Schools are considered as important settings for health education and the promotion of functioning, healthy people. Health-promoting schools (HPS) take a holistic approach to health promotion that addresses all school levels and members of the school community. Although it is assumed that school leaders are crucial in the implementation of HPS, little is known so far about which specific factors are relevant. The purpose of this study was to analyze the role of school leaders’ attitudes, health literacy, and health status in HPS implementation. An online survey was conducted in June 2021, and the final sample consisted of N = 358 school leaders. Regression and moderation analyses were conducted to answer the research questions. The results showed the relevance of health literacy and attitudes toward HPS for the implementation of HPS. By contrast, only some aspects of health status are relevant. Attitudes toward HPS moderate the effect of health literacy on HPS implementation, with positive attitudes toward HPS amplifying the effect. Implications for practice and future research are discussed.

Global mobility and economic and political crises in some parts of the world have fuelled migration and brought new constellations of ‘cultural diversity’ to European classrooms (OECD 2019). This produces new challenges for teaching, but also for assessment in which cultural biases may have far-reaching consequences for the students’ further careers in education, occupation and life. After considering the concept of and current research on ‘culturally responsive assessment’, we use qualitative interview data from 115 teachers and school leaders in 20 lower secondary schools in Austria, Ireland, Norway and Turkey to explore the thinking about diversity and assessment practices of teachers in the light of increasing cultural diversity. Findings suggest that ‘proficiency in the language of instruction’ is the main dimension by which diversity in classrooms is perceived. While there is much less reference to ‘cultural differences’ in our case studies, we found many teachers in case schools trying to adapt their assessment procedures and grading in order to help students from diverse backgrounds to show their competencies and to experience success. However, these responses were, in many cases, individualistic rather than organised by the school or regional education authorities and were also strongly influenced and at times, limited by government-mandated assessment regimes that exist in each country. The paper closes with a series of recommendations to support the further development of a practicable and just practice of culturally responsive assessment in schools.

In different parts of the world, social movements led by parents, educators, and professional organizations have emerged that resist educational standardisation and use of (high stakes) standardised tests, and that push for educational change. With the aim of extending empirical coverage of protest movements in non-English speaking countries, this study examines a Norwegian parental movement called Foreldreopprør i Osloskolen (FiO) (in English: Parental Uprising in the Oslo School). We draw on exploratory research based on in-depth interviews with initiators and members of FiO (n=8), as well as documentary and press analysis and an examination of social media sites. The analysis sheds light on the emergence and nature of the movement, parents’ main motivations and discourses, as well as the movements’ collective action strategies and main successes. The findings highlight how rather than opting-out their children from standardised tests, some Norwegian parents chose to opt-out their children from public schools, while continuing their fight for whole-child approaches in public education.

In this chapter, we report on the research findings from a school development project which took place in a large city in Germany over a period of 5 years. In 2013, the central educational authorities formed a public-private partnership with a foundation to start a development project that was inspired by school turnaround models in the US and included various interventions and efforts to support change in ten schools that were identified as ‘schools in difficult circumstances’. As such, the adapted school turnaround model serves as an example of introducing policies or models in school systems that have proven to be successful elsewhere. In this chapter, we present findings from our analysis of the changes taking place in the schools related to efforts and interventions to support the schools. Moreover, we discuss challenges regarding measurement of success according to the school turnaround logic and the need for more adaptive approaches for changing and developing schools in difficult circumstances - at least a long-term perspective on school development.

This chapter analyses and compares recent changes in school accountability in Norway, Denmark and Sweden, focusing on the role of standardised performance tests as a policy instrument for school improvement and accountability. The links between national testing and translations and enactments are discussed, including re-centralisation processes in decentralised school systems under the auspices of a universal welfare state model, and how global policy is translated and adapted in different national contexts. The analysis illustrates the importance of national trajectories and translations of global ideas and argues that the concept of ‘instrument constituencies’ may help in understanding the complexities and transformation of accountability and governance practices.

Typically involving the use of test scores, grades, and other forms of assessment in various educational contexts, the concept of data use has developed in parallel with the introduction of new managerial approaches to school governance, including performance management and accountability measures. This use of data for governance purposes is one way in which national authorities coordinate activities across administrative levels to improve education quality and effectiveness. Policymakers’ and researchers’ frequent use of the concepts of data and data use also usually parallels this development. However, based on systematic research mapping, the present findings identify differing ideas about data use in national and local contexts, including the role that data play and should play in school reform. Such differences relate to variations in school systems, teachers’ status, school governance traditions, curricular traditions, and research traditions. Moreover, characteristic of the literature on data use is an emphasis on the organization and development of effective data use practices. This is somewhat paradoxical, as both earlier and more recent studies emphasize the need for a stronger focus on the actual practices of the involved actors if data are to be of value in school development processes. Three important needs are important when considering data use in policy, research, and practice: the need for greater awareness of the epistemic aspects of data use; the need for context sensitivity, as data use is often presented as a universal concept across national and local contexts; and the need for researchers to communicate with other related fields to improve theory and practice.

Purpose : The purpose of this research as part of an Erasmus+ funded project tilted Aiding Culturally Responsive Assessment in Schools (www.acras.eu) is to provide an exploratory analysis of survey responses related to culturally responsive assessment policies, professional development and practices that were administered to school principals in four European countries (Austria, Ireland, Norway and Turkey). Research Methods: The research method used in this study was a quantitative comparative analysis. A purposeful sampling strategy was adopted based on geographical spread of the participants in Austria, Ireland and Turkey. The survey was also administered to all principals in four out of eighteen Norwegian counties. Descriptive analysis and nonparametric analysis were used . Findings: There is evidence to suggest that the foundations for culturally responsive assessment practices are beginning to take shape albeit varying degrees of difference in each country. However, the survey results also indicate the need for training and professional development, and this study also implies that not enough emphasis is being placed on culturally responsive assessment despite the rhetoric that espouses interculturalism. Implications for Research and Practice : The research points the need for upskilling in culturally responsive leadership as well as the development of an overarching culturally responsive assessment framework and toolkit that can be used by policy makers and schools to allay the various interpretations of what it means to satisfy the assessment needs of teachers and students with migrant backgrounds.

It has been widely documented that accountability systems, including school inspections, bring with them unintended side effects. These unintended effects are often negative and have the potential to undo the intended positive effects. However the empirical evidence is limited. Through a European comparative study we have had the rare opportunity to collect empirical evidence and study the effects (both intended and unintended) of school inspections (a key system of accountability) in a systematic way, across seven countries. We present the findings of the unintended effects in this paper. Survey self-report responses from school principals in each country, with differing school inspection systems, are analysed to measure the prevalence of these unintended effects and to investigate the part played by pressure to do well in inspections. A key finding is that increasing pressure in school inspection systems is associated with the undesired effect of the narrowing and refocusing of the curriculum and instructional strategies. We also show that a proportion of school principals admit to misrepresenting the school in data sent to the inspectorate and show evidence for formalisation/proceduralisation (excessive focus on records) and ossification (fear of experimentation in teaching), although these factors are less related to changes in pressure.

This chapter disentangles the organizational structures of national policies for basic education in Norway and examines how state boards and agencies fulfill their institutional responsibilities and roles within the education system. In the last two decades, state authorities have encouraged national reform programs to create innovation and change across policy realms and levels. They have also enacted changes by reorganizing their own administrative apparatus at the national level.

This article reports on the findings from a literature review of research on data use in education published in English, German and Scandinavian languages. The review is inspired by methods for systematic mapping. The analysis illustrates how the characteristics of the total corpus of 129 articles on data use in education vary across different contexts, countries and regions. In all contexts, the studies primarily investigate structures and systems around data use. While the Anglophone studies are mainly empirical and often concerned with implementation and effectiveness in terms of data use, the studies published in German and Scandinavian languages focus more heavily on discussions and analytical reflections upon the developments of data use in education. Six investigative modes of studies on data use that can contribute to creating a more nuanced understanding of research on data use in education are identified, presented and discussed.

Background: Previous research has highlighted the importance of school leadership in the productive use of student performance data. However, less is understood about the specific ways in which school leaders discuss this data with teachers in their schools. Purpose: The article examines and discusses school leaders’ orientation towards collegiality and consensus in data use practices. Sample: Three lower secondary schools in three municipalities participated in the production of qualitative data for the project. Fourteen meetings over a 3-year period were observed, and we interviewed 5 school leaders following the observations. Design and methods: Observations of in-school meetings where school leaders meet with teachers to discuss national test results (known as ‘results meetings’) were conducted. Informal discussions during observations and interviews with school leaders were also conducted. The data were analysed in three steps, using tools from discourse analytical perspectives. Results: Analysis indicated that school leaders extensively used the discursive strategies of ‘equalising’ and ‘simplifying’ to downplay their authority. School leaders preserved egalitarianism and collegiality in a range of ways, including emphasising emotions, technicalities and/or accountability. However, despite these differences, it was evident that consensus was a characteristic feature of the meetings, and there were few discussions about problems and long-term solutions. Conclusions: The findings point towards data use practices having critical epistemic challenges in addition to relational ones. These challenges are important to consider when viewing data as a driver for school development.

This study focus on how administrators in districts approach data and data use in education differently. Based on data material from local policy documents, interviews with district administrators and observations from meetings with district administrators, school leaders and teachers, we reveal how different views on learning outcomes manifest in language use and choice of influence attempts, calling for greater consideration and awareness of the role of local authority in education. Our analysis shows how policy goals, as defined in key policy documents, are transformed and adapted into varied local governing styles – sometimes shifting the focus of primary goals in another direction, and at other times enhancing and extending the goals. Over the past 15 years, the assessment of the Programme for International Student Assessment (PISA), which is sponsored by the Organisation for Economic Co-operation and Development (OECD), has become a strategically important actor in international education. This chapter aims to demonstrate how the OECD, and particularly the PISA, has influenced assessment policies and school governing in Norway. First, I examine the key functions of international and national assessment policies. Second, I explore the ways of which the use of national test results is included in local quality assessment systems and how superintendents, principals and teachers perceive the use of these results. Based on this, I will discuss the functions of national achievement tests, how comparison and benchmarking are integrated in school governing and the possible consequences for accountability practices in which visibility creates pressure on key actors in the school system.
