This research has analyzed the dynamics of collaborative practices towards the creation of an Entrepreneurial Ecosystem (EE), in the light of the theory of Knowledge-Based Development, by applying the Capital System. The qualitative method was adopted, with a process approach. The data were collected through semi-structured interviews, observation, and document analysis; and analyzed by narrative, temporal bracketing, and visual maps. We identified four phases that occurred for the creation of the ecosystem. For each of them, the knowledge capitals involved were pointed out, as well as the relationship dynamics between them. It was also shown how different actors have contributed to this process. As a theoretical contribution, the research advances in the application and understanding of CS and proposing a Dynamic Model for the formation of entrepreneurial ecosystems. Furthermore, it allowed the identification of a specific attribute to the Agent Capital, the leaderships, which are fundamental for the dynamics to happen. [ABSTRACT FROM AUTHOR]

Porém, ainda existem lacunas no que tange a compreensão do fenômeno dos ecossistemas de inovação, tanto no que concerne ao adequado uso do termo ecossistema de inovação, bem como sobre o que é necessário para seu desenvolvimento. Soma-se a isso o fato de que a maioria dos casos conhecidos se referem a cidades em países desenvolvidos. Através de um estudo de caso único, na cidade de Florianópolis, no sul do Brasil, o presente estudo analisa a dinâmica das ações colaborativas para a formação de um ecossistema de inovação nesta cidade, à luz da teoria do Desenvolvimento Baseado no Conhecimento, aplicando o Sistema de Capitais. Foi adotado o método qualitativo, com abordagem processual. A coleta de dados foi realizada mediante entrevistas semiestruturadas, pesquisa em documentos e observação. Como estratégia de análise foram empregados a narrativa, o escalonamento temporal e mapas visuais. Desta forma foi possível identificar quatro fases de formação do ecossistema; para cada uma delas, foram assinalados os capitais de conhecimento envolvidos e a dinâmica da relação entre eles. Também foi apresentado como os diferentes atores (Governo, Universidade, Indústria e Sociedade Civil) contribuíram neste processo. Entre os principais achados da pesquisa está o reconhecimento de que todos os capitais se apresentam em todas as fases e se manifestam gradualmente. Além disso, verificou-se a relevância do Capital Relacional para mobilização dos demais capitais e a relevância do Capital Identidade. Este estudo contribui com a proposição de um Modelo Dinâmico para o Sistema de Capitais, que representa as relações entre os capitais no processo de formação do ecossistema. Portanto, esta pesquisa oferece contribuições para a literatura de Desenvolvimento Baseado no Conhecimento, avançando na aplicação do Sistema de Capitais e o aproximando da literatura de ecossistema. A adoção do método processual também é um aporte aos estudos de ecossistemas de inovação, bem como ao campo teórico do Desenvolvimento Baseado no Conhecimento. The Innovation Ecosystem model has been emerging as a valuable alternative in city development, particularly in the face of the challenges brought about by deindustrialisation and population growth. In spite of that, there are still many gaps in our understanding of this emerging phenomenon, both as regards the appropriate use of the term, as well as the necessary requirements for the development of such ecosystems. It must be said that the most renowned cases are related to cities located in developed countries. By means of a single-case study carried out in the city of Florianopolis, southern Brazil, the present research has analyzed the dynamics of collaborative actions towards the creation of an innovation ecosystem in that city, in the light of the theory of Knowledge-based Development, by applying the Capital System. To this end, the qualitative method was adopted, with a processual approach. Data collection was conducted through semi-structured interviews, document research and observation. As the chief analysis strategy, narrative, temporal bracketing and visual maps have been employed. Thus, the four phases that occurred for creation of the ecosystem have been identified. For each of them, the knowledge capitals involved was pointed out, as well as the relationship dynamics between them. It was also shown how different actors (the government, the university, industry and civil society) have contributed to this process. Among the main findings of our research is the acknowledgement that all these capitals are present in all four phases and that they manifest themselves gradually throughout. Moreover, the relevance of Relational Capital for the mobilization of the other capitals was corroborated, as was the significance of Identity Capital. The present study contributes with the proposition of a Dynamic Model for the Capital System, a model which represents the relationship between capitals in the process of creating an ecosystem. Therefore, our research offers contributions to the literature on Knowledge-based Development, thus strengthening the potential for the application of the Capital System and bringing it closer to the literature on ecosystems. The adoption of the processual method also represents a relevant input to the study of innovation ecosystems, as well as to the theoretical field of Knowledge-based Development.

The innovation literature is growing rapidly and one of the of the main concerns is about the contexts that encourage and strengthen the results of innovation. Researches on innovation environments are still in its early stages. This paper sheds light on the process of fostering and developing an innovation ecosystem in cities with the perspective of institutional work, considering the need to institutionalize the collaboration. The method used was a multiple cases study, in a descriptive and processual approach. The study was conducted in two cities in Latin America: Porto Alegre and Florianopolis. The findings are that there is a logic in the process of institutionalization of collaboration that reflects on the development of the innovation ecosystem, which occurs in three phases involving three groups of actors: leaders, support and community. Understanding this process can help other cities or regions to promote their own innovation ecosystems. [ABSTRACT FROM AUTHOR]
