Several odontocete species depredate catch and bait from fishing gear, resulting in their bycatch and causing substantial economic costs. There are no known mitigation methods for odontocete depredation in pelagic longline fisheries that are effective, do not harm odontocetes and are commercially viable. Understanding odontocetes' depredation strategies can contribute to mitigating this human-wildlife conflict. Using observer data from the Hawaii-based tuna longline fishery, this study summarized teleost and elasmobranch species-specific mean posterior odontocete depredation rates using a simple Bayesian binomial likelihood estimator with a Bayes-Laplace prior. Depredation rates of species with sufficient sample sizes ranged from a high of 1.2% (1.1 to 1.3 95% highest posterior density interval or HDI) for shortbill spearfish to a low of 0.002% (0.001 to 0.003 95% HDI) for blue shark. Depredation of catch is a rare event in this fishery, occurring in about 6% of sets. When depredation did occur, most frequently odontocetes depredated a small proportion of the catch, however, there was large variability in depredation rates between teleost species. For example, bigeye tuna was two times more likely to be depredated than yellowfin tuna (odds ratio = 2.03, 95% CI: 1.8–2.3, P<0.0001). For sets with depredation, 10% and 2% of sets had depredation of over half of the captured bigeye tuna and combined teleosts, respectively. All elasmobranch species had relatively low depredation rates, where only 7 of almost 0.5M captured elasmobranchs were depredated. Odontocetes selectively depredate a subset of the teleost species captured within sets, possibly based on net energy value, chemical, visual, acoustic and textural characteristics and body size, but not median length, which was found to be unrelated to depredation rate (Pearson's r = 0.14, 95% CI: -0.26 to 0.50, p = 0.49). Fisheries can adversely affect threatened bycatch species and vulnerable marine ecosystems (VMEs). Thresholds are unique amongst bycatch management methods in providing flexibility in individual participants' approaches to avoid exceeding limits, and particularly for individual vessel quotas, in incentivizing the innovation of effective and commercially viable solutions. This study assessed bycatch thresholds for sharks and relatives, air-breathing marine species and macroinvertebrate indicators for identifying benthic VMEs of 21 intergovernmental organizations and arrangements (IGOs). Seven IGOs lacking bycatch thresholds, who tended to have fewer members, might rely on bycatch management by national authorities. Sharks were the predominant focus. IGOs did not know if thresholds were reached for almost half of measures, likely due to compliance monitoring deficits. Individual vessel limits may be more equitable and prevent a race for fish. However, risk pools and fleetwide thresholds may be more effective when mitigation approaches for individual vessels are limited. No IGO uses individual transferable bycatch quotas or risk pools, which would be challenging to implement regionally. No thresholds were reference points of a harvest strategy. There were limited incidences of thresholds being reached. Thresholds might be set too high to meet objectives. When reached, there was high variability in management responses being systematically implemented. Addressing deficits of thresholds being set too low, inadequate compliance monitoring and inconsistent management response implementation could improve performance. Thresholds have the potential to be an effective component of regional bycatch management strategies, incentivizing fishers to minimize their individual and collective bycatch fishing mortality and adverse effects on VMEs. There is growing concern over the conservation status of sharks and relatives exposed to fishing mortality. The Food and Agriculture Organization of the United Nations in 1999 adopted the International Plan of Action for the Conservation and Management of Sharks (IPOA), which provides nations with advice on adopting and implementing national plans. An assessment of global national and regional plans of action on sharks (NPOAs) found: most are out of date; limited use of specific, measurable and timebound objectives and activities; no outcome objectives; and few performance assessments. This makes most NPOAs inadequate for planning and assessing efficacy. Over 33% of the annual retained catch of sharks and relatives was from countries without NPOAs and less than 12% was from countries with current NPOAs. NPOAs identified fisheries management framework deficits, ecology knowledge gaps, institutional capacity and coordination shortfalls, and budget constraints as the largest obstacles to implementation and are improvement priorities. Policy decisions should be guided by the relative degree of risk of error and bias and strength of evidence of the efficacy of alternative management interventions. This study describes the benefits and limitations of applying a sequential evidence hierarchy to evaluate alternative fisheries bycatch management strategies. Fisheries bycatch is an obstacle to global food and livelihood security and is a main anthropogenic threat to several threatened species. Independent synthesis of all accumulated information is a fundamental principle for developing transparent, evidence-informed regional conservation policy. Meta-analytic syntheses produce the most robust and generalizable findings that are optimal for guiding regional bycatch management. Otherwise, given too few studies to support robust meta-syntheses, decisions should rely on qualitative syntheses of accumulated studies. Bycatch mitigation methods with findings only available from studies with relatively weak forms of evidence, or lacking any evidence, should only be considered as a precautionary approach when more certain alternatives are unavailable. Strictly applying a hierarchical approach on study evidence to make policy decisions, however, risks ignoring potentially important findings derived from studies using methods low on an evidence hierarchy. Instead, in making bycatch management policies, authorities should account for all accumulated evidence and the implications of different approaches for testing different hypotheses. Marine megafauna exposed to fisheries bycatch belong to some of the most threatened taxonomic groups and include apex and mesopredators that contribute to ecosystem regulation. Fisheries bycatch is a major threat to the conservation of albatrosses, large petrels and other pelagic seabirds. Using data sourced from a fisheries electronic monitoring system, we assessed the effects of the time-of-day and relative depth of fishing on seabird and target species catch rates for a Pacific Ocean pelagic longline fishery that targets albacore tuna with an apparently high albatross bycatch rate. Using a Bayesian inference workflow with a spatially-explicit generalized additive mixed model for albacore tuna and generalized linear mixed regression models both for combined albatrosses and combined seabirds, we found that time-of-day and fishing depth did not significantly affect the target species catch rate while night-time deep setting had > 99% lower albatross and total seabird catch rates compared to both deep and shallow partial day-time sets. This provides the first evidence that night-time setting in combination with fishing deep reduces seabird catch risk and may be commercially viable in this and similar albacore tuna longline fisheries. Apex and mesopredators such as elasmobranchs are important for maintaining ocean health and are the focus of conservation efforts to mitigate exposure to fishing and other anthropogenic hazards. Quantifying fishing mortality components such as at-vessel mortality (AVM) is necessary for effective bycatch management. We assembled a database for 61 elasmobranch species and conducted a global meta-synthesis to estimate pelagic longline AVM rates. Evolutionary history was a significant predictor of AVM, accounting for up to 13% of variance in Bayesian phylogenetic meta-regression models for Lamniformes and Carcharhiniformes clades. Phylogenetically related species may have a high degree of shared traits that explain AVM. Model-estimated posterior mean AVM rates ranged from 5% (95% HDI 0.1%–16%) for pelagic stingrays and 76% (95% HDI 49%–90%) for salmon sharks. Measures that reduce catch, and hence AVM levels, such as input controls, bycatch quotas and gear technology to increase selectivity are appropriate for species with higher AVM rates. In addition to reducing catchability, handling-and-release practices and interventions such as retention bans in shark sanctuaries and bans on shark finning and trade hold promise for species with lower AVM rates. Participatory decision tools enable stakeholders to reconcile conflicting natural resources management objectives. Fisheries targeting highly productive species can have profound impacts on co-occurring bycatch species with low fecundity and other life history traits that make them vulnerable to anthropogenic sources of mortality. This study developed a decision tool for integrated bycatch management for data-limited to data-rich fisheries, improving upon current piecemeal approaches. First, through a systematic literature review, participants compile a comprehensive database of methods to mitigate the catch and fishing mortality of threatened bycatch species. These mitigation methods are then categorized into tiers of a sequential mitigation hierarchy, where interventions that avoid capture are considered before those that minimize catchability, followed by methods that minimize fishing mortality, before approaches that offset residual impacts. The methods are also assembled within an evidence hierarchy, where findings from meta-analytic modelling studies are more robust and generalizable than from individual studies. The decision tool enables stakeholders to evaluate alternative bycatch management strategies' efficacy at meeting specific and measurable objectives for mitigating the catch and mortality of bycatch and for costs from multispecies conflicts, economic viability, practicality and safety, while accounting for the fishery-specific feasibility of compliance monitoring of alternative bycatch management measures. Ongoing adaptation of the bycatch management framework addresses findings from performance assessments, updated evidence, new mitigation methods and changes to governance systems. The proposed decision tool therefore enables stakeholders to develop bycatch management frameworks that provide precautionary protection for the most vulnerable populations with acceptable tradeoffs. Fisheries bycatch threatens the viability of some seabird populations and reduces fishing efficiency. Albatross bycatch in a US North Pacific tuna longline fishery has increased over the past decade and now exceeds 1000 annual captures. Seabirds interacting with this fishery reach hooks at depths up to 1 m. A branchline weight's mass and distance from the hook affect seabird catch rates. We conducted experimental fishing to compare the commercial viability of a weighted hook relative to conventional gear with weights attached 0.75 m from the hook. We used a Bayesian random effects meta-analytic regression modelling approach to estimate pooled expected species-specific log relative risk of capture on conventional versus experimental gear. There was a significant 53% (95% HDI: − 75 to − 25%) decrease in retained species' catch rates on experimental hooks, indicating an unacceptable economic cost, and no significant effect for discarded species. Using a Bayesian general linear mixed regression modelling approach, experimental hooks sank to 85 cm ca. 1.4 times (95% HDI: 1.37–1.48) faster than control hooks. Given their potential to reduce seabird catch rates, eliminate safety risks from bite-offs and facilitate robust compliance monitoring, it is a priority to find a weighted hook design with acceptable catch rates. Albatross bycatch has been increasing over the past decade in the US tuna longline fishery of the central North Pacific. A controlled field experiment was used to assess the efficacy of bird scaring or tori lines as a seabird bycatch mitigation measure for this fishery in a 3-factor sampling design with other mitigation methods (blue-dyed bait, offal discharge). A multilevel geoadditive Bayesian regression modeling approach was used to assess 3 albatross-gear interaction metrics (attempted contacts, contacts, captures) recorded for each longline set using an electronic monitoring system. We found albatross contacts with baited hooks were ca. 3 times (95% highest posterior density interval [HDI] 1–7) less likely for sets equipped with tori lines rather than without tori lines. Attempts to contact baited hooks were ca. 2 times (95% HDI 1–4) less likely for tori line-equipped sets. Albatrosses were also less likely to be captured in tori line sets but captures were too few to support strong inference compared with the contact rates. Tori lines were therefore found to be an effective management measure to mitigate albatross interactions in this fishery. Offal discharge during setting, however, was associated with higher seabird interactions—but that inference was not strong since offal discharge and blue-dyed bait were confounded treatments in some sets. Nonetheless, it was apparent that neither offal discharge nor blue-dyed bait was helpful in reducing albatross interactions in this trial and so the efficacy of those measures warrants further experimental investigation. Derelict abandoned, lost and discarded fishing gear have profound adverse effects. We assessed gear-specific relative risks from derelict gear to rank-order fishing methods based on: derelict gear production rates, gear quantity indicators of catch weight and fishing grounds area, and adverse consequences from derelict gear. The latter accounted for ghost fishing, transfer of microplastics and toxins into food webs, spread of invasive alien species and harmful microalgae, habitat degradation, obstruction of navigation and in-use fishing gear, and coastal socioeconomic impacts. Globally, mitigating highest risk derelict gear from gillnet, tuna purse seine with fish aggregating devices, and bottom trawl fisheries achieves maximum conservation gains. Locally, adopting controls following a sequential mitigation hierarchy and implementing effective monitoring, surveillance and enforcement systems are needed to curb derelict gear from these most problematic fisheries. Primary and synthesis research are priorities to improve future risk assessments, produce the first robust estimate of global derelict gear quantity, and assess the performance of initiatives to manage derelict gear. Findings from this first quantitative estimate of gear-specific relative risks from derelict gear guide the allocation of resources to achieve the largest improvements from mitigating adverse effects of derelict gear from the world's 4.6 million fishing vessels. Fisheries can profoundly affect bycatch species with 'slow' life history traits. Managing bait type offers one tool to control species selectivity. Different species and sizes of marine predators have different prey, and hence bait, preferences. This preference is a function of a bait's chemical, visual, acoustic and textural characteristics and size, and for seabirds the effect on hook sink rate is also important. We conducted a global meta-analysis of existing estimates of the relative risk of capture on different pelagic longline baits. We applied a Bayesian random effects meta-analytic regression modelling approach to estimate overall expected bait-specific catch rates. For blue shark and marine turtles, there were 34% (95% HDI: 4–59%) and 60% (95% HDI: 44–76%) significantly lower relative risks of capture on forage fish bait than squid bait, respectively. Overall estimates of bait-specific relative risk were not significantly different for seven other assessed taxa. The lack of a significant overall estimate of relative capture risk for pelagic shark species combined but significant effect for blue sharks suggests there is species-specific variability in bait-specific catch risk within this group. A qualitative literature review suggests that tunas and istiophorid billfishes may have higher catch rates on squid than fish bait, which conflicts with reducing marine turtle and blue shark catch rates. The findings from this synthesis of quantitative and qualitative evidence support identifying economically viable bycatch management measures with acceptable tradeoffs when multispecies conflicts are unavoidable, and highlight research priorities for global pelagic longline fisheries. Marine protected areas (MPAs) can contribute to protecting biodiversity and managing ocean activities, including fishing. There is, however, limited evidence of ecological responses to blue water MPAs. We conducted the first comprehensive evaluation of impacts on fisheries production and ecological responses to pelagic MPAs of the Pacific Remote Islands Marine National Monument. A Bayesian time series-based counterfactual modelling approach using fishery-dependent data was used to compare the temporal response in the MPAs to three reference regions for standardized catch rates, lengths, trophic level of the catch and species diversity. Catch rates of bigeye tuna, the main target species (Kingman/Palmyra MPA, causal effect probability >99% of an 84% reduction; 95% credible interval: -143%, -25%), and blue shark (Johnston MPAs, causal effect probability >95%) were significantly lower and longnose lancetfish significantly higher (Johnston MPAs, causal effect probability >95%) than predicted had the MPAs not been established, possibly from closing areas near shallow features, which aggregate pelagic predators, and from 'fishing-the-line'. There were no apparent causal impacts of the MPAs on species diversity, lengths and trophic level of the catch, perhaps because the MPAs were young, were too small, did not contain critical habitat for specific life-history stages, had been lightly exploited or experienced fishing-the-line. We also assessed model-standardized catch rates for species of conservation concern and mean trophic level of the catch within and outside of MPAs. Displaced effort produced multi-species conflicts: MPAs protect bycatch hotspots and hotspots of bycatch-to-target catch ratios for some at-risk species, but coldspots for others. Mean trophic level of the catch was significantly higher around MPAs, likely due to the aggregating effect of the shallow features and there having been light fishing pressure within MPAs. Robust assessments of the effects of fishing require accounting for components of fishing mortality, including post‐release fishing mortality (Fr). Random‐effects meta‐analysis synthesized Fr in seven pelagic shark species captured, tagged and released with 401 pop‐up satellite archival tags compiled from 33 studies and three gears (longline, purse‐seine, rod & reel). The majority of Fr outcomes occurred within days of release, and the summary effect size for Fr was 0.27 [95% CI: 0.19–0.36], ranging from a low pooled effect size of 0.17 for blue shark (Prionace glauca, Carcharhinidae) to 0.38 (silky shark, Carcharhinus falciformis, Carcharhinidae). Fr rates in blue shark were consistent over dissimilar spatial and temporal scales, and results from earlier meta‐analysis were replicated, which is the most powerful way to authenticate results. Condition at tagging was a strong predictor, and dichotomized survival outcomes in silky shark and no sex‐, size‐, location‐ or gear‐specific Fr rates were demonstrated. Meta‐analyses and sensitivity analyses indicated exposure to risk factors and conditions whilst caught on the gear probably had the largest explanatory effect on Fr, rather than stressors incurred during handling and release. Records from 549 tagged istiophorid billfishes (six species, three gears, 43 studies) demonstrated they are more robust to stressors sustained during capture, handling and release than pelagic sharks. Findings from previous meta‐analysis on Fr rates in white marlin (Kajikia albida, Istiophoridae) were replicated. Synthesized Fr rates enable prioritizing approaches to mitigate by‐catch fishing mortality, to improve the quality of stock and ecological risk assessments and to expand our knowledge of factors influencing trophic structure. Bycatch in fisheries can have profound effects on the abundance of species with relatively low resilience to increased mortality, can alter the evolutionary characteristics and concomitant fitness of affected populations through heritable trait-based selective removals, and can alter ecosystem functions, structure and services through food web trophic links. We challenge current piecemeal bycatch management paradigms, which reduce the mortality of one taxon of conservation concern at the unintended expense of others. Bycatch mitigation measures may also reduce intraspecific genetic diversity. We drew examples of broadly prescribed 'best practice' methods to mitigate bycatch that result in unintended cross-taxa conflicts from pelagic longline, tuna purse seine, gillnet and trawl fisheries. We identified priority improvements in data quality and in understanding ecological effects of bycatch fishing mortality to support holistic ecological risk assessments of the effects of bycatch removals conducted through semi-quantitative and model-based approaches. A transition to integrated bycatch assessment and management that comprehensively consider biodiversity across its hierarchical manifestations is needed, where relative risks and conflicts from alternative bycatch management measures are evaluated and accounted for in fisheries decision-making processes. Accounting for components of fishing mortality, including post-release mortality (Fr), is necessary for robust assessments of the effects of fishing. Forty-eight blue (Prionace glauca) and 35 silky sharks (Carcharhinus falciformes) were tagged with pop-up satellite archival tags to monitor Fr rates from pelagic longline vessels in the western tropical Pacific Ocean. There is a paucity of Fr studies at low latitudes and identifying factors that significantly explain Fr is critical for understanding fishing mortality. Mean Fr rates were 0.17 [95% CI 0.09-0.30] for blue shark and 0.20 [95% CI 0.10-0.36] for silky shark. When it occurred, Fr was acute with 87% of mortalities within 2 days of release. Several prognostic operational, environmental, biological and handling variables were evaluated to assess their influence on survival outcomes. Using Kaplan-Meier survival curves, logistic regression, accelerated failure time and Cox proportional hazards models to screen variables, the only significant prognostic or risk variable was health condition at haulback. There was close correspondence (~ 83% accuracy) between condition at capture and survival outcomes. Reliable methods to classify at-vessel condition represent an inexpensive and simple metric for estimating both Fr and at-vessel (Fc) mortality rates. Examining Fc rates in detail in longline fisheries using capture information on depth, temperature and dissolved oxygen that may act in synergy with condition code and hooking duration is a research priority. Pelagic fisheries can have profound effects on ecosystem structure and functioning, affecting ecosystem services, including fisheries production, and threaten vulnerable bycatch species. Controlling hook size could manage the species- and size-selectivity and survival of target and incidental catch. To test this hypothesis, we conducted experimental pelagic longline fishing in the western tropical Pacific testing a control hook and two hooks with wider minimum widths. Data such as catch, length and condition were fit to response-specific Bayesian geo-additive generalized additive and linear mixed regression models. Model fits were assessed using posterior predictive check tests. Catch rates of both retained and discarded species were significantly higher on medium hooks. Target tuna species were significantly larger and had significantly higher at-vessel survival rates on wider hooks. Significantly larger billfishes, also market species, were caught on narrowest hooks. These effects of hook width on length and survival, however, are a much smaller determinant of economic value of the catch than effects on catch rates. If input controls are limiting, then, relative to medium hooks, continued use of narrowest hooks would maintain current economic viability without causing a significant increase in discard catch levels, including of vulnerable sharks. If market species output controls are limiting, because the ratio of retained to discarded catch on medium hooks was greater than on narrowest hooks, medium hooks would generate lower discard levels. Monitoring and managing fisheries bycatch is increasingly recognized as a critical component of robust fisheries management frameworks. This review, addressing this subject, begins by defining bycatch and analyzing the reasons it happens, from accidental to intentional discarding. It identifies the most common species composing bycatch of the main tuna fisheries using purse seine and longline gear. Considerations of options available to estimate bycatch, their potential biases and uncertainties, and ways to address these issues are discussed. The formulas used to estimate bycatch also point to the options to reduce them, lowering bycatch per unit of effort or lowering effort itself. It shows that a mean can be reduced by reducing all its component figures, or by eliminating the high values at the extreme of the distribution (i.e., where a small proportion of events causes a large proportion of the problem), a common issue in bycatch. A generic strategy is described that can be applied to all gears and fisheries, and it is then described for the fisheries of interest, showing examples of its application. These cover many mitigation actions based on gear and operational changes. Management options aiming at reducing bycatch are also mentioned. A detailed description of the ways the strategy has been implemented for purse seiners and longliners is provided. Data required from fisheries monitoring programmes substantially expand as management authorities transition to implement elements of ecosystem-based fisheries management (EBFM). EBFM extends conventional approaches of managing single fishery effects on individual stocks of target species by taking into account the effects, within a defined ecosystem, of local to regional fisheries on biodiversity, from genotypes to ecological communities. This includes accounting for fishery effects on evolutionary processes, associated and dependent species, habitats, trophic food web processes, and functionally linked systems. Despite seemingly insurmountable constraints, through examples, we demonstrate how data routinely collected in most observer programmes and how minor and inexpensive expansions of observer data fields and collection protocols supply ecological data underpinning EBFM. Observer data enable monitoring bycatch, including catch and mortality of endangered, threatened and protected species, and assessing the performance of bycatch management measures. They provide a subset of inputs for ecological risk assessments, including productivity-susceptibility analyses and multispecies and ecosystem models. Observer data are used to monitor fishery effects on habitat and to identify and protect benthic vulnerable marine ecosystems. They enable estimating collateral sources of fishing mortality. Data from observer programmes facilitate monitoring ecosystem pressure and state indicators. Bycatch in pelagic longline fisheries is one of the most serious threats to some sea turtle populations. Hook shape, hook minimum width and bait type have been the focus of research and management measures to mitigate problematic bycatch of vulnerable taxa. To assess the current state of knowledge and progress over the past decade, we reviewed findings on the effects of hook and bait type on pelagic longline sea turtle catch rates, anatomical hooking position and at-vessel mortality. Fish versus squid for bait lowered catch rates of leatherback sea turtles ( Dermochelys coriacea) and individual species of hard shelled turtles. Fish bait also reduced hard-shelled turtle deep hooking. Wider circle hooks reduced both leatherback and hard-shelled turtle catch rates relative to narrower J and tuna hooks, and reduced the proportion of caught hard-shelled turtles that were deeply hooked. Wider circle hooks with fish bait reduced leatherback and hard-shelled turtle catch rates relative to narrower J and tuna hooks with squid bait. Wider versus narrower circle hooks reduced hard-shelled sea turtle catch rates and deep hooking. The mechanisms for hook and bait type effects on turtle interactions are reviewed. Research designed to assess single factor effects is needed, in particular for hook shape and minimum width, and for hook and bait effects on anatomical hooking position and survival rates. Fishery-specific and holistic assessments are needed to account for variability between fisheries in a bycatch mitigation method's commercial viability, relative risks to affected populations and possible conflicting effects on vulnerable taxa. Elasmobranch mortality in pelagic longline fisheries poses a risk to some populations, alters the distribution of abundance between sympatric competitors, changing ecosystem structure, processes and stability. Individual and synergistic effects on elasmobranch catch and survival from pelagic longline gear factors, including methods prescribed to mitigate bycatch of other vulnerable taxa, were determined. Overall relative risk of higher circle vs. J-shaped hook shark catch rates conditioned on potentially informative moderators, from 30 studies, was estimated using an inverse-precision weighted mixed-effects meta-regression modelling approach. Sharks had a 1.20 times (95% CI: 1.03-1.39) significantly higher pooled relative risk of capture on circle hooks, with two significant moderators. The pooled relative risk estimate of ray circle hook catch from 15 studies was not significant ( RR = 1.22, 95% CI: 0.89-1.66) with no significant moderators. From a literature review, wire leaders had higher shark catch and haulback mortality than monofilament. Interacting effects of hook, bait and leader affect shark catch rates: hook shape and width and bait type determine hooking position and ability to sever monofilament leaders. Circle hooks increased elasmobranch catch, but reduced haulback mortality and deep hooking relative to J-shaped hooks of the same or narrower width. Using fish vs. squid for bait increased shark catch and deep hooking. Pelagic stingray ( Pteroplatytrygon violacea) catch and mortality were lower on wider hooks. Using circle instead of J-shaped hooks and fish instead of squid for bait, while benefitting sea turtles, odontocetes and possibly seabirds, exacerbates elasmobranch catch and injury, therefore warranting fishery-specific assessments to determine relative risks. Capture in global pelagic longline fisheries threatens the viability of some seabird populations. The Hawaii longline tuna fishery annually catches hundreds of seabirds, primarily Laysan (Phoebastria immutabilis) and black-footed (P. nigripes) albatrosses. Since seabird regulations were introduced in 2001, the seabird catch rate has declined 74%. However, over the past decade, seabird catch levels significantly increased due to significant increasing trends in both effort and nominal seabird catch rates. We modelled observer data using a spatio-temporal generalized additive mixed model with zero-inflated Poisson likelihood to determine the significance of the effect of various risk factors on the seabird catch rate. The seabird catch rate significantly increased as annual mean multivariate ENSO index values increased, suggesting that decreasing ocean productivity observed in recent years in the central north Pacific may have contributed to the increasing trend in nominal seabird catch rate. A significant increasing trend in number of albatrosses attending vessels, possibly linked to declining regional ocean productivity and increasing absolute abundance of black-footed albatrosses, may also have contributed to the increasing nominal seabird catch rate. Largest opportunities for reductions are through augmented efficacy of seabird bycatch mitigation north of 23° N where mitigation methods are required and during setting instead of during hauling. Both side vs. stern setting, and blue-dyed vs. untreated bait significantly reduced the seabird catch rate. Of two options for meeting regulatory requirements, side setting had a significantly lower seabird catch rate than blue-dyed bait. There was significant spatio-temporal and seasonal variation in the risk of seabird capture with highest catch rates in April and May and to the northwest of the main Hawaiian Islands. A performance assessment was conducted of regional fisheries management organizations' ( RFMOs') bycatch governance, one element of an ecosystem approach to fisheries management. Obtaining a mean score of 25%, with a 64% CV, collectively the RFMOs have large governance deficits. Individually, there has been mixed progress, with some RFMOs having made substantial progress for some governance elements. There has been nominal progress in gradually transitioning to ecosystem-based fisheries management: controls largely do not account for broad or multispecies effects of fishing, and cross-sectoral marine spatial planning is limited. Regional observers collect half of minimum information needed to assess the efficacy of bycatch measures. Over two-thirds of RFMO-managed fisheries lack regional observer coverage. International exchange of observers occurs in one-third of programmes. There is no open access to research-grade regional observer data. Ecological risk assessments focus on effects of bycatch removals on vulnerable species groups and effects of fishing on vulnerable benthic marine ecosystems. RFMOs largely do not assess or manage cryptic, generally undetectable sources of fishing mortality. Binding measures address about one-third of bycatch problems. Eighty per cent of measures lack explicit performance standards against which to assess efficacy. Measures are piecemeal, developed without considering potential conflicts across vulnerable groups. RFMOs employ 60% of surveillance methods required to assess compliance. A lack of transparency and limited reporting of inspection effort, identified infractions, enforcement actions and outcomes further limits the ability to assess compliance. Bycatch in longline fisheries threatens the viability of some seabird populations. The Hawaii longline swordfish fishery reduced seabird captures by an order of magnitude primarily through mitigating bycatch during setting. Now, 75% of captures occur during hauling. We fit observer data to a generalized additive regression model with mixed effects to determine the significance of the effect of various factors on the standardized seabird haul catch rate. Density of albatrosses attending vessels during hauling, leader length and year had largest model effects. The standardized haul catch rate significantly increased with increased albatross density during hauling. The standardized catch rate was significantly higher the longer the leader: shorter leaders place weighted swivels closer to hooks, reducing the likelihood of baited hooks becoming available to surface-scavenging albatrosses. There was a significant linear increasing temporal trend in the standardized catch rate, possibly partly due to an observed increasing temporal trend in the local abundance of albatrosses attending vessels during hauling. Swivel weight, Beaufort scale and season were also significant but smaller model effects. Most (81%) haul captures were on branchlines actively being retrieved. Future haul mitigation research should therefore focus on reducing bird access to hooks as crew coil branchlines, including methods identified here of shorter leaders and heavier swivels, and other potentially effective methods, including faster branchline coiling and shielding the area where hooks becomes accessible. The proportion of Laysan albatross (Phoebastria immutabilis) captures that occurred during hauling was significantly, 1.6 times, higher than for black-footed albatrosses (P. nigripes), perhaps due to differences in the time of day of foraging and in daytime scavenging competitiveness; mitigating haul bycatch would therefore be a larger benefit to Laysans. Locally, findings identify opportunities to nearly eliminate seabird bycatch. Globally, findings fill a gap in knowledge of methods to mitigate seabird bycatch during pelagic longline hauling. Industrial fishing, instrumental in feeding the world's population while providing a livelihood to many people, also presents a variety of hazards to the health of the ocean, including the accumulation of derelict fishing gear. Although direct evidence of harm from derelict gear is abundant, efforts to quantify and assess the threats posed by it are confounded in part by the tremendous diversity of fishing gear and techniques. In this paper, we advance a novel analytic framework for describing the use of fishing gear that can be applied to evaluate the environmental impacts that arise from fishing activity. We model fishing as a unit process comprising three successive characterizations, each of which can be observed and validated independently: the intensity of fishing effort, the material intensity of gear, and the intensity of the environmental effect. We present the method as an open‐source computation system with a library of gear models that can be reviewed and extended by the research community. We apply the program to estimate the generation of derelict gear for several different gear types and discuss how it can be expanded to advance the understanding of the impacts of industrial fishing at the global scale. There is growing evidence that small-scale, coastal, passive net fisheries may be the largest single threat to some sea turtle populations. We review assessments of turtle interactions in these fisheries, and experiments on gear-technology approaches (modifying gear designs, materials and fishing methods) to mitigate turtle by-catch, available from a small number of studies and fisheries. Additional assessments are needed to improve the limited understanding of the relative degree of risk coastal net fisheries pose to turtle populations, to prioritize limited conservation resources and identify suitable mitigation opportunities. Whether gear technology provides effective and commercially viable solutions, alone or in combination with other approaches, is not well-understood. Fishery-specific assessments and trials are needed, as differences between fisheries, including in gear designs; turtle and target species, sizes and abundance; socioeconomic context; and practicality affect efficacy and suitability of by-catch mitigation methods. Promising gear-technology approaches for gillnets and trammel nets include: increasing gear visibility to turtles but not target species, through illumination and line materials; reducing net vertical height; increasing tiedown length or eliminating tiedowns; incorporating shark-shaped silhouettes; and modifying float characteristics, the number of floats or eliminating floats. Promising gear-technology approaches for pound nets and other trap gear include: replacing mesh with ropes in the upper portion of leaders; incorporating a turtle releasing device into traps; modifying the shape of the trap roof to direct turtles towards the location of an escapement device; using an open trap; and incorporating a device to prevent sea turtle entrance into traps. Abstract: Mangrove ecosystems are threatened by climate change. We review the state of knowledge of mangrove vulnerability and responses to predicted climate change and consider adaptation options. Based on available evidence, of all the climate change outcomes, relative sea-level rise may be the greatest threat to mangroves. Most mangrove sediment surface elevations are not keeping pace with sea-level rise, although longer term studies from a larger number of regions are needed. Rising sea-level will have the greatest impact on mangroves experiencing net lowering in sediment elevation, where there is limited area for landward migration. The Pacific Islands mangroves have been demonstrated to be at high risk of substantial reductions. There is less certainty over other climate change outcomes and mangrove responses. More research is needed on assessment methods and standard indicators of change in response to effects from climate change, while regional monitoring networks are needed to observe these responses to enable educated adaptation. Adaptation measures can offset anticipated mangrove losses and improve resistance and resilience to climate change. Coastal planning can adapt to facilitate mangrove migration with sea-level rise. Management of activities within the catchment that affect long-term trends in the mangrove sediment elevation, better management of other stressors on mangroves, rehabilitation of degraded mangrove areas, and increases in systems of strategically designed protected area networks that include mangroves and functionally linked ecosystems through representation, replication and refugia, are additional adaptation options. The reduction of sea turtle mortality in fisheries may contribute to recovering populations. To reduce turtle interactions, regulations for the Hawaii-based longline swordfish fishery required vessels to switch from using a J-shaped hook with squid bait to a wider circle-shaped hook with fish bait. Analyses of observer data showed that, following the introduction of the regulations, significant and large reductions in sea turtle and shark capture rates occurred without compromising target species catches. Capture rates of leatherback and loggerhead turtles significantly declined by 83% and 90%, respectively. The swordfish catch rate significantly increased by 16%. However, combined tuna species and combined mahimahi, opah, and wahoo catch rates significantly declined by 50% and 34%, respectively. The shark catch rate significantly declined by 36%, highlighting the potential for the use of fish instead of squid for bait to contribute to addressing concerns over the sustainability of current levels of shark exploitation. There was also a highly significant reduction in the proportion of turtles that swallowed hooks (versus being hooked in the mouth or body or entangled) and a highly significant increase in the proportion of caught turtles that were released after removal of all terminal tackle, which may increase the likelihood of turtles surviving the interaction. A quarter of turtle captures were in clusters (>1 turtle caught per set and consecutive sets with turtle captures), which is substantially higher than predicted by chance if the events were independent. This suggests that turtles aggregate at foraging grounds and that instituting methods to avoid real-time turtle bycatch hotspots may further reduce turtle interactions. There was no significant correlation between turtle and swordfish catch rates (vessels with high swordfish CPUE do not necessarily have high turtle CPUE), indicating that there may be a fishing practice or gear design causing some vessels to have low turtle catch rates without compromising swordfish catch rates. Reducing by-catch of sea turtles in pelagic longline fisheries, in concert with activities to reduce other anthropogenic sources of mortality, may contribute to the recovery of marine turtle populations. Here, we review research on strategies to reduce sea turtle by-catch. Due to the state of management regimes in most longline fisheries, strategies to reduce turtle interactions must not only be effective but also must be commercially viable. Because most research has been initiated only recently, many results are not yet peer-reviewed, published or readily accessible. Moreover, most experiments have small sample sizes and have been conducted over only a few seasons in a small number of fisheries; many study designs preclude drawing conclusions about the independent effect of single factors on turtle by-catch and target catch rates; and few studies consider effects on other by-catch species. In the US North Atlantic longline swordfish fishery, 4.9-cm wide circle hooks with fish bait significantly reduced sea turtle by-catch rates and the proportion of hard-shell turtles that swallowed hooks vs. being hooked in the mouth compared to 4.0-cm wide J hooks with squid bait without compromising commercial viability for some target species. But these large circle hooks might not be effective or economically viable in other longline fisheries. The effectiveness and commercial viability of a turtle avoidance strategy may be fishery-specific, depending on the size and species of turtles and target fish and other differences between fleets. Testing of turtle avoidance methods in individual fleets may therefore be necessary. It is a priority to conduct trials in longline fleets that set gear shallow, those overlapping the most threatened turtle populations and fleets overlapping high densities of turtles such as those fishing near breeding colonies. In addition to trials using large 4.9-cm wide circle hooks in place of smaller J and Japan tuna hooks, other fishing strategies are under assessment. These include: (i) using small circle hooks (≤ 4.6-cm narrowest width) in place of smaller J and Japan tuna hooks; (ii) setting gear below turtle-abundant depths; (iii) single hooking fish bait vs. multiple hook threading; (iv) reducing gear soak time and retrieval during daytime; and (v) avoiding by-catch hotspots through fleet communication programmes and area and seasonal closures. Mortality in longline fisheries is a critical global threat to most albatross and large petrel species. Here we identify key principles and approaches to identify and achieve broad use of effective seabird by-catch avoidance methods. Despite the availability of highly effective and cost-saving seabird avoidance methods, few longline fleets employ them. Given the political context and capacity of management authorities of the majority of longline fisheries, it is critical to identify seabird avoidance strategies that are not only highly effective, but are also economically viable and commercially practical. Adoption of an international performance standard for longline baited hook–sink rate, and prescribing minimum gear weighting designs that meet this standard that are achievable by all longline fisheries, would be an important step forward towards resolving low use of seabird avoidance methods by vessels, including those in illegal, unregulated and unreported fisheries. Due to differences between fleets, no single seabird avoidance measure is likely to be effective and practical in all longline fisheries. Therefore, testing of seabird avoidance methods in individual fleets is needed to determine efficacy and economic viability. Longline fishers should directly participate in these trials as they have a large repository of knowledge and skills to effectively develop and improve seabird by-catch avoidance techniques, and this provides industry with a sense of ownership for uptake of effective by-catch reduction methods. Establishing protected areas containing seabird colonies and adjacent waters within a nation's EEZ can be an expedient method to address seabird by-catch. However, establishing high seas marine protected areas to restrict longline fishing in seabird foraging areas, which would require extensive and dynamic boundaries and large buffer zones, may not be a viable short-term solution because of the extensive time anticipated to resolve legal complications with international treaties, to achieve international consensus and political will, and to acquire requisite extensive resources for surveillance and enforcement. Analysis of results of research on seabird avoidance methods reveals that the most reliable comparisons of the efficacy of alternative strategies are from comparing the effectiveness of methods tested in a single experiment. Benefits from standardizing the reporting of seabird by-catch rates to account for seabird abundance are described. To provide the most precise inputs for seabird population models, estimates of seabird mortality in longline fisheries should account for seabird falloff from hooks before hauling, delayed mortality of seabirds caught but freed from gear, and mortality caused by hooks discarded in offal. The article examines three seabird bycatch avoidance method used in pelagic longline fisheries based in Hawaii. Two of the treatments made use of branch lines that were placed through 9 meters and 6.5 meters long underwater setting chutes while the third entailed a setting from the side of the vessel. Side-setting has been found to be the most effective of the methods wherein a crew throwing baited hooks was placed about 8 meters forward from the port-stern corner. According to the author, side-setting can be used to reduce seabird mortality when combined with adequate line weighting.

Derelict fishing gear is a highly visible source of marine plastic pollution, causing mortality and ecosystem degradation with uncertain long‐term consequences. The quantity of derelict gear entering the oceans remains unknown because of heterogeneity in fishing gear and effort, as well as inadequate monitoring. Prior studies have been limited in scope to specific fisheries and regions, and large‐scale estimates lack an empirical basis. It is critically important for decision makers to have credible information in order to design effective remediation efforts. We estimated the amount of industrial fishing effort and the associated plastic debris entering the ocean globally each year from lost fishing gear. Using remote observations of fishing vessel activity paired with technical fishing gear models, we generated a bounding estimate for gear operation and loss worldwide in 2018. We estimate that industrial trawl, purse‐seine and pelagic longline fisheries operated 2.1 Mt of plastic gear over 2018 to obtain 49.7 Mt of retained and discarded catch, representing 74% of industrial marine capture globally. The median estimate for plastic gear lost during the use of these gear types was 48.4 kt (95% confidence interval: 28.4–99.5 kt). This estimate excludes abandoned and discarded gear. Improved observation, especially of small‐scale fisheries, is needed to better understand the sources of derelict gear. The process of catching fishing gear that goes out of control is called ghost fishing .Abandoned, lost or discarded fishing gears (ALDFG) can cause adverse economic and environmental effects. Passive fishing gears, such as cages, produce more severe effects after being released into the water. Gargoors are one of the types of cages, which every year a large number of them are left in the sea in the Persian Gulf and the Oman Sea, for various reasons. In recent years, a new generation of gargoors with a rebar body covered with net are used in the waters of Bushehr. This study was conducted with the aim of choosing the best Gargoor model in terms of ALDFG and ghost fishing from November to July 1400 in Bushehr waters. The required data were collected during 310 voyages in 30 coordinates and by 9 vessels equipped with 90 gargoors with a body made of rebar in the depth range of 20 to 50 meters. All gargoors were baited with mixed baits of chirocentrus dorab and Arius thalassinus. The gargoors were monitored every 15 days during an eight-month fishing period without moving. Also, data comparing the efficiency of different gargoor models were collected by distributing questionnaires among those who had used wire and bar gargoor at least twice. The species composition of the catch included 24 species belonging to 12 families, of which common grouper (Epinephelus coioides) and sparus spinifer (Sparus spinifer) had the highest and lowest percentage of catches with 31% and 22%, respectively. The results showed that all the barred gargoor, if they are not lost, return to the land after the end of fishing. According to the answers of the fishermen, the main reasons for the loss of rebar fishing nets were theft (45%), trawl net (28%), bottom fishing net (19%) and weather conditions (9%) respectively, and in terms of life, strength, economy And the lower amount of ALDFG, rebar screws are preferred over wire screws in use. Due to the low rate of abandonment and loss of rebar gargoor, as a factor of superiority over wire gargoors, it is recommended that researchers, by combining their knowledge with the experiences of fishermen, design gargoors with fewer disadvantages while maintaining the merits of different gargoor models, especially from the economic and biological point of view. Marine population modeling, which underpins the scientific advice to support fisheries interventions, is an active research field with recent advancements to address modern challenges (e.g., climate change) and enduring issues (e.g., data limitations). Based on discussions during the 'Land of Plenty' session at the 2021 World Fisheries Congress, we synthesize current challenges, recent advances, and interdisciplinary developments in biological fisheries models (i.e., data-limited, stock assessment, spatial, ecosystem, and climate), management strategy evaluation, and the scientific advice that bridges the science-policy interface. Our review demonstrates that proliferation of interdisciplinary research teams and enhanced data collection protocols have enabled increased integration of spatiotemporal, ecosystem, and socioeconomic dimensions in many fisheries models. However, not all management systems have the resources to implement model-based advice, while protocols for sharing confidential data are lacking and impeding research advances. We recommend that management and modeling frameworks continue to adopt participatory co-management approaches that emphasize wider inclusion of local knowledge and stakeholder input to fill knowledge gaps and promote information sharing. Moreover, fisheries management, by which we mean the end-to-end process of data collection, scientific analysis, and implementation of evidence-informed management actions, must integrate improved communication, engagement, and capacity building, while incorporating feedback loops at each stage. Increasing application of management strategy evaluation is viewed as a critical unifying component, which will bridge fisheries modeling disciplines, aid management decision-making, and better incorporate the array of stakeholders, thereby leading to a more proactive, pragmatic, transparent, and inclusive management framework–ensuring better informed decisions in an uncertain world. For many years, tremendous effort has been dedicated to developing new industrial tuna fisheries, while their adverse impacts on threatened marine species have received relatively little attention. In tuna fisheries, bycatch is the major anthropogenic threat to marine megafauna in general, particularly sharks. Research on the development of gear technology for bycatch reduction and potential mitigation measures helped tuna Regional Fisheries Management Organizations adopt bycatch reduction management measures. After reviewing past research on the development of mitigation measures for pelagic longline and tropical purse seine fisheries based on pelagic species' behaviours, we describe promising new approaches integrating recent technological breakthroughs. New innovations include autonomous underwater vehicles carrying cameras along with miniaturized sensors, aerial drones, computer simulation of fishing gear geometry, environmental DNA assays, computer visualizations and deep learning. The successful application of such tools and methods promises to improve our understanding of factors that influence capture, escape and stress of caught species. Moreover, results emerging from recent ethological research explaining the power of social connection and learning in the "fish world" such as social learning from congeners, habituation to deterrents, and how past fishery interactions affect responses to fishing gear should be taken into account when developing technical mitigation measures. The pelagic fisheries beyond the continental shelves are currently managed with a range of tools largely based on regulating effort or target catch. These tools comprise both static and dynamic area‐based approaches to include gear limitations, closed areas and bycatch limits. There are increasing calls for additional area‐based interventions, particularly expansion of marine protected areas, with many now advocating closing 30% of the oceans to fishing. In this paper, we review the objectives, methods and successes of area‐based management of blue water fisheries across objectives related to food production and environmental, social and economic impacts. We also consider the methods used to evaluate the performance of area‐based regulations and provide a summary of the relative quality of evidence from alternative evaluation approaches. We found that few area‐based approaches have been rigorously evaluated, and that it is often difficult to obtain requisite observational data to define a counterfactual to infer any causal effect for such evaluation. Management agencies have been relatively successful at maintaining important commercial species at or near their target abundance, but success at meeting ecological or social goals is less clear. The high mobility of both target and bycatch species generally reduces the effectiveness of area‐based management, and shifting distributions due to climate change suggest that adaptive rather than static approaches will be preferred. Many populations of marine megafauna, including seabirds, sea turtles, marine mammals, and elasmobranchs, have declined in recent decades due largely to anthropogenic mortality. To successfully conserve these long-lived animals, efforts must be prioritized according to feasibility and the degree to which they address threats with the highest relative impacts on population dynamics. Recently, Wilcox and Donlan (2007, Frontiers in Ecology and the Environment) and Donlan and Wilcox (2008, Biological Invasions) proposed a conservation strategy of "compensatory mitigation" in which fishing industries offset bycatch of seabirds and sea turtles by funding eradication of invasive mammalian predators from the terrestrial reproductive sites of these marine animals . Although this is a creative and conceptually compelling approach, we find it flawed as a conservation tool because it has narrow applicability among marine megafauna, it does not address the most pervasive threats to marine megafauna, and it is logistically and financially infeasible. Invasive predator eradication does not adequately offset the most pressing threat to most marine megafauna populations--fisheries bycatch. For seabird populations, fisheries bycatch and invasive predators infrequently are overlapping threats. Invasive predators have limited population-level impacts on sea turtles and marine mammals and no impacts on elasmobranchs, all of which are threatened by bycatch. Implementing compensatory mitigation in marine fisheries is unrealistic due to inadequate monitoring, control, and surveillance in the majority of fleets. Therefore, offsetting fisheries bycatch with eradication of invasive predators would be less likely to reverse population declines than reducing bycatch. We recommend that efforts to mitigate bycatch in marine capture fisheries should address multiple threats to sensitive bycatch species groups, but these efforts should first institute proven bycatch avoidance and reduction methods before considering compensatory mitigation. Current trajectories of global change may lead to regime shifts at regional scales, driving coupled human–environment systems to highly degraded states in terms of biodiversity, ecosystem services, and human well-being. For business-as-usual socioeconomic development pathways, regime shifts are projected to occur within the next several decades, to be difficult to reverse, and to have regional- to global-scale impacts on human society. We provide an overview of ecosystem, socioeconomic, and biophysical mechanisms mediating regime shifts and illustrate how these interact at regional scales by aggregation, synergy, and spreading processes. We give detailed examples of interactions for terrestrial ecosystems of central South America and for marine and coastal ecosystems of Southeast Asia. This analysis suggests that degradation of biodiversity and ecosystem services over the twenty-first century could be far greater than was previously predicted. Quantitative scenarios are coming of age as a tool for evaluating the impact of future socioeconomic development pathways on biodiversity and ecosystem services. We analyze global terrestrial, freshwater, and marine biodiversity scenarios using a range of measures including extinctions, changes in species abundance, habitat loss, and distribution shifts, as well as comparing model projections to observations. Scenarios consistently indicate that biodiversity will continue to decline over the 21st century. However, the range of projected changes is much broader than most studies suggest, partly because there are major opportunities to intervene through better policies, but also because of large uncertainties in projections. Hundreds of thousands of seabirds are killed each year as bycatch in longline fisheries. Seabirds are predominantly caught during line setting but bycatch is generally recorded during line hauling, many hours after birds are caught. Bird loss during this interval may lead to inaccurate bycatch information. In this 15 year study, seabird bycatch was recorded during both line setting and line hauling from four fishing regions: Indian Ocean, Southern Ocean, Coral Sea and central Pacific Ocean. Over 43,000 albatrosses, petrels and skuas representing over 25 species were counted during line setting of which almost 6,000 seabirds attempted to take the bait. Bait-taking interactions were placed into one of four categories. (i) The majority (57%) of bait-taking attempts were ''unsuccessful'' involving seabirds that did not take the bait nor get caught or hooked. (ii) One-third of attempts were ''successful'' with seabirds removing the bait while not getting caught. (iii) One-hundred and seventy-six seabirds (3% of attempts) were observed being ''caught'' during line setting, with three albatross species - Laysan (Phoebastria immutabilis), black-footed (P. nigripes) and black-browed (Thalassarche melanophrys)- dominating this category. However, of these, only 85 (48%) seabird carcasses were retrieved during line hauling. Most caught seabirds were hooked through the bill. (iv) The remainder of seabird-bait interactions (7%) was not clearly observed, but likely involved more ''caught'' seabirds. Bait taking attempts and percentage outcome (e.g. successful, caught) varied between seabird species and was not always related to species abundance around fishing vessels. Using only haul data to calculate seabird bycatch grossly underestimates actual bycatch levels, with the level of seabird bycatch from pelagic longline fishing possibly double what was previously thought.
