The concept of party identification is widely thought to be of limitedutility outside the United States, where partisan attachments are regarded asunstable. The authors argue that estimating the stability of partyidentification outside the United States requires attention to problems ofdimensionality and measurement error. The authors develop a model forestimating the stability of partisanship that addresses these problems, andthey apply the model to eight panel surveys drawn from Great Britain, Canada,and Germany. The results suggest that partisanship has been extremely stable ineach country, with the exception of recent developments in Canada. A survey of the attitudes of residents of New Haven, CT, toward the siting of various types of solid-waste-disposal facilities reveals that site distances site costs and the perception of need are the factors that influence the attitudes. Policies that change perceptions of need may have a greater impact on facility acceptance than those for compensation and risk management.

For years, affect researchers have debated about the true dimensionality of mood. Some have argued that positive and negative moods are largely independent and can be experienced simultaneously. Others claim that mood is bipolar, that joy and sorrow represent opposite ends of a single dimension. The 3 studies presented in this article suggest that the evidence that purportedly shows the independence of seemingly opposite mood states, that is, low correlations between positive and negative moods, may be the result of failures to consider biases due to random and nonrandom response error. When these sources of error are taken into account using multiple methods of mood assessment, a largely bipolar structure for affect emerges. The data herein speak to the importance of a multimethod approach to the measurement of mood.
