CONTEXT The ability of a farm to cope with challenges is often conceptualised as resilience. Although improving resilience of farms is a major policy goal in the European Union, the current state of resilience is often unknown. Previous resilience assessments have been based either on pre-defined indicators or on perceptions. In particular, empirical research of perceived resilience is still limited and usually restricted to one specific resilience capacity, one challenge, or one function. OBJECTIVE We investigate how European farmers perceive resilience capacities of their farms. Extending beyond previous research, we cover all three resilience capacities (robustness, adaptability, and transformability), consider a broad range of short-term shocks and long-term stresses, and include multiple functions. Furthermore, we analyse farms from diverse farming systems across Europe and investigate whether farms and farmers with similar perceived resilience capacities share characteristics. METHODS We address the complex nature of resilience capacities by accounting for multiple scales formulated as analytical steps of a resilience assessment framework. More specifically, these are ‘resilience of what’ (farms and farming systems), ‘resilience to what’ (challenges), ‘resilience for what purpose’ (functions), and ‘what enhances resilience’ (resilience attributes). These steps guided the development of a survey with farmers across eleven European farming systems. Based on three indices for each farmer indicating perceived robustness, adaptability, and transformability of their farms, we identified two classes of farmers with particularly strong and weak resilience profiles respectively. Using nonparametric Mann-Whitney U tests, we furthermore compared other parameters collected via the survey across the identified classes. RESULTS AND CONCLUSIONS Our data sample outputs two classes of similar size characterised by all three perceived resilience capacities being above (below) regional average. This finding suggests that the perceptions of robustness, adaptability, and transformability are mutually dependent. Furthermore, we found that farmers who perceive their resilience above the regional averages are characterised by lower risk aversion, greater focus on providing public goods, a higher number of implemented risk management strategies, more active involvement in networks, and greater openness to innovation. SIGNIFICANCE The revealed links between particular characteristics of farms and farmers and different levels of perceived resilience capacities can support policy-makers in developing more targeted resilience-enhancing strategies, as well as in understanding farmers' responses to challenges. Finally, our results can serve as a basis for further research, e.g., for formulating and testing hypotheses on causal effects between perceived resilience and its components, and on links between perception- and indicator-based resilience assessments. The SURE-Farm project aims to analyse, assess and improve the resilience and sustainability of farming systems in Europe. Farming systems face a whole range of social, ecological, economic and political disturbances and changes, such as sharp market fluctuations, severe weather events, climate change, new technologies, changes in consumer preferences and in governance structures and so forth, operating at a range of scales (local, regional, national and global). Some stresses on the farm system can be predicted (e.g. retirement of farmers), while other shocks are more uncertain and unpredictable (e.g. flooding, sudden price drop, illness). Project’s WP2 aims to comprehensively understand farmers’ risk behaviour and risk management (RM) decisions, and to develop and test RM strategies and decision support tools that farmers can use to cope with increasing economic, environmental and social uncertainties and risks. WP2 contributes to the development of RM in EU farming systems by understanding and eliciting farmers’ risk perceptions and preferences; learning about farmers’ adaptive behaviour; learning capacity and preferred improvements of current RM tools; designing and analysing improved strategies to deal with extreme weather; and co-creating improved RM tools and map-related institutional challenges.

The aim of the study is a comparative analysis of heating costs of heat pumps and biomass-fired boilers. The study was carried out in the communes of Ruda-Huta (Chełm County) and Dębowa Kłoda (Parczewski County). The subject of the study were school complexes in which the heating system was changed from heating oil to ground heat pumps and a boiler house, working on fine coal, replaced by a biomass-fired boiler-house. The Levelised Cost of Heat (LCOH) method was used to assess heating costs in both facilities. In Poland, according to data for 2018, the basic carrier of renewable energy used in heating was biomass (90.5%), where the share of heat pumps was only 0.4%. The study shows that such proportions, at least in the public utility buildings heating sector, are not economically justified. Average heating costs, estimated using the LCOH method, turned out to be over 20% higher in the case of biomass than in the case of heat pumps. The attractiveness of this technology in heating is evidenced by the development of this market in Europe. Similar trends are also taking place in the world market. Due to the fact that electricity is most often used to generate this type of heat, the development of this sector will highly depend on the relation between its prices and prices of other energy carriers.

The article in the theoretical part draws attention to the phenomenon of climate change and two-way relations between these changes and agriculture. Agriculture as an economic sector is extremely sensitive to any climatic disturbances. However, as a greenhouse gas (GHG) emitter, it contributes to this process. In the era of significant reductions in GHG emissions, it is becoming increasingly important to obtain the highest economic effects with the smallest external effects (e.g. GHG). The purpose of the article is therefore to determine the level of GHG emissions in agriculture and the economic and climate efficiency of agriculture in EU countries and comparison to other sectors of the economy. The DEA method was used in the study. Calculations were made based on Eurostat data. It was found that the share of GHG emissions of agriculture in the EU represents 10-11% of all emissions in the European Union. Agriculture is the least economically and climatically effective sector of the EU economy. Comparing the agriculture of individual countries, the highest efficiency was achieved by Italy, Cyprus, the Netherlands, Slovakia and Finland, the lowest - Lithuania, Poland and Latvia. W artykule w części teoretycznej zwrócono uwagę na zjawisko zmian klimatycznych oraz dwukierunkowych relacji pomiędzy tymi zmianami a rolnictwem. Rolnictwo jako sektor gospodarki jest niezwykle wrażliwy na wszelkie zaburzenia klimatyczne. Z drugiej strony jako emitent gazów cieplarnianych (GHG) m swój udział w tym procesie. W dobie znaczących redukcji emisji GHG coraz istotniejszą kwestią jest otrzymywanie jak najwyższych efektów ekonomicznych przy jak najmniejszych efektach zewnętrznych (np. GHG). Celem artykułu jest zatem określenie poziomu emisji GC w rolnictwie oraz efektywności ekonomiczno-klimatycznej rolnictwa w krajach UE oraz w porównaniu do innych działów gospodarki. W opracowaniu wykorzystano metodę DEA. Obliczeń dokonano na podstawie danych Eurostatu. Stwierdzono, że udział emisji GC rolnictwa w UE stanowi 10-11% wszystkich emisji we Wspólnocie. Rolnictwo jest najmniej ekonomiczno-klimatycznie efektywnym sektorem gospodarki UE. Porównując natomiast rolnictwo poszczególnych krajów, najwyższą efektywność osiągnęły Włochy, Cypr, Holandia, Słowacja i Finlandia, najniższą Litwa Polska i Łotwa. Web of Science 22 2 1027 1014

Subject and purpose of work: The subject of this analysis and evaluation is the use of renewable energy sources in Poland, particularly in the Lubelskie Voivodeship, as a peripheral region. The purpose of this paper is to identify the role and evaluate the scale and effects of using renewable energy sources (RES), as well as the availability and absorption of financial resources for RES promotion. Materials and methods: The data were obtained from the Office of the Ruda-Huta Commune, the Regional Operational Programme Department of the Marshal Office of the Lubelskie Voivodeship in Lublin and the Department of European Funds of the Ministry of Energy, as well as Statistics Poland (GUS) and the literature on the subject. Results: In Poland the proportion of energy from renewable sources to the total primary energy generated increased in 2012-2018 from 11.73% to 14.46%. A new phenomenon, which has been highly significant for the development of this sector, is the use of innovative, small-scale technologies of energy generation from renewable sources, which created the foundations for the growth of a citizens’ energy sector, based on the initiative of the citizens and their communities. The use of RES contributes to reduced expenditures on the purchase of energy carriers and constitutes an effective method of implementing plans for developing a low-carbon economy and reducing low-stack emissions. Conclusions: The continuing disparities between the regions point to the need for active structural intervention to maintain economic, social and territorial cohesion, particularly in areas which are considered peripheral and have a very low GDP per capita. One of the preferred directions should be to support the use of RES.

The purpose of the conducted research was to assess the economic efficiency of the application of heat pumps in heating. The research was carried out in the Ruda-Huta Commune (Chełm County, Lublin Province). The research was conducted at the School Complex, where, in 2012, the heating system was changed from a system powered by fuel oil to a system of ground heat pumps. Due to the very low level of interest rates during the analysed years, the method of simple payback time, SPBT, was used to assess the economic effectiveness of this investment. The research shows that the application of a ground-source heat pump for heating the building of the School Complex in Ruda-Huta was economically efficient in comparison with the oil fuel system. The SPBT simple payback time was 2.14 years. Obtaining such a quick return on capital expenditure was a result of both significantly lower operating costs and obtained subsidy in the amount of approximately 50% of the total financial resources spent on the implementation of this project. Based on the obtained results, it can be concluded that the replacement of the oil heating system with heat pumps would be economically viable even without subsidies, but then the SPBT would extend to 5.48 years.

The goal of the conducted research was to assess the economic profitability of investment in a photovoltaic power plant located in south-east Poland, taking into consideration the whole invested capital, regardless of its origin. To determine such profitability, the NPV (Net Present Value) was used as well as the DPBT (Dynamic [Discounted] Pay Back Time). Empirical data was obtained from Energia Dolina Zielawy Sp. z o.o., with its registered office in Wisznice, which owns a photo-voltaic farm with 1.4 MW power, located in Bordziłówka (commune of Rossosz, province of Lublin). In accordance with the adopted assumptions described in the methodology section, the net present value of the investment in both variants was above zero, thus being economically efficient. The discounted period of payback time DBPT for the version with a subsidy was 9 years, whereas the option without subsidy extended that period to 13 years, and in the case of not taking the PMSPE into account – 18 years, still significantly shorter than the assumed 25-year period of use.

Celem podjętych badań było określenie zmian oraz dynamiki kształtowania się kosztów inwestycyjnych w sektorze fotowoltaicznym. W latach 2011-2016 polski sektor fotowoltaiczny charakteryzował się bardzo wysoką dynamika wzrostu. Moc zainstalowanych systemów fotowoltaicznych zwiększyła się z 1 MW do 187 MW, a ilość wytworzonej energii elektrycznej z około 0,01 GWh do 124 GWh. Do najważniejszych czynników dynamizujących rozwój tego sektora, oprócz liberalizacji prawa energetycznego oraz publicznych środków finansowych, należy zaliczyć spadek jednostkowych kosztów instalacji fotowoltaicznych, zarówno prosumenckich jak i komercyjnych. W 2018 roku średni koszt instalacji 1 kW systemu fotowoltaicznego wynosił od 4,0 do 6,4 tys. zł, przy średniej około 5 tys. zł. Wahania te wynikają m.in. z typu i jakości zastosowanych modułów PV, inwerterów, sposobu montażu, konkurencji na rynku lokalnym i sposobu wyboru oferty.

Celem artykułu jest ocena zmian i perspektyw rozwoju zastosowania pomp ciepła w kontekście strategii UE „Czysta planeta dla wszystkich” oraz Polityki Energetycznej Polski do 2040 roku. Materiałem badawczym i źródłem informacji były opracowania, raporty i sprawozdania Konsorcjum „EurObserv’ER”, GUS, Komisji Europejskiej i Ministerstwa Energii. Analizy obejmowały lata 2009-2017 z perspektywą do 2030 roku. Z przeprowadzonych badań wynika, że liczba pomp ciepła znajdujących się w eksploatacji w krajach Unii Europejskiej w 2017 roku wyniosła 34,4 mln i w stosunku do 2012 roku wzrosła o ponad 170%. W tym samym okresie w Polsce ich liczba zwiększyła się ponadczterokrotnie, nie mniej jednak ilość wytworzonego ciepła wzrosła tylko o około 64%. Mimo tak znaczącego wzrostu Polska pod względem liczby instalacji i udziału pomp ciepła w pozyskaniu energii ze źródeł odnawialnych w dalszym ciągu charakteryzuje się stosunkowo niskim poziomem wykorzystania tego potencjału. Jego rozwój może przyczynić się nie tylko do realizacji zobowiązań wynikających z polityki klimatyczno-energetycznej, ale wnieść znaczący udział poprawę czystości powietrza atmosferycznego.

Celem artykułu jest ocena skutków wprowadzania zmian do polityki klimatyczno-energetycznej UE w odniesieniu do sektora biopaliw, ze szczególnym uwzględnieniem wpływu tych zmian na perspektywy produkcji rzepaku. Materiałem badawczym i źródłem informacji były raporty i sprawozdania Ministerstwa Energii, Ministerstwa Rolnictwa i Rozwoju Wsi, Urzędu Regulacji Energetyki, Krajowego Ośrodka Wsparcia Rolnictwa, GUS i Komisji Europejskiej. Analizy obejmowały lata 2007-2015 z perspektywą do 2030 roku. W wyniku wprowadzenia tych zmian może nastąpić ograniczenie powierzchni zasiewów rzepaku. Z przeprowadzonych badań wynika, że obniżenie realizacji NCW o 1% będzie skutkować zmniejszeniem powierzchni zasiewów rzepaku o 42,28 tys. ha. W 2030 roku obszar zajęty pod uprawę tej rośliny może być mniejszy o 14,3% w stosunku do 2021 roku.

The aim of the study was to determine the importance of renewable energy sources in municipal plans for a low carbon economy. The basic data source accounted for the information contained in Low-Carbon EconomyPlans (LCEPs) adopted for the period 2015-2020 by 15 rural communities Lublin province. The analysis shows that renewable energy reached a high rank in the plans for a low carbon economy of all municipalities. A key factor in the reduction of greenhouse gas emissions in their area will be the substitution of fossil energy carriers solar, wind and biomass. Its total share in reducing greenhouse gas emissions will be almost 90%.

Celem pracy jest ocena skutków wprowadzania zmian do polityki klimatyczno-energetycznej UE w odniesieniu do sektora biopaliw. Materiałem badawczym i źródłem informacji były raporty i sprawozdania Ministerstwa Energii, Ministerstwa Rolnictwa i Rozwoju Wsi, Urzędu Regulacji Energetyki, GUS, Komisji Europejskiej i Międzynarodowej Agencji Energii Odnawialnej. Badania obejmowały lata 2007-2015 z perspektywą do 2030 roku. Z przeprowadzonych analiz wynika, że realizacja założonych zobowiązań odnoszących się do minimalnego udziału energii odnawialnej zużywanej przez środki transportu, a wynikających z wniosku dotyczącego dyrektywy 2009/28/WE z 23.02.2017, w zaproponowanych terminach może być trudna do realizacji. Obecnie istniejące instalacje wytwarzające biopaliwa zaawansowane to przede wszystkim niewielkie, prototypowe linie technologiczne, których komercjalizacja narażona jest na wiele zagrożeń mogących uniemożliwić osiągnięcie zakładanych zdolności produkcyjnych.

Ze struktury pozyskania energii ze źródeł odnawialnych w Unii Europejskiej wynika, że dotychczas największe znaczenie miała biomasa wykorzystywana głównie w ciepłownictwie, elektroenergetyce, biogazowniach oraz do wytwarzania biopaliw. Od początku drugiej dekady XXI wieku jej udział zmniejszał się, a coraz większego znaczenia nabierała energia wiatrowa i słoneczna. Głównym powodem było nie tylko subsydiowanie rozwoju tych sektorów, ale także coraz niższe koszty i wyższa efektywność energetyczna, głównie instalacji fotowoltaicznych i solarnych. Celem podjętych badań było określenie zmian oraz dynamiki rozwoju tego sektora energetyki. Na podstawie opracowanych modeli tendencji rozwojowych, które charakteryzowały się zdolnością wyjaśniania opisywanych zjawisk, przedstawiono prognozy pozyskiwania energii ze źródeł odnawialnych w UE do 2030 roku. Z przedstawionych badań wynika, że do 2030 roku energetyka słoneczna stanie się głównym dostawcą energii ze źródeł odnawialnych.

Celem podjętych badań było określenie zmian oraz dynamiki rozwoju sektora biogazu w Polsce. Na podstawie opracowanych modeli tendencji rozwojowych, które charakteryzowały się zdolnością wyjaśniania opisywanych zjawisk, przedstawiono prognozy pozyskiwania energii ze źródeł odnawialnych w Polsce do 2030 roku. Z przedstawionych badań wynika, że do 2030 roku udział tego sektora w wytwarzaniu energii ze źródeł odnawialnych ulegnie podwojeniu.
