After decades, dialogues on human resource management (HRM), intellectual capital (IC), and ambidexterity still continue, mirroring that the role of ambidextrous capability in translating the impact of HRM into superior performance remains unclarified. At this juncture, the current study proposes a novel theoretical framework to extend research on the relationship between IC‐enhancing HR practices and innovation. It is done sophisticatedly by examining how firm exploitative and exploratory capabilities mediate the relationship between different combinations of HR configurations and firm innovation. To this end, we designed rigorous time‐lagged research with three waves of data collection from the Iranian healthcare sector. Our analyses revealed that firm explorative and exploitative capabilities significantly mediate the relationship between human, social, and organizational capital‐enhancing HR configurations and firm innovation. More conspicuously, by unraveling interaction patterns among distinct HR configurations, our study revealed the intricacies of the functioning of IC‐enhancing HR practices in fueling firm ambidexterity. Hence, our study offers design options to navigate through exploitation and exploration in light of the firm's core innovation strategy. This article discusses the issue of environmental racism in Buffalo, NY, and its impact on the community. It highlights the destruction of a predominantly Black American district's green space, Humboldt Parkway, which was replaced with a six-lane highway. The article explores the historical context of Buffalo's racial segregation and the factors that led to the construction of the intrusive highway. However, there is hope for restoration, as the city has received a $55 million grant to reconnect the community and rebuild the parkway, providing opportunities for active living and revitalizing the neighborhood. When aid professionals adopt high tech pilot projects, ignorance, blind faith, misplaced trust, and authentic expertise all come into play. Based on ethnographic research in Jordan, I examine how a refugee aid organisation produces and applies a blockchain pilot. Innovative pilots help international aid organisations attract and maintain their funding sources and reputations. I argue that The Blockchain Pilot is ‘conjured’ as a product to be promoted to a marketplace of aid donors. ‘Conjurings’ are the spectacles and magical appearances that draw an audience of investors. Ethnographic research suggests that conjurings drive capitalist markets. Rather than just requiring knowledge and expertise, I argue that conjurings entail key forms of ignorance: (i) confusion, (ii) illusion, (iii) disappearance, and (iv) misdirection. This ignorance is both strategic and inadvertent. Ignorance, just like knowledge, is shaped by hierarchical power relations. The organisation’s experimental adoption of a blockchain database system benefits some stakeholders (innovators, private partners) more than others (local aid workers and refugees). The conjuring of the pilot is what justifies the adoption of blockchain, even though a simple database would have sufficed. [ABSTRACT FROM AUTHOR]

Small and medium-sized enterprises (SMEs) have been urged to embrace blockchain technology-driven supply chain financing (BcTSCF) by the Ghana Enterprises Agency (GEA) and the Association of Ghana Industries (AGI); however, a substantial number have not responded favourably. With the utilization of purposive non-probability sampling approach, data was collected using questionnaires from 39 respondents (owners/managers of SMEs with BcTSCF experience as well as academics with BcTSCF expertise). Adopting the Technology-Organization-Environment framework, a list of drawbacks has been prioritized using a novel multi-criteria decision-making method called the Picture Fuzzy Preference Selection Index. This method involved the computation of total preference values, creation of picture fuzzy decision matrix, ranking and the selection of the drawback with the highest value, thus the prioritization of a set of determinants serving as drawbacks to adopting BcTSCF. The top five drawbacks to BcTSCF adoption are the availability of blockchain infrastructure, inadequate regulatory framework, lack of technical expertise, compatibility concerns, and insufficient government support. This study provides valuable input to industry practitioners, which might help the government and other stakeholders make corresponding policy arrangements. In recent years, China's neighboring environment has experienced profound changes, and China's external security situation has been subject to a series of shocks. Against this background, China's neighborhood diplomacy has become increasingly prominent. Indochina has been the focus of China's neighborhood diplomacy since the Geneva Conference in 1954. Based on the declassified archives of Kissinger's secret visit to China in 1971, this paper examines the issue of Indochina in the negotiations between Zhou Enlai and Kissinger. The aim is to offer a valuable historical experience for China's neighborhood diplomacy of today and the way to manage and resolve strategic disputes in its neighboring area. The study finds that during the negotiations, Zhou took a clear stance on behalf of the Chinese government in expressing support for the struggle for the national independence of the Indochinese people. This reflects China's unshakable commitment to the Five Principles of Peaceful Coexistence and support for the international justice of anti-aggression and anti-colonialism. Additionally, through his statements, Zhou has shown us the meaning of "amity, sincerity, mutual benefit, and inclusiveness (亲诚惠容 Qin Cheng Hui Rong)" in neighborhood diplomacy. All his efforts showed us how to effectively undertake neighborhood diplomacy, which is the essence of maintaining stability in China's neighborhood. [ABSTRACT FROM AUTHOR]

National climate policies have generated a considerable body of research in academic literature. Focusing on the little-studied case of France, this article examines the way in which, in this country, the State has drafted its latest low-carbon strategy (SNBC). Drawing on approaches such as ‘bureaucratic politics’ and ‘administrative capacity’, it questions the ability of the administration responsible for writing this document (and thus defending the climate cause) to make its voice heard within the political-administrative arena. Based on an in-depth sociological study, this article shows that this administration found itself in a position of ‘powerlessness’, due to three main factors: instrumental (the limited scope of the tool, reflecting an initial will to reduce its impact), organizational (the subordinate position of this administration within the bureaucratic hierarchy) and political (weak support from government). This study examines the possible emergence of a Middle Technology Trap (MTT) in U.S.-China strategic competition through the lens of the Global Financial Network (GFN) and the Global Innovation Network (GIN). By conducting doctrinal analysis, theoretically informed case studies, and in-depth interviews, we offer a granular study into how the U.S. has been weaponizing its leading position in the GFN to affect China's level of participation in the GIN. Our findings reveal three U.S. tactics to induce the MTT with China: first, leveraging U.S. private equity and venture capital (PEVC) to enhance its technology advantage over China; second, pushing U.S. investors to withdraw from China's PEVC market, thereby restricting Chinese access to American capital; and third, inducing Advanced Business Services (ABS) supporting innovation and global business to cease or reduce their operations in China, thereby increasing intermediation costs for innovation. Although Chinese government-guided funds (GGFs) have managed to partially mitigate the "funding gap" from the departure of American PEVCs, they have yet to assume the brokerage role previously played by American PEVCs in both the GIF and the GIN. As such, our study contributes to a better understanding and theoretical advancements of the MTT by linking up the scholarship of innovation and finance with financial statecraft. U.S. federal policy has created, at best, a gap and, at worst, a hostile environment for nonprofits serving refugees. We rely on frameworks of nonprofit-government relationships (institutional voids, structural holes, instrumental/expressive support) to explore government-nonprofit interactions in the refugee domain, and their impact on 34 refugee-serving nonprofits in the U.S. Findings indicate limited expressive and instrumental support for nonprofits and suggest nonprofits must navigate complex, multilevel, environments. Contributions include the suggestion of “intentional” rather than institutional voids, and a new typology of forms (zero, unclaimed, symbolic, or comprehensive) of government support for nonprofits in a problem domain based on whether government’s instrumental and expressive support for nonprofits is high or low. Background: This study aims to describe the Libyan oral health care system in terms of its structure, function, workforce, funding, reimbursement and target groups. Methods: A single descriptive case study approach and multiple sources of data collection were used to provide an in-depth understanding of the Libyan oral health care system. A purposeful sample of the key informants (Managers of oral health centers, dentists of various specialties with experience in the field, dentists, nurses, dental technicians, and officials in the affairs of medical insurance) was recruited. The case and its boundaries were guided by the study's aim. Both qualitative and quantitative analyses were conducted. Descriptive statistics were used for quantitative data. Framework analysis, informed by the study objectives, was used to analyze interviews and documents. Results: The analysis showed that oral health services are integrated into medical services. The provision of dental care is mainly treatment-based, in the private sector. The oral health services in the public sector are mainly emergency care and exodontia. The dental workforce included in the study were mostly dentists (89% General Dental Practitioners (GDPs), 11% specialists), with a marked deficiency in dental technicians and nurses. Around 40% of dentists work in both the private and public sectors. The government provides the funding for the public sector, but the private sector is self-funded. No specific target group(s) nor clear policies were reported. However, the system is built around primary health care as an overarching policy. Dental caries is the most common oral problem among Libyan preschool children affecting around 70% and is the most common cause of tooth loss among adults. Conclusion: The oral health care system in Libya is mainly privatized. The public health services are poorly organized and malfunctioning. Background: One in four South African women will experience intimate partner violence (IPV) in their lifetime, potentially increasing their biological stress. In South Africa, limited IPV and stress research has utilized multiple timepoints or examined modifying factors. Cash transfers (CTs) are associated with reduced IPV and stress and may be an intervention target. Aims: We used data-driven methods to identify longitudinal IPV trajectory groups among South African adolescent girls and young women (AGYW), estimate each group's association with stress, and assess modification by a CT. Methods: A total of 2,183 South African AGYW ages 13 to 24 years from the HIV Prevention Trials Network 068 study were randomized to a CT or control group. Physical IPV was measured five times (2011–2017), and stress was captured once (2018–2019). Stress measures included the Cohen Stress Scale and stress biomarkers (C-reactive protein (CRP), cytomegalovirus (CMV), herpes simplex virus type-1 (HSV-1)). Group-based trajectory modeling identified IPV trajectories; ordinal logistic regression estimated the association between trajectory group and stress. Results: A two-group quadratic trajectory model was identified (higher trajectory group = 26.7% of AGYW; lower trajectory group = 73.3%). In both groups, the probability of IPV increased from ages 13 to 17 years before declining in early adulthood. However, the higher group's probability peaked later and declined gradually. The higher trajectory group was associated with an increased odds of elevated CRP (OR: 1.41, 95% CI [1.11, 1.80]), but not with other stress measures. The CT modified the relationship with CMV: a positive association was observed among the usual care arm (OR: 1.59, 95% CI [1.11, 2.28]) but not the CT arm (OR: 0.85, 95% CI [0.61, 1.19]). Conclusions: Sustained IPV risk during adolescence was associated with elevated CRP in young adulthood. The relationship between IPV and elevated CMV was attenuated among those receiving a CT, suggesting that CTs could possibly reduce biological stress due to IPV. [ABSTRACT FROM AUTHOR]

This study assesses the resilience of Israeli society during the ongoing Israel‐Gaza conflict and pinpoints factors that influence this resilience in prolonged national crises. A longitudinal study was carried out with two surveys, both using the same questionnaire to gage societal, community, and individual resilience levels, along with hope, morale, distress, perceived threats, and government support. The initial survey was administered 5 days after the war escalated and the second 1 month later. The study's results reveal a decline in societal resilience over time. The regression analysis identified four major associations at both resilience measurement points. The key variables are community resilience and hope, both contributing positively. Attitudes towards government support (specifically being a government supporter vs. an opponent) also played a role. Additionally, there was a negative association with levels of religiosity, particularly distinguishing between ultra‐orthodox and secular individuals. In the temporal analysis predicting future resilience (from data at the first time point to predict resilience at the second time point), societal resilience at the first measurement was the strongest forecaster of its resilience at the second measurement. Additionally, the main continuous variable from the previous analysis, community resilience, continued to be an influential and positive forecaster in the time‐based analysis. The research suggests that the initial unifying effect of the conflict, similar to a "Rally around the flag" phenomenon, may be short‐lived. The dominant narrative in much of the world is that public safety is provided by policing, evidenced by supportive rhetoric from institutional forces including politicians, media, and large budget allocations in all levels of government. Alongside a long history of police violence, especially against Black, Brown, poor, and other marginalized people, many social movements reject the idea that policing provides safety and seek other methods for community wellness. The present study utilizes critical narrative analysis (CNA) to describe how marginalized residents of a small city in Iowa construct their understanding of personal and community safety. Their stories and the dialectic exchange during interviews illustrated several counternarratives and moments of conscientization for participants and researchers where safety was deconstructed and understood outside the power of recycled institutional narratives. Participants rejected popular notions of safety such as police, and instead embraced safety through robust relationships, community resources, and forms of self‐knowledge such as mental health. We analyzed their interviews as efforts to be humanly recognized within violent white supremacist structures, and their stories help to radicalize popular messages about safety. Medical-legal partnership (MLP) integrates the unique expertise of lawyers into collaborative clinical environments. MLP teams meet the needs of individual patients while also detecting structural problems at the root of health inequities and advancing solutions at the institutional, community, and system levels. Yet MLPs today operate in limited settings and survive on scant budgets. Expanding their impact requires secure funding. Financing MLPs as health care can do the following: (1) help address inequity at the point of care; (2) enable expert diagnosis and treatment of nonmedical drivers of health; (3) enhance team-based practice in health care organizations; (4) offer another way for clinicians to participate in advocacy; and (5) bolster a broader movement to increase access to justice. Foreign policy scholars often assume that leaders pursue a national interest. However, states often spread their foreign policy authority thinly across bureaucracies and programs with overlapping or conflicting interests. This is especially pronounced in foreign aid, which serves a clear foreign policy purpose but is often mired in bureaucracy. Why is foreign aid often so fragmented? Focusing on the United States, I explain foreign aid fragmentation as a byproduct of domestic politics. When moderate legislators are ideologically diffuse, leadership must persuade them to support a foreign aid agenda by offering pet projects. This increases aid's fragmentation. In contrast, when moderates are relatively homogeneous, leaders can gather support through more traditional compromise, decreasing the need for fragmented pet projects. I test this theory using a mixed-methods approach, employing a novel agency-level dataset of US foreign aid appropriations and a case study of a 1992 act delivering aid to the former Soviet Union. The paper discusses issues not touched upon in legal literature, namely the legal status and consequences of comfort letters issued by the European Commission in State aid cases. The European Commission has exclusive competence to examine the compliance of support provided by Member States to domestic undertakings with State aid rules. Under EU law, the Commission's final position on the State aid character of the assessed measure must take the form of a decision. However, sometimes, the proceedings are concluded not by a decision but by a comfort letter. It presents the final position of the European Commission and, in many cases, ends the procedure. However, the legal character of the Commission's comfort letters may raise doubts. Across much of the South, digital technologies are increasingly central to the expansion of state social protection systems. Supported by major development agencies, many of these distributive technologies are developed and implemented by financial technology companies with the specific aim of accelerating financial inclusion. While researchers have documented the influence of these financial actors and logics over social policy, we know less about how these interventions are transforming the experience of receiving social protection. Based on qualitative and observational research with social grant recipients in South Africa, this research demonstrates how digital and financial technologies produce confusion, informational opacities and new forms of exclusion among grant recipients. It suggests that the increasingly prominent role of financial technologies in the delivery of social protection undermines state capacity and further entrenches the influence of neoliberal logics over social policy. Finally, the article suggests that these technologies may be transforming the nature of social citizenship in South Africa, undermining efforts to advance universal and redistributive social protection policies. Due to economic shocks related to the COVID-19 pandemic, micro, small, and medium-sized enterprises (MSMEs) have faced significant hardship. Questions arise; however, regarding the extent to which hardship has varied between sectors and countries over time, whether it is gender neutral, whether digitalization could alleviate it, and whether government support has reached them. Using survey data from eight Asian countries, we found a wide variation in the severity of and responses to the pandemic impacts between sectors and between countries. Turning to common trends, firstly, MSMEs' sales and non-permanent employment tended to recover toward late 2020. Second, women-led enterprises remained vulnerable, exhibiting bleak prospects for sales or more job cuts than men-led enterprises. Third, the intensity of digitalization had a nonlinear relationship with sales and employment. Lastly, the number of MSMEs receiving support from their governments increased, but such support could have more effectively reached the most vulnerable MSMEs. [ABSTRACT FROM AUTHOR]

Objectives: Maternal mortality and morbidity disproportionately affect birthing people from racialized populations. Unfortunately, researchers can often compound these poor outcomes through a lack of authentic community engagement in research beyond the role of the research subject, leading to ineffective strategies for improving care and increasing equity. This article details the real-life strategies utilized to develop a community-engaged research project of a phased federally funded grant employing community engagement principles of co-leadership and co-creation. It also includes reflections from the researchers and advisory board on promising practices and lessons learned for equitably engaging patients and community partners in research. Methods: This article details the application of principles of community-engaged research in a federally funded phased research project focused on understanding disparities in maternal sepsis to develop better clinical and community interventions. Specifically, it discusses early steps in the research partnership to create a sustainable partnership with a Community Leadership Board guided by the principles of transparency, respect, compensation, and increasing research justice. Results: Based on the authors' experience, recommendations are provided for funders, researchers, and institutions to improve the quality and outcomes of communityengaged research. This work adds to community-based participatory and community-engaged research literature by providing concrete and practical steps for equitably engaging in research partnerships with a variety of collaborators. Conclusions: In conclusion, integrated patient and community co-leadership enhances research by providing insight, access to communities for education and dissemination of information, and identifying critical areas needing change. This report may help others address fundamental principles in this journey. Significance: Community-engaged research can be an equitable approach to research that involves communities most affected by empowering them to guide the research as equal partners. This article serves as a guide for researchers to form these critical partnerships, sustain relationships, and recommend solutions to common challenges based on the reflections of the researchers and advisory board. This paper considers the ways that publicly funded developmental services for adults with developmental disabilities in southern Ontario are limited in how they support clients. This paper is informed by field research conducted in the summer of 2019, which was composed of semi-structured interviews, focus groups, and a policy review. Informed by parent advocates who are the main caregivers of their adult children labelled with intellectual and developmental disabilities, this paper claims that the administrative processes of the Ontario ministry that manages and funds adult disability services relate to broader exclusionary patterns among adults with developmental disabilities. I explore this claim by reviewing how common ableist assumptions of people with developmental disabilities are ingrained in the policies and administrative processes of these services. I contribute to ongoing discussions among Critical Disability Scholars of the ways that disability as a social category can be articulated outside of ableist assumptions. Informed by parent caregiver perspectives, this article outlines how the limitations of provincially funded disability services in Ontario, Canada cause significant challenge in the lives of those labelled with intellectual and developmental disabilities. One possible explanation for these limitations is that there is a disconnect between how the provincial government classifies who should receive immediate services and how many services, versus the actual need of those labelled with intellectual and developmental disabilities. The criteria for high supports, such as monthly funding, placement into a living facility, and the provincial assessment for determining a person's 'adaptive functioning' are rooted in problematic assumptions made of people labelled with intellectual and developmental disabilities. Patients who opt for the Kerala Model of Palliative Care (KMPC) report favorable psychological outcomes. Still, not all patients in Kerala prefer this treatment's approach. Hence, this study is aimed to examine the demographical, medical, pain, and psychological factors associated with cancer patients who choose the KMPC versus standard care (SC). Using a cross-sectional design and purposive sampling, 87 patients (SC = 40; KMPC = 47) residing in Kerala, India, responded to questionnaires on pain, anxiety, and depression, and quality of life (QoL). Data analysis was conducted using chi-squared and independent sample t -tests. Findings revealed that KMPC (vs. SC) patients had lower levels of education, were self-employed or homemakers, belonged to a middle or low socioeconomic status, received government aid or were financially self-supported, and were diagnosed for less than 1 year or less than 5 years. KMPC patients reported higher levels of pain, lower levels of anxiety and depression, better overall total QoL, physical health, social health, functionality capacity, and emotional health. These findings suggest the need for community awareness programs regarding the benefits of opting for the KMPC. Patients who chose KMPC reported higher levels of pain than SC patients, highlighting the need for the KMPC to improve its approach to pain management. [ABSTRACT FROM AUTHOR]

Building technological capabilities is influenced by different factors, notably policies. This paper explains the co-evolution of policies, i.e. policy tools, on the technological capabilities in Iran's biopharmaceutical sector from 1995 to 2022. By adopting a qualitative research method, we gathered primary data through thirty-nine semi-structured as well as secondary data from reports and statistics. This paper explains technological capabilities enhancement from operational capabilities to innovative capabilities based on our proposed framework, which includes six levels. While the lack of an efficient policy tools, until the mid-2000s, was decisive in the inertia of biopharmaceutical sector capabilities, a proactive policy tools in recent years led to considerable promising results in terms of manufacturing and exporting advanced biosimilar products. Our findings shed light on the role of government support in the acceleration and directionality of technological capabilities building. In recent years, there has been a significant increase in the number of ecolodges in Iran supported by the government tourism policies. This is also as the country is witnessing a growing interest in popularity of ecotourism trips particularly in northern part of the country. However, such development has also created many issues as the rapid expansion of the ecolodges does not necessarily follow the required guidelines. The purpose of this study is to identify the main problems and challenges of ecolodges in three provinces of Gilan, Golestan and Mazandaran in northern Iran. Qualitative data was collected by interviewing the ecolodge owners in the three provinces. The data analysis led to the formation of 3 main themes and 8 sub-themes. The findings revealed that issues such as the lack of support from the government organizations, weakness in tourism laws and policies, problems related to the geography of ecolodges, lack of knowledge, and also problems related to the local community perceptions are among the problems and challenges ecolodges are facing. Outsourcing of health-commodity supplies to third-party logistics providers is one of the ways of reducing costs and/or improving service levels in the public sector. This paper evaluates three forms of outsourcing: full outsourcing of inventory management, partial outsourcing of specific activities, and contingent partial outsourcing of specific logistics activities. It notes that, in Africa, contracting-out supply logistics has mostly taken the form of partial outsourcing of transportation only or storage and transportation of specific health commodities to all or selected geographical regions. Partial outsourcing offers limited benefits since it cannot provide adequate pressures on public-sector logistics to be efficient or maintain uninterrupted supplies in times of catastrophes. Improvements in logistics performance achieved through partial outsourcing should not mask the need for more expansive arrangements that support not only partial outsourcing but also full outsourcing in situations of inefficiency and in times of supply-disruption catastrophe. China uses subsidies extensively to take a leading role in the global markets of green-tech products such as battery electric vehicles and wind turbines. Against the background of the current EU investigations into Chinese subsidies in these sectors, this article takes a careful look at the Chinese subsidy system and provides new data on direct government subsidies to leading Chinese producers of electric cars and wind turbines. Extensive government support has allowed Chinese companies to scale up rapidly, to dominate the Chinese market and to expand into foreign markets. Over the past decade, Chinese government has invested large amounts of government subsidies to support the development of new energy vehicle (NEV) industry. Whether the government subsidy has achieved the expected effect and how to further adjust the subsidy policy to better promote the development of the NEV industry have received wide attention. This paper considers the characteristics of technological innovation and financing constraints of enterprises at different position of the NEV industry chain, and empirically test the incentive effect of government subsidies on R&D investment from the perspective of the industry chain. The research findings show that government subsidies promote the R&D investment of all enterprises in the NEV industry chain, however, the promotion effect on upstream and midstream enterprises is more significant. With the reduction of consumption subsidies, the promotion effect of government subsidies on the R&D investment of listed companies in the NEV industry has been strengthened. Further research finds that government subsidies promote R&D investment by alleviating the financing constraints of upstream and midstream enterprises. There is an industry chain synergy effect in the technological innovation of new energy vehicle enterprises, and government subsidies can promote this synergistic effect from upstream to downstream. The spread of rumors has an important impact on the production and life of human society. Moreover, in the process of rumor propagation, individuals with different educational levels show different degrees of trust and ability to spread rumors. Therefore, a new rumor propagation model was established, which considers the influence of education level on rumor propagation. Initially, the basic reproduction number of the model was calculated. Then, we analyzed the existence and stability of the rumor equilibrium point. Next, based on the principle of Pontryagin's maximum value, we obtained a control strategy, which effectively reduced the spread of rumors. Numerical simulations verified the results of theoretical analysis. The results showed that the higher the education level of the population, the slower the spread of rumors to a certain extent, but it could not prevent the spread of rumors. In addition, through the support of the government and the propaganda of the official media, strengthening education can improve people's education level to a certain extent, and then minimize the speed of rumor propagation. Green innovation plays a crucial role in actualizing environmental sustainability. Although digitalization is acknowledged for its significant contribution to environmental sustainability, existing research has yet to delve deeply into the mechanisms and conditions under which digital development can bolster green innovation. Bridging the resource‐based view and institutional theory, this research examined how digital development impacts green innovation via the offering of financial backing for the proliferation of green technologies, termed as green finance. We also explored the moderating roles of institutional forces, that is, government support and government intervention. We base our analysis on data collated from 30 provinces in China spanning the years from 2012 to 2018 and employ fixed‐effect and random‐effect regression models, alongside a series of robustness tests. Our findings propose that green finance plays a pivotal role in mediating the relationship between digital development and green innovation. We further discerned that while government support amplifies the impact of digital development on green finance, government intervention tends to undermine it. These insights present valuable contributions to the domains of digital development research, institutional theory, and innovation for environmental sustainability and carry practical implications for policymakers striving for environmental sustainability. We study dividend payments and earnings management in railway companies in the first decades of the twentieth century. We argue that the historical organization of the Spanish railway industry as a complex net of 99-year concessionary contracts created predictable incentives for earnings management and rent extraction. The countdown to concessions reversals pressured the State, as residual owner, to subsidize the industry during the 1920s. The State granted two types of public aid to railway companies: to finance increases in wages, and to modernize railway material and infrastructure. We provide novel evidence on the regulation of these aids, their accounting, and their association with dividend payments. Overall, our evidence suggests that despite efforts from the State to establish maximum levels of earnings to report and of 'permitted' dividends, the reversal of concessionary contracts gave rise to a principal-principal agency conflict that trapped both the industry and the State and resulted in maximum dividends and equity depletion. AbstractIn this article, I present a theory of domestic support for foreign aid in the United States, focusing on the role played by American development firms or aid awardees in domestic politics. US Agency for International Development (USAID) delivers foreign aid to recipient countries through contracts with private for-profit development firms and non-profit organizations, most of which originate from America. This article argues that these domestic firms promote domestic support for foreign aid by creating distributional effects and disseminating information through lobbying. This information includes not only the significance of foreign aid but also its distributive benefits to legislators’ districts. Analyzing district-level USAID award data and firm-level lobby data from the 111th to the 115th Congress, I found that the district-level allocation of aid awards is positively associated with the frequency of (co)sponsorship for pro-foreign aid bills. The global economic situation is in a downturn, and the upgrading of manufacturing structure is a necessary transformation path for the manufacturing industry to achieve high-speed and stable development. The article analyzes the theoretical mechanism of the digital economy affecting the upgrading of manufacturing structure through the endogenous economic growth model, constructs a three-stage mediation effect model, and empirically researches the path of the digital economy affecting the upgrading of manufacturing structure in the Pearl River Delta. The study finds that the digital economy has a significant positive promoting effect on the upgrading of manufacturing structure. In terms of the influencing mechanism, the enhancement of the level of independent innovation and the advancement of the human capital structure are the important paths of the digital economy in promoting the upgrading of manufacturing structure. Among them, the mediating effect is 17.5% for the level of independent innovation and 17.4% for the level of the advancement of the human capital structure. The results of the study also found that the upgrading of manufacturing structure cannot be separated from government support, and the influence of government support on t the upgrading of manufacturing structure reaches 44.9%, and government deployment and control is conducive to accelerating the process of advanced manufacturing structure. The southern region of Madagascar experiences a series of crises related to agro-climatic, nutritional, security, institutional, and political conditions despite the presence of numerous development aid projects over several decades. To understand this apparent paradox, this scoping review examines 63 peer-reviewed and grey literature studies in both French and English from 1990 to 2023, focusing on project failures in the southern region of Madagascar. The article makes two main contributions. Firstly, in terms of methodology, it presents an original approach to conduct a scoping review in a geographical area characterized by the presence of numerous development players and a low number of scientific articles. Secondly, it represents the very first article to offer a synthesis of the literature analyzing development failures in southern Madagascar. It thus appears that the equilibrium of maldevelopment in southern Madagascar is rooted in the systemic interaction between agri-environmental tensions, the failures of the state and aid, and the inadequate consideration of socio-anthropological dimensions and gender relations. The 1882 religious schism in the mission village of Metlakatla, British Columbia, and the subsequent battle over land rights between the Tsimshian First Nations and settler governments, are some of the most extensively analysed events in the history of missions in nineteenth‐century Canada. Yet historians have overlooked the role played by the Church Missionary Society in perpetuating these events. Most importantly, historians have failed to ask why a society that was in financial difficulties and that regularly abandoned mission stations all over the world was so determined to hold on to this one station. The Society's official story was that it needed to protect its converts from persecution, but this article argues that two economic factors also contributed to the value of Metlakatla for the Society. First, competition with Methodist missionaries in the region made Metlakatla a valuable asset for attracting government grants and private donations. Second, the religious schism in Metlakatla undermined the Society's branding as a bastion of doctrinal purity, rendering it necessary to protect the Society's marketing strategy. Attending to these economic factors complicates simplistic narratives of imperial missionary work as only about Christianisation and civilisation, and contributes to ongoing efforts to understand missionary societies as corporations. This article investigates the impact of climate policies on electoral support for governing parties in Sweden through mixed methods combining a sentiment analysis of news articles and regression discontinuities of voter support over time. The regression discontinuity models indicate that the effects of climate policies on government support are not robust and are spurious across different model specifications. To ensure that we can detect effects, we used a set of political events that could have affected government support, such as elections and the Covid-pandemic as robustness checks. Contrary to expectations from literature and analyzed news reporting, we cannot determine robust effects of introducing climate policies on governmental support in Sweden. Introduction: Consent Labs is an Australian, youth-led, not-for-profit organization delivering comprehensive consent education. Workshops are co-designed by young people and delivered by near-to-peer facilitators in secondary and tertiary institutions. The aims of this paper are (1) to describe the development, design and delivery of Consent Labs and (2) to conduct a retrospective analysis of evaluation data collected by Consent Labs. Methods: E-survey data were collected by workshop facilitators between March 2021 and April 2023. This paper presents a retrospective analysis of these de-identified data. Survey items included age, identity, pre- and post- sexual consent knowledge, attitudes towards the content and delivery and questions inviting free-text responses. Quantitative data were analyzed using descriptive statistics: frequencies, self-reported change in knowledge using paired t-tests, and differences between groups using chi-square tests. Free-text responses were analyzed using content analysis. Results: We describe the conceptualization of Consent Labs, present information about topics covered and report on process evaluation data analysis. Six thousand and twenty-six students returned complete evaluation surveys; 76.3% were school students and 23.7% were university students. The majority (67.3%) identified as female, 24.2% as male, 1.7% as non-binary, 1.2% as other gender identity. Self-reported change in knowledge before and after workshops was significant (pre-workshop knowledge mean score 3.77; post-workshop knowledge mean score 4.58; p < 0.0001). Change in knowledge remained significant when analyzed by institution, school type gender and sexual identity. 'Consent Foundations' was the most frequently selected (41.0%) topic as being most valuable. Respondents selected 'Recognizing Coercion' and 'Gaslighting and Other Consent Challenges' most frequently for future workshops (both 48.3%). Analysis of free text responses provided additional feedback. Discussion: Consent Labs has been gaining recognition nationally since it was first implemented; this is the first analysis of process evaluation data. Limitations of the study include the low response rate, self-reported change in knowledge and the cross-sectional nature of the evaluation. Preliminary findings are encouraging and provide a sound platform for quality improvement and further evaluation. A recent government grant to partner with education academics will ensure that the Consent Labs program and continuing growth will be informed by more rigorous evaluation and evidence. Diaspora movements are campaigns launched by migrant minorities who maintain allegiance to their homelands. This article investigates the recent mobilization of the Hongkonger, Thai, Burmese, and Ukrainian diasporas in Taiwan to understand the factors behind their tactical choices. While the existing literature pays more attention to the protester-government interaction to understand how movement leaders decide on their movement strategy, we contend that certain pre-existing characteristics of the diaspora communities matter more. The use of qualitative comparative analysis (QCA) leads us to conclude: (1) ethnic discrimination, migrants’ class position, and the host government’s support do not affect the tactical choices; (2) a sufficiently large community with available mobilizing networks makes it possible to recruit and collect resources entirely from ethnic compatriots (reach-in); (3) linkages to local civil society enable it to speak to a broader audience and activate local responses (reach-out). The integration of MOOCs into Course and Training Institutions represents a profound shift in the landscape of education delivery and reception. Despite the substantial potential benefits of MOOCs, the adoption process is intricate. This research delves into the essential factors influencing adoption decisions and explores the unique challenges confronted by both adopters and non-adopters. Employing the TAM and TOE theoretical framework, the study utilizes a mixed-methods approach, combining quantitative analysis with qualitative insights from open-ended questions. The findings underscore the critical role of perceived ease of use (PEOU), emphasizing the importance of user-friendly platforms. Additionally, the study recognizes the pivotal influence of Service Quality, Financial Support, and Government Policy in shaping institutional intentions to embrace MOOCs. A comparative analysis between adopters and non-adopters reveals distinctive challenges for each group. Adopter express concerns regarding inadequate government support and promotional efforts affecting platform access. Objectives: A need persists for graduates with public health training in government public health roles; however, earnings for these positions tend to be lower when compared with earnings for people with undergraduate or graduate training who are working in other sectors, such as private health care or pharmaceuticals. This study assessed federal student loan debt associated with education for public health, with an aim to quantify the need that may be met through the federal Public Health Workforce Loan Repayment Program (PHWLRP), which is one tool that policy makers have proposed to incentivize people with public health training to pursue employment in government public health. Methods: We analyzed federal student loan data provided by the National Center for Education Statistics College Scorecard for the 2018-2019 academic year. We merged these data with the Integrated Postsecondary Education Data System to estimate the number of degrees awarded. We used Spearman rank correlation to compare associations between debt and annual earnings by award level (bachelor's, master's, and doctoral degrees). Results: Across all award levels, the median level of federal student loan debt associated with education for public health was $33 366. The median annual earnings 1 year after graduation were $80 687 for graduates with doctoral degrees and $33 279 for graduates with bachelor's degrees. Conclusions: As policy makers attempt to strengthen the public health workforce with a focus on funding and implementing the PHWLRP, the existing levels of student debt should be considered to ensure that programs such as the PHWLRP are funded and reflect the needs of graduates and government public health employers. Objectives: Block grant funding provides federal financial support to states, with increased flexibility as to how those funds can be allocated at the community level. At the state level, block grant amounts and distributions are often based on outdated formulas that consider population measures and funding environments at the time of their creation. We describe variation in state-level funding allocations for 5 federal block grant programs and the extent to which funding aligns with the current needs of state populations. Methods: We conducted an analysis in 2022 of state block grant allocations as a function of state-level characteristics for 2015-2019 for all 50 states. We provide descriptive statistics of state block grant allocations and multivariate regression models for each program. Models include base characteristics relevant across programs plus supplemental characteristics based on program-specific goals and state population needs. Results: Mean state block grant allocations per 1000 population by program ranged from $618 to $21 528 during 2015-2019. Characteristics associated with state allocations varied across block grants. For example, for every 1-percentage-point increase in the percentage of the population living in nonmetropolitan areas, Preventive Health and Health Services Block Grant funding was approximately $7 per 1000 population higher and Community Services Block Grant funding was approximately $40 per 1000 population higher. Few supplemental characteristics were associated with allocations. Conclusions: Current block grant funding does not align with state characteristics and needs. Future research should consider how funds are used at the state level or allocated to local agencies or organizations and compare state block grant allocations with other types of funding mechanisms, such as categorical funding. The experiences of Black faculty as leaders and administrators in the field of agriculture have not been widely studied nor reported. The goal of this research focused on Black faculty leaders' experiences in agriculture to gain firsthand insights regarding the enhancement of diversity, equity, and inclusion within agricultural higher education. The central research question guiding the study was: What are the experiences of Black faculty leaders at Colleges of Agriculture at Predominantly White Institutions (PWIs)? Counter-storytelling was used to explore the personal narratives of eight participants. These experiences fall within the tenets of Critical Race Theory. Three primary themes emerged: Navigating Leadership: Microaggressions in the Midst; Inequities: Is Everyone Really Equal; and Isolation: The Lone Ranger. Findings of this study hold valuable implications for practitioners, policymakers, and academic institutions seeking to enhance diversity, equity, and inclusion within agricultural higher education. Recommendations for policy and practice include providing support for leadership mentoring and professional development, conducting robust research on the intersection of race, ethnicity, and gender for faculty of color, and establishing collaborative initiatives between academic institutions, industry partners, and community organizations to address historical disparities and stimulate interest in agriculture among Black communities. Prevalent counterinsurgency theories posit that small development aid projects can help stabilize regions in conflict. A widely assumed mechanism runs through citizen attitudes, often called "winning hearts and minds," where aid brings economic benefits and sways public perceptions, leading to more cooperation and, eventually, less violence. Following a preregistered research design, we test this claim using difference‐in‐differences, leveraging original survey data, and new geocoded information about infrastructure projects in northern Afghanistan. We find that aid improves perceived economic conditions but erodes attitudes toward government and improves perceptions of insurgents. These attitudinal effects do not translate into changes in violence or territorial control. Testing mechanisms, we find projects with robust local consultation have fewer negative attitudinal effects, as do health and education projects. These findings challenge the "hearts and minds" theory but complement the wider literature on legitimacy, suggesting that foreign aid can improve human development but rarely meaningfully brings political stabilization. Aim: In April 2020, the Japanese government introduced a Specific Medical Fee for managing secondary dysmenorrhea (SD). This initiative provided financial incentives to medical facilities that provide appropriate management of SD with hormonal therapies. We aimed to assess how this policy affects the management processes and outcomes of patients with SD. Methods: Using a large Japanese administrative claims database, we identified outpatient visits of patients diagnosed with SD from April 2018 to March 2022. We used an interrupted time‐series analysis and defined before April 2020 as the pre‐introduction period and after April 2020 as the post‐introduction period. Outcomes were the monthly proportions of outpatient visits due to SD and hormonal therapy among women in the database and the proportions of outpatient visits for hormonal therapy and continuous outpatient visits among patients with SD. Results: We identified 815 477 outpatient visits of patients diagnosed with SD during the pre‐introduction period and 920 183 outpatient visits during the post‐introduction period. There were significant upward slope changes after the introduction of financial incentives in the outpatient visits due to SD (+0.29% yearly; 95% confidence interval, +0.20% to +0.38%) and hormonal therapies (+0.038% yearly; 95% confidence interval, +0.030% to +0.045%) among the women in the database. Similarly, a significant level change was observed after the introduction of continuous outpatient visits among patients with SD (+2.68% monthly; 95% confidence interval, +0.87% to +4.49%). Conclusions: Government‐issued financial incentives were associated with an increase in the number of patients diagnosed with SD, hormonal therapies, and continuous outpatient visits. To analyze the rapid Assistive Technology Assessment (rATA) data and identify challenges and opportunities for improving access to assistive technology products (AP) in Indonesia. An explanatory sequential mixed-methods design consisting of a quantitative survey and a qualitative interview study was used. The rATA survey was administered to households in two randomly sampled provinces to collect data on AP met and unmet need. Descriptive statistics was used to analyze the survey data. Qualitative data were collected from unstructured videorecorded interviews with rATA policymakers. Interview transcripts were coded and analyzed using thematic analysis. On average, data from rATA respondents (n = 11,300) revealed 60% of AP unmet need. A high proportion of funding sources came from the private sector, and contributions from the government remained low. Affordability and funding were the main barriers to access. From the policymaker interviews (n = 5), four essential themes emerged, i.e., "resources and workforce", "funding", "laws and policies", and "guidelines and standards". From each theme, key challenges and opportunities were identified. Affordability remained a major challenge, in part because government-sponsored funding was still inadequate, forcing people with low financial status to self-produce AP. One potential opportunity would be to localize AP production and improve local workforce training. Integrated national funding schemes and intersectoral coordination could accelerate improvement in meeting AP unmet need. This study may provide evidence of current challenges and opportunities to help improve the field of rehabilitation through enhanced access to AP services in Indonesia. A high assistive technology product (AP) unmet need due to low affordability and limited funding may prevent people with disabilities from receiving appropriate rehabilitation with the goal of improved quality of life. Evidence shows key barriers to AP service provision, and such evidence can be viewed as an opportunity for stakeholders to develop actionable strategies to improve access nationwide. Potential strategies such as local workforce capacity building, integrated national funding schemes, and improved government coordination may help enhance equitable access to AP for all. Primary–secondary school transitions are widely recognised as pivotal developmental periods, which can have positive and negative longitudinal implications on the education, wellbeing and mental health of children. Yet few studies have sought the voice of children through interviews, and especially children in receipt of pupil premium funding (PPF) (a government grant given to schools in England to support disadvantaged pupils from low socio‐economic status [SES] backgrounds). This is concerning, given that children who receive PPF are at greater risk of poorer academic, social and emotional outcomes and exclusion during this time. Our study aims to explore the perspectives of such children to better understand their lived experience of primary–secondary school transitions. The sample consisted of nine Year 6 (last year of primary school in England) children who received PPF, recruited from two schools in Greater Manchester. The children participated in semi‐structured Zoom interviews. Transcribed audio‐recordings were analysed using reflexive thematic analysis. The children discussed a mixture of contrasting feelings towards the emotional, social, academic and practical aspects of primary–secondary school transitions. In addition, children highlighted the supportive value of having older siblings, cousins and friends already at secondary school and discussed the range of support that had been offered by their schools and how this could be improved. The study makes a unique empirical contribution to understanding the lived experiences of children in receipt of PPF leading up to primary–secondary school transitions. In doing so, we make a unique theoretical contribution to multiple and multi‐dimensional transitions theory in exploring the impact of wider social factors, such as SES, on primary–secondary school transitions experiences. This understanding has important implications for educational policy and practice, in addition to further research, especially given the methodological, theoretical and conceptual considerations discussed. Managed retreat is a climate adaptation strategy involving government buyouts of at-risk properties that is currently underutilized in coastal areas of the United States. These programs often require both voluntary homeowner applications and municipal government support for a successful buyout. We use a conceptual framework and a set of empirical models with data from a buyout program in a coastal state to develop descriptive evidence on potential barriers to successful managed-retreat policies in high-risk coastal areas. Key factors influencing buyout success can be associated with municipal budgets, including revenues, expenditures, debt, and government transfers. Importantly, revenue impacts related to property taxes appear to contribute to fewer buyouts, suggesting a potential principal-agent problem related to climate resilience in high-value coastal housing markets. Recognition of the combination of factors that may represent barriers to adoption may help the design and implementation of future programs and improve coastal climate adaptation strategies.
