This report accompanies the data base on cost supply potentials. The data base comprises both the sustainable supply and cost of solid lignocellulosic biomass from forestry, dedicated energy cropping, agricultural residues, and secondary residues from wood and food industry as well as from waste. Supply and cost data are provided on NUTS 3 level per single category and expressed in tonnes (dry matter or as received as specified in this report for the specific categories). In case of wood from forests and of secondary forest residues data are also supplied in cubic metres. To each category the cost at road side respectively at gate is determined in order to enable the assessment of economic potentials using the cost-supply method. Data are provided for 2012, 2020 and 2030. They are provided for several ‘potentials’ including: a technical potential; a base potential considering currently applied sustainability practises; and further potential levels that are determined considering changing sustainability restrictions, mobilisation measures and different constraints to account for competing use. This report documents the methods that have been applied to determine cost and supply per resource category. It includes a description of relevant projects, data sources and tools necessary to determine the cost-supply data. It is structured in an introduction and chapters by major origin both for methods used to determine supply and the roadside cost. The results are presented in the form of national level tables and in NUTS3 based maps in the report D1.8 “Atlas with regional cost supply biomass potentials”. They are also made publicly available via the S2BIOM online tool that allows customised analysis and download.

Within the S2BIOM project, WP1 provides state of the art data on current and future sustainable lignocellulosic biomass cost and supply levels for EU28, Western Balkans, Ukraine, Turkey and Moldova. This report provides an overview on the major results in form of maps, tables together with a brief explanation and interpretation. It complements the biomass supply tool that allows interested parties to prepare their own customised tables, maps and cost-supply curves meeting their specific interests and requirements. Potentials can be presented differing options in maps. An explanation on this issue is provided in Annex A7. This report is based on the S2BIOM final data set that is described in S2BIOM report D1.5 (Datta et al. 2017) whereas the methods and data sets used to compile these data are described in S2BIOM report D1.6 (Dees et al. 2017). The geographic scope, the spatial resolution and the thematic scope can be briefly described as follows. Since early 2000, several biomass assessment studies were delivered at European and global level mostly driven by the increasing demand for the development of bioenergy and biofuels, and the need to secure sustainable, continuous supply for the emerging plants. Ongoing research and development and industrial development plus increased drivers to use renewable raw materials in industrial sectors beyond energy have seen the focus of the biomass markets widen to include value chains for bio-based chemicals, pharmaceuticals, and other materials. Consequently, research is now exploring increasingly varied configurations of value chains with the aims of understanding which types and quantifying how much biomass can be extracted sustainably, generate financial returns, and help the industry achieving high-quality products for consumers.This chapter sets the scene for research on biomass supply assessments in Europe and reviews 40 studies delivered during the last 14 years. It analyzes context, key components in terms of terminology, framework conditions and assumptions, models used, and evidence provided so far for policy, research, and industry. It further discusses the main challenges, identifies gaps, and provides recommendations.
