Risk management strategies have become a recent important research topic to many aerospace organizations as they prepare to develop the revolutionary complex space systems of the future. Future multi-disciplinary complex space systems will make it absolutely essential for organizations to practice a rigorous, comprehensive risk management process, emphasizing thorough systems engineering principles to succeed. Project managers must possess strong leadership skills to direct high quality, cross-disciplinary teams for successfully developing revolutionary space systems that are ever increasing in complexity. Proactive efforts to reduce or eliminate risk throughout a project's lifecycle ideally must be practiced by all technical members in the organization. This paper discusses some of the risk management perspectives that were collected from senior managers and project managers of aerospace and aeronautical organizations by the use of interviews and surveys. Some of the programmatic risks which drive the success or failure of projects are revealed. Key findings lead to a number of insights for organizations to consider for proactively approaching the risks which face current and future complex space systems projects.

The interaction between a space system and the space environment has been one of the driving questions for the design of spacecraft since the dawn of the space age. The Space Station Freedom will represent a significant increase in spacecraft size, power, and activity relative to spacecraft that are currently in orbit. The structure floating potential on Space Station Freedom is studied with simple analytical models of the current collection. The probability of arcing due to dielectric breakdown is assessed.

All solar arrays have biased surfaces that can be exposed to the space environment. It has been observed that when the array bias is less than a few hundred volts negative, then the exposed conductive surfaces may undergo arcing in the space plasma. A theory for arcing is developed on these high voltage solar arrays that ascribes the arcing to electric field runaway at the interface of the plasma, conductor, and solar cell dielectric. Experiments were conducted in the laboratory for the High Voltage Solar Array experiment that will fly on the Japanese Space Flyer Unit (SFU) in 1994. The theory was compared in detail with the experiment and shown to give a reasonable explanation for the data. The combined theory and ground experiments were then used to develop predictions for the SFU flight.

The topics are presented in viewgraph form and include the following: basic philosophy of MIT SSPL work; 2-D numerical magnetoplasmadynamic (MPD) simulations; analysis of MPD boundary layers; and ignition of MPD thrusters.

Theory and particle simulation results are presented for ionospheric plasma flow over space platforms in the large-dimension and high-voltage range. Both the transient formation of the space-charge wake and its steady state structure are studied. The wake-side ion impact and current collection are obtained. It is found that the wake behind a high-voltage plate is characterized by two ion-rich sheaths embedded in a quasi-neutral background wake. The embedded sheath is formed by the ions passing through the sheath around the plate edge and serves as their trajectory path. Depending on the surface potential, the plate dimension, and the angle of attack, the embedded sheath may either extend downstream or curve back to the plate causing a high, localized ion flux density at the location it strikes.

Previous theoretical work on plasma contactors as current collectors has fallen into two categories: collisionless double layer theory (describing space charge limited contactor clouds) and collisional quasineutral theory. Ground based experiments at low current are well explained by double layer theory, but this theory does not scale well to power generation by electrodynamic tethers in space, since very high anode potentials are needed to draw a substantial ambient electron current across the magnetic field in the absence of collisions (or effective collisions due to turbulence). Isotropic quasineutral models of contactor clouds, extending over a region where the effective collision frequency upsilon sub e exceeds the electron cyclotron frequency omega sub ce, have low anode potentials, but would collect very little ambient electron current, much less than the emitted ion current. A new model is presented, for an anisotropic contactor cloud oriented along the magnetic field, with upsilon sub e less than omega sub ce. The electron motion along the magnetic field is nearly collisionless, forming double layers in that direction, while across the magnetic field the electrons diffuse collisionally and the potential profile is determined by quasineutrality. Using a simplified expression for upsilon sub e due to ion acoustic turbulence, an analytic solution has been found for this model, which should be applicable to current collection in space. The anode potential is low and the collected ambient electron current can be several times the emitted ion current.

The arcing that has been found to occur when negatively biased high-voltage solar arrays in LEO lie at a critical voltage with respect to the plasma environment is presently proposed to be due to a breakdown of gas emitted under electron bombardment from the solar cells' cover-glass. The elements of the model for this phenomenon include an electron current flow from the interconnect to a neighboring cover-glass, which desorbs neutral molecules under the electron bombardment. The neutral molecules form a gas over the interconnect, and this gas breaks down when the voltage over the interconnect is sufficiently high. Specific scaling predictions are made on the basis of the geometric structure and gas in question.

Highly biased solar arrays in the space environment are found to have a number of significant interactions with the space environment. The enhanced drag suffered by highly biased solar arrays is studied with the particle-in-cell code. The results are compared to recent numerical work. The drag calculations contain the effect of having the conductor surrounded by dielectrics as well as the charging of the dielectric by electrons. The results are used to calculate the attitude change expected on the high-voltage solar array of the Japanese Space Flyer Unit.
