrictions it imposes. Migrants, especially one of the vulnerable groups, have been adversely affected by the pandemic due to both the difficulties brought by the migration itself and the living conditions unsuitable for Covid-19. All these negative situations caused the migrants to experience psychosocial problems and created a threat in terms of mental health. A limited number of studies have been found in the literature on the psychosocial problems and mental health of migrants. The aim of this study is to review the studies on the evaluation of psychosocial problems and mental health of immigrants during the Covid-19 pandemic and to systematically examine the results of these studies. Systematic searches were conducted in “PubMed”, “Web of Science”, “ScienceDirect” and “Scopus” database with using to ‘migrants, migrant workers, Covid-19 pandemic, mental health, psychosocial issues’ keywords and combinations. Seventeen studies were included in the systematic review. The sample size of the studies varies between 10 and 28.853. As a result of the data, it was determined that the most common psychosocial problems of migrants in the Covid-19 pandemic are depression, anxiety, distress, hopelessness, decrease in socioeconomic level, and social isolation. As a result of the study, it was found that many psychosocial problems that migrants experienced during the Covid-19 pandemic negatively affected their mental health. The evidence determined in this study may guide the psychosocial evaluation of migrants in Covid-19 pandemic.

ÖZ: Sivil Toplum Kuruluşları (STK), uyum faaliyetlerinin gerçekleşmesi adına önemli bir rol üstlenmektedir. Bu faaliyetlerin yürütülmesi esnasında, ihtiyaçların tespitinden, karşılanmasına kadarki tüm süreçlerde birtakım sorunlar yaşanabilmektedir. Bu nedenle bu çalışma, göçmen gruplarla çalışan STK yetkililerinin, göçmenlerin uyum sürecine yönelik gerçekleştirdikleri faaliyetler süresince yaşadıkları sorunların değerlendirilmesi amacı ile yürütülmüştür. Çalışma gerçekleştirilirken STK’ların çalışma içeriklerinin ve yaklaşım biçimlerinin coğrafi ve kültürel açıdan farklılaşıp farklılaşmadığının görülebilmesi hedeflenmiştir. Coğrafi ve kültürel olarak Şanlıurfa ve İstanbul olmak üzere iki farklı il seçilmiş ve bu iki ilde sığınmacılarla çalışan STK yöneticileri ile yarı yapılandırılmış görüşmeler gerçekleştirilmiştir. Kartopu örnekleme yöntemiyle 9 katılımcıya ulaşılmıştır. Görüşmeler doğrultusunda, göçmenlerle çalışma deneyimi, uyum faaliyetleri, göçmen çalışmasında kültürel değerler, göçmen çalışmalarının etkililiğine yönelik değerlendirmeler olmak üzere dört ana tema ortaya çıkmıştır. Araştırma sonucunda elde ettiğimiz veriler bu iki şehir özelinde STK’ların çalışma ve uygulama biçimlerinin benzer olduğu göstermiştir. Elde ettiğimiz bu sonucun, hem Türkiye özelinde yaşanan iç göç yoğunluğunun bölgesel farklılıkları giderek azaltması, hem küreselleşme sürecinde ülkelerin ve şehirlerin benzeşmesi hem de kurumsal yapıların giderek yerel yaklaşımlardan uzaklaşması ile ilişkili olduğu düşünülmüştür. ABSTRACT: Non-Governmental Organizations (NGOs) play an important role in the realization of harmonization activities. During the execution of these activities, some problems may occur in all processes from the determination of the needs to the meeting. For this reason, this study was carried out with the aim of evaluating the problems experienced by NGO officials working with immigrant groups during the activities they carried out for the integration process of immigrants. During the study, it was aimed to see whether the working contents and approaches of NGOs differ geographically and culturally. Two different provinces, Şanlıurfa and Istanbul, were selected geographically and culturally, and semi-structured interviews were conducted with NGO managers working with refugees in these two provinces. 9 participants were reached by snowball sampling method. In line with the interviews, four main themes emerged: experience of working with immigrants, integration activities, cultural values in immigrant work, and evaluations of the effectiveness of immigrant work. The data we obtained as a result of the research showed that the working and implementation styles of NGOs in these two cities are similar. It is thought that this result we have obtained is related to the fact that the intensity of internal migration in Turkey gradually reduces regional differences, as well as the similarity of countries and cities in the globalization process, and the fact that institutional structures gradually move away from local approaches.

During the transition from a principality to an empire, Russia followed a policy of economic, political, military, socio-cultural and socio-psychological pressure and attrition, which lasted for three centuries, towards the occupation of the strategically important Caucasus, which was the only obstacle to the realization of the ideal of landing on the warm seas. Tsarist Russia which completed the occupation of the North Caucasus and South Caucasus turned the demographic structure of the Caucasus in its favour, by resettling the Christian population to the regions vacant from the autochthonous people, which was subjected to forced migration. The forced mass movement of Caucasians, who lost the 1864 Caucasian Russian War and became immigrants, started in the direction of the Ottoman lands, which were considered suitable for them. In line with the laws and regulations issued under the responsibility of the "Immigrant Commission", which was established to carry out the affairs related to the immigrants, it was tried to ensure the permanent settlement of the immigrants and to meet their needs. However, the use of the lands where the immigrants were settled by the local people brought along judicial, security, social and cultural harmony problems between the nomadic and settled people and the immigrant population and caused the resettlement of 1864 Caucasian immigrants to Anatolian lands as a sociological problem. It is known that Turks started to migrate to Anatolia due to the Ottoman Empire losing their lands in the Balkans. A cartel was made between Romania and Turkey in 1934 and within this framework, many immigrants were settled in Kovancılar district of Elazığ. Some of these immigrants migrated to the western parts of the country due to geographical and economic reasons, while the rest began to lose their dialect features due to being a minority. In our study, the dialect features of the Kovancılar immigrants had collected and examined before they were lost. In this study, called the Phonetic of Elazig Province Kovancılar Immigrants Dialect, the phonetic features of the dialect used by these immigrants who came to Elazığ and founded Kovancılar within the framework of the exchange agreement were examined and these features were compared with Turkey Turkish. The study: It consists of Introduction, Analysis and Conclusion. In the introduction, some information is given about the history, establishment, geography of Kovancılar and the current situation of immigrants. In the analysis section, the phonetic features of the compiled texts were discussed in detail and compared with the Turkish written language of Turkey, their similarities and differences were examined and explained with examples. In the conclusion part, some issues that are considered important from the phonetic features of the Kovancılar immigrants dialect are highlighted. In the social sciences, emotions are increasingly important in explaining actions. Although emotions are limited to the individual domain, they need to be interpreted on a collective basis in terms of their formation and consequences. Collectively constructed emotions determine the individual's action. This collectivity is at the root of the fear of the unknown, one of the most powerful emotions in the modern world. With the increasing global migration movements, "foreigners" have become the subject of collective fear. Xenophobia, which expresses hostility towards foreigners based on fear, determines the content and limits of the relationship that the individual establishes with the other in his/her world of understanding, interpretation, and action. The existence of a constantly produced fear and this emotion-based hatred and violence necessitates that these emotions be handled in a collective framework rather than subjective experiences. The main purpose of this study is to discuss xenophobia as a collective emotion in the construction of migrant as "The Other". The collective character of xenophobia is formed on two grounds: The first one is the collective emotion created by group belonging. The individual constructs "We" and "The Other" by defining the group of belonging and the boundaries of this group, and the feelings he/she develops against the Other in the context of group privileges are a result of this collective belonging. The function of xenophobia to provide political control of the masses constitutes its second collective aspect. In today's society of fear, the field of political power is created by the control of foreigners who are constructed as a threat, and when the political function of the media is included in this process, xenophobia is built through a perception that affects the masses. Non-Governmental Organizations (NGOs) play an important role in the realization of harmonization activities. During the execution of these activities, some problems may occur in all processes from the determination of the needs to the meeting. For this reason, this study was carried out with the aim of evaluating the problems experienced by NGO officials working with immigrant groups during the activities they carried out for the integration process of immigrants. During the study, it was aimed to see whether the working contents and approaches of NGOs differ geographically and culturally. Two different provinces, Şanlıurfa and Istanbul, were selected geographically and culturally, and semi-structured interviews were conducted with NGO managers working with refugees in these two provinces. 9 participants were reached by snowball sampling method. In line with the interviews, four main themes emerged: experience of working with immigrants, integration activities, cultural values in immigrant work, and evaluations of the effectiveness of immigrant work. The data we obtained as a result of the research showed that the working and implementation styles of NGOs in these two cities are similar. It is thought that this result we have obtained is related to the fact that the intensity of internal migration in Turkey gradually reduces regional differences, as well as the similarity of countries and cities in the globalization process, and the fact that institutional structures gradually move away from local approaches.
