Skill shortages have important implications for economic competitiveness and social inclusion. This paper is concerned with examining contrasts in skill shortages between local areas in England, drawing on information from the 1999 Employers Skill Survey (ESS). Analyses of the incidence of skill shortage vacancies at local level reveals both broad regional and intra-regional variations. The relationships between the incidence of skill shortage vacancies and local labour market conditions are explored and a typology of Local Learning and Skills Council areas is developed, distinguishing between areas on the basis of the incidence of skill shortages relative to the national average and their relative unemployment rates. Cet article cherche a contraster sur le plan local le manque de competences en Angleterre, puisant dans de l'information provenant de la Employers Skill Survey de 1999 (ESS - une enquete aupres des employeurs sur les competences). Des analyses de l'importance du manque de competences au niveau local laissent voir des variations a la fois regionales et intraregionales. On explore le rapport entre l'ampleur des offres d'emplois non-satisfaites et la situation du marche du travail. On developpe aussi une typologie des zones ou est etabli un Learning and Skills Council (un conseil charge du developpement des connaissances et des competences), distinguant entre les zones en fonction de l'importance du manque de compeences par rapport a la moyenne nationale et sur la ba se de leur taux de chomage relatif. Mangel an gelernten Facharbeitern wirkt sich sehr auf wirtschaftliche Wettbewerbsfahigkeit und gesellschaftliche Aufnahme aus. Dieser Aufsatz beschaftigt sich damit, Gegensatze zwischen Ortsgebieten bezuglich Mangel an Fachkraften zu untersuchen, indem Daten der Arbeitgeberubersicht fur Facharbeiter (Employers Skills Survey (ESS)) des Jahres 1999 herangezogen werden. Auf Ortsebene durchgefuhrte Analysen des Vorkommens offener Stellen infolge des Ausbleibens von Bewerbungen von Fachkraften weisen sowohl breite regionale wie intra-regionale Abweichungen auf. Die Beziehung zwischen dem Auftreten von offenen Stellen infolge Mangel an Fachkraften und ortlichen Arbeitsmarktbedingungen wird erforscht, und eine Typologie der Bildungs-und Ausbildungsgebiete der Ortsverwaltung entwickelt, wobei zwischen Gebieten auf der Gnundlage des Auftretens von Facharbeitermangel im Verhaltnis zum Landesdurchschn itt und ihten relativen Erwerbslosigkeitsraten unterschieden wird. The article examines spatial patterns of employment disadvantage, and concludes that area is an important factor in determining levels of labor-market participation. Implications for policy-making are discussed.

The idea that some local areas are characterized by a low-skills equilibrium trap is prominent in academic and policy debates in the Global North. Factors shaping this position and associated implications for local economic development are only partially understood. This paper provides new evidence examining employers' decision-making around investment and workforce management in the hospitality and retail sectors in the Birmingham city-region of the UK, and their experience of the low-skills low-wage trap. The findings highlight intersecting sectoral and place-based factors in the emergence of, and barriers to escape from, this position. The concept of inclusive growth is increasingly presented as offering prospects for more equitable social outcomes. However, inclusive growth is subject to a variety of interpretations and lacks definitional clarity. In England, via devolution, cities are taking on new powers for policy domains that can influence inclusive growth outcomes. This opens up opportunities for innovation to address central issues of low pay and poverty. This paper examines the extent to which inclusive growth concerns form a central or peripheral aspect in this new devolution through the content analysis of devolution agreements.
