The literature on collective action has poorly addressed processes of incremental institutional changes within organizations. This paper helps fill this gap by shedding light on how the community-based management of an organic label has changed following its formal recognition as a ‘participatory guarantee system’ (PGS). Ostrom and Basurto's (2011) analytical tool is useful to describe the changes in collective rules to address collective action problems that take place in standard-setting and labeling activities. Using original data collected from the Ecovida Agroecology Network – the oldest and largest PGS in Brazil –, we study the multi-scale changes in governance rules from the 1970s until today. We pay particular attention to the links between the institutional consolidation of PGS, its recognition by public authorities, and its adaptation to legal rules. We detail analytical operators indicating whether the introduction of the PGS rules at the national level was bottom-up or top-down. Our findings emphasize how local communities have been able to both adapt their governance system in response to the official arrangements concerning organic regulations, and influence national public arenas where these arrangements are defined. This form of co-management has been accompanied by a significant increase in the number of PGS-certified farmers.

Traditionally, many natural resources, such as water for irrigation, collective lands and common pastures or the forests were governed by community principles derived from customary rules, like in the 'agdal' system for example. Today, the actors of the aromatic and medicinal plants (MAPs) sector are facing several problems related to the management, exploitation, marketing and valorisation of these resources. The objective of this presentation is to build a MAPs monitoring model based on two very important sources of information: Global Positioning System (GPS) tracks for the plant gatherer Linden (Tilia argentea), and historical inventory data of the year 1988. The results show that the experimental model of the database enables the storage, processing and cross-referencing of historical data with the GPS geographic information provided by gatherers.

International audience; Through economic and geographical cross-disciplinary approaches based on case studies illustrating the current endogenous and exogenous transformations of the use of common resources in Morocco, the aim of this article is to question the evolution of the notion of commons. Is it still relevant to refer to commons when rural communities have frequently lost the power to govern local natural common-pool resources, such as agricultural water, grasslands, or certain types of forests, to the benefit of the state or the private sector? We question the current role of national public authorities who have supported the rise of a production-driven organization, particularly in the context of the “Green Morocco Plan.” Thus, the preservation of natural resources, collective management systems, and traditional expertise have too often been neglected.; À travers les regards croisés de l’économie et de la géographie, et sur la base de plusieurs études de cas démonstratives des transformations en cours au Maroc des usages des ressources communautaires, à la fois endogènes et en lien avec des impulsions extérieures, l’objectif de cet article est d’interroger l’évolution de la notion de communs dans un contexte de crise de ces derniers. Est-il encore possible de parler de communs dans des situations où les communautés rurales se trouvent le plus souvent dessaisies, au profit de l’État et du secteur privé, des prérogatives qui étaient les leurs en matière de gouvernance locale de ressources collectives telles que l’eau agricole, les pâturages ou certaines forêts ? Cette réflexion nous amène à interroger le rôle actuel des pouvoirs publics marocains, notamment dans le cadre du Plan Maroc Vert, qui appuient l’émergence d’un mode d’organisation à vocation productiviste, négligeant trop souvent la préservation des ressources naturelles, des systèmes de gestion et des savoir-faire traditionnels collectifs.

Many initiatives seek to differentiate specific segments in the olive oil market. Olive oil is a flagship product of the Mediterranean region, and its market is evolving with international legislation on origin and quality. Our objective is to analyze and compare public policies in the olive oil industry, from the literature and from case studies of some Mediterranean producer countries. The analysis demonstrates possible conditions for implementing differentiation policies as well as changing modes of governance of Protected Designation of Origin (PDO) or Protected Geographical Indication (PGI). Strategies to defend origin and quality vary from one country to another, depending on government decisions and the engagement of local actors.

This work is focused on the identification of the practices and discourses related to geographical indications. Analysis of the places that generate affiliation and the laws covering defence of the protection of ‘origin’ names is based on the recording of the trajectories, dispersals and upsets that occur under the impact of globalization. The increasing complexity of the globalization movement characterized by the speed of inter connections (Rosa, 2010), the ‘archipelagos’ of social relations (Appadurai, 1996) and increased pressure from markets and innovations generates a need to regulate or even ward off fears of systemic risks (Beck, 2003). Coordination by standards and ‘soft power’ highlights institutions rather than economic activity itself.

International audience; This article explores what is at stake in the international conflict on geographical indications (GIs), particularly for developing countries. It first examines how the WTO panel has obliged the European Union to open its registration system to third countries and how the ongoing negotiations on GIs seem to be reaching stalemate. Initiatives showing how GIs are a key political and trade issue are identified in Turkey, India, China, Colombia and Ethiopia. Trade negotiation agendas have to handle this new balance of power, in which the reputation accompanying a good may become common.; Cet article explore ce qui est en jeu dans le conflit international sur les indications géographiques (IG), en particulier pour les pays en développement. Il examine d'abord comment le comité de l'OMC a obligé l'Union Européenne à ouvrir son système d'enregistrement aux pays tiers et comment les négociations en cours sur les indications géographiques semblent avoir atteint une impasse. Les initiatives montrant comment les IGs sont une des clés des problèmes politiques et commerciaux sont identifiées en Turquie, en Inde, en Chine, en Colombie et en Ethiopie. Les agendas des négociations commerciales ont à gérer ce nouvel équilibre du pouvoir, dans lequel la réputation du produit prend le pas sur le lien au terroir ou au produit.

ISBN 2-85352-506-6.; National audience; The olive growing recovery in the Hérault after the frost of 1956 has been managed by a cooperative founded in 1920. It played a major role in the reactivation of knowledge. Different actors carried out knowledge, enabling a restart of production, but also the emergence of a new collective conception of resource and of its local environment, henceforth identified as a terroir. In that process, knowledge goes hand in hand with new collaborative works undertaken by scientists in order to benefit from research progress. Hybrid knowledge dissemination is also undertaken by the cooperative with the collaboration of AFIDOL technicians (French Olive Inter-professional association). These collaborations lead to an AOC quality mark request for a variety of table olives which is very present in the département: the Lucques. The future of this approach is still fragile and one can wonder if creating an AOC label with a unique variety of reference does not create a risk of reducing the varietal diversity of this terroir.; La relance de l’oléiculture dans Hérault après le gel de 1956 est prise en charge par une coopérative créée en 1920. Elle a joué un rôle moteur dans la réactivation des savoirs. Ces derniers, portés par différents acteurs, ont permis de relancer la production mais aussi de faire émerger une nouvelle conception collective de la ressource et de son milieu désormais compris comme un terroir. Dans ce processus, la mobilisation des savoirs va de pair avec de nouvelles collaborations engagées avec des scientifiques pour bénéficier des avancées de la recherche. La diffusion de ces savoirs hybrides est aussi organisée par la coopérative avec la collaboration des techniciens de l’Association Française Interprofessionnelle de l’Olive (AFIDOL). Ces collaborations aboutissent aujourd’hui à envisager une demande d’AOC, en privilégiant une variété très présente dans le département pour l’olive de table : la Lucques. Le devenir de cette orientation est encore fragile et on peut se demander si en construisant une AOC avec une seule variété de référence, il n’y a pas un risque de réduire la diversité variétale de ce terroir.

International audience; L'originalité du sujet consiste à présenter, à partir de la problématique des échelles spatiales alliant terroir et territoire, des cas multiples de produits de terroir, celui de produits de terroir en Périgord (France), le cas du saumon en Haute-Loire (France) et celui du vin Duchez-D’Uzes (France) qui ontbénéficiés soit d’une qualification reconnue par le législateur, soit d’une reconnaissance tacite qui aujourd'hui est très souvent une opportunité. Ces exemples nous permettront d'appréhender les problématiques de ressources dans un processus de qualification institué à des échelles territoriales pluslarges (cas de la méditerranée), et aussi émanant d'acteurs locaux soucieux de se coordonner dans une dynamique endogène au territoire de référence. Les enseignements de ces expériences à des échelles territoriales fines aboutiront à croiser les problématiques des ressources avec la question de l'échelle spatiale à partir de laquelle une politique de label peut être envisagée. De la même façon, la question de la ressource sera envisagée dans une perspective temporelle et spatiale associée aux questions de la durabilité qui fait débat actuellement lorsque l'on interroge les produits alimentaires d'origine territoriale.
