Abstract

We conducted a nationwide field experiment in China to evaluate the direct and indirect impacts of assigning firms to public or private citizen appeals when they violate pollution standards. There are three main findings. First, public appeals to the regulator through social media substantially reduce violations and pollution emissions, while private appeals cause more modest environmental improvements. Second, public appeals appear to tilt regulators’ focus away from facilitating economic growth and toward avoiding pollution-induced public unrest. Third, pollution reductions by treated firms are not offset by control firms, based on randomly varying the proportion of treated firms at the prefecture level.

Abstract

The multi-agent system (MAS) enables the sharing of capabilities among agents, such that collaborative tasks can be accomplished with high scalability and efficiency. MAS is increasingly widely applied in various fields. Meanwhile, the large-scale and time-sensitive data transmission between agents brings challenges to the communication system. The traditional wireless communication ignores the content of the data and its impact on the task execution at the receiver, which makes it difficult to guarantee the timeliness and relevance of the information. This limitation leads to that traditional wireless communication struggles to effectively support emerging multi-agent collaborative applications. Faced with this dilemma, task-oriented communication is a potential solution, which aims to transmit task-relevant information to improve task execution performance. However, multi-agent collaboration itself is a complex class of sequential decision problems. It is challenging to explore efficient information flow in this context. In this article, we use deep reinforcement learning (DRL) to explore task-oriented communication in MAS. We begin with a discussion on the application of DRL to task-oriented communication. We then envision a task-oriented communication architecture for MAS, and discuss the designs based on DRL. Abstract

Subjective performance evaluation is widely used by firms and governments toprovide work incentives. However, delegating evaluation power to local seniorleadership could induce influence activities: agents might devote much effortsto please their supervisors, rather than focusing on productive tasks that benefittheir organizations. We conduct a large-scale randomized field experimentamong Chinese local government employees and provide the first rigorousempirical evidence on the existence and implications of influence activities. Wefind that employees do engage in evaluator-specific influence to affectevaluation outcomes, and that this process can be partly observed by their coworkers.However, introducing uncertainty in the identity of the evaluatordiscourages evaluator-specific influence activities and significantly improves thework performance of local government employees.

Abstract

Cd‐free high‐bandgap Cu2ZnSnS4 (CZTS) solar cells are expected to offer green and low‐cost solutions to single‐junction and tandem photovoltaic markets. Despite attracting considerable attention in past years, reported certified efficiency has yet to exceed the 10% threshold. Sn‐related defects, especially those originating from Sn2+ oxidation states, lead to severe recombination loss and limit device performance. Here, the formation of these detrimental defects is suppressed by creating a more benign chemical environment during sulfurization annealing. With dominant Sn4+ states in the source material and the precursor, the oxidation state of Sn remains primarily in its native Sn4+ state during annealing and in the final film. Engineering the Sn‐related defects leads to shallower tail states in bulk CZTS and fewer interfacial defects. As a result, both radiative and non‐radiative recombination losses are alleviated, contributing to a certified 10.7% efficiency of the Cd‐free high‐bandgap CZTS solar cell. The MASS cohort is a study conducted in Chinese ICU settings that aims to investigate the role of the microbiome in severe pneumonia and host susceptibility. The cohort consists of 286 patients with severe pneumonia, and various biological samples are collected from them. 31. Age of Incorrect Information-Aware Data Dissemination for Distributed Multi-Agent Systems

Abstract

In this paper, we propose an age of incorrect information (AoII)-aware data dissemination scheme for distributed multi-agent systems (MASs). In the proposed scheme, AoII is utilized to measure the importance of data in terms of timeliness and content. We formulate the joint optimization of time slot allocation and agent selection as a decentralized partially observable Markov decision process (Dec-POMDP), with the objective of minimizing the AoII. To solve the Dec-POMDP, a novel multi-agent reinforcement learning algorithm (DV-MAPPO) is proposed. In particular, to tackle challenges posed by the partial observability of global system information, each agent estimates the global system state using variational inference. Moreover, to improve the accuracy of global system state estimation, each agent is given an intrinsic reward that is dominated by the accuracy of estimates. The proposed data dissemination scheme is implemented and evaluated in various missions. Simulation results show that the proposed data dissemination scheme outperforms traditional data dissemination schemes in terms of AoII. Furthermore, in typical multi-agent collaborative tasks, the proposed scheme facilitates more efficient cooperation among multiple agents compared to the data distribution mechanisms that ignore the importance of data.

32. Discrete-Time Flocking Control in Multi-Robot Systems With Random Link Failures

Abstract

The stability of multi-robot flocking is closely related to the control model and the quality of wireless communications. In this study, we delve into the discrete-time flocking control problem for multi-robot systems (MRS) operating under an ad hoc network with random link failures. Specifically, we initially propose a discrete-time control model for multi-robot flocking that describes the inherent instability in the transmission of robot state information as a Bernoulli variable. Compared to existing controllers, this model requires less information exchange and is more practical for implementation in multi-robot systems. Subsequently, stability analysis is conducted for the controller, revealing that the MRS cannot achieve asymptotic flocking but can attain flocking in expectation when relevant stability conditions are satisfied. The stability conditions are deduced using the Lyapunov method, imposing constraints on the controller gains, the interaction period, and the successful transmission probability of communication links. Notably, the upper bound for the interaction period is significantly improved, thereby alleviating the communication network's burden. Simulation results verify the efficacy of the proposed control model and the reliability of the derived stability conditions.

46. Reducing single-use cutlery with green nudges: Evidence from China's food-delivery industry

Abstract

Rising consumer demand for online food delivery has increased the consumption of disposable cutlery, leading to plastic pollution worldwide. In this work, we investigate the impact of green nudges on single-use cutlery consumption in China. In collaboration with Alibaba's food-delivery platform, Eleme (which is similar to Uber Eats and DoorDash), we analyzed detailed customer-level data and found that the green nudges-changing the default to "no cutlery" and rewarding consumers with "green points"-increased the share of no-cutlery orders by 648%. The environmental benefits are sizable: If green nudges were applied to all of China, more than 21.75 billion sets of single-use cutlery could be saved annually, equivalent to preventing the generation of 3.26 million metric tons of plastic waste and saving 5.44 million trees.
