5. Model Parameter Estimation Experiment (MOPEX): An overview of science strategy and major results from the second and third workshops

Abstract: The Model Parameter Estimation Experiment (MOPEX) is an international project aimed at developing enhanced techniques for the a priori estimation of parameters in hydrologic models and in land surface parameterization schemes of atmospheric models. The MOPEX science strategy involves three major steps: data preparation, a priori parameter estimation methodology development, and demonstration of parameter transferability. A comprehensive MOPEX database has been developed that contains historical hydrometeorological data and land surface characteristics data for many hydrologic basins in the United States (US) and in other countries. This database is being continuously expanded to include more basins in all parts of the world. A number of international MOPEX workshops have been convened to bring together interested hydrologists and land surface modelers from all over world to exchange knowledge and experience in developing a priori parameter estimation techniques. This paper describes the results from the second and third MOPEX workshops. The specific objective of these workshops is to examine the state of a priori parameter estimation techniques and how they can be potentially improved with observations from well-monitored hydrologic basins. Participants of the second and third MOPEX workshops were provided with data from 12 basins in the southeastern US and were asked to carry out a series of numerical experiments using a priori parameters as well as calibrated parameters developed for their respective hydrologic models. Different modeling groups carried out all the required experiments independently using eight different models, and the results from these models have been assembled for analysis in this paper. This paper presents an overview of the MOPEX experiment and its design. The main experimental results are analyzed. A key finding is that existing a priori parameter estimation procedures are problematic and need improvement. Significant improvement of these procedures may be achieved through model calibration of well-monitored hydrologic basins. This paper concludes with a discussion of the lessons learned, and points out further work and future strategy. © 2005 Elsevier Ltd. All rights reserved.

Abstract: The Project for Intercomparison of Land-Surface Parameterization Schemes phase 2(d) experiment at Valdai, Russia, offers a unique opportunity to evaluate land surface schemes, especially snow and frozen soil parameterizations. Here, the ability of the 21 schemes that participated in the experiment to correctly simulate the thermal and hydrological properties of the soil on several different timescales was examined. Using observed vertical profiles of soil temperature and soil moisture, the impact of frozen soil schemes in the land surface models on the soil temperature and soil moisture simulations was evaluated. It was found that when soil-water freezing is explicitly included in a model, it improves the simulation of soil temperature and its variability at seasonal and interannual scales. Although change of thermal conductivity of the soil also affects soil temperature simulation, this effect is rather weak. The impact of frozen soil on soil moisture is inconclusive in this experiment due to the particular climate at Valdai, where the top 1 m of soil is very close to saturation during winter and the range for soil moisture changes at the time of snowmelt is very limited. The results also imply that inclusion of explicit snow processes in the models would contribute to substantially improved simulations. More sophisticated snow models based on snow physics tend to produce better snow simulations, especially of snow ablation. Hysteresis of snow-cover fraction as a function of snow depth is observed at the catchment but not in any of the models.

Abstract: The Project for the Intercomparison of Land-Surface Parameterization Schemes (PILPS) aims to improve understanding and modeling of land surface processes. PILPS phase 2(d) uses a set of meteorological and hydrological data spanning 18 yr (1966-83) from a grassland catchment at the Valdai water-balance research site in Russia. A suite of stand-alone simulations is performed by 21 land surface schemes (LSSs) to explore the LSSs' sensitivity to downward longwave radiative forcing, timescales of simulated hydrologic variability, and biases resulting from single-year simulations that use recursive spinup. These simulations are the first in PILPS to investigate the performance of LSSs at a site with a well-defined seasonal snow cover and frozen soil. Considerable model scatter for the control simulations exists. However, nearly all the LSS scatter in simulated root-zone soil moisture is contained within the spatial variability observed inside the catchment. In addition, all models show a considerable sensitivity to longwave forcing for the simulation of the snowpack, which during the spring melt affects runoff, meltwater infiltration, and subsequent evapotranspiration. A greater sensitivity of the ablation, compared to the accumulation, of the winter snowpaek to the choice of snow parameterization is found. Sensitivity simulations starting at prescribed conditions with no spinup demonstrate that the treatment of frozen soil (moisture) processes can affect the long-term variability of the models. The single-year recursive runs show large biases, compared to the corresponding year of the control run, that can persist through the entire year and underscore the importance of performing multiyear simulations.

Abstract: The water-balance components of 16 Soil-Vegetation Atmospheric Transfer (SVAT) schemes were evaluated by comparing predicted and observed streamflow, predicted evapotranspiration and evapotranspiration inferred from an atmospheric moisture budget analysis, and soil moisture storage changes for a seven-year period (1980-1986) using data from the Red-Arkansas River basins of the Southern Great Plains of the USA. The evaluations support the following suggestions: (a) The mean annual runoff of all models follows, at least generally, the strong climatic East-West gradient of precipitation, although most models predict too much runoff in the dry part of the basin. (b) The mean monthly storage change tends to be underestimated, even though all models capture reasonably well the seasonality of the evapotranspiration. (c) The wide range of conceptualizations used for generation of surface and subsurface runoff strongly affect runoff generation on seasonal, and shorter, time scales. Model responses to summer precipitation ranged from almost no summer runoff (one model) to the (more common) situation of persistent overprediction of summer runoff, especially in the driest part of the basin. (d) All models tended to underpredict evapotranspiration in summer and overpredict in winter. (e) Model-derived mean seasonal cycles of changes in soil moisture storage are qualitatively similar to those inferred from observations, but most models do not predict the decrease in April soil moisture storage and the increase in October that is inferred from observations.

Abstract: The energy components of sixteen Soil-Vegetation Atmospheric Transfer (SVAT) schemes were analyzed and intercompared using 10 years of surface meteorological and radiative forcing data from the Red-Arkansas River basin in the Southern Great Plains of the United States. Comparisons of simulated surface energy fluxes among models showed that the net radiation and surface temperature generally had the best agreement among the schemes. On an average (annual and monthly) basis, the estimated latent heat fluxes agreed (to within approximate estimation errors) with the latent heat fluxes derived from a radiosonde-based atmospheric budget method for slightly more than half of the schemes. The sensible heat fluxes had larger differences among the schemes than did the latent heat fluxes, and the model-simulated ground heat fluxes had large variations among the schemes. The spatial patterns of the model-computed net radiation and surface temperature were generally similar among the schemes, and appear reasonable and consistent with observations of related variables, such as surface air temperature. The spatial mean patterns of latent and sensible heat fluxes were less similar than for net radiation, and the spatial patterns of the ground heat flux vary greatly among the 16 schemes. Generally, there is less similarity among the models in the temporal (interannual) variability of surface fluxes and temperature than there is in the mean fields, even for schemes with similar mean fields.

Abstract: Sixteen land-surface schemes participating in the project for the Intercomparison of Land-surface Schemes (PILPS) Phase 2(c) were run using 10 years (1979-1988) of forcing data for the Red-Arkansas River basins in the Southern Great Plains region of the United States. Forcing data (precipitation, incoming radiation and surface meteorology) and land-surface characteristics (soil and vegetation parameters) were provided to each of the participating schemes. Two groups of runs are presented. (1) Calibration-validation runs, using data from six small catchments distributed across the modeling domain. These runs were designed to test the ability of the schemes to transfer information about model parameters to other catchments and to the computational grid boxes. (2) Base-runs, using data for 1979-1988, designed to evaluate the ability of the schemes to reproduce measured energy and water fluxes over multiple seasonal cycles across a climatically diverse, continental-scale basin. All schemes completed the base-runs but five schemes chose not to calibrate. Observational data (from 1980-1986) including daily river flows and monthly basin total evaporation estimated through an atmospheric budget analysis, were used to evaluate model performance. In general, the results are consistent with earlier PILPS experiments in terms of differences among models in predicted water and energy fluxes. The mean annual net radiation varied between 80 and 105 W m-2 (excluding one model). The mean annual Bowen ratio varied from 0.52 to 1.73 (also excluding one model) as compared to the data-estimated value of 0.92. The run-off ratios varied from a low of 0.02 to a high of 0.41, as compared to an observed value of 0.15. In general, those schemes that did not calibrate performed worse, not only on the validation catchments, but also at the scale of the entire modeling domain. This suggests that further PILPS experiments on the value of calibration need to be carried out.

Abstract: The French critical zone initiative, called OZCAR (Observatoires de la Zone Critique–Application et Recherche or Critical Zone Observatories–Application and Research) is a National Research Infrastructure (RI). OZCAR-RI is a network of instrumented sites, bringing together 21 pre-existing research observatories monitoring different compartments of the zone situated between “the rock and the sky,” the Earth’s skin or critical zone (CZ), over the long term. These observatories are regionally based and have specific initial scientific questions, monitoring strategies, databases, and modeling activities. The diversity of OZCAR-RI observatories and sites is well representative of the heterogeneity of the CZ and of the scientific communities studying it. Despite this diversity, all OZCAR-RI sites share a main overarching mandate, which is to monitor, understand, and predict (“earthcast”) the fluxes of water and matter of the Earth’s near surface and how they will change in response to the “new climatic regime.” The vision for OZCAR strategic development aims at designing an open infrastructure, building a national CZ community able to share a systemic representation of the CZ, and educating a new generation of scientists more apt to tackle the wicked problem of the Anthropocene. OZCAR articulates around: (i) a set of common scientific questions and cross-cutting scientific activities using the wealth of OZCAR-RI observatories, (ii) an ambitious instrumental development program, and (iii) a better interaction between data and models to integrate the different time and spatial scales. Internationally, OZCAR-RI aims at strengthening the CZ community by providing a model of organization for pre-existing observatories and by offering CZ instrumented sites. OZCAR is one of two French mirrors of the European Strategy Forum on Research Infrastructure (eLTER-ESFRI) project. OZCAR-RI is supported by the French Ministry of Education and Research, through the Allenvi Alliance. Abstract: International audience; One of the main objectives of the French OZCAR (Critical Zone Observatories: Research and Applications) Research Infrastructure (RI) is a better understanding of the terrestrial compartments of the Earth System and an integrated representation of the critical zone coupled water, energy and matter cycles, including biogeochemical cycles; covering various spatial and temporal scales and incorporating the heterogeneity of the critical zone and human influence on its environment. OZCAR CZOs offers the opportunity to document all those coupled processes in selected sites/catchments and to progress in process understanding and modeling. However, as revealed by a survey, disseminated in the OZCAR-RI community, the modeling activity is currently fragmented amongst the disciplines. The challenge is thus to increase the level of integration of Critical Zone models able to address OZCAR scientific challenges and provide feedbacks to the society on the status of its environment. To this aim, strong interactions between data science and modeling approaches are necessary. Such an approach is already widely used by the atmosphere community to provide, through data assimilation, reanalyses of the state of the atmosphere and of the components of the water cycle at the global scale. Such approach could be developed for the Critical Zone, providing valuable and novel information for any research or planning activities; and feedbacks on the necessary variables to be measured in CZOs. The presentation will give an overview of the modeling approaches developed independently at the CZO scale within the OZCAR community. This state of the art highlights a strong complementarity between these models in terms of i) compartments of the critical zones concerned by the model; ii) investigated time and space scales, iii) how the CZOs observation data are used in the modeling chain and iii) modeling objectives addressed so far by the community. Based on this state of art, we will discuss the future challenges that will be addressed in OZCAR, in synergy with international initiatives, in order to propose novel integrated modeling approaches of the dynamics of the critical zone. This implies performing coupling between processes described by models running at their own space and time scales and coming from different disciplines; strengthening the links between databases, GIS layers and models; and developing data assimilation tools able to integrate all the available knowledge.

The cumulative impact of reservoirs in a catchment is considered as the modifications induced by the reservoir network taken as a whole. The impact may exert on the flow regimes and sediment, nutrient and contaminant transfer, and thereby modify the ecological behaviour of the aquatic environment, the continuity of rivers and the habitats of organisms living in them. The cumulative impact is not necessarily the sum of individual and local modifications, because reservoirs may be inter-dependent. This is the case for instance in cascading reservoirs along a stream course. The cumulative impact is not straightforward to estimate, even solely considering hydrological impact, in part due to the difficulty to collect data on the functioning of those reservoirs. However, there are evidences that the cumulative impacts are not negligible. This work is dedicated to a review of the studies dealing with the cumulative impact of small reservoirs on hydrology, focusing on the methodology as well as on the way the impacts are reported. It is shown that similar densities of small reservoirs can lead to different impacts on the quantitative water resource in different regions. This is probably due to the hydro-climatic conditions, and makes it difficult to define simple indicators to provide a first guess of the cumulative impact. The impacts vary also on time, with a more intense reduction of the river discharge during the dry years than during the wet years. This is certainly an important point to take into account in a context of climate change.

Abstract: International audience; OZCAR (Critical Zone Observatories - Application and Research) is a national Research Infrastructure dedicated to providing an integrated understanding of the Earth's surface processes ranging from the subsurface to the lower atmosphere and from high mountains to coastal areas. It includes over 100 highly instrumented sites distributed among 21 observatories for long-term measurements of biological, chemical and physical parameters of groundwater, river water, glaciers, soils, and wetlands in France and overseas. Based on long-term observations at the landscape scale, OZCAR sites address specific environmental question of local societal relevance but all share the same overarching goal of better predicting the response of the Critical Zone to perturbations across a range of timescales. Diversity of OZCAR observation sites allows exploring laterally and vertically all compartments of the CZ from mountains to costal areas. This enables data acquisition on water, soils, agricultural practices and exchanges with the atmosphere. Thus, OZCAR proposes a great variety of models that ultimately will help reproducing observations and predict the evolution of the CZ. Through its wealth of environmental data portal and modelling platerforms, OZCAR aims at advising policy makers and stakeholers on the water, soil, and biodiversity resource. Recently, OZCAR integrated together with the French LTSER network (Zones Ateliers) the pan-European eLTER-ESFRI project.

Abstract: Subsurface moisture and temperature and snow/ice stores exhibit persistence on various time scales that has important implications for the extended prediction of climatic and hydrologic extremes. Hence, to improve their specification of the land surface, many numerical weather prediction (NWP) centers have incorporated complex land surface schemes in their forecast models. However, because land storages are integrated states, errors in NWP forcing accumulates in these stores, which leads to incorrect surface water and energy partitioning. This has motivated the development of Land Data Assimilation Schemes (LDAS) that can be used to constrain NWP surface storages. An LDAS is an uncoupled land surface scheme that is forced primarily by observations, and is therefore less affected by NWP forcing biases. The implementation of an LDAS also provides the opportunity to correct the model's trajectory using remotely-sensed observations of soil temperature, soil moisture, and snow using data assimilation methods. The inclusion of data assimilation in LDAS will greatly increase its predictive capacity, as well as provide high-quality land surface assimilated data.

Abstract: National audience; Le stockage de l'eau a considérablement augmenté dans le monde depuis les années 1950. Les retenues collectent et stockent l'eau, pour l'alimentation des villes en eau potable, à des fins agricoles, industrielles, piscicoles, de loisir ou de soutien d'étiage. En France, les retenues de petites tailles se sont multipliées à la fin du 20ième siècle. Au début des années 2000, on en comptait environ 125 000. La création de nouveaux ouvrages de stockage se poursuit, parallèlement à une recherche de réduction des usages de l'eau. Ces créations soulèvent de nombreuses questions environnementales, notamment en termes d'impact sur le milieu aquatique, en particulier dans les zones déjà très équipées et où les ressources en eau sont d'ores et déjà très mobilisées. La construction d'une nouvelle retenue nécessite réglementairement une déclaration ou la sollicitation d'une autorisation auprès des services de l'Etat, impliquant de réaliser une étude d'impact environnemental du projet. Une telle étude doit dorénavant évaluer les effets cumulés avec d'autres projets équivalents. Cette dimension « cumulée » de l'impact d'ouvrages de stockage d'eau sur un même bassin versant est souvent mal appréhendée, les connaissances et les méthodologies étant peu développées sur cet aspect. Bureaux d'étude et services de l'Etat font ainsi face à un manque d'outils opérationnels leur permettant d'instruire les projets de nouvelles retenues. Ces difficultés en entrainent d'autres au niveau de la planification de la gestion de l'eau et de l'encadrement à la création de telles retenues. Dans ce contexte, le Ministère de l'Environnement, de l'Energie et de la Mer (MEEM), avec l'appui de l'Onema, a sollicité une expertise scientifique collective (ESCo) auprès d'Irstea, en partenariat avec l'Inra, sur l'impact cumulé des retenues d'eau sur le milieu aquatique. Cette ESCo a mobilisé une quinzaine d'experts de différents organismes de recherche et de disciplines variées. Water is collected and stored in reservoirs to supply towns and cities with drinking water, and for agricultural and industrial purposes, fish farming, leisure activities and low-flow period support. In the late 20th Century, there was a considerable increase in small reservoirs in France, reaching a total of 125,000 by the early 2000s. The creation of new water storage structures continues in parallel with the exploration of water use reduction solutions. These developments raise a whole host of environmental issues, such as the impact of reservoirs on the aquatic environment, particularly in areas where there are already a number of reservoirs and water resources are in high demand. By law, building a new reservoir requires a planning application or government authorization, which require an environmental impact study. Such studies must now assess the cumulative effects of the project together with other known similar projects. The “cumulative” aspect of the impact of water storage structures on a single catchment area is often poorly understood, probably due to a lack of relevant knowledge and methods. Consultants and government services therefore face a lack of operational tools for processing new reservoir applications, which gives rise to other problems around water management planning and the supervision of the development of new reservoirs. In this context, the French Ministry of the Environment, Energy and Marine Affairs (MEEM), supported by ONEMA, requested a joint scientific assessment (ESCo) from Irstea, in partnership with INRA, on the cumulative impact of reservoirs on the aquatic environment. It was produced by around fifteen experts from a range of disciplines and research organizations, and is based on analysis of a thousand or so international scientific articles and reports.

Water is collected and stored in reservoirs to supply towns and cities with drinking water, and for agricultural and industrial purposes, fish farming, leisure activities and low-flow period support. In the late 20th Century, there was a considerable increase in small reservoirs in France, reaching a total of 125,000 by the early 2000s. The creation of new water storage structures continues in parallel with the exploration of water use reduction solutions. These developments raise a whole host of environmental issues, such as the impact of reservoirs on the aquatic environment, particularly in areas where there are already a number of reservoirs and water resources are in high demand. By law, building a new reservoir requires a planning application or government authorization, which require an environmental impact study. Such studies must now assess the cumulative effects of the project together with other known similar projects. The “cumulative” aspect of the impact of water storage structures on a single catchment area is often poorly understood, probably due to a lack of relevant knowledge and methods. Consultants and government services therefore face a lack of operational tools for processing new reservoir applications, which gives rise to other problems around water management planning and the supervision of the development of new reservoirs. In this context, the French Ministry of the Environment, Energy and Marine Affairs (MEEM), supported by ONEMA, requested a joint scientific assessment (ESCo) from Irstea, in partnership with INRA, on the cumulative impact of reservoirs on the aquatic environment. It was produced by around fifteen experts from a range of disciplines and research organizations, and is based on analysis of a thousand or so international scientific articles and reports.; Le stockage de l’eau a considérablement augmenté dans le monde depuis les années 1950. Les retenues collectent et stockent l’eau, pour l’alimentation des villes en eau potable, à des fins agricoles, industrielles, piscicoles, de loisir ou de soutien d’étiage. En France, les retenues de petites tailles se sont multipliées à la fin du 20ième siècle. Au début des années 2000, on en comptait environ 125 000. La création de nouveaux ouvrages de stockage se poursuit, parallèlement à une recherche de réduction des usages de l’eau. Ces créations soulèvent de nombreuses questions environnementales, notamment en termes d’impact sur le milieu aquatique, en particulier dans les zones déjà très équipées et où les ressources en eau sont d’ores et déjà très mobilisées. Ces difficultés en entrainent d’autres au niveau de la planification de la gestion de l’eau et de l’encadrement à la création de telles retenues. Abstract: Water storage has increased considerably worldwide since the 1950s. Water is collected and stored in reservoirs to supply towns and cities with drinking water, and for agricultural and industrial purposes, fish farming, leisure activities and low-flow period support. In the late 20th Century, there was a considerable increase in small reservoirs in France, reaching a total of 125,000 by the early 2000s. The creation of new water storage structures continues in parallel with the exploration of water use reduction solutions. These developments raise a whole host of environmental issues, such as the impact of reservoirs on the aquatic environment, particularly in areas where there are already a number of reservoirs and water resources are in high demand. By law, building a new reservoir requires a planning application or government authorization, which require an environmental impact study. Such studies must now assess the cumulative effects of the project together with other known similar projects. The “cumulative” aspect of the impact of water storage structures on a single catchment area is often poorly understood, probably due to a lack of relevant knowledge and methods. Consultants and government services therefore face a lack of operational tools for processing new reservoir applications, which gives rise to other problems around water management planning and the supervision of the development of new reservoirs. In this context, the French Ministry of the Environment, Energy and Marine Affairs (MEEM), supported by ONEMA, requested a joint scientific assessment (ESCo) from Irstea, in partnership with INRA, on the cumulative impact of reservoirs on the aquatic environment. It was produced by around fifteen experts from a range of disciplines and research organizations, and is based on analysis of a thousand or so international scientific articles and reports.

Abstract: International audience; Evolution of water resource is one of the main stakes of climate change in France. The ClimSec project (2008-2011) focused on the impact of the climate change on drought and soil moisture over France by using a high resolution climatological reanalysis since 1958 based from a Soil Vegetation Atmosphere Transfer model, the Safran/Isba/Modcou suite. The high-resolution 1958–2008 Safran atmospheric reanalysis was used to force the Isba land surface scheme and the hydrogeological model Modcou. Meteorological droughts are characterized with the Standardized Precipitation Index (SPI) at time scales varying from 1 to 24 months. Similar standardizing methods were applied to soil moisture and streamflow for identifying multiscale agricultural droughts – through the Standardized Soil Wetness Index (SSWI) – and multiscale hydrological droughts, through the Standardized Flow Index (SFI). Based on a common threshold level for all indices, drought event statistics over the 50-yr period – number of events, duration, severity and magnitude – have been derived locally in order to highlight regional differences at multiple time scales and at multiple levels of the hydrological cycle (precipitation, soil moisture, streamflow). Results show a substantial variety of temporal drought patterns over the country that are highly dependent on both the variable and time scale considered. Independent spatio-temporal drought events have then been identified and described by combining local characteristics with the evolution of area under drought have finally been used to compare past severe drought events, from multi-year precipitation deficits (1989–1990) to short hot and dry periods (2003). Results show that the ranking of drought events depends highly on both the time scale and the variable considered. This multilevel and multiscale drought climatology served as a basis for assessing the impacts of climate change on droughts in France. At the end of the project, the new drought indices were adapted for the operational hydrological monitoring and used for the qualification of drought event in real time, namely for the 2011 spring drought. These indices were also calculated in future climate from the various regionalized climatic projections available over France. Three particular experiences in socioeconomic scenarios, climatic models and downscaling methods have been run to estimate the relative importance different uncertainties for drought evolution. In the same time, a diagnosis on drought evolution can be established with a schedule much shorter and more intense for the agricultural drought linked to the deficit of soil wetness than for meteorological drought in relation with the precipitation. The climatic projections suggest that France could know at the end of the XXIth century a quasi-continuous drought with a strong intensity, totally unknown in the present climate.

Abstract: International audience; Le stockage de l’eau a considérablement augmenté dans le monde depuis les années 1950. Les retenues collectent et stockent l’eau, pour l’alimentation des villes en eau potable, à des fins agricoles, industrielles, piscicoles, de loisir ou de soutien d’étiage. En France, les retenues de petites tailles se sont multipliées à la fin du 20ième siècle. Au début des années 2000, on en comptait environ 125 000. La création de nouveaux ouvrages de stockage se poursuit, parallèlement à une recherche de réduction des usages de l’eau. Ces créations soulèvent de nombreuses questions environnementales, notamment en termes d’impact sur le milieu aquatique, en particulier dans les zones déjà très équipées et où les ressources en eau sont d’ores et déjà très mobilisées. La construction d’une nouvelle retenue nécessite réglementairement une déclaration ou la sollicitation d’une autorisation auprès des services de l’Etat, impliquant de réaliser une étude d’impact environnemental du projet. Une telle étude doit dorénavant évaluer les effets cumulés avec d’autres projets équivalents. Cette dimension « cumulée » de l’impact d’ouvrages de stockage d’eau sur un même bassin versant est souvent mal appréhendée, les connaissances et les méthodologies étant peu développées sur cet aspect. Bureaux d’étude et services de l’Etat font ainsi face à un manque d’outils opérationnels leur permettant d’instruire les projets de nouvelles retenues. Ces difficultés en entrainent d’autres au niveau de la planification de la gestion de l’eau et de l’encadrement à la création de telles retenues. Dans ce contexte, le Ministère de l’Environnement, de l’Energie et de la Mer (MEEM), avec l’appui de l’Onema, a sollicité une expertise scientifique collective (ESCo) auprès d’Irstea, en partenariat avec l’Inra, sur l’impact cumulé des retenues d’eau sur le milieu aquatique. Ce rapport préliminaire rend compte d'une phase exploratoire de l’expertise, qui avait pour objectifs de familiariser les experts avec la thématique, et de leur permettre de faire le point, du point de vue opérationnel, sur les acquis, les méthodes mobilisables et les méthodes mises en ½uvre pour aborder l’impact cumulé des retenues dans les études d’impact ou notices d’incidence.
