The purpose of this article: to carry out the analysis of developing partnership religious, state and public organisations in social work, having opened problems and having defined prospects of social service. The analysis of the historical past of our native land allows to assert that in Russia many traditions of social service of Church have been lost. Therefore today not only the public, but also clergymen differently understand the purposes, forms and methods of social work, ways of its organisation. Novelty of this article is attempt to meet lacks in studying of theoretical and practical aspects of social service. In particular comparison not only with historical experience of our country, but also comparison with experience of other countries. Periodically new diagnosis is necessary for definition of a condition of developing partnership. Formation of social partnership assumes such important condition, as objective requirement for it. The international experience of origin and development of social partnership proves that for functioning of the last is necessary institutional statefulness of group interests. On the basis of the spent analysis it is possible to draw a conclusion that there was a steady trend of transition from the compromise (existing before at discrepancy of the purposes of partners) to interaction (coincidence of the purposes). But there are vital issues, in particular - absence or insufficient reasonableness of existing laws concerning voluntary service. Besides, at the state level there is no accurate understanding that social service is and more and more becomes the socially-mobilisation factor promoting development of a civil society in the country.
