National executives in Western democracies are not unilateral deciders: they lead parties with long-term policy priorities and manage challenging multiparty coalitions. Leaders of donor states use foreign aid to pursue their goals, including enacting policy output consistent with party ideology. Because preferences for international engagement condition the effect of left–right ideology and coalition government incorporates actors with distinct preferences, we predict that left-pro-internationalist prime ministers and development ministers prefer aiding the neediest recipients while right-internationalists emphasize trade opportunities. Our statistical analysis of OECD donor–potential recipient dyads demonstrates the utility of unpacking democratic domestic politics' effect on leader incentives and decisions. [ABSTRACT FROM AUTHOR]

This article highlights the electoral effects of holding salient portfolios within a coalition government. For voters, holding ministries can be seen as a symbol of a party's success within the coalition. As a voting heuristic, parties not controlling the portfolios on issues important to their platforms signal their failure to achieve these goals. Following this perspective, we hypothesize that the difference between coalition parties that hold salient portfolios and those that do not partially predicts the extent of the electoral cost of coalition participation. Using a data set that covers 11 European parliamentary democracies between 1966 and 2002, we show that for junior coalition partners there is an electoral reward for holding their most salient portfolio. There is also an electoral benefit for a junior partner to hold a larger number of portfolios if they do not control their most salient portfolio. Conversely, holding their most salient portfolio and a larger number of additional ministries results in greater electoral losses in the subsequent parliamentary election. Voters constrain democratic leaders' foreign policy decisions. Yet, studies show that elite polarisation restricts the choices available to voters, limiting their ability to punish or reward incumbent governments. Building on a comparative elections and accountability perspective, we hypothesise that the governing context moderates the effectiveness of domestic punishment and reward. The rise of elite polarisation in many democracies undermines voters' ability to sanction leaders through elections. Linking data on international crises to domestic polarisation, we find that leaders are more likely to be involved in the initiation of inter-state disputes, resulting disputes will be more likely to result in prolonged conflict, and ultimately that foreign policy outcomes exhibit greater variance. Results from our analysis and extensive robustness checks demonstrate evidence that increased dispersion of preferences among key actors can lead to extreme and negative foreign policy outcomes as electoral mechanisms fail to reign in and hold governing parties to account. Since the formation of the Scottish Parliament, the idea of Scottish independence increased in salience and popularity among Scottish voters to such an extent that it now constitutes the country's defining political cleavage. Given that Scottish politics is increasingly organized around this constitutional question, support for either side of the debate among voters and elites drives political engagement, election turnout and public attitudes to other major issues. Although much popular and academic work has sought to explain the rise of support for independence, few scholars have explored changes in elite behaviour or its consequences for public opinion. From an elite-driven perspective, the increased salience of independence may be but an echo of elite and partisan attention. Developing hypotheses from this approach, we predict that voters identifying with parties developed stronger views on independence following increased attention in parties' campaigns. We examine these hypotheses by performing computer assisted, unsupervised content analysis of Scottish Parties' election manifestos. We then use estimates from a structural topic model to predict change in voter support for independence from the British Election Study. Issue salience and ideological disagreement often predict coalition government behavior. However, research on portfolio allocation has yet to fully specify the complex relationship between issue salience, disagreement, and coalition negotiations. Scholars treat issue salience and disagreement as distinct and disconnected, despite evidence that they work together and with conditional effects in a range of settings. Following a logic of portfolio trades or “logrolls,” we propose that the relative salience of issues and disagreements at the issue level within the coalition both moderate the effect of issue salience on portfolio allocation. Using data drawn from the Parliamentary Democracy Data Archive, we find compelling evidence for our theory that links party manifestos to portfolio allocation. Consistent with a story on the conditional effect of salience and disagreement, we find evidence that the effect of salience is mitigated by the extent of disagreement between coalition parties. Scotland’s future within the European Union (EU) played a prominent role in the 2014 independence referendum. The story goes that latent supporters of independence voted to stay within the UK to maintain EU access. Defeated, Scottish leaders declared the referendum a once-in-a-life-time event only repeated if conditions substantially changed. With the UK now facing a chaotic exit from the EU, proponents of Scottish independence have suggested that a second referendum may occur after Brexit negotiations are completed. Faced with a consensus among Scottish party leaders in supporting EU membership, those hoping for a second independence referendum, we argue, looked to alternate sources of information that saw Brexit as an opportunity to create the conditions that would spur a second referendum. Using panel data from the British Election Study, we examine whether Scottish voters voted tactically to leave the EU. We argue that Scottish National Party voters were likely to interpret statements on the conditions for a second independence referendum as an implicit signal to vote “Leave.” The results have important implications for the role of referendums in representative democracy, strategic voting, and the importance of intra-party division on individual vote choices. Studies of policy attention find only mixed support for a partisan impact, instead showing that policy attention reacts more to world events. Yet, a rigorous examination of the ways in which change in the partisan composition of government matters for the distribution of policies across issues has yet to be completed in a cross-national framework. Combining data on policy output from the Comparative Agendas Project, the authors present a detailed investigation of parties’ effects on agenda stability in six advanced industrial democracies over time. The authors consider parties as dynamic organizations by arguing that parties’ organizational characteristics and goals interact with their electoral context to determine their impact on policy attention. The results show that parties’ influence on the policy agenda depends on economic conditions, the type of government, the government’s seat share, and the number of parties in the governing cabinet, particularly following a major transition in government. Issue salience and diversity direct a range of outcomes such as voting behavior and public policy. Studies, however, have yet to fully integrate theoretical or empirical expectations for the effect of issue salience on coalition stability. By focusing on the mechanism linking parties' preferences to policy-making, I propose that parties with more diverse platforms provide coalitions greater room to negotiate, whereas parties focusing on a small number of issues exacerbate ideological tensions. Issue diversity becomes important once parties exhaust opportunities to make the initial, easy policy compromises. Using evidence from 299 coalitions in 24 European countries, I find that issue diversity in parties' platforms moderates the effect of disagreement. Using a non-proportional hazard analysis, I find that the effect of issue diversity varies over the coalition's lifecycle. Parties coordinate on a range of activities. They invite leaders from other parties to their national meetings, run joint electoral platforms and even form parliamentary factions and coalition governments. The implications of regular cooperation such as the case of pre-electoral coalitions (PECs) for party positioning are unexplored. Parties form PECs to reduce competition for voters with ideologically close competitors and to signal their ability to cohesively govern. Building on this logic, we argue that parties' preferences converge in PECs to demonstrate their ability to govern together and diverge when parties observe that this tactic has failed to attract voter support in past elections. We demonstrate support for our approach using data on electoral coalition participation, party positions and parties' internal speeches.
