Nonostante gli aumenti senza precedenti dei prezzi dell’energia sui mercati all’ingrosso (+400% il gas nell’ultimo trimestre dell’anno rispetto al primo, +300% l’elettricità) il 2021 è stato l’anno del grande rimbalzo dei consumi energetici, sia a livello globale sia in Europa e in Italia, a dimostrazione della bassa elasticità della domanda di energia ai prezzi almeno nel breve periodo. E con i consumi sono rimbalzate anche le emissioni di anidride carbonica, aumentate a livello globale del 6%, a 36,3 miliardi di tonnellate, il livello più alto mai raggiunto. La permanenza dei prezzi anche nel 2022 su livelli elevatissimi, per di più sostenuti dalla guerra in Ucraina, ha però determinato la progressiva traslazione di questi aumenti sui prezzi al consumo e cambiato il quadro economico. In Italia i dati parziali relativi ai primi mesi del 2022 già segnalano un deciso rallentamento del trend di crescita della domanda di energia.

Nella prima parte del 2022 le tensioni sui mercati dell’energia, che già nell’ultimo trimestre del 2021 avevano portato ad aumenti senza precedenti dei prezzi sui mercati all’ingrosso del gas e dell’elettricità, sono state ulteriormente rafforzate dalla guerra in Ucraina e dalle sanzioni imposte dai paesi occidentali alla Russia. I prezzi del gas, che a metà febbraio erano scesi del 40% rispetto alla media di dicembre, sono stati sospinti a nuovi massimi storici a marzo, tanto che nella media del I trimestre risultano in ulteriore aumento congiunturale del 4% (il TTF, a 98 €/MWh; +430% rispetto al I trimestre 2021). Nel contempo si è riavvicinato ai massimi storici anche il petrolio, che a marzo è tornato a superare i 100 $/bl su base mensile (100 $/bl la media del Brent nel I trimestre, +65% sul I trimestre 2021 e massimo dal 2014), e nuovi record ha raggiunto anche il carbone, così da determinare una crisi dei prezzi dell’energia senza precedenti per intensità e ampiezza. La crisi ha già avuto un impatto molto forte sul tasso di inflazione, a maggio salito nell’eurozona al di sopra dell’8%, e più in generale sull’attività economica, tanto che le previsioni di crescita per il 2022 sono state riviste pesantemente al ribasso. Inevitabilmente, anche la dinamica della domanda di energia ha già subito una brusca frenata: per l’Eurozona si stima nel I trimestre un aumento di poco più dell’1% rispetto a un anno prima, a fronte del +5,7% registrato nel IV trimestre 2021. Ciononostante, i prezzi record del gas e poi la rinnovata priorità assunta dalla sicurezza energetica hanno portato a una forte ripresa dei consumi di carbone nella generazione elettrica, con conseguente aumento delle emissioni di CO2, stimate a +5,4% nel I trimestre nell’Eurozona (dopo il +4% complessivo dell’anno passato; +8% nel IV trimestre).

Nella seconda metà del 2021 i mercati dell’energia sono stati caratterizzati dall’impennata senza precedenti dei prezzi del gas e dell’elettricità: il prezzo del gas al TTF, che aveva iniziato l’anno sotto i 18 €/MWh, è arrivato a superare i 100 €/MWh; i prezzi dell’elettricità sulle borse europee hanno seguito a ruota, con aumenti fino al 300% nelle medie mensili a ottobre e novembre. Con la progressiva traslazione di questi aumenti sui mercati al dettaglio si intensificano i rischi che il balzo dei prezzi energetici impatti sulla ripresa economica e sulla domanda di energia. Per tutto il terzo trimestre e ancora nei due mesi successivi i segnali positivi hanno però continuato a prevalere. Il quadro economico resta infatti caratterizzato da prospettive positive, tanto che le ultime due previsioni economiche della Commissione Europea hanno rivisto al rialzo le stime di crescita dell’economia europea, che entro la fine del 2021 dovrebbe ritornare sui livelli di prodotto pre-pandemici. In questo quadro economico il sistema energetico europeo sembra rimanere su un sentiero di espansione della domanda di energia. Per il terzo trimestre si stima un aumento dei consumi europei di energia primaria dell’ordine del 4%, con un primo significativo arretramento dei consumi di gas naturale e un forte aumento dei consumi di carbone. Nell’insieme dei primi nove mesi dell’anno l’aumento dell’energia primaria è stimato poco al di sotto del 4%, con conseguente rimbalzo anche delle emissioni di CO2, che tuttavia restano inferiori di oltre il 10% rispetto allo stesso perido del 2019.

This paper compares different results from a set of energy scenarios produced by international energy experts, in order to analyse projections on increasing European external energy dependence and vulnerability. Comparison among different scenarios constitutes the basis of a critical review of existing energy security policies, suggesting alternative or complementary future actions. According to the analysis, the main risks and negative impacts in the long term could be the increasing risk of collusion among exporters due to growing dependence of industrialized countries and insufficient diversification; and a risk of demand/supply imbalance, with consequent instability for exporting regions due to insufficient demand, and lack of infrastructures due to insufficient supply. Cooperation with exporting countries enhancing investments in production capacity, and with developing countries in order to reinforce negotiation capacity of energy-importing countries seem to be the most effective policies at international level.

The effects of the update of the EUROfusion TIMES Model (ETM) industrial sector to account for the introduction of low-carbon technologies is presented and discussed in this work. ETM is a minimum-cost energy system model aimed at investigating the conditions for the introduction of nuclear fusion in the future electricity mix. The most interesting ETM long-run scenarios (until 2100) must comply with stringent environmental targets to pursue the Below-2-Degrees objective, identified in the Paris Agreement, allowing wide commercial adoption of innovative production processes - currently under test or research - which would almost completely replace well-established fossil-based industrial techniques in the iron and steel, chemicals, non-ferrous metals, non-metallic minerals and pulp and paper sub-sectors. Among them, low-carbon and electrolysis-based processes could open the way to a considerable increase of electricity demand, requiring also clean resources not to undermine sectoral efforts in becoming more environmentally sustainable, and the same does the implementation of CCS technologies. The study shows that the industrial sector contributes to the energy mix decarbonization by relying on CCS technologies, when available, or new low-carbon technologies. The progressive electrification of the industrial sector turns into an increasing final electricity demand which is covered by renewables and nuclear when stringent climate policies are put in place. Despite technological constraints are likely to slow down fusion deployment in the future, a range of scenarios show that nuclear fusion could contribute to generation of carbon-free electricity in the future European energy system.

Energy system models for the analysis of future scenarios are mainly driven by the set of energy service demands that define the broad outlines of socio-economic development throughout the model time horizon. Here, the long-term effects of the COVID-19 pandemic on the drivers of the industrial production in six energy-intensive subsectors are addressed using Vector AutoRegressive models. The model results are computed either considering or not considering the effects of the pandemic. The comparison to established pre-pandemic trends allows for validating the robustness of the selected model. The anticipated effect of the pandemic to 2040 shows a long-term reduction by 3% to 10%, according to the different subsector, in the industrial energy service demand. When the computed service demands are used as input to the TIMES-Italy model, which shows good capability to reproduce the energy consumption of the industrial sectors in the period 2006–2020, the impact of the pandemic on energy consumption forecasts can be assessed in a business-as-usual scenario. The results show how the long-term effects of the shock caused by the pandemic could lead, by 2040, to a total industrial energy consumption 5% lower than what was foreseen before the pandemic, while the energy mix remains almost unchanged.

This paper presents a methodological framework using a multi model approach to assess power system security. System security is viewed here as a multidimensional systemic property of the entire energy system. The paper shows that the different dimensions of a secure energy system are correlated, and hence their behaviour cannot be explained solely by an understanding of the individual dimensions or by system elements in isolation. The implication of this is that a proper assessment of the security of a power system requires a combination of different techno-economic models. The paper develops a comprehensive multi-model approach for investigating energy security issues within power systems, and applies it to a case study focussing on the Italian power sector. The core research activity involves using an energy systems model of Italy (MONET) to build a dedicated power systems model (PLEXOS-IT) and then undertaking a soft-linking exercise between the two models. The purpose is to use PLEXOS-IT to investigate the system adequacy of the power system results produced by MONET for future possible energy system scenarios. © 2015 Elsevier Ltd. All rights reserved.
