Inclusion of affordable housing in transit-oriented developments (TODs) is necessary for addressing the mobility and shelter needs of transit-dependent and low-income populations. Affordable housing in TODs, however, remains scarce despite state-level policies, interest group advocacy, and developer enthusiasm. We used a multiple case study method and focused on TOD areas in communities with disadvantaged populations in Southern California to examine barriers to and opportunities for affordable housing. We examined the contents of specific plans adopted by local governments to facilitate TODs around 10 selected transit stations in Los Angeles and Orange counties and conducted interviews with planners, policymakers, and developers involved in achieving affordable housing. Our findings indicated that although TOD specific plans permitted higher-density developments, they neither prioritized affordable housing nor presented a coherent vision for an inclusive transit community that would address the needs of different types of households. Moreover, onerous requirements for securing subsidies, patchwork financing, uncertainties in the approval process, and competition from market-rate housing inhibited affordable housing development. Although we did not analyze community opposition to TODs, it was hinted at by our interviewees. Targeting affordable housing in TODs, providing incentives, and strengthening the institutional framework are critical to achieving inclusive transit communities. The development of TODs in a politically fragmented region like Southern California necessitates a lead organization to procure affordable housing investments and strengthen the housing–transportation nexus. Many U.S. cities are adopting form-based codes (FBCs) instead of conventional zoning codes (CZCs) to encourage sustainability and predictability of built-form outcomes in transit-oriented developments (TODs). This research used a multiple-case study method to examine the extent to which FBCs adopted for TODs differ from CZCs in facilitating sustainable design and in delineating the envisioned built-form. The results reveal that, although there is variation, FBCs adopted for TODs facilitate sustainable design to a greater extent and more effectively delineate the envisioned built-form than do CZCs. Many fast-growing metropolitan regions face a housing affordability crisis that necessitates cities change their land use policies to address this problem. How do cities in metropolitan regions change their land use policies to equitably address the region's housing needs? We focused on 180 cities in the Southern California region, which has a shortage of housing for all income groups and a severe shortage of affordable housing. We first examined the region-wide distribution of land uses and evaluated whether land use portfolios of cities are associated with their populations' socioeconomic characteristics using cluster analysis and one-way analysis of variance. Next, we examined land use change by cities and measured the "weakening" (a reduction in cities' share of residential land use for multifamily housing from 2008 to 2016) and "exclusiveness" (cities' share of residential land use for single-family housing in 2016) of their land use portfolios. We revealed inequities in the region-wide distribution of multifamily land use, found an association between land use portfolios of cities and their populations' socioeconomic characteristics, and thus conclude that land use change by cities inequitably addresses the region's housing needs. We did not, however, examine the effects of land use change on housing production or affordability, which could provide further insights. Our findings suggest that a) California's state government should require cities to reform their land use policies to mitigate the region-wide inequities in the distribution of multifamily housing and to equitably address the housing affordability crisis and b) researchers could similarly evaluate land use portfolios of cities in other metropolitan regions to suggest how to equitably address the region's housing needs. A case-study method was used to examine the extent to which Denver’s FBC differs from the CZC in integrating sustainable design criteria included in the LEED-ND rating system. Problem, research strategy, and fi ndings : Advocates of form-based codes contend that these zoning regulations go beyond conventional zoning regulations in promoting sustainable development. We examine the extent to which form-based codes adopted by California cities differ from conventional zoning regulations in integrating 41 Leadership in Energy and Environmental Design for Neighborhood Development sustainability criteria (measured by the total number of criteria and the strength of each criterion included in regulations) using a multiple-case study of 26 cities in Southern California. We examine whether and how form-based codes adopted for specifi c development areas differ from the conventional zoning regulations they replaced and from the current conventional zoning regulations of matched cities. We find considerable variation among cities: Not all form-based codes in our study include more sustainability criteria to a stronger degree than conventional zoning regulations, but a) most form-based codes include more sustainability criteria than the conventional zoning regulations they replaced and those of matched cities, and b) the strongest form-based codes include more sustainability criteria to a stronger degree than the conventional zoning regulations they replaced and those of matched cities. We lack sufficient information to generalize; California, moreover, has many state laws requiring sustainable development. Our findings provide valuable insight for cities considering zoning reform to increase the sustainability of development. Takeaway for practice : Our findings suggest that form-based and conventional zoning regulations can each help cities integrate sustainability criteria into their development regulations. Our research offers positive examples of best practice in zoning reform and highlights missed opportunities for creating more sustainable communities. Problem, research strategy, and findings: Form-based codes (FBCs), by definition, put more emphasis on built-form characteristics than do traditional zoning codes. Several municipalities are adopting FBCs as an alternative to Euclidean (traditional) zoning codes to achieve certain objectives; however, the extent to which these codes differ in integrating important planning and design criteria has not been examined. We use a case-study method and evaluate the extent to which the FBCs adopted by the City of Miami (Miami 21), as compared with the city's previous code (Ordinance 11000), reflects the Leadership in Energy and Environmental Design for Neighborhood Development (LEED-ND) criteria. We evaluate the contents of these codes on a 5-point scale for their concordance with LEED-ND criteria. The results indicate that Miami 21 generally goes beyond Ordinance 11000 in reflecting LEED-ND criteria; however, some of the important criteria, such as mixed-income diverse communities and certified green building, deserve more attention in Miami 21. Takeaway for practice: Planners in municipalities seeking alternatives to their traditional zoning code should not only consider replacing it with an FBC, but also to integrate planning principles that LEED-ND incorporates to strengthen the proposed code. They can benefit from the findings of this study when determining the extent to which certain built-form characteristics and LEED-ND criteria should be emphasized and in choosing an appropriate alternative to traditional zoning codes. The purpose of this study is to determine the contribution of citizen participation and urban design competitions to the quality and outcomes of urban design projects. Urban design projects sometimes involve citizen participation and a design competition before a proposal is accepted for implementation. Although there is considerable literature on citizen participation and on design competitions, there is scant empirical research on the implications of the process for the product. A case study approach was used, in which the author evaluated data collected from a multi-phase citizen participation process and an international design competition for the design of the Great Park in Irvine, California. The design elements proposed by citizens during the citizen participation process and those proposed by the professionals in their competition entries were analyzed for their contribution to the quality of design of the project. The research reveals that, while these processes consume considerable financial and non-financial resources, the citizen participation by itself contributes commonplace ideas and is inadequate for achieving excellence in urban design projects. This paper presents a typology of neighborhood-scale projects in Southern California, examines their impact on the emerging metropolitan form and discusses policy implications. This region is growing fast and is facing several problems. It is also the focus of inquiry of municipal control of land use regulations that support Tiebout sorting and contribute to social and spatial segregation. Given this, the paper examines whether certain types of projects are being built in certain types of cities and whether these projects are likely to support Tiebout sorting. A survey of city planners was used to collect data about the attributes of 169 projects. The results suggest that the association between the attributes of projects and characteristics of cities is not strong and reveal how certain types of projects might address some of the region's problems. We examine the diffusion of sustainable planning and design concepts into neighbourhood development projects, based on findings of a survey of planners in all 180 cities of five Southern California counties. Sustainable neighbourhood development has particular significance in Southern California owing to the regions's rapid growth. We compare 'typical' and 'innovative' neighbourhood developments to determine whether sustainable planning and design concepts are being incorporated in these projects. Although planners agree that 'innovative' projects are more likely than 'typical' projects to incorporate sustainable planning and design concepts, sustainability is not a high priority even in innovative neighbourhood projects. Our respondents identified significant barriers to and limited opportunities for encouraging sustainable neighbourhood development. These trends in planning and design appear likely to continue unless strong policy and other mechanisms are adopted to encourage sustainable neighbourhood development. The article presents a comment on the framework for sustainable urban design by Nico Larco. The framework provides a description of the potential contribution of specific physical design elements in promoting sustainable design at pertinent scales of development, which could be used by designers and stakeholders in urban design decision making. Sustainable urban design is an important aspect of the field of urban design.

Problem: The Leadership in Energy and Environmental Design for Neighborhood Development (LEED-ND) rating system is gaining popularity and may become ingrained in municipal regulations as an approach to promote sustainability. What are the strengths and the limitations of the rating system? How might the planning and design of LEED-ND projects contribute to sustainable development and what are the implications for public policy? Purpose: This article examines the extent to which certain planning and design criteria are incorporated in LEED-ND pilot projects. Are there common trends in the planning and design of these projects? What are the policy implications for encouraging sustainable neighborhoods? The article also evaluates the effectiveness with which the rating system contributes to the sustainability of neighborhood-scale projects. Methods: I surveyed LEED-ND registered pilot projects in the United States to examine the extent to which the projects satisfy rating system criteria and used the results of the survey to evaluate the rating system. I also asked developers, designers, and LEED consultants to provide their insights, based on their experience with the certification process of pilot projects. Additionally, I compared projects that expect to achieve LEED-ND gold or higher certification with those that expect to achieve less than LEED-ND gold certification to determine their differences. Results and conclusions: The article shows how the rating system works and reveals which criteria are used most and least in pilot projects. The results also show that projects aiming to achieve LEED-ND gold or platinum certification are more likely to incorporate green construction and technology criteria that improve the efficiency of their use of energy and water, as compared to projects that are trying to be LEED-ND or LEED-ND silver certified. The article concludes with a discussion of the rating system's strengths and limitations and the policy implications of using it. Takeaway for practice: Planners should develop appropriate local approaches for encouraging and promoting sustainable neighborhood development projects, and should consider local conditions as well as the strengths and the limitations of the LEED-ND rating system before making LEED-ND certification required for neighborhood-scale developments in their jurisdictions. Problem: As suburbs have grown, become more racially diverse, and become denser in recent years, the planning and design of suburban development has been fundamentally transformed. Is urban design influencing contemporary suburban form, and does this have implications for public policy? Purpose: This article examines how certain urban design ideas, images, and values, that I call city sense because they previously influenced the planning and design of cities rather than suburbs, are now influencing suburban design. Methods: I surveyed and interviewed senior planners in Southern California suburbs, asking them to compare urban design values and physical design elements in both innovative and typical development and redevelopment projects in their municipalities. Results and conclusions: I find considerable agreement among planners that innovative projects are more likely than typical projects to introduce city sense into suburban design and to have a positive impact on suburban form. The surveyed planners believe that innovative projects contribute most significantly to improving visual quality and sense of place, and least significantly to addressing inequities. Takeaway for practice: Planners' views on innovative projects in Southern California indicate that they use urban design values and physical design elements to address some of the problems of growing metropolitan regions, and these design values and elements have potential to influence suburbs positively. New Urbanism has gained considerable popularity. This paper evaluates the significance of designing and developing New Urbanist projects, within the contemporary circumstances of urban and suburban development in the United States, using survey research method. It investigates why designers and developers promote New Urbanist projects despite not-in-my-backyard (NIMBY) opposition to higher-density developments and despite continued strong preference for single-family homes in standard sub-divisions. Are there any perceived benefits of undertaking such projects? Where do designers, developers and planners concur (or differ) in their assessment of the advantages associated with such projects? The study reveals a considerable agreement among respondents that these projects offer better design, better compatibility with growth management regulations, minimize deterioration of environmental quality, and minimize NIMBY opposition; however, they are restricted by existing land-use regulations, and resistance among the established development community.
