Abstract People affected by conflict are particularly vulnerable to climate shocks and climate change, yet little is known about climate change adaptation in fragile contexts. While climate events are one of the many contributing drivers of conflict, feedback from conflict increases vulnerability, thereby creating conditions for a vicious cycle of conflict. In this study, we carry out a systematic review of peer-reviewed literature, taking from the Global Adaptation Mapping Initiative (GAMI) dataset to documenting climate change adaptation occurring in 15 conflict-affected countries and compare the findings with records of climate adaptation finance flows and climate-related disasters in each country. Academic literature is sparse for most conflict-affected countries, and available studies tend to have a narrow focus, particularly on agriculture-related adaptation in rural contexts and adaptation by low-income actors. In contrast, multilateral and bilateral funding for climate change adaptation addresses a greater diversity of adaptation needs, including water systems, humanitarian programming, and urban areas. Even among the conflict-affected countries selected, we find disparity, with several countries being the focus of substantial research and funding, and others seeing little to none. Results indicate that people in conflict-affected contexts are adapting to climate change, but there is a pressing need for diverse scholarship across various sectors that documents a broader range of adaptation types and their results.

Over 1 billion people are living at the frontlines of climate change in mountain areas, where warming rates outpace the global average and are driving significant changes in environments and ecosystem services. These changes are exacerbating socioeconomic difficulties faced by many mountain communities, and are already intensifying vulnerabilities across mountain areas globally. The situation is indicative of pervasive and consequential deficits in adaptation, and calls attention to the need for a better understanding of existing adaptation efforts, as well as the prospects for increasing the quantity and quality of adaptation action in mountain regions. In response, this MountainAgenda article introduces a conceptual framework for adaptation gaps. It then uses data from 2 major global-scale adaptation reviews to shed light on the nature and true magnitude of the adaptation gap in mountains. It reveals shortcomings in available adaptation options, deficits in the uptake of existing adaptation support, and a general lack of coherence between existing adaptations and keystone global agreements relevant to climate change adaptation. These shortcomings are largely related to soft limits to adaptation that constrain responses across mountain areas. In this article, we provide recommendations for closing the adaptation gap in mountains and suggest that this will require deeply collaborative efforts that are rooted in local needs, aspirations, and ways of knowing, but that are also supported by external capacity building and implementation resources. In many instances, this will resemble a transformative approach to adaptation. The conceptual framework presented here is broadly applicable and can also be utilized to identify and close adaptation gaps in social-ecological contexts beyond mountains.

Abstract Coastal cities are at the frontlines of climate change impacts, resulting in an urgent need for substantial adaptation. To understand whether and to what extent cities are on track to prepare for climate risks, this paper systematically assesses the academic literature to evaluate climate change adaptation in 199 coastal cities worldwide. We show that adaptation in coastal cities is rather slow, of narrow scope, and not transformative. Adaptation measures are predominantly designed based on past and current, rather than future, patterns in hazards, exposure, and vulnerability. City governments, particularly in high-income countries, are more likely to implement institutional and infrastructural responses, while coastal cities in lower-middle income countries often rely on households to implement behavioral adaptation. There is comparatively little published knowledge on coastal urban adaptation in low and middle income economies and regarding particular adaptation types such as ecosystem-based adaptation. These insights make an important contribution for tracking adaptation progress globally and help to identify entry points for improving adaption of coastal cities in the future.

Climate change adaptation responses are being developed and delivered in many parts of the world in the absence of detailed knowledge of their effects on public health. Here we present the results of a systematic review of peer-reviewed literature reporting the effects on health of climate change adaptation responses in low- and middle-income countries (LMICs). The review used the ‘Global Adaptation Mapping Initiative’ database (comprising 1682 publications related to climate change adaptation responses) that was constructed through systematic literature searches in Scopus, Web of Science and Google Scholar (2013–2020). For this study, further screening was performed to identify studies from LMICs reporting the effects on human health of climate change adaptation responses. Studies were categorised by study design and data were extracted on geographic region, population under investigation, type of adaptation response and reported health effects. The review identified 99 studies (1117 reported outcomes), reporting evidence from 66 LMICs. Only two studies were ex ante formal evaluations of climate change adaptation responses. Papers reported adaptation responses related to flooding, rainfall, drought and extreme heat, predominantly through behaviour change, and infrastructural and technological improvements. Reported (direct and intermediate) health outcomes included reduction in infectious disease incidence, improved access to water/sanitation and improved food security. All-cause mortality was rarely reported, and no papers were identified reporting on maternal and child health. Reported maladaptations were predominantly related to widening of inequalities and unforeseen co-harms. Reporting and publication-bias seems likely with only 3.5% of all 1117 health outcomes reported to be negative. Our review identified some evidence that climate change adaptation responses may have benefits for human health but the overall paucity of evidence is concerning and represents a major missed opportunity for learning. There is an urgent need for greater focus on the funding, design, evaluation and standardised reporting of the effects on health of climate change adaptation responses to enable evidence-based policy action.

Governments, businesses, and civil society organizations have diverse policy tools to incentivize adaptation. Policy tools can shape the type and extent of adaptation, and therefore, function either as barriers or enablers for reducing risk and vulnerability. Using data from a systematic review of academic literature on global adaptation responses to climate change (n = 1549 peer-reviewed articles), we categorize the types of policy tools used to shape climate adaptation. We apply qualitative and quantitative analyses to assess the contexts where particular tools are used, along with equity implications for groups targeted by the tools, and the tools’ relationships with transformational adaptation indicators such as the depth, scope, and speed of adaptation. We find diverse types of tools documented across sectors and geographic regions. We also identify a mismatch between the tools that consider equity and those that yield more transformational adaptations. Direct regulations, plans, and capacity building are associated with higher depth and scope of adaptation (thus transformational adaptation), while economic instruments, information provisioning, and networks are not; the latter tools, however, are more likely to target marginalized groups in their design and implementation. We identify multiple research gaps, including a need to assess instrument mixes rather than single tools and to assess adaptations that result from policy implementation. Key policy insights Information-based approaches, networks, and economic instruments are the most frequently documented adaptation policy tools worldwide. Direct regulations, plans, and capacity building are associated with higher depth and scope of adaptation, and thus more transformational adaptation. Capacity building, economic instruments, networks, and information provisioning approaches are more likely to target specific marginalized groups and thus equity challenges. There are many regions and sectors where certain tools are not widely documented (e.g. regulations and plans in Africa and Asia), representing a key research gap.

Islands are at the center of discourses on climate change. Yet despite extensive work on diverse island systems in a changing climate, we still lack an understanding of climate change-related responses amongst islands and what shifting from what might be called “tinkering” (perhaps heat warnings) to “transformational” adaptation (perhaps relocation) means for these vastly different landmasses which are often grouped together by default. Through a systematic review of the climate change adaptation scientific literature, this paper critically reflects on how considering islands as a homogenous ensemble and the use of buzzwords such as “transformational adaptation” may be problematic for diverse island realities under climate change. Our findings show that the adaptation evidence base actually provides literature on contrasting island types and cultural and political contexts, including Small Island Developing States as well as other island territories. This study finds research gaps with respect to regions (e.g., South America, Africa, and Mediterranean) and that there is overall both little evidence of and a lack of context-specific definitions of transformational adaptation in island contexts. The adaptation literature does not yet fully reflect the experiences or needs of islands regarding transitions and transformations throughout history.
