Understanding collaboration among local governments for economic development has been a significant research topic over the last few decades. However, because much of the literature has focused on urban and metropolitan areas, there is little evidence of the factors that influence collaboration among local governments in rural areas. To address this gap, this study examines interlocal economic development collaboration in three rural regions in West Texas, USA, by using a unique survey dataset of these regions. We employ an exponential hurdle model on a set of factors that are expected to predict the probability of and the extent to which cities in rural areas engage in collaborative activities for economic development purposes. We find that a combination of local business diversity, institutional support, and regional competition has a positive effect on the scope of collaboration among our sample of communities, whereas stronger fiscal capacity and greater economic development challenges decrease the extent of their collaboration. AbstractProblem, research strategy, and findingsTakeaway for practiceAlthough they play a key role in shaping local efforts, there is limited research on how city officials define sustainability as it is practiced in their communities. To address this limitation and contribute to planning research, we leveraged a unique nationwide data set of sustainability definitions provided by the sustainability lead in more than 400 U.S city governments. Our study’s qualitative analysis of these statements complements existing research by exploring emerging themes on how sustainability is perceived and practiced at the local level. Results indicated that practitioners’ conceptualizations reflected five general orientation categories: action, aspiration, emotion, process and organization, and progress. We evaluated the association of these general orientation categories with cities’ administrative arrangements, political environments, resources, and capacities. Findings suggested that supportive contexts were associated with city sustainability staff defining sustainability in aspirational terms, as opposed to emphasizing progress or discrete actions.We examined how city sustainability leaders characterize its practice, using their own words provided in response to an open-ended survey question. We found that organizational context, including the presence of a sustainability budget, staff, and political support, was associated with differences in the fundamental nature of the responses provided. This is important because these local government officials influence how the broad objective of sustainability is practiced in their communities. Overall, our research adds value to the planning profession by assessing how sustainability professionals defined sustainability with greater nuance than previous studies and establishing a departure point for explaining why such differences exist. Reality-monitoring errors occur when internally generated thoughts are remembered as external occurrences. We hypothesized that sleep-dependent memory consolidation could reduce them by strengthening connections between items and their contexts during an afternoon nap. Participants viewed words and imagined their referents. Pictures of the referents also accompanied half of the words. After a 2-h break filled with sleep (n = 31) or wakefulness (n = 32), participants indicated if they previously viewed a picture of each word. Nap participants made fewer reality-monitoring errors than wake participants by adopting more stringent response criteria, suggesting that sleep reduces reality-monitoring errors primarily by influencing post-retrieval decision processes.

Paper birch (Betula papyrifera Marsh) is an ecologically valuable species with a broad geographic distribution across the North America. Its diversity, versatility and enduring nature make it an ideal candidate for a selective breeding program in this region. However, an understanding of the genecology of this species is fundamental to deploy it successfully. Ten paper birch provenances were collected from British Columbia (BC, Canada) and northern Idaho (USA) along elevational transects to determine whether observed bud flush phenology was due to genetics and /or environmental variation or their interaction. Seedlings were grown at three different nurseries: University of Idaho (46°44’N), Landing (50°17’N) and Little Forestry (54°00’N) and planted in a randomized single tree interlocking block design in three common gardens at Sandpoint, ID (48°13’N), Skimikin, BC (50°45’N) and Red Rock, BC (53°45’N). Results indicate that variation in the timing of bud flush is a complex interaction among local genetic characteristics and environmental conditions of the growing site. Birch bud flush followed a general geographic trend where provenances at the southern common garden (Sandpoint) required less time (Day of Year, DoY) and fewer growing degree days (GDD) compared to central (Skimikin) and northern (Red Rock) common gardens. Although there were significant differences in the timing of bud flush among provenances along an elevational gradient, none of the regions showed the expected linear elevational cline, trends were inconsistent. Further, birch bud flush was significantly influenced by nursery displacement effects in the initial year of establishment but disappeared within three years. These results provide an opportunity to characterize bud flush phenology of paper birch and would be useful for improving operational paper birch seed transfer programs in BC.

Strategic plans are widely used by municipalities as a means of directing their own activities, but relatively few studies have examined factors associated with cities' decisions to embed sustainability principles within them. Drawing from literature on planning processes and organizational capacity, this paper tests whether perceived staff support for sustainability initiatives influences the integration of sustainability into strategic plans, and whether administrative capacity has a moderating effect on this relationship. This study presents new findings about how cities are advancing sustainability objectives and about the role that designated sustainability offices can play in the strategic planning process. Although many U.S. municipalities have adopted climate protection and sustainability as explicit objectives, they are not among their traditional responsibilities. As a result, compared to policies focused around core functions, those related to sustainability may be at greater risk of retrenchment or change in times of crisis. This research examines how the COVID-19 pandemic has impacted local governments' sustainability efforts. Using data from a nation-wide survey, we examine the degree to which the pandemic has affected programmatic priorities, resources, and operations related to sustainability. Findings indicate that the pandemic hurt the implementation of sustainability initiatives in almost half of U.S. cities. At the same time, many cities increased the priority of economic and social sustainability initiatives in response to the pandemic. Cities which have formally included sustainability principles into a city plan appear more sensitive to COVID-induced challenges to their program operations. [ABSTRACT FROM AUTHOR]

Background: This study examined the association between residential segregation and obesity for Whites, African Americans, Hispanics, and Asians. This study considered 3 dimensions of residential segregation, isolation, dissimilarity, and concentration. Methods: By combining individual-level data from the Behavioral Risk Factor Surveillance System and county-level data from the County Health Rankings and Roadmaps, the total sample size was 204,610 respondents (160,213 Whites, 21,865 African Americans, 18,027 Hispanics, and 4505 Asians) from 205 counties in the United States. Two-level logistic regression models were performed. Results: African Americans and Hispanics in counties with high levels of isolation, dissimilarity, and concentration were more likely to be obese; these relationships did not hold true for Whites and Asians. Counties with a higher percentage of populations with the income below the poverty line and a higher percentage of fast food restaurants in the county were associated with a higher likelihood of obesity for all racial/ethnic groups. African Americans and Hispanics with low levels of education and income were more likely to be obese. Conclusions: Residential segregation had a contextual influence on weight status, and the context of counties influenced racial/ethnic groups differently. Obesity reduction programs should consider the contextual influence on minority populations and target subgroups living in highly segregated areas. [ABSTRACT FROM AUTHOR]
