Thus, until the German attack on the Soviet Union in June 1941, Poland came under the synchro-nous rule of two extreme occupation powers. Within this context limited by time and space, Poland offers almost ideal conditions for a synchronic comparison of the Soviet and German occupation regimes. This article discusses the question of how a comparison of dictatorships can be designed in a meaningful way, namely within a synchronous sectoral comparison of the Soviet and German suppression of the Polish resistance. Numerous parallels emerge: Both occupiers set up task forces, which, in the wake of the armies, arrested potential political enemies. Mass murder, though, was in this early phase of the occupation only committed by the Ger¬man task forces of the security police. Both secret police apparatuses set up their surveillance systems and carried out preventive actions directed against certain social groups. At the same time, countless resistance initiatives emerged based on pre-war military, political and civil organizations. The Polish government-in-exile initiated the founding of the Union of Armed Struggle, which endeavored to unite the various resistance groups under its um¬brella. In its fight against opponents, the Soviet secret police—the NKVD—proceeded in a much more targeted and professional manner than the German security police. The NKVD, drawing on much greater human resources and experience, recruited agents and informers from all social classes into its surveillance apparatus.

The article analyzes the statements expressed by the leaders of the German Security Police in Occupied Serbia regarding their actions and war crimes. Dr. Wilhelm Fuchs, Commander of the Einsatz Group for Yugoslavia (1941), then August Meyszner, Senior SS and police leader in Serbia (1942-1944), and Dr. Emanuel Schäfer, Commander of the Police and Security Service in Serbia (1942-1944), were selected for analysis. The introductory part presents the contextualization of international legislation, which was in force during the Second World War. The development of the German Security Police in occupied Serbia was explained, to understand the positions of Fuchs, Meyszner and Schäfer. In the central part, the article specifically analyzes the phenomenon of crime denial. The analysis of their statements is divided by phenomena – command or personal responsibility, management of camps, abuse of prisoners and reprisals. At the very end, a brief comparison is offered with the statements expressed at the Nuremberg trial by Ernest Kaltenbrunner, a key figure of the Security Police from 1943 to 1945. So, the results of this analysis present an overview of the transfer of mostly shared responsibility. The review offers a look at how they often shifted responsibility to each other, or often denied it without any significant grounds. All of this is complemented by the results of official historiography, as well as a summary of Kaltenbrunner’s defense, which confirms that it was a kind of framework of denial of responsibility after the Second World War.

It is still unclear, who instigated the arrest of scholars at the Jagiellonian University and the Mining Academy, which occurred in Kraków on 6 November 1939 - two months after the beginning of German occupation of Poland. SS-Sturmbannführer Bruno Müller, the head of task force of German Security Police and Security Service (Einsatzkommando 2/I), who commanded this operation, had been definitely carrying out an order issued by his superiors. The content of this order and the identity of the person who issued it, remain unknown. Some new findings from the German Federal Military Archive in Freiburg im Breisgau let us suppose that the instigator of the arrest of scholars in Kraków was Otto von Wächter, who at that time was the governor of Kraków district, the highest representative of the German occupation authorities in the city, before Hans Frank, the head of the General Government, moved to Kraków on 7 November. 7. Interrogating the Gestapo: SS-Sturmbannführer Horst Kopkow, the Rote Kapelle and Post-war British Security Interests.

In 1945, the British arrested Horst Kopkow, a Gestapo Referent, or desk officer, tasked with countering British and Russian sabotage in Hitler's empire. Despite being co-responsible for the demise of hundreds of Allied parachute agents, the British Secret Intelligence Service faked Kopkow's death and gave him freedom in exchange for his unrivalled understanding of Soviet espionage in Western Europe, particularly the famed Red Orchestra. The value of Kopkow's information is still being debated, but it was sufficiently important for SIS to protect Kopkow from war crimes investigators. Western intelligence agencies have, since the 1980s, been censured for utilising ex-Nazis in the initial Cold War, precisely because their wartime roles were still unclear. With the partial release of MI5 records on Kopkow in 2000, some attempt to gauge the value and degree of his collaboration is possible. [ABSTRACT FROM AUTHOR]

This study focuses on the activities of a special department at the Police Headquarters Prague (PHP), later an independent commissariat, which was responsible for "Jewish" affairs between 1939 and 1945. It describes the circumstances surrounding the establishment of this department, as well as its staffing, activities, and the powers of specific officials with regard to the development of anti-Jewish policy in the Protectorate of Bohemia and Moravia. On the basis of several concrete cases of anti-Jewish persecution, it details the methods used by this department and by its individual officials. Attention is also paid to the department's specific procedures that were developed in co-operation with the various departments of the Prague Gestapo. It also reflects on the fates of specific officials from the PHP's "Jewish department" after the end of the war, focusing on the manner and extent of their punishment by the post-war Czechoslovak judiciary. - Abstract
This study highlights the Protectorate public's attitudes towards the persecution of the Jews as formulated in letters to the country's president Emil Hácha and as demonstrated in actions. On the one hand, these were active intrusions into individual lives in the form of denunciations to the Gestapo and subsequent repression. On the other hand, there were forms of co-operation, such as helping to escape or to hide, and resistance activities against the common enemy -- with the risk of everyone involved being punished. This study also draws attention to the pretexts for and methods of organized persecution of Jews before the mass deportations to concentration and extermination camps began in autumn 1941 (arrest actions in 1939, martial law in the autumn of 1941 and in the spring of 1942). Frank Engehausen nähert sich in diesem Buch einer Antwort durch einen mikroskopischen Blick auf die Strafjustiz: Anhand von 52 Fällen und Einzelschicksalen, die sich zwischen 1933 und 1945 in Heidelberg ereigneten und vor dem Sondergericht Mannheim verhandelt wurden, entsteht in diesem Buch eine Alltagsgeschichte der NS-Gewaltherrschaft in der Universitätsstadt am Neckar. Deutlich wird, wie Menschen wegen abweichender politischer Meinungen oder weltanschaulicher Distanz zur Staatsideologie, in aller Regel durch Denunziation, in die Fänge des Geheimpolizei- und des Justizapparats gerieten. Zudem zeigt das Buch auf, welch großen Anteil die Selbstmobilisierung der nationalsozialistischen »Volksgemeinschaft« an der Verfolgung von politischem Dissens sowie an der Bestrafung sozialer Devianz hatte.

12. Resistance within the heart of Nazi Terror: the case of Egon Lengeling.

- Abstract
German Intelligence History during the Nazi time remains a neglected field in academic research while there are still actors of the German Resistance (Widerstand) against the Nazi regime about whom very little is known. Original documentary sources are scarce, and even more so for lesser-known Germans whose life straddled both Intelligence and Widerstand, while working within the heart of Nazi terror. Egon Lengeling (1905–1945) was a family man, an exemplary official at the Foreign Intelligence Office of the Reich Security Headquarters in Berlin, and he managed several acts of resistance using his position. However, the Gestapo arrested Lengeling in June 1944 and he was imprisoned until February 1945, when he disappeared. The framework of an ego network within an historical network analysis is applied through which it is possible to determine some of Lengeling's roles and motives. This ego network analysis serves as an example of how to illuminate the activities of other lesser-known actors of the Nazi Intelligence and participants with the Widerstand in cases where source material is scarce. The tactics used by the German occupiers in the second half of 1944 to persuade the Home Army to join forces against the Soviets is undoubtedly one of the most interesting and still little-known episodes in the history of the Polish Underground State. These efforts, although clearly delayed and treated with great distrust by the majority of Home Army soldiers, were nevertheless a fairly common phenomenon. The German strategy, although inconsistent and full of contradictions, could in some situations be met with favorable attitudes of the underground army officers, especially if they were already involved in conflicts with the Soviet partisans and communist groups. The Home Army soldiers were undoubtedly tempted by the prospect of personal safety, limiting repressions against the civilian population or by the promise of weapon supplies. However, no one was under the illusion that the German proposals resulted from goodwill - it was understood that the only reason for seeking alliance with the Poles was the dramatic situation on the eastern front. В статье исследовано положение российских эмигрантов на территории Польши в годы Второй мировой войны и определены факторы влияния на его изменение. После поражения Польши в сентябре 1939 г. советско-германским пактом о ненападении на территорию Западной Белоруссии и Западной Украины 17 сентября 1939 г. вступили части Красной Армии. Здесь они впервые познакомились с эмигрантами. На занятые территории сразу же прибыли специальные группы Наркомата внутренних дел (НКВД), которые имели задачу очистить их от вражеских элементов. Аресту подверглись члены правления всех без исключения русских эмигрантских организаций: культурно-просветительских, профессиональных, студенческих, филантропических и других. Все они затем пропали без вести в сталинских лагерях. На территории Центральной Польши немецкие оккупанты создали генерал-губернаторство, находившееся под их полным контролем. Генерал-губернатором оккупированной зоны в октябре 1939 г. А. Гитлер назначил Г. Франка. Последний считал, что Польша должна стать немецкой колонией, а поляки рабами Великой Германской империи. В 1939 г. русское население Речи Посполитой состояло из польских граждан и эмигрантов, их интересы защищал созданный в 1940 г. Русский Комитет, а возглавил его С. Л. Войцеховский. Комитет стал признанным оккупационной властью представительством русской части населения генерал-губернаторства. Он выдавал документы для проживания в стране и выезда из неё, а также предоставлял нуждающимся материальную помощь. После нападения Германии на СССР председатель Русского Комитета С. Л. Войцеховский считал, что свержение власти большевиков возможно только с немецкой помощью. Однако, А. Гитлер и проводник германской восточной политики А. Розенберг выступали за расчленение Российского государства и превращение его в немецкое жизненное пространство. Такой сценарий не устраивал основную массу российских эмигрантов. Такова непростая, а часто и трагическая судьба российской эмиграции в Польше в годы Второй мировой войны.

Karel Bankl was, in many respects, a typical Austrian member of low-level Gestapo management. Having fought in the First World War, he found a job with the Viennese police aft er the disintegration of Austria-Hungary. Although he served in the state administration, he actively supported the Nazi party. Aft er Austria was annexed in March 1938, Bankl was transferred to the Vienna Gestapo headquarters. He was responsible for the Catholic Church aff airs at the Department of Churches, Sects, and Jews, before being deployed in the occupation of Moravia on 15 March 1939. He spent the rest of his police career and of his life in the Protectorate of Bohemia and Moravia. He was stationed the longest in Olomouc, actively persecuting the Jewish population, at whose expense he was quick to enrich himself. He was then transferred to the Prague headquarters, from where he fi rst went to České Budějovice and then to Kladno. Although his career was complicated by a number of circumstances, such as old age, poor health, a wrong "racial profi le", insuffi cient education, and the absence of off spring, he was viewed by his superiors as an effi cient and politically reliable offi cial. Although the details of Bankl's last days are not known, it is likely that he was killed or committed suicide at the end of World War II. [ABSTRACT FROM AUTHOR]

Biographical documentation of a search for traces of German emigration after 1933 During the National Socialist era, thousands of emigrants were deprived of their German citizenship. This is the first time that this state injustice has been documented for a group of people. Sources and research on the history of the legal profession in the "Third Reich", the genesis of the expatriation law of 14 July 1933 and the practice of bureaucratic persecution are dealt with in an introductory section. In addition, the consequential punishment of academic expatriation is demonstrated for the universities with law faculties. Affected by the punitive expatriation were hundreds of lawyers, among them half a dozen female lawyers. 610 short biographies recall both luminaries and unknown representatives of the profession. The lawyers who were declared "deprived of German citizenship" were, with few exceptions, Jews, stigmatised and persecuted as Jewish lawyers. Only a few of the lawyers expelled from their profession and homeland returned from exile. Among them were the lawyers Fritz Löwenthal, Rudolf Katz and Friedrich Wilhelm Wagner, who were expatriated after 1933. Appointed to the Parliamentary Council, they voted for the adoption of the Basic Law on 8 May 1949. While Löwenthal retired from politics, Katz served as Minister of Justice in Kiel until 1950. In 1951, he was elected by the Bundesrat as a judge of the newly founded Federal Constitutional Court. Wagner had been a member of the German Bundestag since 1949. In 1961, he moved from Bonn to Karlsruhe, and succeeded Katz as a judge of the Second Senate and Vice-President of the constitutional body.

Communication and language are one of the central elements of every culture. Taking as an example persons who cannot hear we can see how a language becomes not only the foundation of culture, but also a strong identity qualifier. Probably the most precise definition of Deaf culture would be a social and creative power of the community standing on sign language. This paper seeks for answers to the questions such as how deaf people manage in the imposed mainstream communication, what do 'oralist' recommend and why is visualization of communication much more important and natural for the Deaf than 'imitation' and/or correction? The article attempts to encourage broader academic and social discussion on topics such as fundamental rights, social inclusion and culture (subculture) of the Deaf, incursion into or respect for autonomy of the values lived and promoted by the Deaf society, education of deaf children and youth, development of international sign language, self presentation and self representation of the community of non-hearing...Full recognition of national sign languages shall go in line with effective implementation of national policies for inclusive education, respecting the cultural specifics of the community of Deaf. Functional translation services together with other support services are basic requests of the Deaf so that the minimum of their rights is respected and the path towards equality is made. At the same time, the Deaf themselves should be more 'vocal' when requesting equal accessibility to goods and services as well as the equality for all persons with disabilities.

SOFINDUS was a conglomerate business of German capital that virtually monopolized the economic relations between Spain and Germany during the Second War World. No company over that period took so much power, nor had as privileged access to the leaders of both countries. Money, politics and espionage shook hands on the random trajectory of a company born at the beginning of the Civil war and the incipient collaboration between Hitler and Franco. The structure of these companies, their commercial interests, the flows of capital that they managed and their relationship with the Franco’s regime have been examined yet; but this article focuses on a really little-known subject: the role played by SOFINDUS as a smokescreen to cover secret activities developed by intelligence.

The paper discusses the relationship between intelligence services and national security, or the significance of intelligence services’ impact on the national security of any country. The author starts by stating that this relationship is often simplified, within the following pattern: domestic intelligence services (always) work towards achieving and preserving the national security of their own country, and foreign intelligence services (always) threaten and impair this security. Using the comparative historical method and methods of analysis and synthesis, the author subjects this pattern to criticism, stating, first, that domestic intelligence services (both at national and subnational level), in addition to the expected positive, i.e. constructive action, may also act destructively to national security. On the other hand, he maintains that foreign intelligence services, in addition to predominantly destructive effect on national security of other countries, may also have a positive impact. Offering ample evidence for both of these assertions, the author concludes that the relationship between the intelligence services and national security is much more complex than many people might think, and that it does not do with any simplifying and easily launched patterns.

Проблема формирования тоталитарной системы и способов полного контроля над обществом, подавления любых форм сопротивления и оппозиции в гитлеровской Германии не теряет своей актуальность спустя более 80 лет. Данная тема на протяжении последних лет приобретает особый интерес, как у западных историков, так и у отечественных исследователей. Такую заинтересованность можно объяснить снятием грифа «секретно» с некоторых архивных документов, появлением возможностей для изучения истории в современных реалиях. Полицейская служба в нацистской Германии играла особую роль с самых первых месяцев прихода к власти национал-социалистов. В немецком обществе обострились различные конфликты, которые мешали осуществлению планов нового руководства страны. В связи с этим, А. Гитлеру было чрезвычайно важно обеспечить укрепление своей власти и устранить политических оппонентов. Основную роль в этом процессе сыграла система карательных органов, которым нацистское руководство уделяло особое внимание. Особый период в истории полицейской службы – время Великой Отечественной войны. Репрессивный аппарат при непосредственном участии полицейских органов принимает беспрецедентное насилие в отношении гражданского населения оккупированных территорий. Кроме того, гестапо (тайная полиция) органов берет под свой контроль религиозную жизнь в оккупированном Донбассе. Во время Великой Отечественной войны сотрудники полицейской службы входили в состав так называемых «айнзацгрупп», в которые принимали непосредственное участие в карательных акциях, воплощали в жизнь политику террора и геноцида на оккупированных территориях и в Донбассе в частности. Особая роль отводилась Полиции безопасности и Службе безопасности в решении еврейского вопроса в Донбассе, что стало одной из трагических страниц Холокоста. В данной статье на основе анализа деятельности полицейской службы в Донбассе в 1941 – 1943 гг. делается вывод о ее причастности к различным преступлениям., The problem of the formation of a totalitarian system and ways of full control over society, the suppression of any forms of resistance and opposition in Hitler's Germany does not lose its relevance after more than 80 years. This topic has been gaining particular interest in recent years, both among Western historians and domestic researchers. Such interest can be explained by the removal of the «secret» stamp from some archival documents, the emergence of opportunities for studying history in modern realities. The police service in Nazi Germany played a special role from the very first months of the National Socialists coming to power. Various conflicts escalated in German society, which hindered the implementation of the plans of the new leadership of the country. In this regard, it was extremely important for A. Hitler to ensure the strengthening of his power and eliminate political opponents. The main role in this process was played by the system of punitive bodies, to which the Nazi leadership paid special attention. A special period in the history of the police service is the time of the Great Patriotic War. The repressive apparatus, with the direct participation of the police authorities, is taking unprecedented violence against the civilian population of the occupied territories. In addition, the Gestapo (secret police) of the authorities takes control of religious life in the occupied Donbas. During the Great Patriotic War, police officers were part of the so-called «Einsatzgruppen», in which they took direct part in punitive actions, implemented the policy of terror and genocide in the occupied territories and in the Donbass in particular. A special role was assigned to the Security Police and the Security Service in solving the Jewish issue in Donbass, which became one of the tragic pages of the Holocaust. In this article, based on the analysis of the activities of the police service in the Donbass in 1941 – 1943, a conclusion is made about its involvement in various crimes.

In his book, Rudolf Hilferding. The Tragedy of a German Social Democrat, William Smaldone sums up: ‘The tragedy in Hilferding‘s life lay in his adherence to a political outlook that was incompatible with German reality in 1933’ (Smaldone 1998, 8). Although this may certainly be true, in this, Rudolf Hilferding did not differ from many others, and Smaldone’s book itself ultimately says much more about Hilferding’s actual tragedy: the talented economist and social democratic politician died in the hell of GESTAPO imprisonment and also played a part in the rise to power of those he had identified as mortal enemies early on, and who were able to maintain that power for many years.

This article sheds new light on previous perceptions of good relations between the occupant forces and the Sami minority in Finland and Norway between 1941 and 1944. The preconditions and varieties of relations and encounters are researched: those relating to the Gestapo and to Valpo, the Finnish state police, as well as to the Lebensborn. Sources utilized consist of archival material produced by the Wehrmacht and by Finnish organizations responsible for cooperation between the troops and Finnish administration (Yhteysesikunta Roi, liaison staff Roi), by the Finnish State Police and by the Lebensborn. This article charts relations within institutional contexts, where more aggressive encounters would be expected to surface. Even though the encounters were mostly benign, and German-Austrian discourse on the Sami lacked any de-humanizing aggression, the Sami were nonetheless exposed to a racializing and eugenic gaze and practices in some institutional contexts. In addition, the Sami were treated as a suspicious factor that needed to be kept an eye on, like other civilian groups in the rear area.

Richard Krebs (1905-1951), alias Jan Valtin, a été un marin communiste et syndiqué allemand. Son récit, Sans patrie, ni frontières, qu’il présente comme une autobiographie, est paru aux États-Unis en janvier 1941. Différents éléments constituant la trame du livre ne concordent pas avec l’objectivité historique. Dans cette autobiographie romancée, Valtin s’octroie une vie d’exception qui le dégage de l’anonymat du simple militant. Quel fut le rôle politique réel de Richard Krebs ? À la lecture des sources et des analyses qui ont été faites sur cet ouvrage, on remarque que Krebs mêla à sa propre expérience au sein de l’Internationale des gens de la mer (ISH), syndicat dirigé par le Profintern, des colportages et récits trouvés dans les journaux de l’époque ou des histoires entendues. L’exagération, qui est présente tout au long du récit, est-elle une forme narrative ou la transformation du narrateur en héros ? L’ouvrage de Jan Valtin doit être compris comme celui d’un marin allemand pris dans la tourmente de l’Allemagne des années vingt et trente. Son ascension et ses responsabilités sont à mettre en parallèle avec la création, le 3 octobre 1930, de l’Internationale des marins et dockers (IMD en français), à Hambourg. De communiste convaincu, Richard Krebs devint un agent de la Gestapo tandis que sombrait, avec l’avènement du régime nazi, l’Allemagne comme centre opérationnel du mouvement communiste mondial.

Resumen Introducción: El virus Zika se transmite por la picadura de mosquitos infectados, pero también puede ocurrir a través de una infección intrauterina antes del parto, y el virus pasa al feto. Objetivo: describir el nivel de afectación en destrezas de ejecución y edad madurativa de niños del programa Valientes del Futuro con la infección neonatal por virus Zika. Materiales y Métodos: La investigación se enmarca con enfoque cuantitativo de tipo correlacional apoyada con una investigación de campo y diseño no experimental, con una muestra de 15 infantes de 3, 4 y 5 años. La técnica de recolección utilizada fue la Escala Abreviada. Resultados: En cuanto a las áreas evaluadas con respecto a la edad madurativa se encontró que la ponderación de la destreza motora y praxis halló un coeficiente de correlación de 0,601 (moderada) y en la muestra de las destrezas de ejecución de los niños de 3 años con zika gestacional se obtuvo una correlación de 0,853 (fuerte). Discusión: la infección por virus zika en niños y niñas, adquirida durante la gestación, limita fuertemente las destrezas de ejecución propias de la edad madurativa en esta población. Conclusiones: Existe correlación entre los infantes con zika gestacional y la afectación fuerte en las acciones o comportamientos que un paciente tenga para moverse e interactuar físicamente con actividades, objetos y por ende realizar una actividad motora aprendida. Abstract Introduction: Zika virus is transmitted through the bite of infected mosquitoes, but it can also occur through an intrauterine infection before delivery, and the virus passes to the fetus. Objective: describe the level of impairment in performance skills and maturation age of brave boys and girls of the future program with neonatal Zika virus infection. Materials and Methods: Research is framed with a quantitative correlational approach supported by field research and non-experimental design, with a sample of 15 infants aged 3, 4 and 5 years. The data collection technique used was the Abbreviated Scale. Results: Regarding the areas evaluated with respect to maturational age, it was found that the weighting of motor skills and praxis found a correlation coefficient of 0.601 (moderate) and in the sample of performance skills of 3-year- old children. With gestational zika, a correlation of 0.853 (strong) was obtained. Discussion: Zika virus infection in boys and girls, acquired during pregnancy, strongly limits the execution skills typical of maturational age in this population. Conclusions: there is a correlation between infants with gestational zika and strong involvement in the actions or behaviors that a patient has in moving and physically interacting with activities, objects and thus performing a learned motor activity. Resumo Introdujo: O virus Zika é transmitido pela picada de mosquitos infectados, mas também pode ocorrer através de infecgáo intra-uterina antes do nascimento, e o virus é passado para o feto. Objetivo: descrever o nivel de deficiencia nas capacidades de desempenho e maturidade das crianzas do programa Braves of the Future com infecgáo neonatal pelo virus Zika. Materiais e Métodos: A investigado é enquadrada com uma abordagem quantitativa de tipo correlacional apoiada por uma investigado de campo e desenho náo experimental, com uma amostra de 15 bebés de 3, 4 e 5 anos de idade. A técnica de recolha utilizada foi a Escala Abreviada. Resultados: Em termos das áreas avaliadas com respeito a maturidade, verificou-se que a ponderado da pericia motora e praxis encontrou um coeficiente de correlagáo de 0,601 (moderado) e na amostra de pericia de execugáo de crianzas de 3 anos com zika gestacional foi obtida uma correlagáo de 0,853 (forte). Discussao: A infecgáo com o virus zika em crianzas, adquirida durante a gravidez, limita severamente as capacidades de execugáo desta populado na maturidade. Condusóes: Existe uma correlagáo entre os bebés com a zika gestacional e a forte afectado nas acgóes ou comportamentos que um paciente tem de mover-se e interagir fisicamente com actividades, objectos e, portanto, realizar uma actividade motora aprendida.

The methodology is based on BPMN notation (Business Process Modelling Notation) and as a graphical tool the Bizagi Modeler software. The goal is to obtain process models through BPM (Business Process Management) using the most appropriate tools of Production Engineering, in order to assist in solving problems with methodologies aimed at planning, put into practice, control and act on failures, so that it reaches the established goal, and can be used both for maintenance and for the improvement of the control guidelines of a process. This study can be classified as applied research, as to the nature, exploratory, as to its objectives, qualitative, as to its approach and the method of case study was used. It was carried out the mapping of three processes, chosen after the manifestation of the servers of the HR sector, being designed, avoiding the bottlenecks and rework, always with the objective of improvement. As a result, the modeling of the processes was presented to serve as a reference for future modeling. Regarding the applications, the result was, in general, considered satisfactory, because it reached the main goal that was to create a process flow model, in a sector where there was no such culture, being as suggestion, if it is in the interest of management, and in accordance with the internal rules of the autarchy, the periodic reviews and the improvement of the flow designed here. Esta pesquisa tem como objetivo analisar um modelo de gerenciamento de processos com a finalidade de melhoria na efici??ncia organizacional em um Setor de Recursos Humanos de uma Autarquia Federal, com proposta de uma alternativa otimizada para esta atividade. A metodologia utiliza como base a nota????o BPMN (Business Process Modelling Notation) e como ferramenta gr??fica o software Bizagi Modeler. A meta ?? a obten????o de modelos de processos por meio do BPM (Business Process Management) utilizando as ferramentas mais adequadas da Engenharia de Produ????o, com o intuito de auxiliar na resolu????o de problemas com metodologias visando o planejamento, colocar em pr??tica, controlar e agir sobre as falhas, para que se chegue ?? meta estabelecida, e pode ser utilizada tanto para a manuten????o, quanto para a melhoria das diretrizes de controle de um processo. Foi realizado o mapeamento de tr??s processos, escolhidos ap??s a manifesta????o dos servidores do setor de RH, sendo desenhados, evitando-se os gargalos e retrabalhos, sempre com o objetivo de melhoria. Como resultado, foi apresentada a modelagem dos processos para que sirva de refer??ncia para modelagens futuras. El problema central de este artículo es aproximarnos a la relación que se dio entre el accionar de la Gestapo, la generación y mantención de un orden que debía eliminar y neutralizar a los “enemigos” del “pueblo alemán”, comunistas y católicos de oposición, y el aseguramiento de “su bienestar” durante los primeros años de la dictadura nazi. La Gestapo fue uno de los instrumentos tempranos para asegurar la neutralización de las resistencias al proyecto nacionalsocialista. Involucraba un nacionalismo extremo, que se movilizaba racial e ideológicamente en pos de la construcción de un orden social que asegurara las supuestas condiciones de vida y supremacía de los alemanes arios. Al mismo tiempo se busca recordar que históricamente la oposición existió, más allá de su incapacidad y fracaso. Si bien la dictadura tuvo aliados o cómplices en su camino de terror, también se debe mantener en la memoria histórica que hubo resistencias: no todos fueron cómplices de la dictadura nazi.

This article examines the reports of the Gestapo and SD regarding pastors' criticisms of the Nazi state and its ideology from the authority of the pulpit. My research reveals a degree of public opposition to the regime within the walls of the German churches, especially in terms of Nazi racial ideology and the persecution of Jews. While pastors did not incite resistance to the Nazi regime or conspire to overthrow its leadership, they at times sought to undermine the legitimacy of Nazi claims to truth. The sermons reveal concern among pastors that National Socialism and Christianity are at odds, or even mutually exclusive believe systems. Furthermore, the evidence indicates that pastors were often drawn into the cross-hairs of the Nazi secret police by asserting that Christianity must be the standard and measure of Nazi racial truth claims. - Abstract
The outbreak of World War II caused immense reaction in Georgian emigration. One wing, including social-democrats, regarded Britain and France as Georgia’s political allies, and the other gravitated to Berlin, because it saw in Nazi Germany an instrument for re-establishing the independent national homeland which had been extinguished by the Bolsheviks. Hoping to benefit on nationalist and anti-Bolshevic sentiments among the Caucasian and Asiatic peoples of the Soviet Union, the German army recruited several national units from these peoples. Even before the invasion of the Soviet Union in June 1941, Amt VI C, the Russian desk in the foreign intelligence division in RSHA (Reich Main Security Office), had developed a close relationship with the more fanatical nationalists around the émigré leader Micheil Kedia. The Russian bureau, which was very desperate to get information from the Soviet Union, soon came to consider the Georgians one of its most important assets. For this purpose and Kedia’s direct solicitation the group of paratroopers “Tamar I” and “Tamar II” was formed to land in Georgia. Despite the active cooperation with the German government, the leader of the Georgian emigrant movement did not agree with the “Nazi brutal policy” and kept close friendship with influential Germans who were in confrontation with Hitler. In the hope of Kedia’s numerous contacts, famous Georgian theologian and Kartvelologist Mikheil (Michael) Tarkhnishvili applied to him for an assistance. Archival documents, particularly “Interrogation of father Michael, 29 July 1999, Regina Coeli Prison” show that the priest had a cherished dream – to establish a Georgian Catholic College in Rome. To carry out this goal, a large amount of money was needed. Kedia assured his countryman that he could easily secure financing from other sources who would be happy to contribute to such a noble project. For Kedia the college would become a symbol of Georgian identity and a centre for nurturing nationalist aspirations in the young seminarians who would leave there. In return for their support, the Germans would be allowed to use the college for certain in telligence and propaganda purposes. They planned to set up a wireless station inside the college for direct contact to Berlin. It also expected to send to the college several agents selected from the so-called “Georgian legion”, which Germany had recruited from Georgians living in European exile or captured while serving in Red Army Units. These agents would be trained in espionage, but would pose as clerical students in order to move freely about Rome without arousing suspicion and to ease their penetration of ecclesiastical institutions. So, Kedia instructed father Michael to apply for the funds at the office of Herbert Cappler of the German embassy. Herbert Cappler was SS Obersturmbannführer who held the post of police attaché at the embassy of Italy. His office was situated at 20 Via Tasso, an address that would become notorious among Romans as a synonym for police terror. On September and October 1943 Michael Tarkhnishvili visited Cappler’s office twice. He was told that an anonymous benefactor had contributed generously the handsome sum to start college. But he was also asked if he could pass on any information that he might pick up from the friends inside Vatican and if he can allow the Germans to set up a radio station in the new Georgian College. Father Michael’s surprise gave way to shock. What German official had suggested was completely out of question. He pointed out that such activity would be contrary to his priestly calling and that he could never agree to participate in espionage, especially against Vatican. In that case he was told that the money for Georgian College would not be forthcoming and without farther argument he was shown to the door. By that time a new character appeared on the scene. His name was Vasil (Basilius) Sadatierashvili and he had been Mikhael Tarkhnishvili’s room-mate in a Constantinople seminary. Politically active in “White Giorgi”, the Georgian fascist movement, he was acting as an interpreter for the military command on the Corso d’Italia and as an occasional informant for the Gestapo on the Via Tasso. He was ordered to carry out espionage activities in Georgian College to fulfil the main task of German intelligence service – to infiltrate the Vatican by placing agents in the many ecclesiastical institutions in Rome. It’s hard to believe but it’s true that the campaign involving professionals of the Reich Main Security Office have failed as a result of the non-conformism and principle stand of the Georgian priest on the one hand and the appearance of Allied forces on the outskirts of Rome on the other. Since Michael Tarkhnishvili was the only participant in the affair in allied hands, he soon found himself in Regina Coeli prison. After two months of investigation counterintelligence officers concluded that there was not sufficient evidence to hold subject for trial on espionage charges. It would be difficult to even charge subject as a collaborator of the Germans. Upon his release from prison, Father Michael entered a papal institution where he remained happily engrossed in his books until his death in the late 1950s. Basilius Sadatierashvili had disappeared from Rome and was never found. As of Micheil Kedia, he settled down in Switzerland. The dream of his life – liberation of Georgia from Bolshevic occupation had failed miserably. Disillusioned he commited suicide in 1953. [ABSTRACT FROM AUTHOR]

The paper tries to collect the historical data on the Romanian- Czechoslovak relations, through the eyes of Czech Consul František Kadeřábek, and to analyse them in the attempt of creating a micro-monograph on the topic. This study is based on some documents preserved in the archives of the Brăila County, which present the realities and riches of Czechoslovakia in the early 1920s. At the centre of these actions was František Kadeřábek, the Czechoslovak consul from Galați. The Romanian-Czechoslovak relations became more intense after the Great War, because both peoples were building national states on the ruins of the Austro-Hungarian Empire. Between 1919- 1921, Romania and Czechoslovakia established a complex system of diplomatic relations and organized a successful regional alliance together with Yugoslavia (the Little Entente). The economic relations between Romania and Czechoslovakia were not at the same level as those between Romania and the Great European Powers. This study aims at synthesizing the multitude of political and economic relationships that were created after the emergence of national states in Europe, as a result of the First World War and the collapse of multinational empires. Studie analyzuje personální složení pražské řídící úřadovny Gestapa, která byla největší úřadovnou tajné státní policie ve Velkoněmecké říši. A to jak podle množství přidělených systemizovaných míst, tak podle skutečného počtu zaměstnanců. Pro pochopení celkového kontextu je představena obecná personální politika uplatňovaná u Gestapa, včetně popisu jednotlivých služebních drah. Vysvětleny jsou rozdíly mezi úředníky a neúředními zaměstnanci jakož i kategorie úředního (výkonná a správní služba) a neúředního personálu (kancelářští a kriminální zaměstnanci). Analyzován je vývoj počtu pracovníků v průběhu druhé světové války, nedostatek kvalifikovaného personálu a rozebírají se důvody zanedbatelného počtu českých Němců na významnějších pozicích u pražského Gestapa. Studie se rovněž snaží nalézt odpověď na otázku, jak efektivně dokázala pražská řídící úřadovna s přiděleným počtem zaměstnanců potírat tuzemské odbojové hnutí.

The rear-guard forces organization during 1941–1944 has undergone significant changes in the territory of Ukraine. At the beginning of the World War 2, the organizational structure of the border troops was maintained, but by the end of the war, the combined arms organization was introduced. To perform special tasks of command, temporary formations were sometimes created. An important role, especially with the transfer of hostilities outside our country, was played by separate maneuver groups formed from the rear-guard troops, which worked mainly with the front forces of the Red Army during the capture of cities (in order to capture buildings and documents of the Gestapo, Abwehr, and perform other specific tasks). In the development of organizational forms of rear-guard troops, especially important was the introduction of a reconnaissance unit into their structure that ensured the success of the fight against the subversive activity of the enemy intelligence forces. The main tasks of the rear-guard troops were: identification, detention, or destruction of enemy agents, sabotage groups, and detachments; identification, capture, or destruction of disparate groups of enemy soldiers and officers remaining in our rear; detention of traitors, accomplices, and appointees of German occupiers; fight against gangs and looters in the frontline zone and the nationalist underground in the western regions of Ukraine, Belarus, the Baltic republics and abroad; seizure of weapons, ammunition, military property from the local population; keeping order and exercising control over the maintenance of the frontline regime in settlements in the liberated territory; assisting the Red Army. During the liberation from the Nazi occupiers of the Ukraine territory in 1943, an effective system of combating sabotage, reconnaissance, and other subversive activities of the enemy was created. An important place in this system was the operational, combat, and service activities of the NKVD troops in the sphere of the existing Red Army rear protection. A pesquisa de natureza exploratória e descritiva, de abordagem qualitativa, objetiva analisar a utilização de um Sistema de Informação Geográfica em apoio à tomada de decisão em uma instituição de ensino superior pública. Na realização do estudo se utilizou os dados de 43 estudantes matriculados em curso superior de ensino a distância de Guarulhos, cedidos no formato Excel pela Secretaria Acadêmica da faculdade. Realizaram-se o tratamento e análise das informações por meio do software livre de geoprocessamento. Os resultados obtidos mostram que a maior concentração de matrículas está na cidade de Guarulhos em um raio de até 10 quilômetros da instituição, estendendo-se até chegar a 20 quilômetros. Considera-se que a ferramenta computacional poderia ser um auxílio para a elaboração de um plano de ação a fim de divulgar o processo seletivo (vestibular), captação de novas matrículas para a faculdade e até mesmo para pleitear linhas de ônibus junto à Prefeitura no intuito de atender os alunos, sendo o uso da geotecnologia ferramenta de apoio ao gestor público escolar de ensino superior.

Most accounts of the Holocaust focus on trainloads of prisoners speeding toward Auschwitz, with its chimneys belching smoke and flames, in the summer of 1944. This book provides a hitherto untold chapter of the Holocaust by exploring a prequel to the gas chambers: the face-to-face mass murder of Jews in Galicia by bullets. The summer of 1941 ushered in a chain of events that had no precedent in the rapidly unfolding history of World War II and the Holocaust. In six weeks, more than twenty thousand Hungarian Jews were forcefully deported to Galicia and summarily executed. In exploring the fate of these Hungarian Jews and their local coreligionists, A Summer of Mass Murder transcends conventional history by introducing a multitude of layers of politics, culture, and, above all, psychology—for both the victims and the executioners. The narrative presents an uncharted territory in Holocaust scholarship with extensive archival research, interviews, and corresponding literature across countries and languages, incorporating many previously unexplored documents and testimonies. Eisen reflects upon the voices of the victims, the images of the perpetrators, whose motivation for murder remains inexplicable. In addition, the author incorporates the long-forgotten testimonies of bystander contemporaries, who unwittingly became part of the unfolding nightmare and recorded the horror in simple words. This book also serves as a personal journey of discovery. Among the twenty thousand people killed was the tale of two brothers, the author’s uncles. The article presents Vladimír Helfert's life events during World war II. Helfert was a member of Czech anti-Nazi resistant organization National Defence. He was twice arrested, imprisoned and interrogated by the Gestapo. He was imprisoned for a long time and in different locations, also in Wohlau where he wrote a secret correspondence with inmates. He died after the liberation of Terezín, 18.5. 1945. The author elaborates on what was Helfert's position in a resistance organization and also because of newly discovered archival sources, trying to map in detail Helfert's war events. The article presents a first overview and inventory of archival sources and funds in the Czech Republic, which document Helfert's life 1939–1945.

43. Outwitting the Gestapo? German Communist Resistance between Loyalty and Betrayal

This article discusses ambiguous tactics of German Communist resisters in the Third Reich. The official historiography of the German Democratic Republic (GDR) portrayed Communist resisters as unfaltering heroes. By contrast, revisionist studies published after 1990 presented Communists as traitors and renegades. This study transcends these approaches that revolve around legitimation or de-legitimation of the dictatorship, and examines the dubious manoeuvring of three German Communists who strategically collaborated with the Nazis, namely Theodor Bottländer, Friedrich Schlotterbeck and Wilhelm Knöchel. While Knöchel's attempts to outwit the Gestapo failed and could not prevent his execution, Schlotterbeck and Bottländer found ways to survive - largely without betraying their comrades. Even so, the Kommunistische Partei Deutschlands (KPD), as well as its successor in the GDR, the Sozialistische Einheitspartei Deutschlands (SED), reprimanded venturesome, inventive and obstinate Communists, excluded them from the party and brought them to court. The harsh reactions are indicative of the inability of Communist historiography to acknowledge ‘Eigen-Sinn’, and highlight a central shortcoming of the antifascist doctrine. Likewise, more recent revisionist approaches have failed to recognise various attempts of Communists to minimise harm and survive in the grey zone between betrayal and loyalty.

How powerful are national security bureaucrats? In the United States, they seem to be more than mere administrators, while remaining subordinate to elected politicians. However, despite a rich literature in American political development on bureaucratic autonomy across a variety of policy areas, national security remains undertheorized. Although the origins and evolution of the national security bureaucracy have received substantial scholarly attention, the individuals within this bureaucracy have not. In this article, I examine a case study of how one of these individuals bluntly ran up against the limits of his power. After the Second World War, J. Edgar Hoover's plans for a “World-Wide Intelligence Service” were swiftly shot down by the Truman administration, which adopted a sharp distinction between domestic and global intelligence instead. I pin this abject defeat on three interrelated factors: the resistance of President Truman, the array of bureaucratic competitors emerging from the Second World War, and deep aversion among key decision makers to the prospect of an “American gestapo.” While tracing this historical narrative, I also challenge accounts of Hoover as a near-omnipotent Washington operator, question the extent to which war empowers national security bureaucrats, and foreground the role of analogies in shaping the national security state.

This article is the story of Fella Feige Drut, who was born in Rovno, Ukraine in 1923 and who in 1939, at the age of 16, was arrested by the Gestapo in Würzburg, Germany because she was Jewish. She survived six years in various concentration camps and work camps, eventually ending up in the Theresienstadt ghetto. Here, she gave birth to a daughter. Her ordeal and that of her close family members are reconstructed using documents from the International Tracing Service’s (ITS) archive and from other sources. Unlike many of her co-religionists, whose family life ended during the Nazi years (1933-1945), Fella Feige Drut was able to live on. Her resolve manifested itself in her fight for compensation from the German government for herself and her daughter, despite the bureaucratic hurdles placed in her way, and her resolution to leave Germany and to build a new life in the USA.

48. Brexit and war rhetoric : an electoral strategy ?

The English language is replete with bellicose expressions and references to different battles and wars involving British armed forces, in particular World War Two. Many such terms have entered the everyday lexicon of most Eurosceptics and Brexiteers alike. They had already become common currency in anti-European rhetoric since the 1990s, but have reached a greater level of intensity in the last four years since the Brexit referendum, when these groups or individuals discuss or denounce the EU or Brussels. Such emotionally charged words as ‘traitor’, ‘treason’, ‘collusion’, ‘collaboration’, ‘Nazi’ or ‘Gestapo’ alongside terms like ‘the Dunkirk spirit’, hark back to the 1940s, a period of great national pride among many Britons as the country stood fast, resisted and defeated the Nazi threat. Many Brexiteers perceive Brussels as the new Berlin and the European Commission the new Reichstag. These were both fought against in June 2016 and are still demonised in the same way as negotiations over UK/EU relations continue. Using verbatim records of debate from Hansard, references from various books and newspaper articles, this chapter will attempt to study the various military forms of language used in the debate over Britain’s place in the European Union and its withdrawal from it. It will culminate with one very heated exchange that took place on the floor of the House of Commons in late September 2019, when the repeated bellicose language of the Prime Minister, Boris Johnson, and several of his colleagues, were challenged by various members of the opposition parties, and even pro-remain Conservative MPs, in the House. Finally I shall consider whether this choice of words was not part of a greater electoral strategy on the part of Boris Johnson.

The article reveals the history of the establishment and operation of the “Prison on Łącki” which begins in 1919–1923. The topicality is aggravated by the fact that at the same time the prison gained political, which remained in the subsequent periods of its operation. Among her prisoners were those who went down in history of the struggle for Ukraine’s independence. The events of September 1939 initiated a new, more tragic, period in the history of the “Prison on Łącki”. After a short adaptation period the Soviet troops began to form a prison system for the “reeducation of bourgeois nationalists”. The most tragic days in its history were the end of June 1941, when the NKVDs was killing the largest number of political prisoners in Galicia. However, the arrival of the Germans did not lead to change in the purpose of the building – “Prison on Łącki” transformed into the investigative prison of the Gestapo.

Therefore, the research started from the following specific objectives: definition of a management process for the implementation of government interoperability in the institution; development of a model that would allow the measurement of the degree of maturity in the management of the implementation of interoperability in the institution; and validation of a model from the analysis of the behavior of the model for measuring the degree of maturity, considering the criteria and variables established as input, and the indicators obtained as a result. A bibliographic review was carried out on "interoperability", "government" and "management" using the Knowledge Development Process - Constructivist (ProKnow-C) instrument, where several challenges related to Governance, constant management changes, various organizational factors were highlighted. , the resources and standardization of information and communication technology available, the training and availability of specialized technical personnel, the availability of financial resources, among other aspects. In a second axis, an investigation was carried out on the management maturity processes of interoperability implementation in public organizations, focusing on the e-PING platform made available by the federal government. In this context, from the elaboration and identification of indicators, a model was developed to measure the degree of maturity of the governmental interoperability implementation process, with its application through simulation to obtain results considering the organizational structure of the selected IFES. The result was represented through management graphics, which can be used as a control tool, monitoring the stability of each implementation process at each cycle performed for each segment of e-PING components, within a process of continuous improvement. The general objective and the specific objectives related to this research were achieved, contributing academically with the exploration in the fields of theory and practice of management tools, economically with the improvement of the process allowing the optimization and control of the performances of the implementation teams of the institutions governmental, and socially, with the guarantee that people, organizations and systems have access to public services or access to institutional information in a more efficient, effective and economical way. Este trabalho teve como objetivo principal propor um modelo de aferi????o de maturidade da gest??o da implanta????o da interoperabilidade governamental, considerando a estrutura organizacional de uma institui????o federal de ensino superior. Para tanto, a pesquisa partiu dos seguintes objetivos espec??ficos: defini????o de um processo de gest??o da implanta????o da interoperabilidade governamental na institui????o; desenvolvimento de um modelo que permitisse a medi????o do grau de maturidade na gest??o da implanta????o de interoperabilidade na institui????o; e valida????o de um modelo a partir da an??lise do comportamento do modelo de medi????o do grau de maturidade, considerando os crit??rios e vari??veis estabelecidos como entrada, e os indicadores obtidos como resultado. Foi realizada uma revis??o bibliogr??fica sobre ???interoperabilidade???, ???governo??? e ???gest??o??? utilizando o instrumento Knowledge Development Process ??? Constructivist (ProKnow-C), onde foram evidenciados diversos desafios relacionados ?? Governan??a, ?? constante mudan??as de gest??o, ?? fatores organizacionais diversos, ?? recursos e padroniza????o de tecnologia da informa????o e comunica????o dispon??veis, ?? treinamento e disponibiliza????o de pessoal t??cnico especializado, ?? disponibiliza????o de recursos financeiros, dentre outros aspectos. Em um segundo eixo, foi realizada uma investiga????o sobre processos da maturidade de gest??o de implementa????o de interoperabilidade em organiza????es p??blicas, com foco na plataforma e-PING disponibilizada pelo governo federal. Neste contexto, a partir da elabora????o e identifica????o de indicadores, foi desenvolvido o modelo de medi????o do grau de maturidade do processo de implanta????o da interoperabilidade governamental, com a sua aplica????o atrav??s de simula????o para obten????o de resultados considerando a estrutura organizacional da IFES selecionada. O resultado foi representado atrav??s de gr??ficos gerenciais, que podem ser utilizados como ferramenta de controle, monitorando a estabilidade de cada processo de implanta????o a cada ciclo realizado para cada segmento de componentes da e-PING, dentro de um processo de melhoria cont??nua. O objetivo geral e os objetivos espec??ficos relacionados a esta pesquisa foram alcan??ados, contribuindo academicamente com a explora????o nos campos da teoria e pr??tica de ferramentas de gest??o, economicamente com a melhoria do processo permitindo a otimiza????o e o controle dos desempenhos dos times de implanta????o das institui????es governamentais, e socialmente com a garantia de que pessoas, organiza????es e sistemas tenham acesso ?? servi??os p??blicos ou acesso ?? informa????es institucionais de modo mais eficiente, efetivo e econ??mico.
