The objective of this bachelor thesis was to provide a comprehensive review of published data on the toxicity and mechanism of action of cyanides in fish and on emergency conditions caused by cyanide spills into the aquatic environment. Cyanides are present in simple form such as CN- and HCN. They also occur in complexes and organic forms. Cyanides form complexes with metals. The cyanocomplexes of cadmium and zinc are the most toxic. Conversely, cyanocomplexes with gold are the least toxic. The organic forms include nitriles, cyanogenic glycosides and cyanohydrins. Sources of cyanides are natural and anthropogenic. Anthropogenic sources are the most important sources of cyanide. The main producers of cyanide pollution and frequent sources of cyanide spills into the aquatic environment include industries involved in the extraction, treatment, and processing of metals. Information about the toxicity of different forms of cyanide to different fish species under various environmental conditions is collected and clearly presented in this bachelor thesis. When comparing the toxicity of simple and complex cyanides to the same fish species under the same environmental conditions, it is evident that, with few exceptions, the LC50 values are lower for simple than for complex cyanides. Temperature has a significant effect on the toxicity of cyanides. Cyanide toxicity decreases with increasing temperature for most fish species. Different sensitivities to cyanide have been observed in different life stages of fish. Embryos and larvae appeared to be the most resistant. In opposite, juveniles and adults were the most sensitive to cyanide. In my bachelor thesis I also made a review of published information on accidental fish kills caused by the release of cyanide into the aquatic environment in the Czech Republic and some of the world's major cyanide accidents. The source of contamination of the aquatic environment was mostly industrial wastewater from metal processing and treatment or from cyanide production in the Czech Republic. Cyanide spills have been recorded, particularly in connection with gold and silver mining in the world. The main causes of cyanide spills into the aquatic environment were the collapse of a control or safety device in detoxification tanks and tailings ponds containing cyanide wastewater. In many cases, staff failed to detect the malfunction in time.

The aim of the thesis was to compare the awareness of employees of the Temelín nuclear power plant and the general public about evacuation in the event of a radiation emergency. For this purpose, a questionnaire survey was carried out. Questionnaires were distributed and filled out using an internet tool for creating questionnaires at survio.com stands. The theoretical part of the work is focused on the Temelín nuclear power plant, its geographical location and technical description. The work is also focused on the radiation safety of nuclear power plants, their workers and residents against radiation. In the theoretical part, selected accidents of the Jaslovské Bohunice, Chernobyl and Fukushima nuclear power plants are further described. For the purposes of the practical part, the same questionnaire was created for the employees of the Temelín nuclear power plant and the general public. The questionnaire is composed of 34 questions. The first 4 questions serve to divide the respondents, and the remaining questions determine the awareness of the respondents about evacuation in the event of a radiation emergency. A total of 100 respondents took part in the survey - 50 employees of the Temelín nuclear power plant (50%) and 50 respondents from the general public (50%). The survey results were evaluated using the internet tool survio.com and the Microsoft Excel software program. The aim of the thesis was to compare the awareness of the general public and employees of the Temelín nuclear power plant about evacuation in the event of a radiation emergency. From the questionnaire survey, it is evident that the level of awareness of the employees of the Temelín nuclear power plant reaches 86%, and the general public only 68%. The result shows that employees are better and more informed than the lay public. Based on this investigation, I would recommend informing the public more about evacuation options in the event of a radiation emergency.

The diploma thesis focuses on the topic of environmental migration because of the Chernobyl nuclear accident in 1986. The main questions of the thesis are whether the Chernobyl accident is associated at any social level with environmental migration to the Czech Republic? To what time is the event socially framed? In what areas and how does the accident currently affect the lives of the environmental migrants? The diploma thesis has two research parts. The first part is a media analysis, which shows that the Chernobyl accident is mostly socially perceived as a matter of the past and is not associated with environmental migration to the Czech Republic. The second research part is based on anthropological research of semi- structured interviews with respondents. The result of this research is the division of radiation toxicity into five dimensions (political, biological, potential, reproductive, migration), in which the consequences of the Chernobyl accident continue to manifest themselves in the lives of environmental migrants. The dimensions of toxicity take place in different time frames, so the work also focuses on the temporality of modern accidents. This paper discusses safety requirements liquid fuel and lubricant storage. The introduction describes the fuels and lubricants in question. The following chapters deal with their storage in large-volume containers (bulk tanks) – their construction, normative standards, materials, and safety features. Afterwards, storage outside of large-volume containers is discussed. Finally, consequences of disregarding storage norms are discussed, such as storage accidents and the behavior of the materials during them.

This diploma thesis and its research deals with the preparedness of the population, pedagogues and representatives of municipal council, to participate in tasks of population protection during the leak of dangerous chemical substances. The work develops research from my Bachelor thesis from 2017, where was my task to verify preparedness of the integrated rescue system to deal with the leak of dangerous chemical substances. The aim of this diploma thesis was to find out, if is the selected area able to adequately respond to hazards arising from the leak of hazardous chemical substances. In order to assess preparedness, slightly different questionnaires were used, those questionnaires were answered by the residents of České Budějovice, teachers working at secondary schools in České Budějovice and representatives of the city and representatives of the South Bohemian Region. The results of the questionnaire survey are presented using descriptive statistics, interesting results are shown using graphs. A high degree of unpreparedness of respondents was found. According to the results of the questionnaire survey, some respondents may also behave dangerously in the events of leakage of hazardous chemicals. The contribution of this work should be increasing and improving awareness in this area. To this purpose, was created an information leaflet containing lot of important information, which was distributed to the population. The benefit which this work has already brought, is to alert representatives from city and region councils, as well as teaching staff, to improve their knowledge of hazardous substances. According to the feedback of several representatives, analyzes focusing the transport of dangerous substances can be expected in the near future. This work can be used as well as a source of information and can be used to compare it with other researches.

The aim of this bachelor thesis is to evaluate the protective measures, notably the evacuation of the population, its development and progress. To achieve the goal of bachelor's work was determined by the research question: Was the safeguard measures and the subsequent procedure for the evacuation of persons from the evacuation zones sufficient? The theoretical part is focused on the particular issue of nuclear power plants, radiation protection and evacuation. The situation described here, which took place directly on the Fukushima daiichi nuclear power plant Daiichi, from the strike of the earthquake and tsunami, after the gradation events in the individual reactors. The research part is about the development of the evacuation in the evacuation zones and the nuclear power plant. Protective measures are described here, and even the consequences and the situation after the crash to the present. The methodology of this work was the gathering of available information from official foreign sources, legislative documents, but also of the publications of the experts. Processing of the available information and the evaluation of the consequences of the evacuation has brought unpleasant findings. The loss of life, which can make a person look a certain way to reflect over the selection of persons suitable to evacuate. In this work were identified and discussed technical shortcomings of the power plant, the information misconduct in communication of the population and in the last row and misconduct of the human factor. The thesis can be used in the general issue of nuclear power plants and evacuation for study purposes or as an information source in the education, energy or public administration.

Bachelor thesis talks about asociated problems of transport of various dangerous substances, particulary road transport. This thesis also investigates the basic law principles asociated with transport of dangerous substances, the means of marking and labeling of vehicles suitable for their transport and possible accidents that have happened during their transport. Within the list of seleced dangerous substances you may find their respective physical, chemical and toxicological properties as a means to show what dangerous substances we encounter on daily basic eithout fully comprehending how thretening they might be. The last part of this thesis is focused on the construction of tanks to transport these substances in over long distances, particulary propellants. Also all the necessary equipment, safety and security precautions to eliminate the possibility of misuse. In the conclusion we investigated all the risks that may occur when transporting dangerous substances.

Článek pojednává o nebezpečných látkách, skoro-nehodách, nehodách a haváriích v průmyslu. Shrnuje příčiny nehod a havárií a na základě analýzy konkrétních velkých závažných havárií ukazuje provázanost příčin. Shrnuje též poučení z nehod a havárií. Zdůrazňuje nutnost zavádění programu na zvyšování bezpečnosti a aplikaci získaných zkušeností pro zvyšování bezpečnosti průmyslu. Příspěvek byl prezentován v rámci 27. mezinárodní vědecké konference Soudního inženýrství ExFoS 2018. The paper deals with dangerous substances, near-misses, incidents and accidents in industry. It summarizes causes of incidents and accidents, an on the basis of analysis of real great significant accidents it shows linkage of causes. It also summarizes the lessons learned from incidents and accidents. It stresses the need of introduction of programme for improvement of safety and application of obtained experiences for industry safety improvement. The paper was presented on the 27th International Scientific Conference of Forensic Engineering, ExFoS 2018.

Increasing ecological and economic pressures, as well as increased technical requirements, have given rise to the need for research into alternative wear layers for hydrodynamic plain bearings. Previous investigations have tested and researched the bonded coating GL92. It has been possible to demonstrate that the bonded coating (plastic base) is a viable alternative to a conventional white metal alloy. However, this coating was not able to address all the issues experienced by industrial users, for example the behaviour of the system (changes to operating properties) during penetration of particles, or behaviour in a mixed friction area. The literature has not – or not sufficiently – answered the questions relating to damage patterns and damage tolerance. Therefore, regardless of the proven benefits, industrial use of this coating is currently not possible or is connected with significant risks. In the study, tests were carried out in the mixed friction area (start-stop testing, emergency testing without oil, insufficient lubrication tests) as well as in the hydrodynamic area. The comparative tests were performed on different wear layer materials. This paper demonstrates and discusses the results for both a conventional white metal alloy bearing and for the bearing with bonded coating (GL92). Depending on the operating point, the bearing systems exhibit significant differences at the maximum bearing load, lubricating film pressure distribution and maximum bearing temperature. The investigation has proven that GL92 is a technically useful alternative to conventional wear layers.

This bachelor thesis deals with the possibilities of repressive activities of the fire brigade in the event of an accident with the release of petroleum substances into the aquatic environment. The individual chapters describe crude oil and petroleum substances in general, the activities of the fire brigade and the components of the integrated rescue system in the case of the oil pollution accident with the risk of water pollution. In a specific fire protection unit, the technical means for the disposal of petroleum substances, the technical equipment and the protective equipment of the intervening personnel in the event of a disaster are documented.

The diploma thesis "Methodology of human protection in emergencies at primary school" is focused on the practical teaching of pupils. It outlines the practice of dealing with possible extraordinary events according to the specific requirements of the Všetaty Primary School. In the theoretical part, inclusion of the given issue in education, legislation and detailed analysis of the framework educational program for basic education are presented. It is possible to divide extraordinary events and its further specification. Emergencies and general principles of behavior are established in the event of their occurrence. Population warning and alert, integrated rescue and emergency call lines are pointed out. First aid in involved in the conclusion. The research part describes a research survey which used various information sources, based the method of interview and analysis of theoretical documents. This bachelor thesis is focused on integrated rescue system, on it´s components and preparedness of this components to avert danger of dangerous chemical substances, specifically is this thesis focused on ammonia, chlorine, natural gas and benzine. Object of this thesis is find out whether the selected components of the integrated rescue system are able to adequately respond to the hazards resulting from the leakage of these substances. One of the partial objectives is the assessment of the preparedness and assessment of the material resources, because of these reasons, was used a questionnaire, which was filled in by the members of the Czech Republic integrated rescue system. The results of the questionnaire survey are displayed with using descriptive statistics. Results which were interesting are shown graphically. This work can be used as a source of information, as a learning tool or it can be used for compare changes in the preparedness of selected subjects after few years. Some kind of technical unprepardeness of police department and medical rescue service. The fire department was well prepared, not only because of the current material resources, but also because of constant modernization of their technology. The knowledge of all components is good enough to carry out its tasks, but there were also have been notised some mistakes in discipline of hazardous substances, which means possible health threats for rescuers. The work also includes possible solutions, for example creation of lectures, for members of the integrated rescue system which would be led by university teachers.

Learning programs using simulation technologies are not just a suitable form of replacement for classical textbooks. They are a brand new teaching aid using Jan Amos Komenský's old motto "Schola Ludus" is a school game. The combination of a virtual and realistic environment with simulation models enables students to visually explore the possibilities of dealing with an emergency situation. One of the projects implemented by the non-governmental nonprofit organization Center for Safe State Project Software Applications 3D simulator. The motivation for choosing the topic of my thesis is that I have been working as the head of a laboratory in a chemical plant for several years. One of the main activities is the transport of dangerous chemicals by road and rail, or operations related to packaging, loading, filling and unloading of such chemicals. My daily activity is responsible for preventing the occurrence of undesirable risks with regard to the protection of persons, property and the environment. To create a textbook for 3D simulator and consequently to use it in the framework of teaching was the main aim of this work. It is important to realize that dangerous substances can escape almost at any moment, so it is necessary to create conditions for the prevention of these events. The success of this area is mainly a good, systematic and coordinated preparation of decisive activities. The diploma thesis is divided into two parts. The theoretical part briefly summarizes the basic knowledge and information about the given issue. There are described the most commonly used software tools and their use for teaching. I deal with the model solution of the accident in the transport of dangerous substances in the practical part, the scenario being created includes a description of the activities that are involved in the management and solution of an emergency. This knowledge was subsequently used to create learning text.

This paper describes modelling of consequences of biogas leakage from a gasholder on agricultural biogas station. Four scenarios were selected for the purpose of this work. A rupture of gasholders membrane and instantaneous explosion of gas cloud, blast of gas with delay, emptying of whole volume of gas (without initiation) and initiation of gas with Jet-Fire. Leakage of gas is modelled by special software and consequences are determined on the basis of results. The first scenario was modelled with help of equations because used software does not include an appropriate model. A farm with high building density was chosen as a model case. Biogas is replaced by methane because used software does not support modelling of dispersion of mixtures. From this viewpoint, a conservative approach is applied because biogas contains “only” approximately 60% of methane (in dependence on technology and processed material)., Práce se zabývá modelováním možných následků úniku bioplynu na zemědělské bioplynové stanici. Pro účel této práce byly vybrány celkem čtyři havarijní scénáře. První scénář předpokládá poškození plynojemu a okamžitý výbuch plynného mraku. Druhý scénář předpokládá výbuch bioplynu se zpožděním, třetí scénář únik veškerého objemu bioplynu ze zásobníku bez následné iniciace a poslední scénář předpokládá iniciaci uniklého bioplynu a následný Jet-Fire. Scénáře byly modelovány s pomocí speciálního software. Následky jednotlivých scénářů byly poté určeny na základě výstupů z tohoto software. Jako modelový příklad byla zvolena zemědělská bioplynová stanice s vysokou hustotou zástavby. Pro účely modelování byl bioplyn nahrazen methanem. Z tohoto hlediska byl tedy zvolen konzervativní přístup, protože bioplyn v závislosti na technologii a zpracovávaném materiálu obsahuje přibližně 60% methanu.

The bachelor thesis maps all the accidents assessed by the INES scale level 5 and above. It is not only concerning events at nuclear power plants, but also at nuclear weapons production facilities, whose construction preceded the development of the nuclear power plants in several countries. An attention is paid also to the unfortunate event, which was originated as a result of unauthorized manipulation with a part of the radiotherapy device containing radioactive isotopes of caesium 137Cs. The theoretical part of the bachelor thesis explains the general concepts, such as radioactivity and ionizing radiation. It distinguishes the types and sources of ionizing radiations and describes its impact on human body. Next, it deals with the concept of nuclear safety, determined supervising authorities and its governing legislation. It also contains a description of the INES scale, which is an international scale used to assess nuclear incidents and accidents. The practical part of this thesis provides an overview of the accidents with a detailed description of their development, the circumstances that led to them and the consequences left behind. The development of the individual accidents is subsequently analysed with a view to discover the underlying causes, and finally compared in order to find possible identical features or similarities. The present thesis was intended to examine the following research question: Is human failure the most frequent cause of nuclear plant accidents?

In his work focus on what risks there is a risk to people and the environment in wood preservatives. My thesis concerns specifically one company, which became a serious accident some time ago. It also entails my goals. The objectives of the work are the analysis and risk evaluation technology of boiler impregnation impregnation line no 4 and the assessment of the safety of these chemical technology operations and further evaluation of the sufficiency of the technological measures imposed on impregnating line after the last crash. In the theoretical part is described by the company has, therefore, impregnation of Bristol in particular about what kind of company it is, what it actually produced, where it is situated and its history. In the next part of the theoretical risks described are, what the risk is, what are the species and what is covered. In addition, here I deal with dangerous substances, which are handled in this company. I present here, as they are dangerous and in what concentrations there are and how they are stored. Last but not least, the theoretical part of my work deals with the analysis of the resulting handling chemical substances. The obligations of the State laws No. 262/2006 SB., labour code, Regulation of the Government No. 361/2007 Sb. laying down the conditions for the protection of health at work, Act No. 258/2000 Coll., on the protection of public health and amendment to certain related laws, Decree No. 432/2003 Coll., laying down the conditions for the classification of the work into categories, limit values for indicators of biological exposure tests, the conditions of collection of biological material for the implementation of biological exposure tests and requirements for the reporting of work with asbestos and biological agents. In the next part of this work deal with the wood, its properties, parasites and the possibilities of the impregnation and in the last part I was just an accident and its aftermath. The theoretical part is in the summary is processed so that the reader after reading an overview of the status of the company, what the company does, what kind of wood is here and as aerosol inhalants. Furthermore, in order to have an overview of what hazardous substances are handled here, as they are dangerous and how many are stored here. Furthermore, according to which the laws and ordinances are obliged to follow and what actually happened here, or why it was needed to handle the job. The next part of this work, the research part, described the methodology of research, which provides the procedure by which was obtained the data needed for part of the score. Method of investigation, to obtain the necessary information, was implemented by means of a risk analysis, namely the method of What happens when (What-If Analysis). This method is based on the issues of the different situations that might happen in the circumstances and to research whether or not to become, and what is the likelihood. Chosen were such questions that touch the impregnation of boiler No. 4 and any accidents that might happen on this boiler. These questions were also chosen on the basis of previous crash. Persons who respond to questions, were selected by function and expertise. A total of 23 issues. Results section contains the results of the risk analysis. Found results are given in the form of tables that show the questions and answers. Below are the individual parts of the analysis described here, where it is stated what they represent and what each question and answer it results in conclusions. After a total evaluation of the research, based on observed data, it can be concluded that the protective measures in the company after the crash was increased to an acceptable degree. Protective measures, of course, has been here before, but due to the fact that the crash occurred so was not sufficient. But the subsequent measures of protection, which was introduced after the crash, they are sufficient.

The Blanka tunnel has two boring sections: Brusnice tunnel and Královská obora tunnel. Both tunnels were boring in difficult geologycal conditions, but the geology conditions of these tunnels are not same. Also they had not the same hazards during boring. There was used a spectrum of different technical works with hazard reduction purpose and safety process of boring. There were three serious accidents, wnich everyone made a creater on the surface, but they have not the same causes. This text has a task to describe a geological survey before and during the boring of both tunnels. How other reasons affected the process of boring? How the tunnels were bored? What events preceded the everyone of three major failure? This text does not deal with economical things of boring and effects of specific personal influence on the process of boring. This diploma thesis focuses on the changes in the media image of nuclear power in Ceska Televize, which is the only public television in Czech Republic. The study uses a quantitative research method, content analysis, to find out the changes of nuclear power representation in media and to compare changes of news construction mechanisms in the period of two years - one year before and one year after the Japanese nuclear power plant Fukushima Daiichi disaster. The accident started on 11th March 2011 and there is a short description of the situation in Japan at the beginning of the thesis. The theoretical part of thesis serves as an overview of basic information on principles of the media studies theory and mechanisms of news construction (work with information sources, the news value concept, agenda setting, the framing concept), which is also shown from the environmental point of view. The study also focuses on the nuclear power image in the socio-political field and there are some more information about the nuclear power development and status in Czech Republic. Článek popisuje dva konkrétní případy havárií, u nichž se při analýze prováděné v rámci znaleckého posudku ukázalo, že pravděpodobnými primárními příčinami zřícení konstrukce jsou vady dřeva. Prvním případem je zřícení dřevěné pracovní plošiny sloužící jako lešení při výstavbě zděné výtahové šachty. Druhým případem je selhání konstrukce montážního podepření spřažené stropní konstrukce z keramicko-betonových nosníků s prostorovou výztuží a cihelných stropních vložek MIAKO. This paper describes two specific cases of accidents for which the analysis, carried out in the expert opinion, showed that wood defects are the probable primary causes of structural collapses. The first case is a collapsing wooden work platform used as a scaffold for the construction of a masonry elevator shaft. The second case is a failure of the mounting support structure of the composite ceiling structure of the ceramic-concrete beams with spatial reinforcement and MIAKO ceramic blocks.

The topic of my thesis is: "Leaks of dangerous chemical substances in the territory of the town Pilsen". I have been dealing with this very hot issue, because there are more and more chemical substances around us. We can find a lot of companies producing, using and having these substances in stock, so we cannot rule out smaller or larger leaks. They usually have negative impacts on human health and life, animals, environment or the leak can cause high material damage. It is necessary to take new measures to decrease results of leak of dangerous chemical substances. In the theoretical part of my work I described some dangerous chemical substances, rules for behaviour and arrangments during the leaks of dangerous chemical substances. In the practical part I evaluated statistic records about leaks of dangerous chemical substances and I valuated talks with experts of public administration in the area of Pilsen town. I carried out my own modulation of ammonia leak in the programme ,,TerEx? and by that I gained an area of public danger where I performed an investigation among people. In my work there was verified a hypothesis whether the people living round the object with dangerous chemical substances have some knowledge about the individual protection. I came to conclusion that this hypothesi can be confirmated due to out comes of my questionary research ? our inhabitants are endowed with the needy useful knowledge (as I have been persuaded by). In my work I found out and important piece of knowledge that there had been only one leak of dangerous chemical substance some ammonia leak from the Pilsner ´´PRAZDROJ a.s.´´. It was an acceptional situation and it did not have any serious effect on people and environment. I would like to recommend only one thing ? to increase public awareness about possible danger in the place of domicile. It is necessary to say that people are only exceptionally interested in these safety questions. This work can be used within the public administration in the field of emergency management and accidental planning for (preparation of) inhabitants´ protection. It can also be used as some study material.

For this final paper, I chose a rather serious topic that is very topical in our society. Hazardous chemical substance ? ammonia ? is used very widely at present. Ammonia is used as a coolant in various plants. I have compiled a list of all plants in South Bohemia that work with ammonia, including ice rinks. I characterized the properties of ammonia, what damage it causes to the human organism and the environment. I noted a list of accidents during which there have been ammonia leakages of ammonia and I analyzed one accident using a software programme called TerEx. I chose the building of the ice rink in České Budějovice for my research. The objective was to determine the amount of ammonia and to simulate, using the TerEx software programme, an accident with a potential ammonia leakage from the ice rink. I also listed all the activities of the individual components of the Integrated Rescue System, which would help during such an accident, as well as urgent and follow-up measures that would be used. Having assessed the results I came to the conclusion that ammonia leakage from the ice rink would have serious impacts on the residents of České Budějovice. Finally I explained what the terms of evacuation and individual protection mean for the people lining around the ice rink.

This thesis is focused on accidents in water and their their division into groups according to different factors. Work detailing the chemical accidents resulting in pollution of surface and groundwater, which became the Czech Republic since 2000. Describes chemicals that often escape into the water and damage to their quality. Furthermore, there is described an accident in 2006, when form "Lučební závody Draslovka, Kolín" leaked into the Elbe dangerous cyanide. Key words: Accidents, water pollution

The thesis treats the situation connected with the possible leakage of ammonia, applied in the Eggenberg a. s. brewery as cooling medium. It deals with the so-called worst variant of the accident {--} leakage of the maximum possible amount of the substance. The introduction is devoted to the legislation concerning the dangerous chemical substance, prevention of serious accidents, components of the integrated rescue system and the fire prevention. The thesis contains the characteristics and the description of ammonia as dangerous substance, with focus on its toxicity and it analyses the results of a possible leakage. For the simulation of a possible accident, the software instrument TerEx was applied. The calculations acquired after entering the input data into the program served for determination of the zone where the detrimental concentration of ammonia would reach in case of a leakage. In comparison with the original calculations performed in the last years applying the ROZEX programme, the zone with a harmful concentration would be substantially extended. The results of the thesis should be taken into consideration in the emergency plan of the region and in the emergency plan of the Eggenberg a. s., Brewery, however, also the procedure of the intervention of the integrated rescue system components shall be specified. Moreover the way of performing the inspections in the section of the fire protection in subjects applying, processing or storing dangerous chemical substances and preparations is drafted. The thesis tries to draw the attention to the fact that also a relatively small amount of a dangerous chemical substance may cause a considerably significant accident.

In this work deals with the liability insurance of motor vehicles. The theme is very interesting not only for its diversity, economic and social importance, but also many attractions and theoretical knowledge that is relevant and important for every motorist in this country. Work should bring the readers a basic knowledge of the insurance branch, from beginning to development. Is focused on liability, the basic legal norms, including the current offers for selected insurance of Czech republic.

The aim of this thesis is to propose measures to implement the emergency planning and emergency clearance operations, to prevent or reduce the immediate risk of accidents, according to documents provided by the IRS components, the community, administrative bodies and the storage operator. Another objective is to propose measures ensuring protection of the population in the emergency planning zone, in order to satisfy in the best possible way the following hypothesis: "Measures to implement the emergency planning and emergency clearance operations and measures to ensure population protection are an integral part of the external emergency plan, ready to resolve possible accident cases endangering lives, health, significant property values or the environment." To meet the objectives and verify the hypothesis, I used my own experience in the field of emergency planning and my personal knowledge of the site so that I could create a proposal of appropriate measures, designed to reduce an immediate menace, and mitigate the impacts of a possible major accident. To complete the goal I chose ``The storage of propane - butane bottles and bottling plant Branice at Milevsko", the local juristic person with the name TOMEGAS Ltd. By the South Bohemian regional authority, these operations were classified as category B under Act No. 59/2006 Coll., on the prevention of major accidents caused by selected hazardous substances or chemical preparations, and also an emergency planning zone with a radius of 1 km was established. Those objectives are proposed in accordance with all legal standards and regulations. I believe that the findings of my work will be applicable in building and updating an external emergency plan for given operations. The hypothesis is undoubtedly confirmed by the existence of international treaties and the EU legislation focused on the protection of people living in the neighborhood of buildings where dangerous substances and preparations are handled, as well as by the number of accidents happening worldwide. In the section ``Discussion{\crqq} several issues are analyzed, the major of which seems to be the financial aspect that may result in difficulties with the early establishment of proposed preventive measures.

Most of the current population cannot imagine their contemporary lifestyle without chemical products. This requires the chemical industry, which in some areas of our country is well developed. Spolana and Spolchemie are large chemical companies, which store huge amounts of chlorine. The aim of this study was to evaluate the simulation of leakage of chlorine from Spolana and Spolchemie using TerEx software and see if the two businesses can be important sources of risk for the population in terms of leakage of chlorine. Results of this study imply much larger consequences that would be caused by potential leakage of chlorine through intentional misuse. This possibility should be of interest to not only integrated emergency services and members of crisis management teams, but also the citizens themselves. Preparing for such an event and knowledge of things in terms of prevention is very important.
