Les personnes immigrées originaires d’Afrique subsaharienne traversent fréquemment des épisodes de grande précarité à leur arrivée en France. L’absence d’hébergement stable ou de titre de séjour peuvent notamment se traduire par une plus grande exposition aux risques sexuels et au VIH en particulier. Cette population représentait ainsi plus du tiers des nouveaux diagnostics d’infection par le VIH en 2018, infections par ailleurs acquises pour plus de la moitié après l’installation en France. Cet état de fait plaide pour une politique de prévention spécifique. C'est dans ce contexte que trois équipes de recherche et deux associations ont proposé une intervention innovante visant à renforcer la capacité d’agir (empowerment en anglais) en matière de santé sexuelle dans cette population, dans une démarche d’aller-vers. Nous présentons ici les coûts de l’intervention Makasi – la première du genre à être mise en place en France – dans le but d’informer les organisations souhaitant mettre en oeuvre ce type d’intervention.

Irregular migration from West Africa to Europe across the Sahara and Mediterranean is extremely risky for migrants and a key policy concern. A cluster-randomized experiment with 3,641 young men from 391 settlements in The Gambia is used to test three approaches to reducing risky migration: providing better information and testimonials about the risks of the journey, facilitating migration to a safer destination by providing information and assistance for migration to Dakar, and offering vocational skill training to enhance domestic employment opportunities. Current migration to Senegal was increased by both the Dakar facilitation and vocational training treatments, partially crowding out internal migration. The vocational training treatment reduced intentions to migrate the backway and the number of steps taken toward moving. However, the backway migration rate from The Gambia collapsed, even in the control group, resulting in no space for a treatment effect on irregular migration from any of the three interventions.

The PILAEP 2 project (2017-2020) aims to improve thesanitation and water accessconditions of 400,000 inhabitants in 26 outlying districts of Kinshasa. This project is subject to a rigorousand scientific evaluation of its impacts on the population.This research paper presents the results of the first evaluation on living conditionsconducted in 2018 in the project's beneficiary and control areas. The objective of this report isto describe the data from the first of a series of surveys aimed at establishing thebaseline situation. It sets out the pre-project situation of the population in these neighborhoods and compares it where possible with the overall situation of the inhabitants of Kinshasa, our benchmark for assessing the level of precariousness in the surveyed area. Ce papier de recherche présente les résultats de la première enquête sur les conditions de vie menée en 2018 dans les zones bénéficiaires du projet et les zones de contrôle. Ce rapport a pour objectif de décrire les données de la première d’une série d’enquêtes visant à établir la situation de référence. Il expose la situation avant projet de la population de ces quartiers et la compare lorsque cela est possible avec la situation globale des habitants de Kinshasa, notre point de repère pour évaluerle niveau de précarité dans la zone enquêtée. Le deuxième objectif est de comparer les zones de contrôle et futures zones bénéficiaires (dites traitées), pour vérifier leur similitude, ou pour identifier leurs éventuelles différencesafin d’anticiper les potentiels biais de l’évaluation et les manières d’y remédier.

This paper combines population census data and climate data to estimate the volume of migrations induced by the drought events that have hit Mali since the late 1980s. The results show that the droughts that have unevenly affected the regions of Mali have had the effect of increasing migration from rural to urban areas. This is true for both men and women, regardless of the age group considered. Between 1998 and 2009, droughts translate into an additional net outflow of 7,134 male and 6,281 female rural migrants per year. The effect of drought episodes, however, differs according to localities and rural households' capacity to adapt to climatic constraints: it fades in localities characterized by more diversified crops and in those located in the Sudano-Sahelian and Sudano-Guinean zones that receive more rainfall on average. Climate shocks also had an impact on international mobility: over the 2004-2009 period, around 2,000 additional departures per year can be attributed to the dry episodes that hit Mali during the 2000s. We forecast that, under different climate scenarios and population growth projection, internal and international mobility induced by droughts events will substantially grow in the next decades.
