4. Grapevine Yield Big-data for Soil and Climate Zoning. A case study in Languedoc-Roussillon, France

New winegrower and resource datasets appear to be a great opportunity to understand which are the environmental factors involved in grapevine yield spatially. Such analysis can help regional label managers and winegrowers for the conception of local adaptation strategies to climate change, reducing yield gaps. In the present study, we aggregated yield a big dataset obtained from Pays d’Oc winegrowers (n = 96677) between 2010 and 2018 at the municipality level (n = 606), located in the Languedoc-Roussillon region, in the South of France. We used a backward stepwise model selection process using linear mixed-effect models to discriminate and select significant indicators capable of estimating grapevine yield at the municipality level, these include: Soil Available Water Capacity (SAWC), soil pH, Huglin Index, the Climate Dryness Index, the number of Very Hot Days and Days of Frost. We then determined spatial zones by creating clusters of municipalities with similar soil and climate characteristics. The seven zones presented two marked yield levels. Yet, all zones had municipalities with both high yield and high yield gaps. On each zone, grapevine yield was found to be driven by a combination of climate and soil factors, rather than just by a single environmental factor. Environmental factors at this scale largely explained yield variability across the municipalities, but they were not performant in terms of annual yield prediction. Further research is required on the interactions between environmental factors, plant material and farming practices.

In the context of climate change, farms are expected to face more frequent extreme events such as heat peaks, droughts, frost, hail or floods. In order to comprehend and compile data on these subjects, observation through on field surveys is essential. Nevertheless, this method is time consuming and costly which is why modelling has been developed to help predict or evaluate farm vulnerability linked with climate change. The so-ii observatory studies two watersheds (Lez-Mosson and Or) near the city of Montpellier. Subject to a Mediterranean climate, the types of flood hazards it faces are multiple (runoff, overflow, marine submersion or rising water tables). The flooding hazard is the natural hazard that generates the most damage in the world. This observatory focuses on floods but faces many other climatic challenges such as high temperatures and water stress. Short term-damage is often well covered but the evaluation of long-term damage, resilience and vulnerability of farms facing extreme events is less studied as it is difficult to collect data and understand the mechanisms behind these issues. Observation on the long-term will be facilitated with the observatory and setting up networks of flood observers. In this report, we propose a methodology that we are currently implementing to jointly and recursively improve the observation and modelling of flood impacts on agricultural systems. In particular, we wish to define more precisely the diversity of flood impacts and long-term damage on farms by taking into account the development trajectory of farms. To this end, we combine two complementary approaches: observation and modelling.

International audience; Grapevine yield has been historically overlooked, assuming a strong trade-off between grape yield and wine quality. At present, menaced by climate change, many vineyards in Southern France are far from the quality label threshold, becoming grapevine yield-gaps a major subject of concern. Although yieldgaps are well studied in arable crops, we know very little about grapevine yield-gaps. In the present study, we analysed the environmental component of grapevine yield-gaps linked to climate and soil resources in the Languedoc Roussillon. We used SAFRAN data and IGP Pays d’Oc wine yields from 2010 to 2018. We selected climate and soil indicators proving to have a significant effect on average wine yield-gaps at the municipality scale. The most significant factors of grapevine yield were the Soil Available Water Capacity; followed by the Huglin Index and the Climatic Dryness Index. The Days of Frost; the Soil pH; and the Very Hot Days were also significant. Then, we clustered geographical zones presenting similar indicators, facilitating the identification of resources yield-gaps. We discussed the number of zones with the experts of IGP Pays d'Oc label, obtaining 7 zones with similar limitations for grapevine yield. Finally, we analysed the main resources causing yield-gaps and the grapevine varieties planted on each zone. Mapping grapevine resource yield-gaps are the first stage for understanding grapevine yield-gaps at the regional scale.

11. Exploring resilience and competitiveness of wine estates in Languedoc-Roussillon in the recent past: a multi-level perspective

The Languedoc-Roussillon, south west Mediterranean, wineries are facing a decline in wine yields particularly Protected Geographical Indication (PGI) wine yields. Climate change is one of the many factors and its effect is also expected to increase in the future. There is also structurally a large heterogeneity of yield profiles among terroirs, varieties and strategies of winegrowers. To investigate the link between yield, competitiveness and resilience multiple approaches have been combined in an observatory of wine yields and competitiveness for Pays d'Oc (PGI) wines. The resilience concept can be approached by the operational tool of trajectories. The present work aims at analyzing individual trajectories of PGI wine growers' to characterize the resilience of these farming systems. By analyzing individual data (toll data) of wine production over 9 years we suggest a methodology to represent their inter annual trajectories.

Les effets du changement climatique sur le secteur agricole dans les territoires arides et semiarides sont multiples et il est crucial d'étudier les mesures d'adaptation envisageables. Parmi ces mesures, l'irrigation et la gestion collective de l'eau ont une place centrale tant les ressources en eau sont fortement sous-tension et sont d'ores et déjà indispensables dans certaines régions pour le maintien d'une partie du secteur agricole. Des politiques efficaces et robustes ainsi que leur évaluation dans un contexte de changement climatique sont nécéssaires. Ce travail analyse les effets des politiques et leurs instruments de gestion de l'eau sur la capacité d'adaptation du secteur agricole au changement climatique dans un territoire du Sud de l'Europe, le bassin du Guadalquivir en Andalousie. Pour ce faire une perspective historique est adoptée. Nous distinguons les politiques de l'eau d'une part et l'évolution de l'agriculture d'autre part. Une étude de terrain complète cette analyse et a permis d'étudier les adaptations de court terme des agriculteurs lors d'une sécheresse. Celle-ci suggère que si la trajectoire semble assez peu résiliente mais performante du point de vue économique, les agriculteurs ont encore des marges de manoeuvre pour l'optimisation de l'usage de l'eau.

International audience; La communication montre comment l’enjeu du changement climatique amène les chercheurs travaillant sur la vigne et le vin à s’engager dans un nouveau régime de production de connaissance scientifique, plus participatif et médiatique, qui vise à concevoir et accompagner des «solutions» fondées sur des «innovations responsables». L’analyse du projet LACCAVE (2012-2021) de l’INRA révèle comment les chercheurs ont ainsi progressivement pris en compte la complexité et les temporalités des processus d’adaptation au changement climatique, puis ont associé les acteurs de ce secteur dans une démarche de prospective participative, dans les sept principaux vignobles français. Les innovations étudiées s’inscrivent alors dans des réponses stratégiques et responsables face à l’enjeu climatique, associant finalement adaptation (responsabilité limitée) et atténuation (responsabilité globale).

La filière vigne & vin fait face à deux urgences : s’adapter aux changements climatiques et contribuer à l’effort de réduction des émissions de gaz à effet de serre. La vigne est d’ores et déjà impactée par ces changements : l’avancement de la phénologie et de la période de récolte, la baisse d’acidité du raisin à la récolte, l’augmentation du degré alcoolique, l’évolution des profils aromatiques et polyphénoliques et les évolutions de rendements sont autant d’impacts déjà mis en évidence. La collaboration entre acteurs de la filière apparaît comme un levier important face à un problème complexe aux enjeux variables selon les territoires et les modèles.Dans cet article, nous présentons les approches et outils développés dans le cadre du projet MEDCLIV pour encourager, faciliter, accompagner cette collaboration, de l’échelle locale à l’échelle méditerranéenne. National audience; La filière vigne & vin fait face à deux urgences : s’adapter aux changements climatiques et contribuer à l’effort de réduction des émissions de gaz à effet de serre. La vigne est d’ores et déjà impactée par ces changements : l’avancement de la phénologie et de la période de récolte, la baisse d’acidité du raisin à la récolte, l’augmentation du degré alcoolique, l’évolution des profils aromatiques et polyphénoliques et les évolutions de rendements sont autant d’impacts déjà mis en évidence. La collaboration entre acteurs de la filière apparaît comme un levier important face à un problème complexe aux enjeux variables selon les territoires et les modèles.Dans cet article, nous présentons les approches et outils développés dans le cadre du projet MEDCLIV pour encourager, faciliter, accompagner cette collaboration, de l’échelle locale à l’échelle méditerranéenne. Ce document est le rapport complet de l'évènement : déroulement, format d'animation, restitution des travaux et projets construits. Trois idées ont émergé de ce Climathon : 1) organiser un espace d'expérimentation collective à l'échelle du territoire, 2) diversifier la production des exploitations, 3) installer une écurie municipale, pour faire appel au cheval dans les vignes.

International audience; Climate change is expected to have a double effect on water resources, directly, by potentially reducing the rechargeof water resources and, indirectly, through an increase of water demands and uptakes, mainly through irrigatedfarming. Understanding the rationale leading farmers to adapt to climate change is thus a major challenge forwater management because one of the strategies to adapt to increasing crop water requirement is irrigation. Thiswill induce new water demands, thus understanding the determinants of irrigation choice is a challenge for robustwater planification both in terms of water conveyance infrastructure planning and environmental impacts onwater resources. It is also a central issue for agricultural economics and policy. One of our main assumptions tothis analysis is to state that climate change is just one of the multiple changes farmers are facing together withregulatory changes (right to irrigate on a regular basis since 2006), economic changes linked to the changesin consumers demand and wine market in general, and technical changes. Adaptation must be seen as a responseto all the perceived changes and not to a particular one, apriori. Also, adaptation has always been at the core offarmer’s experience.In order to explore these questions, we concentrate on the case of wine growers in South-East France (Languedoc-Roussillon) where the context is changing: irrigation is authorized on a regular basis since 2006 only and a largewater conveyance infrastructure is being constructed enabling for new water resources. We surveyed winegrowers in Languedoc-Roussillon via a detailed Internet questionnaire sent to more than 3000 winegrowers tounderstand the determinants of agricultural practices and strategic choices (planting, structural size change,commercialization). The diffusion of the questionnaire was realized via the mail listings of professional organisms(Chambre d’agriculture, cooperatives...). We collected data on current and future practices relative to soilplantwater management, perceptions of past economic, regulatory, technical and climate changes and social andeconomic characteristics such as objectives that wine growers are pursuing with their activity (improving winequality, preserving tradition, etc.). For all completed and validated survey variables characterizing the terroir aresystematically associated to each farm: rain, temperature, soil water capacity, elevation.A representative sample of 363 wine growers is used for a descriptive and econometric analysis. 30% of our sampleis already irrigating vine while up to 28% is considering this option. When facing a climate change scenario by2050, 57% of those not currently irrigating say they would implement irrigation. This illustrates the importanceof anticipating future demand for water irrigation. We consider two main types of determinants and explore theirrelative contribution in explaining the adoption of water management practices at farm level. Terroir-like variablesand socio-economic variables, including main objectives that vine growers are pursuing with their activity areexplored as determinants. The results confirmed that both terroir and socio-economic determinants play a significantrole in the implementation of adaptation actions among which irrigation. Perceptions of past changes aredeterminants of adaptations: for instance perceptions of regulatory changes are determinants of existing irrigationwhereas perception of climate change is a determinant of having the project to irrigate in the future. Results suggestthat having its own cellar (wine transformation), increasing its size, being part of professional networks, producingwine of good quality and developing commercial strategies are determinants of resilient farms.

Cette thèse développe et discute différentes approches micro-économiques de modélisation de l’agriculture pour représenter l’effet de changements globaux et de politiques de gestion de l’eau sur l’adaptation de l’agriculture et sur les ressources en eau. Après un chapitre de synthèse et une revue de la littérature, quatre essais sont présentés. Le premier essai décrit la représentation du comportement de dix exploitations agricoles en Alsace et en Bade (Allemagne) à partir de modèles de programmation linéaire qui intègrent la prise en compte du risque. Après extrapolation, les résultats de simulation sont couplés à une chaîne de modèle plante-sol et de transfert hydrogéologique afin d’estimer la concentration future en nitrate dans l’aquifère du Rhin supérieur. Les simulations des trois scénarios de changements - tendanciel, libéral et interventionniste - suggèrent que les concentrations en nitrates baissent dans les trois cas par rapport à la référence. Le second essai explore l’effet de l’incertitude de changements globaux sur les ressources en eau par des simulations Monte Carlo pour le modèle alsacien (premier essai) et un modèle de demande en eau agricole (Sud-Ouest). Plusieurs niveaux de dépendance entre les paramètres incertains sont caractérisés. L’analyse des résultats montre que les objectifs environnementaux peuvent être déterminés avec suffisamment de précision malgré l’incertitude forte. Le troisième essai développe un modèle agricole régional de programmation mathématique positive avec élasticité de substitution constante entre l’eau et la terre afin d’explorer comment l’agriculture, partiellement irriguée, de Beauce s’adapte à une baisse de la disponibilité en eau. La réponse du rendement à l’eau est calibrée à partir d’information agronomique. Les adaptations à la baisse de disponibilité en eau sont distinguées selon qu’elles correspondent à des baisses de dose d’eau d’irrigation ou de changement de culture. Environ 20% de la réduction est due à la baisse des doses d’eau (marge intensive). Le dernier essai présente un modèle hydro-économique “holistic” de l’agriculture et de l’aquifère de Beauce afin d’évaluer plusieurs politiques de gestion quantitatives de l’eau ainsi que d’évaluer le cas où l’accès à la ressource n’est plus régulé. Des simulations dynamiques sont réalisées à l’horizon 2040 en tenant compte de l’incertitude liée au changement climatique. La politique actuelle de quotas annualisés semble être plus coût-efficace que les autrespolitiques testées (taxes, transferts etc.)., This thesis develops and discusses agricultural-supply modeling approaches for representing the adaptation of farming to global changes and water policies: their effects on agricultural economics and water resources comprise critical information for decision makers. After a summary and a review chapter, four essays are presented. The first essay describes a representation of the behavior of ten typical farms using a risk linear programming model connected to a plant-soil-hydrodynamic model chain, to assess the future level of nitrate contamination in the upper Rhine valley aquifer. The baseline, liberal, and interventionist scenarios for 2015 all result in lower nitrate concentrations. The second essay explores the effects of the economic uncertainty of global changes by means of a Monte Carlo approach distinguishing various levels of dependence on uncertain parameters. Analyses for a nitrate-oriented and a water-use model (in Alsace and southwestern France) show that the environmental objectives can be targeted withsufficient confidence. The third essay develops a flexible specification for positive mathematical programming - constant elasticity of substitution with decreasing returns - to explore how irrigated farming adapts to increased water scarcity in Beauce, France. The possibility of adjusting the application of water per hectare accounts for about 20% of the response. The last essay presents the development of a holistic hydro-economic model of Beauce’s agriculture and aquifer under climate-change uncertainty, so as to evaluate various water policies, as well as the open-access case, up to the year 2040. The results show that the baseline policy is more cost-effective than the other instruments tested (tax, transfer,etc.).

[Departement_IRSTEA]Eaux [TR1_IRSTEA]GEUSI; La réglementation française remet à plat les autorisations de prélèvements d'eau pour l'irrigation, dans un objectif de retour à l'équilibre ressources/besoins d'ici 2014 à 2021. Dans le sudouest, où une majorité du territoire est considérée comme déficitaire en eau mais où l'irrigation est très présente, cette réforme impliquera une baisse des volumes actuellement attribués. La présente étude a eu pour objectif d'évaluer l'impact de cette baisse sur l'économie agricole. Elle a été effectuée à l'échelle de six territoires en simulant les pertes en marge brute ou en excédent brut d'exploitation, avec ou sans mesures d'accompagnement. La combinaison de ces mesures permet, dans la majorité des cas, de réduire très significativement voire d'annuler ces pertes. Parmi ces mesures, les plus efficaces sont la création d'ouvrages de stockage et l'allocation prioritaire de quotas d'eau aux cultures à forte valeur ajoutée (arboriculture, maraichage, semences). / Water withdrawal policy for irrigation is reformed by the French legislation for a return to a balance between resources and needs in 2014 to 2021. Irrigation is largely developed in south-western France, where most of the territory faced structural water deficits. This policy change will decrease the available water for irrigation. The aim of this study was to assess the impact of this reform on the farming economy. It has been conducted on six watershed where economic losses have been simulated, using or not support measures. For most of cases, the combination of these measures lead to a significant decrease or a cancel of the losses. Among these measures, the most effective are the investment in water storage, and the prior water reallocation for high added value crops (tree crops, vegetable growing, seeds crops).

National audience; Cet article présente les résultats d'un travail de modélisation interdisciplinaire visant à simuler l'évolution des teneurs en nitrates dans les eaux souterraines de la vallée du Rhin supérieur. La méthodologie consiste à intégrer différents modèles représentant des processus biophysiques et économiques et leurs interactions. Cet article se concentre plus particulièrement sur les modèles économiques qui représentent les choix de productions et de pratiques des agriculteurs de la zone d'étude (France et Allemagne) et permet d'en simuler l'évolution en fonction de divers scénarios d'évolution de l'environnement économique, naturel et réglementaire. Il présente le résultat de trois scénarios prospectifs de changement global.

International audience; Prognosis of the development of the nitrate pollution in the Upper Rhine Graben Aquifer shows a decline of concentrations due to significant reduction of nitrate input with recharge in the past. However, the estimation of historical input is rather unsure, therefore the predictions should be verified-by surveys in the next years. Even in 2050 a good Status of groundwater quality with concentrations below 50 mg/l will not be reached everywhere. Scenarios of the evolution of the agricultural land use in the Upper Rhine Valley suggest a decrease in cultivation of corn. This does not always lead,to an additional decrease of nitrate groundwater pollution. The situation could be improved by supplementary measures, whose efficiency has been evaluated in the project. Best of these was a combination of strictly demand-oriented fertilizing, intertillage und extensivation of 20 % of the arable, farm land.

International audience; In the Upper Rhine valley, as in many other areas in Europe, agriculture is generating a significant nitrate diffuse pollution. Measures implemented up to date to mitigate this risk have not been entirely successful. The ambitious objectives of the Water Framework Directive now compel policy makers to implement more intensive groundwater protection and restoration measures. The choice of measures to be implemented must be based on an assessment of their effectiveness and their cost, both direct and indirect (losses of farm income). This paper presents a methodology developed as part of the InterReg project MONIT (Modelling Nitrate in Groundwater in the Upper Rhine) and illustrates it with the first results obtained. The methodology consist in constructing a farm typology and developing linear programming models at the farm level, the models being used to simulate the impact of various nitrogen management scenarios on cropping patterns, farm income and the risk of nitrate leaching. One specific characteristic of this research is that it focuses on a tranboundary region where the same policies might have a different impact in Frnce and Germany, due to differences in terms of farming systems, water protection an agricultural policy and simulated responses of the farms to various nitrogen management instruments. The preliminary simulations conducted show that the CAP reform is likely to result in a significant reduction of the risk of nitrate diffuse pollution and that uncontrolled factors of change, such as the risk of proliferation of the corn rootworm could lead to an even higher reduction of diffuse pollution. These preliminary results should however be interpreted with caution until the full simulation programme has been completed.

Efficient water management in agriculture is becoming critical due to increasing environmental constraints and global food and bio-energy demands. Farmers may respond to increased water scarcity along three main adjustment margins: a move towards rain-fed agriculture (super-extensive margin) or towards less water-intensive crops (extensive margin), and a reduction in water intensity for irrigated crops (intensive margin). Using a positive mathematical programming model of regional supply calibrated to economic and agronomic information, we decompose the total effect of reduced water availability on these adjustment margins in Beauce, a productive cereal region that relies on a groundwater resource to meet its irrigation needs. For realistic water scarcity scenarios, 57 per cent of the total response is attributable to super-extensive margin adjustments. The extensive margin represents 28 per cent of the total response, while the intensive margin accounts for 15 per cent. Crop-level analysis reveals more subtle adaptation patterns. - Abstract
Nature-based solutions (NBS) are increasingly being considered as an option to reduce societies' vulnerability to natural hazards, creating co-benefits while protecting ecosystem services in a context of changing climate patterns with more frequent and extreme weather events. The reinsurance and insurance industries are increasingly cited as sectors that can play a role to help manage risks, by improving disaster risk reduction (DRR) and loss prevention. This paper investigates how the (re)insurance industry could support the transition from a paradigm focused on ex-post responses to ex-ante risk reduction measures including NBS, in line with the Sendai Framework. This paper presents the results of a series of 61 interviews undertaken with the (re)insurance sector and related actors under the EU H2020 Nature Insurance Value Assessment and Demonstration (NAIAD) project. Methods based on a Grounded Theory approach indicate how this sector can play different roles in loss prevention, including ecosystem-based disaster risk reduction (eco-DRR). Results illustrate how the (re)insurance industry, under these roles, is gradually innovating by having a better understanding of hazards and mitigation. The findings of the study contribute to wider discussions such as the possibility of new arrangements like natural insurance schemes and evidence-based assessment of avoided damage costs from green protective measures, in Europe and beyond.
