The purpose of this discussion paper is to test how a Nexus Footprint could be operationalized empirically. To examine the applicability of this method across different settings, three case study cities with diverging resource management situations were selected. The Nexus Footprint is an emerging indicator that aims to quantify the intersections within the highly interconnected food-water-energy web of a given region.

Soils provide multiple benefits for human well-being, which are largely invisible to most beneficiaries. Here, we present the results of a discrete choice experiment into the preferences of Germans for soil-based ecosystem services. To tackle complexity and unfamiliarity of soils, we express soil-based ecosystem service attributes relative to the site-specific potential of soils to provide them. We investigate how knowledge about soils, awareness of their contributions to human well-being and experience with droughts and floods affect the preferences. We find substantial yet heterogeneous preferences for soil-based ecosystem services. Only some measures of familiarity exhibit significant effects on preferences.

Our current economic systems are transgressing planetary boundaries globally and yet societal needs are not sufficiently and equally fulfilled. Fostering the bioeconomy as an economy based on renewable resources can be a transformation towards a sustainable future, to fulfill societal needs within planetary boundaries. However, sustainability is not intrinsic to the bioeconomy and consequently advanced and comprehensive monitoring systems on a national scale are needed. In the systemic modeling and monitoring of the German bioeconomy (SYMOBIO) a comprehensive national monitoring framework in the context of global dynamics was developed, and a first pilot report of monitoring results was published and presented to the public in June 2020. Stakeholder participation plays a role in informing monitoring from the beginning. Consequently, in this study we aim at evaluating the pilot report and monitoring as well as the general perception of the bioeconomy by an open survey. We collected approximately 100 responses, mainly from the stakeholder group "science". Most stakeholders are moderately satisfied with the monitoring and reporting. However, social aspects of the bioeconomy like hunger, poverty and inequalities are considered to be underrepresented, and the socio-economic perspective is viewed as too narrow. Future monitoring efforts should be oriented more on international agreed frameworks like the SDGs and be comparable to other monitoring systems and levels. Regarding general perceptions of the bioeconomy, a majority of stakeholders have a vision of a socio-ecological transformation, in contrast to German and European strategies which are seen as business-as-usual capitalism using additional renewable resources. Leipzig’s urban development has been subject to serious, not to say extreme, changes in terms of shrinkage and growth over the past three decades. These had a strong impact on the housing market, which was first very tight and then (very) relaxed for some time. In recent years it has tightened up again. The sometimes extreme changes in the housing market have led to several realignments in housing policy. This paper briefly discusses the strategies of the actors and the new housing policy, the starting situation and the developments in the 1990s and 2000s in order to provide the necessary background for understanding the current developments on the housing market. Then the current situation is presented and the specifics of the housing question in Leipzig are elaborated. This is followed by a description of housing policy, its concepts and instruments, the actors and governance structures. Finally, there is a summary of the implementation steps and the difficulties encountered before a conclusion is drawn. The coronavirus pandemic has currently changed some of the parameters of development. Since these are still subject to great uncertainty at the present time, they are addressed in an excursus in which possibilities and plausibilities are discussed.

Bei oberflächennahen geothermischen Anwendungen kommt es zu Temperaturveränderungen im Untergrund, um Wärme zu gewinnen oder zu speichern. Die dadurch verursachten thermischen Auswirkungen können die thermischen, hydraulischen und chemischen Bedingungen des Untergrunds verändern und sich auf die Systemleistung auswirken. Die Situation wird noch komplizierter, wenn die Grundwasserleiter unterschiedlich gesättigt sind und eine Verunreinigung des Untergrunds vorliegt. In dieser Arbeit werden vollständig gekoppelte Wärme- und Stofftransportmodelle angewandt, um die Wechselwirkung zwischen oberflächennahen geothermischen Anwendungen und der unterirdischen Umgebung besser zu charakterisieren. Es werden drei verschiedene Szenarien untersucht. Zunächst werden die thermischen Auswirkungen und die Nachhaltigkeit einer intensiven oberflächennahen geothermischen Nutzung in einem Wohngebiet über einen Zeitraum von 24 Jahren bewertet. Überwachungsdaten des Standorts werden in das Modell integriert, und die Bedeutung standortspezifscher Kenntnisse für die Planung wird hervorgehoben. Zweitens wird der gekoppelte Feuchtigkeits- und Wärmetransport eines Erdwärmespeichersystems (BTES) untersucht. Es wird eine Sensitivitätsanalyse durchgeführt und die Wärmeentzugsefzienz zwischen verschiedenen Szenarien verglichen. Bei Austrocknung oder starker Gasphasenkonvektion werden signifkante Änderungen im Wärmetransportverhalten erwartet. Drittens wird ein nichtisothermes Drei-Komponenten-Zweiphasenströmungsmodell abgeleitet und mit der Finite-Elemente-Methode implementiert. Die Validierung des numerischen Modells bestätigt seine Fähigkeit, die gekoppelte Strömung sowie den Wärme- und Stofftransport in einem ungespannten Grundwasserleiter zu simulieren, der einem BTES-Betrieb ausgesetzt ist. Insbesondere wird das Potenzial für die thermisch verstärkte Verflüchtigung von Trichlorethylen (TCE) in wässriger Phase bewertet. Da durch die Wärmezufuhr eine Auftriebsströmung induziert wird, nimmt die Verring, Shallow geothermal applications induce temperature changes in the subsurface for heat extraction or storage purposes. Their induced thermal impacts may alter the thermal, hydraulic, and chemical conditions of the subsurface and feedback on the system performance. The situation is further complicated in variably saturated aquifers and when subsurface contamination exists. In this work, fully coupled heat and mass transport models are applied to improve the characterization of interaction between shallow geothermal applications and the subsurface environment. Three different scenarios are investigated. First, the thermal impact and sustainability of intensive shallow geothermal exploitation in a residential area is evaluated over a 24-year period. Monitoring data from the site is integrated into the model and the importance of site-specifc knowledge for planning is highlighted. Second, the coupled moisture and heat transfer of a soil borehole thermal energy storage (BTES) system is explored. A sensitivity analysis is performed and the heat extraction efciency is compared among various scenarios. Signifcant changes in the heat transport behavior are expected when drying out or strong gas phase convection occurs. Third, a non-isothermal three-component two-phase flow model is derived and implemented with the fnite element method. Validation of the numerical model confrms its ability to simulate the coupled flow, heat and mass transport in an unconfned aquifer subject to BTES operation. In particular, the potential for thermally-enhanced volatilization of aqueousphase trichloroethylene (TCE) is assessed. As buoyant flow is induced due to heat injection, reduction of the contaminant mass grows considerably, reaching more than 70% after fve years. The fndings obtained from this thesis can contribute to a wider adoption of shallow geothermal technologies through the enhancement of their environmental and economical services.

Die vorliegende Studie erfasst und beschreibt die gesellschaftliche Wertigkeit des Tempelhofer Feldes in seiner gegenwärtigen Nutzung. Sie legt einen Ansatz dar, wie unterschiedliche Werte fokussiert werden können, um ein Gesamtbild der gesellschaftlichen Werte entstehen zu lassen. Hierfür wird ein konzeptioneller Rahmen mit fünf Betrachtungsebenen vorgestellt und angewandt.

Die Leipziger Stadtentwicklung unterlag in den vergangenen drei Jahrzehnten gravierenden Veränderungen in Bezug auf Schrumpfung und Wachstum. Diese schlugen in starkem Maße auf den Wohnungsmarkt durch. Die z.T. extremen Veränderungen auf dem Wohnungsmarkt führten zu mehreren Neuausrichtungen in der Wohnungspolitik. Im Zuge des starken Wachstums und der Anspannung des Wohnungsmarktes hat Leipzig 2015 mit einem neuen Konzept hier eine Neuausrichtung vollzogen. Zunächst wird kurz auf die Ausgangslage und Entwicklungen in den 1990er und 2000er Jahren eingegangen. Sodann wird die aktuelle Situation dargestellt und die Spezifik der Wohnungsfrage in Leipzig herausgearbeitet. Daran schließt sich die Darstellung der Wohnungspolitik, ihrer Konzepte und Instrumente, der Akteure und der Governancestrukturen an. Danach werden die Schritte der Umsetzung gezeigt und die Schwierigkeiten dabei, bevor ein Fazit gezogen wird. Die Corona-Pandemie hat aktuell einige Parameter der Entwicklung stark verändert, hierauf wird mit einem Exkurs eingegangen, in dem Möglichkeiten und Plausibilitäten diskutiert werden.

The deployment of onshore wind power is an important means to mitigate climate change. However, wind turbines also produce local disamenities to residents living next to them, mainly due to noise emissions and visual effects. Our paper analyzes how the presence of local disamenities affects the socially optimal siting of onshore wind power. The analysis builds on a spatial optimization model using geographical information system (GIS) data for Germany. Our results indicate a major spatial trade-off between the goals of minimizing electricity generation and disamenity costs. Considering disamenity costs substantially alters - and in fact dominates - the socially optimal spatial allocation of wind power deployment. This is because in Germany a) the spatial correlation between generation costs and disamenity costs is only moderately positive, and b) disamenity costs exhibit a larger spatial heterogeneity than the generation costs. These results are robust to variations in the level and slope of the disamenity cost function that we assume for the modeling. Our findings emphasize the importance of supplementing support schemes for wind power deployment with approaches that address local disamenties, e.g., compensation payments to local residents or minimum settlement distances.

The deployment of onshore wind power is an important means to mitigate climate change. However, wind turbines also have negative impacts at the local scale, like disamenities to residents living nearby, changes in landscape quality, or conflicts with nature conservation. Our paper analyses how these impacts affect the optimal siting of wind turbines, as compared to a spatial allocation focused solely on minimizing generation costs. To quantify the spatial trade-offs between these criteria, we propose a novel approach using Pareto frontiers and a Gini-like potential trade-off indicator. Our analysis builds on a spatial optimization model using geographical information system data for Germany. We show that spatial trade-offs between the criteria under consideration are significant. The size of the trade-off varies substantially with the criteria under consideration, depending on the spatial heterogeneity of each criterion as well as on the spatial correlation between the criteria. Spatial trade-offs are particularly pronounced between nature conservation (measured by impacts on wind power-sensitive birds) and other criteria.

With the expansion of renewable energy sources (RES) in countries all over the world, policy design to address the negative impacts of RES plants on their local and regional environment gains in importance. We analyse whether policy design should be spatially-differentiated or uniform when negative RES environmental externalities are spatially heterogeneous and display interregional cumulative effects. In a theoretical model of the RES electricity generation sector, we compare the welfare differential between both regulatory designs and analyse how it is affected by cumulative environmental effects. While we confirm that the welfare costs of attaining a RES deployment target are lower under a spatially-differentiated than a spatiallyuniform regulation, we find that the welfare costs are contingent on the presence of cumulative environmental effects. This depends on the heterogeneity of region-specific generation cost parameters and social cost parameters of RES electricity generation. If heterogeneity is more (less) pronounced in regional generation cost parameters than in regional social cost parameters, positive (negative) cumulative effects decrease the welfare costs of a uniform instrument.

Die 16. Tagung der Nachwuchsgruppe Umweltsoziologie (NGU) fand vom 30. September bis 1. Oktober 2019 am Helmholtz-Zentrum für Umweltforschung (UFZ) in Leipzig statt. In federal countries the allocation of renewable energy (RE) deployment is simultaneously regulated by national and subnational governments. We analyze the efficiency of federal coregulation when different types of policy instruments - price and quantity - are assigned to government levels. Using an analytical model with two regulatory levels, we specify conditions that ensure first-best allocation of RE deployment in equilibrium. These efficiency conditions refer to how the financial burden of the national RE support scheme should be shared among subnational jurisdictions. Under realistic assumptions national price-based regulation is efficient if burden shares are proportional to population shares, regardless of the subnational policy instrument. Contrary, under national quantity-based regulation efficiency conditions depend on the subnational policy instrument. While with subnational price-based regulation burden shares should be oriented towards first-best RE deployment shares, with subnational quantity-based regulation burden shares should be oriented towards population shares.

Die Erkundung und Charakterisierung der unterirdischen Einzugsgebiete gehören zu den zentralen Aufgabengebieten der hydrogeologischen Praxis. Die Erfassung und Ausnutzung von Schwankungen in den chemisch-physikalischen Eigenschaften der Grundwässer bildet dabei einen Grundpfeiler zahlreicher Studien. Ausgelöst werden diese Variationen u.a. durch den Zustrom von Niederschlagswässern in die Grundwassersysteme. Dies kann sowohl infolge des natürlichen Versickerungsprozesses geschehen oder aber technischen Ursprungs sein (z.B. künstliche Grundwasseranreicherung). Niederschlagswässer unterscheiden sich - als Endprodukt des natürlichen meteorologi-schen Destillationsprozesses - bezüglich ihrer Salinität (Mineralgehalt) und ihrer Isotopie zumeist deutlich von natürlichen Grund- und Oberflächenwässern. Die meisten Monitoring- und Erkundungskonzepte, welche derartige Unterschiede ausnutzen, beinhalten daher oft eine Kombination mehrerer Analyseverfahren, wie z.B. die Identifizierung des isotopischen Fingerabdruckes mittels Stabilisotopenanalytik sowie die Bestimmung der Salinität über z.B. Konduktometrie oder Ionenanalysen. Niederschlagswässer, Grundwässer sowie das poröse Medium selbst sind jedoch Materialien natürlichen Ursprungs und daher physikochemisch betrachtet eher komplexe Systemkomponenten. Ein perfekt konservatives Migrationsverhalten ohne Beeinflussungen ist daher nicht zu erwarten; ebenso wenig ist davon auszugehen, dass die messtechnische Erfassung stets einwandfrei verläuft. Vor diesem Hintergrund setzt sich diese Dissertationsschrift kritisch mit dem Einfluss von Messunsicherheiten und Signalmodifikationen auf die Qualität der Nachverfolgung dieser Wässer auseinander. Hierfür wird das Niederschlagswasser als de-facto künstlicher Grundwassertracer behandelt und bezüglich der Anforderungen an diese Tracer-Gruppe bewertet. In mehreren Experimenten und Modellsimulationen auf Labor- und Feldskala wird zudem gezeigt, welche speziellen Anforderungen bei der Nutzung, The exploration and characterization of subsurface catchments is one of the central tasks in hydrogeology. Here, exploiting detected fluctuations in the chemical-physical properties of the groundwater is a cornerstone of numerous studies. These variations are triggered, among others, by precipitation waters flowing into the groundwater systems. This can happen either due to the natural infiltration process or as a result of technical applications (e.g., as part of artificial groundwater recharge). Being the end product of the natural meteorologically induced distillation process, typical precipitation waters differ from natural groundwater and surface waters in terms of their mineral content (salinity) and their isotopic signatures. Therefore, most monitoring and exploration concepts, which exploit such differences, employ a combination of several analytical methods, such as the identification of the isotopic fingerprint by stable isotope analysis and salinity determination by, e.g., conductometry or ion analysis. However, precipitation waters, groundwaters as well as the porous medium itself are materials of natural origin and, therefore, are physicochemically rather complex system components. Hence, an unmodified and perfectly conservative migration behaviour is not to be expected; it is equally unlikely that the analytical detection procedure always runs smoothly. In this context, this doctoral dissertation gives a critical assessment on the influence of analytical uncertainties and signal modifications on the overall quality of the water tracing. For this purpose, precipitation water is treated as de-facto artificial groundwater tracer and evaluated according to the requirements defined for this tracer group. Furthermore, experiments and model simulations were carried out on the laboratory and on the field scale to assess which special requirements must be complied when rain waters or snowmelt waters are used as tracers. Current economic and social systems transgress several ecological planetary boundaries by far but without sufficiently fulfilling human needs and this in a globally unequal way, posing enormous challenges to political strategies and economic structures. To tackle these challenges, under a bioeconomy, a variety of industrial metabolisms, strategies and visions on substituting fossil resources by renewables and hereto associated societal transformations is formulated. Social, ecological and economic (holistic) sustainability, however, is not an intrinsic character of bioeconomy but rather a possible potential which has to be assessed. Life Cycle Assessments and Life Cycle Sustainability Assessments provide promising frameworks and methods for such holistic sustainability assessments, but face major challenges in regard to underlying sustainability concepts and implementation. First, we discuss and analyze the status quo of Life Cycle Sustainability Assessment especially in regard to underlying sustainability and economic concept and identify their strengths, weaknesses and research gaps. Secondly, we characterize the current bioeconomy discourse and propose a transdisciplinary, holistic and integrated framework for Life Cycle Sustainability Assessment. Based on this discussion and the proposed framework, holistic and integrated Life Cycle Sustainability Assessment can provide a transdisciplinary understanding and specific information on the absolute and relative holistic sustainability of provisioning systems to allow efficient and effective governance.

Nudging and behavioural insights need to be taken into account in strategic action planning for suppression and reduction of pandemic effects. This paper focuses on a few selected areas of significant importance to getting SAR-CoV2 under control in both the nonpharmaceutical and the pharmaceutical phase, i.e. after the development of an effective vaccine.

The deployment of onshore wind power involves spatial sustainability trade-offs, e.g., between the minimization of energy system costs, the mitigation of impacts on humans and biodiversity, and equity concerns. We analyze challenges arising for decision-making if wind power generation capacity has to be allocated spatially in the presence of such trade-offs. The analysis is based on a game developed for and played by stakeholders in Germany. The results of the game illustrate that there is no unanimously agreed ranking of sustainability criteria among the participating stakeholders. They disagreed not only on the weights of different criteria but also their definition and measurement. Group discussions further revealed that equity concerns mattered for spatial allocation. Yet, stakeholders used quite different concepts of equity. The results support the importance of transparent, multi-level and participatory approaches to take decisions on the spatial allocation of wind power generation capacity.

Multiple methods for transdisciplinary and transformative sciences have been presented and discussed in the literature on sustainability. Wider knowledge however, on how to implement global environmental change is still sough for. We suggest that understanding the practical knowledge with the Aristotelian concept of stechne and phronesis provides important contributions for change. With the present paper we will show the detailed facilitation outlines within the application of the Human Scale Development Approach (HSDA) that was introduced in the early 1980´s. Although the approach has been applied and adapted during the last three decades a particularized description of the facilitation process it requires is lacking. The same gap of information resides with regard in many other methods in transdisciplinary and transformative sustainability sciences. As a contribution of “how-to” practical knowledge within transformative science can beappliedwe present two detailed facilitation processes of adaptations of the original HSDA. With these contributions we would like to encourage other scholars and practitioners to test and validate the presented applications and further develop them in their own settings as well as for their own purposes.

Several strands of literature have developed around the ambition to influence or bring about transitions toward greater sustainability. In this context researchers have come to be interested in the types of actors involved in sustainability transitions and the roles these actors play. However, there is a lack of clear definitions of actors, and their roles. Our research takes an exploratory approach and is designed to describe and analyse the actors concerned and to identify their roles in sustainability initiatives. Our aim in doing so is to contribute to the body of scientific knowledge on transitions and to provide sustainability initiatives themselves with helpful information. Data were collected using the Net-Map tool, a well-established method in actor and stakeholder analysis. In our results we identify and define six actor roles: catalysts, opponents, intermediaries, frontrunners, drivers and visionaries. In the literature, particular roles are connected to common actor categories (civil society, governmental actors, private sector, etc.). Our results imply that sustainability initiatives are neither necessarily hindered by the absence of certain actors, nor are they hindered per se by the presence of an actor - rather, a broad mix seems to be helpful.

Seit einigen Jahren ist in Deutschland eine deutliche Ausdifferenzierung der regionalen Bevölkerungsentwicklung zu beobachten. Das in den 1990er und 2000er Jahren prägende Muster praktisch flächendeckender Einwohnerverluste in den ländlichen Räumen Ostdeutschlands und eines Nebeneinanders von Wachstums- und Schrumpfungsräumen im Westen hat sich seit 2011 gewandelt und ausdifferenziert. Vor diesem Hintergrund möchte der Beitrag die wesentlichen demographischen Trends in Deutschland nach 2011 herausarbeiten und deren Implikationen für die Raumentwicklung diskutieren.

Für die Durchführung von Tracerversuchen in der hydrogeologischen Praxis werden spezielle Markierungsmittel benötigt, die verschiedenen Anforderungen gerecht werden müssen. Die vorliegende Arbeit behandelt die auf den ersten Blick ungewöhnlich erscheinende Möglichkeit, Niederschlag als Tracer zu verwenden, welche sich auf die dem Wasser innewohnenden Signale δ2H- und δ18O-Isotopensignatur, elektrische Leitfähigkeit und Temperatur stützt. Diese Signale können sich zwischen Niederschlag und zu untersuchendem Grundwasser deutlich unterscheiden. Diese Unterschiede liefern das Potential für Markierungsversuche. Im Rahmen dieser Arbeit wird auf die natürliche Variabilität dieser Signale in den möglicherweise relevanten Systemkomponenten Niederschlag, Grundwasser und Oberflächenwasser eingegangen. Hierfürwerden Ergebnisse einer Literaturrecherche, verwendete Probenahmemethoden und die Auswertung mehrerer gewonnener Zeitreihen an Standorten in Sachsen vorgestellt. Unterschiedliche Methoden zur isotopentreuen Niederschlagssammlung werden einem eingehenden Vergleich unterzogen und bewertet. Aus den präsentierten Daten können schließlich Empfehlungen für geeignete Sammelzeiträume des Niederschlags abgeleitet werden. Der häufig verwendete Summenparameter elektrische Leitfähigkeit ist bei der Anwendung von Niederschlag als Grundwassertracer ein inverses Tracersignal. Anders als bei Salzungsversuchen liegt er deutlich unterhalb des Hintergrundwertes im Grundwasser. Welchen Einfluss diese Eigenschaft im Vergleich mit herkömmlichen Salztracern auf hydrogeochemische und Transport-Prozesse hat, wird in einer zweiteiligen Laborversuchsserie, bestehend aus Batch- und Säulenversuchen, diskutiert. Bei letzteren werden Durchbruchskurven hinsichtlich ihrer zeitlichen Momente und anderen Statistiken begutachtet. This paper examines the prospects and feasibility of using the Association Agreement between Ukraine and the EU as a roadmap for reorienting the Ukrainian brown economy toward a green economy, making use of green financial instruments in the process. The first chapter is dedicated to the concept of green financial policy as well as its main fiscal and market instruments. The second chapter explores in detail the state of climate-related affairs in Ukraine, the country’s commitments to numerous international environmental agreements as well as the role of the EU Association Agreement and its place in the Ukrainian economic context. The third chapter considers the political, economic and social measures required to establish a green financial policy. Our central findings are as follows: (1) Although Ukraine has been making progress towards a green financial policy in recent years, there is no doubt that the country needs technical and financial assistance from its European partners. The Association Agreement between Ukraine and the countries of the European Union provides an essential basis for building a green economy in Ukraine. (2) Despite efforts to mobilise internal green financial resources, the Ukrainian Government is struggling with what has already been achieved and is at a crossroads in moving in a different direction. For this reason, local and even non-governmental organisations in Ukraine today have often a greater direct influence on the process of building a green economy than the government itself. Two promising examples of Ukrainian companies seeking a green reputation are the Ukrainian Green Bank (Ukrgasbank) and the large energy company DTEK.

From a theoretical point of view, result-based agri-environmental payments are clearly preferable to action-based payments. However, they suffer from two major practical disadvantages: costs of measuring the results and payment uncertainty for the participating farmers. In this paper, we propose an alternative design to overcome these two disadvantages by means of modelling (instead of measuring) the results. We describe the concept of model-informed result-based agri-environmental payments (MIRBAP), including a hypothetical example of payments for the protection and enhancement of soil functions. We offer a comprehensive discussion of the relative advantages and disadvantages of MIRBAP, showing that it not only unites most of the advantages of result-based and action-based schemes, but also adds two new advantages: the potential to address trade-offs among multiple policy objectives and management for long-term environmental effects. We argue that MIRBAP would be a valuable addition to the agri-environmental policy toolbox and a reflection of recent advancements in agri-environmental modelling.

Nach der Einleitung und Darstellung des thematischen Nexus von Freiräumen, kooperativer Entwicklung und den Bedingungen in Ankunftsquartieren im ersten Teil gliedert sich das Diskussionspapier wie folgt: Der zweite Teil beschäftigt sich mit der Rolle und Funktionalität der Frei- und Grünräume im Quartier und es werden Ungleichheits- und Gerechtigkeitsfragen diskutiert. Im dritten Teil geht es insbesondere um die sozialen Funktionen urbaner Frei- und Grünräume. Aber auch ihre Rolle als Ort der Naturerfahrung und des Lernens über Natur, ihre gesundheitsfördernde Funktion sowie ihre Rolle als grüne Infrastruktur und Ort der Bereitstellung urbaner Ökosystemleistungen werden erörtert. Im vierten Teil werden Zusammenhänge zwischen den spezifischen Bedingungen von Ankunftsquartieren und ihrer Bevölkerungsstruktur und den Bedarfen an Frei- und Grünräumen sowie den Anforderungen an Beschaffenheit, Qualität, Funktionalität und Ausstattung derselben in den Mittelpunkt gerückt. Ebenso werden Zusammenhänge zwischen Benachteiligung sowie prekären Lebens- und Wohnbedingungen und der Nutzung von bzw. den Bedarfen an Freiräumen diskutiert. Im fünften Teil geht es um kooperative Ansätze der Freiraumentwicklung mit einem besonderen Fokus auf die spezifischen Bedingungen heterogener und/oder benachteiligter Quartiere, zu denen viele Ankunftsquartiere zählen. Zum Schluss werden im sechsten Teil Leerstellen und Wissenslücken identifiziert und daraus Fragen bzw. Bedarfe für die zukünftige Forschung formuliert.

In den letzten Jahren haben Ressourcengewinnungstechnologien das Interesse der Forschung auf sich gezogen. Das drückt sich unter anderem bei Fernerkundungstechnologien für Rohstoffexploration aus, bei denen mehr und mehr auf luftgestützte, bildgebende Verfahren und moderne Datenverarbeitung gesetzt wird. Dieses Papier greift diese Thematik auf und untersucht anhand von vier Themen, wie sich das Handlungsfeld im Bereich der Fernerkundung für die Rohstofferkundung durch neue Technologien verändert. Die vier Themen wurden in einem Forschungspraxisseminar an der Friedrich-Schiller-Universität Jena mit Studierenden im Fachbereich Umweltsoziologie erarbeitet.

Der Text, der seinen Hauptfokus auf die Entwicklungen in Europa und Nordamerika legt, gliedert sich wie folgt: Im ersten Abschnitt wird zunächst ein historischer Abriss des Themenfeldes "Stadt und Gesundheit" gegeben, der sowohl die handlungsleitenden Ereignisse als auch die dadurch angeregten Diskurse und politischen Entscheidungen erläutern wird. Im zweiten Abschnitt wird das Konzept der Healthy City vorgestellt, wie es in der Ottawa-Charta entworfen wurde und sich in einem Leitbild niederschlägt. Daraufhin wird im dritten Abschnitt erläutert, wie die Anwendung des Konzepts in planerischen Prozessen erfolgt und wie die Steuerung (governance) einer urbanen Gesundheitspolitik umgesetzt wird. Im vierten Abschnitt werden aktuelle Interventionsfelder einer gesundheitsfördernden Stadtentwicklungspolitik, wie Stress, Lärm oder Emissionen, aufgezeigt und in ihrer Verschränkung mit Phänomenen wie z.B. Adipositas dargestellt. Abschließend wird das Konzept bilanziert und hinsichtlich seiner konkreten Umsetzung im Kontext des Städtenetzwerks eingeschätzt.

Urban infrastructure investment is needed for both, mitigation of climate risks and improved urban resiliency. Financing them requires the translation of those benefits into measurable returns on investment in the context of emerging risks that capital markets can understand and appreciate. This paper develops a generic framework to identify what are the necessary and sufficient factors to economically favor climate-change resilient infrastructure in private investment decisions. We specifically demonstrate that carbon pricing alone will not generate the needed will, because market prices at present systematically fail to account for climate change risks such as the costs of stranded assets and the national and local co-benefits of investments in climate resiliency. Carbon pricing is necessary, but not sufficient for an enhanced private financing of climate-resilient infrastructure. The Paris Agreement and other supra-local policies and actors including city networks can concretely help to generate the sufficient social and political will for investments into climate change mitigation and resiliency at the city level.

Disaster risk and losses have been steadily rising in the past decades, highlighting the need to learn from past events. Only a better understanding of the fundamental causes of natural disasters and its impacts on societies can lead to an effective prevention and reduction of disaster risk. In this context, disaster forensics focuses on the analysis and interaction of risk factors (i.e. hazard, exposure, vulnerability and coping capacity) and the identification of underlying risk drivers, in order to tackle them through dedicated action. Results from forensic analysis are twofold: On the one hand, context-specific knowledge to decide on appropriate and evidence-based Disaster Risk Reduction (DRR) measures to mitigate current risk and prevent future one. On the other hand, more generalizable knowledge and evidence on how disaster risk is generated and on the effectiveness of applied DRR measures. In this work, we explore results of disaster forensics through a case study of subsequent floods in 2002 and 2013 in the city of Grimma, Saxony, in Germany. Risk factors are investigated to identify their contribution in increasing or reducing disaster damage, in conjunction with socio-economic impacts on age structure and migration in the mostly affected inner city of Grimma. In particular, we analyse: (i) How much the sequential application of disaster forensics contributes to a better understanding of risk and the identification of the causes of disasters impacts; and (ii) what data are required for performing a disaster forensic analysis., Katastrophenrisiken und -schäden sind in den letzten Jahrzehnten stetig gestiegen und unterstreichen die Notwendigkeit, aus vergangenen Ereignissen zu lernen. Nur ein besseres Verständnis der grundlegenden Ursachen von Naturkatastrophen und ihrer Auswirkungen auf die Gesellschaft kann zu einer wirksamen Prävention und Reduzierung des Katastrophenrisikos führen. In diesem Zusammenhang konzentriert sich die Katastrophenforensik auf die Analyse und das Zusammenspiel von Risikofaktoren (d.h. Gefährdung, Exposition, Verletzlichkeit und Bewältigungskapazität) sowie die Identifizierung der zugrunde liegenden Risikotreiber, um diesen durch gezielte Maßnahmen zu begegnen. Die Ergebnisse der forensischen Analyse sind vielseitig: Auf der einen Seite kontextspezifisches Wissen, um evidenzbasiert über geeignete Maßnahmen zur Katastrophenrisikominderung (Disaster Risk Reduction, DRR) zu entscheiden, um das aktuelle Risiko zu mindern und zukünftiges einzudämmen. Andererseits verallgemeinerbares Wissen und Erkenntnisse darüber, wie Katastrophenrisiken entstehen und wie effektiv angewandte Risikoreduktionsmaßnahmen sind. In dieser Arbeit untersuchen mithilfe der Katastrophenforensik eine Fallstudie zweier sukzessiver Überschwemmungsereignisse in den Jahren 2002 und 2013 in der Stadt Grimma in Sachsen. Verschiedene Risikofaktoren werden untersucht, um ihren Beitrag zur Erhöhung oder Verringerung von Katastrophenschäden zu identifizieren. Dies geschieht unter Berücksichtigung der sozioökonomischen Auswirkungen auf die Altersstruktur und Migration in der am stärksten vom Hochwasser betroffenen Innenstadt von Grimma. Insbesondere analysieren wir: (i) Inwieweit die sequentielle Anwendung der Katastrophenforensik zu einem besseren Verständnis des Risikos und der Ursachen der Auswirkungen von Katastrophen beiträgt und (ii) welche Daten für die Durchführung einer forensischen Katastrophenanalyse benötigt werden.

Das Verbundprojekt SIMULTAN erforscht die Früherkennung für Instabilität, Unruhe und Kollaps von Erdfällen. Der neuartige Forschungsansatz kombiniert strukturelle, geophysikalische, petrophysikalische und hydrologische Kartierungsmethoden, die von Sensorentwicklung und mulit-skaliger Überwachung flankiert werden, und umfasst eine Informationsplattform. Kollapsprozesse an Erdfällen finden generell in den obersten wenigen 100 Metern der Erdkruste statt. Individuelle Prozesskomponenten können einfach sein und verstanden werden. Aber es wechselwirken auch Prä-Kollapsprozesse und Vorläufer auf unterschiedlichen raum-zeitlichen Skalen und mit kleinen Variationen miteinander. Dies erfordert innovative, multi-skalige Beobachtungen, Analysen und integrierte Früherkennungskonzepte, besonders für urbane Bereiche, die bisher noch nicht vollständig entwickelt verfügbar sind und auch noch nicht als automatische operationelle Systeme arbeiten. Zur Identifizierung und Quantifizierung von Subrosionsbereichen zeigten sich bohrlochseismische Verfahren mit kombinierten P- und S-Wellen als zielführend. Als besonderer Indikator, der sich auch für Langzeitmonitoring eignet, hat sich dabei das ungewöhnliche Konversionsverhalten der Wellen in Subrosionszonen gezeigt. Neue Prozessingverfahren zur Detektion kleiner seismischer Ereignisse und für emergente Einsätze unterstützen den Ansatz von angepassten Arraymessungen. Geodätisch-gravimetrische Überwachungsnetze sind auch unter urbanen Bedingungen geeignet, durch Subrosion verursachte Oberflächendeformationen und Massenverlagerungen räumlich-zeitlich zu erfassen und zu überwachen. Nivellements liefern bezüglich der Oberflächendeformation höchste Genauigkeiten; zugleich sind sie vergleichsweise kostengünstig zu realisieren. Die Integration von GNSS hat in Verbindung mit dem Nivellement die räumliche Auflösung im Untersuchungsgebiet zusätzlich gestützt und hat das Potenzial, diese großräumig zu kontrollieren. The purpose of this paper is to investigate the impacts of land-use policies on wind power deployment at the regional levels in Germany and Sweden, respectively. We use data on added wind capacity at the German district level and the Swedish municipality level over the time period 2008-2012. These data are analysed with a model specification permitting the probability of having any capacity addition (1/0) during this period to be independent of the level of the installed capacity (in MW). The results confirm that the regional variations in wind power deployment can to a significant extent be attributed to land-use policies, not least in the form of priority areas and the designation of restricted areas. The quantitative results display interesting differences across the two countries, not least concerning the role of priority areas, which is found to be much more profound in the German case. The assignment of protected areas appears instead to have constituted a more stringent policy tool in Sweden. Furthermore, cross-country differences in the relevance of various explanatory variables are also found to be related to geographical patterns, the overall extent of wind power deployment, as well as the design of the support schemes for wind power. Overall, the results highlight the need for better understanding of the critical role of land-use policies for future renewable energy development in various national and institutional contexts.

In this paper, we take a political economy perspective on barriers that inhibit a transition beyond the growth-paradigm - that is, we frame transition barriers as looming distributional conflicts. Within the current paradigm, distributional conflicts are mitigated via economic growth. Hence, the solution of these distributional conflicts is a prerequisite for a successful transition. Specifically, we analyze three examples of transition barriers. First, unemployment represents the most commonly cited reason why economic growth is considered indispensable. Second, pension schemes rely on economic growth to offset demographic change. Third, alternative indicators to Gross Domestic Product (GDP) have not succeeded in replacing GDP as a standard metric of economic welfare. In each of these three examples, we identify actor-interest constellations that foster the status quo. We conclude that compensating those actors who would presumably be worse off due to a transition beyond the growth paradigm may be inevitable to mitigate and overcome the distributional effects to be triggered by the transition.

The financial resources needed for globally implementing the Aichi Biodiversity Targets have been estimated at US$ 150-440 billion per year (CBD COP11, 2012) - of which only a fraction is currently available. Significant efforts have been undertaken in many countries to increase funding for biodiversity conservation. Nonetheless, this funding shortage remains immense, acute and chronic. However, we do not lose biodiversity and ecosystems primarily for lack of conservation funding but also due to poor governance, wrong policies, perverse incentives and other factors. This begs the question: How should limited conservation resources be used? For directly tackling biodiversity threats, for addressing the underlying drivers, or rather for strengthening the financial management and fundraising capacity of implementing organisations? As country contexts differ, so do the answers. This report synthesizes experiences of German development cooperation working towards improved biodiversity finance in eight countries: Viet Nam, Namibia, Tanzania, Cameroon, Madagascar, Mauritania, Ecuador and Peru.

Portugal has a unitary system in which the central government transfers funds to lower government levels for their public functions. In 2007, Portugal introduced Ecological Fiscal Transfers (EFT), where municipalities receive transfers for hosting Protected Areas (PA). We study whether introducing EFT in Portugal incentivized municipalities to designate PA and has led to a decentralization of conservation decisions. We employ a Bayesian structural time series approach to estimate the effect of introducing EFT in comparison to a simulated counterfactual time series. Quantitative results show a significant increase in the ratio of municipal and national PA designations following Portugal’s EFT introduction. The analysis furthermore places emphasis on the importance of relevant municipal conservation competencies and the role of local decision makers’ motivations for PA designations. Results have important implications for conservation policy-making in terms of allocating budgets and competencies in multi-level governments.

Existence value has been argued to be a significant part of the total economic value of some ecosystems. However, its compatibility with the welfare economic foundations of economic valuation is very limited – it is difficult to logically conceive of changes in existence. Moreover, when applied to biodiversity, the concept of existence value gives rise to an instance of a more fundamental problem of economic valuation, termed here the utilitarian dilemma: it can be argued conceptually that biodiversity cannot have existence value; yet the results of empirical studies suggest that people in stated preference studies can be expected to assign existence value to it. The utilitarian dilemma arises as the analysing economist must deal somehow with ‘erroneous’ preferences. There seems to be no simple solution to the dilemma, but deliberative monetary valuation has the potential to alleviate it.

Sustainability transitions as processes of fundamental change in societal systems are open-ended, nonlinear and uncertain. Respective research and governance approaches, e.g. transition management, propose a reflexive way of governing, aiming for a number of social effects to help facilitating a transition. Effects include empowerment, social learning and social capital development. Jointly mentioned social effects shall allow for reflexivity and innovation in developing socially robust and contextualized solutions to sustainability challenges that work in practice. Still, understanding mentioned social effects and their interplay more in depth is needed to design and assess transition management processes. While such understanding and related assessment framework is under development in transition management literature, transdisciplinary sustainability research can provide a rich body of tools and experiences. Building on a review of respective literature, this article develops an evaluation framework focusing on social effects as important and hitherto under conceptualised aspects of sustainability transitions literature. This framework is used to empirically investigate the effects of two specific transition management processes at local scale. Doing so, the article provides a conceptual and empirical understanding of how social effects contribute to a transition towards sustainability. Results highlight the importance and possibilities of addressing sustainability as an inherent quality of social effects aimed for.

Bottom-up processes of policy convergence are increasingly discussed as a substitute for the absence of supranational energy policy coordination and harmonization in the EU. The overall objective of this paper is to analyse the development of government support to renewable energy R&D across EU countries over time: does the empirical evidence suggest bottom-up convergence? In order to answer this question, we first construct country-specific R&D-based knowledge stocks, and then investigate whether the developments of these stocks tend to converge or diverge across EU countries. A data set covering 12 EU Member States over the time period 1990-2012 is employed to test for the presence of conditional β-convergence using a bias-corrected dynamic panel data estimator. The empirical results are overall robust and suggest divergence in terms of public R&D-based knowledge build-up in renewable energy technology. This finding is consistent with free-riding behavior on the part of some Member States, and the presence of industrial policy motives in other States in combination with agglomeration effects in the renewable energy sector. Energy import dependence and electricity regulation are found to influence the growth of the R&D-based knowledge stock, and the deregulation of the EU electricity markets has tended to contribute to a lower speed of divergence.

Critiques of modernity often align with critiques of the existing institutions of liberal democracy. We argue that the degrowth movement can learn from the experience of past critiques of modernity by avoiding their major mistake - that is, (inadvertently) conflating a critique of modernity with a rejection of liberal democratic institutions. Hence, we suggest to frame degrowth as the promotion of new vocabularies within a deliberative account of democracy. Specifically, we proceed in three steps: first, we briefly review some essential critiques of modernity and their stance towards liberal democracy. Second, we illustrate how some of the argumentative patterns within the degrowth literature may inadvertently endanger core values of the open society. Third, we introduce our perspective on a liberal degrowth that aims to fulfil the "unfinished project of modernity".

Die Hautsensibilisierung (Typ 4 Hautallergie) nimmt in der Toxizitätsbewertung einen wichtigen Stellenwert ein, was u.a. daran zu sehen ist, dass sie unter dem europäischen Chemikaliengesetz REACH schon sehr früh, d.h. ab einer Jahrestonne, abgeprüft werden soll. Die Dissertation untersucht, ob die derzeit im Tierversuch stattfindende Toxizitätsprüfung durch computerchemische Methoden ersetzt werden kann. Dazu wurde eine Datenbank aus über 2000 Stoffen erstellt, aus der wichtige Unterschiede zwischen den eingesetzten Tiermodellen herausgelesen werden konnten. In den Untersuchungen trat auch zu Tage, dass – entgegen vorheriger Annahmen – die Bioverfügbarkeit, d.h. die Aufnahme von Substanzen über die Haut, im Tierversuch nur eine untergeordnete Rolle spielt. Zudem ist eine Abschätzung des hautsensibilisierenden Effekts von Stoffen anhand eines Read-across (Interpolation aus strukturähnlichen Verbindungen) und von Strukturalarmen (Substruktur­elemente als Indikatoren für einen bestimmten Effekt) möglich. Wenn beide Ansätze im Rahmen einer Konsens­modellierung miteinander verschränkt werden, ergibt sich sogar eine gute Vorhersagestatistik., Skin sensitisation (type 4 skin allergy) is an important parameter in the toxicity assessment of chemicals, which is underlined by the fact that it is evaluated even at the lowest tonnage (1 t/a), which can be registered under the european chemicals regulation (REACH). In this thesis it was investigated if the currently used animal models can be replace or refined with computational (in silico toxicological) methods. In this regard a data base consisting of about 2000 substances was build. With its data important differences between the currently applied animal tests could be derived. Furthermore, the investigation found that – in contrast to previous assumptions – the bioavailability of a chemical compound, i.e. the uptake via the skin, has only a minor impact on the test result of the evaluated animal models. Moreover, it was demonstated that the skin sensitising potential of chemicals can be predicted by read-across (interpolation with structurally similar substances) and with structural alerts (substructural elements which indicate a particular effect). Combining both prediction methods with consensus modelling lead to a good prediction regarding the question whether a particular chemical compound is a sensitiser or not.

Ecological Fiscal Transfers (EFT) have recently gained attention as a promising instrument to provide incentives for nature conservation addressing public authorities. In parallel, both the EU and different European countries are exploring new mechanisms to mobilise funding to support biodiversity conservation. So far, existing EFT mechanisms in Europe have been implemented at the national level in Portugal and, to some extent, in France while in Brazil EFT schemes exist between the state and local level. In this paper we develop a proposal for an EFT design within the supranational context of the EU and assess its potential effects with evidence-based estimates. To provide such a knowledge base for a potential supranational EU-EFT implementation, we i) provide a theoretical underpinning, and an analytical synthesis of the current experiences both with the uptake of EFT and the implementation of EU’s nature conservation legislation (i.e. the Habitats and Bird Directives), ii) propose a model for an EFT implementation within the existing EU funding framework for N2k financing which is built upon both quantitative and qualitative conservation indicators, iii) compute fiscal effects of our suggested model and analyse how the resulting payments would be (spatially) distributed among European regions, and iv) discuss the model outcomes in terms of ecological effectiveness, distributive effects, and cost-efficiency. Thereby we aim at stimulating a debate about how to better integrate ecological public functions within multi-level and supra-national governance structures.

Um die Nachhaltigkeit wirtschaftlicher Prozesse und Produkte dauerhaft zu erhöhen, ist ein Übergang von der gegenwärtigen, vorwiegend auf fossilen Rohstoffen basierenden "Durchflusswirtschaft" zu einer auf nachwachsende Rohstoffe ausgerichteten Kreislaufwirtschaft, der sogenannten Bioökonomie, notwendig. Hierfür bedarf es eines geeigneten Governance-Rahmens mit (i) einer "Ermöglichungsfunktion", die faire Wettbewerbsbedingungen für effiziente Allokationsentscheidungen über biogene Ressourcen schafft, aber auch (ii) einer "Beschränkungsfunktion", welche die Nachhaltigkeit einer stärkeren Nutzung biobasierter Ressourcen sichert. Ein Pfadübergang wird jedoch u.a. durch interagierende Marktversagen, die Allokationsentscheidungen verzerren, sowie durch Unsicherheiten bezüglich der wirtschaftlichen, ökologischen und sozioökonomischen Auswirkungen verschiedener biobasierter Produktionspfade erschwert. Darüber hinaus erfordert der Übergang zu einem neuen "upper state"-Nachhaltigkeitsgleichgewicht auch ein entsprechendes politökonomisches Gleichgewicht auf Regulierungsmärkten, das erforderliche Transformationspolitiken realisierbar macht. Dieser Beitrag diskutiert die Herausforderungen, die mit dem Aufbau eines wirksamen Governance-Rahmens für die Bioökonomie verbunden sind. Anhand einer Fallstudie der holzbasierten Bioökonomie in Deutschland wird untersucht, wie die "ermöglichenden" und "beschränkenden" Governance-Funktionen in der Praxis umgesetzt werden. Auf dieser Grundlage werden Weiterentwicklungsempfehlungen abgeleitet.

Das Konzept der Bioökonomie hat zunehmend an Bedeutung gewonnen. Die Transformation zur Bioökonomie stellt die nachhaltige Nutzung von Böden vor neue Herausforderungen. Gesellschaftliche Wahrnehmungen müssen verstärkt bei der Entwicklung von Transformationsstrategien berücksichtigt werden. Dieses Diskussionspapier stellt dar, wie das Konzept der Bioökonomie von Akteuren im Politikfeld Boden wahrgenommen und aufgegriffen wird. Dabei wird insbesondere untersucht, inwiefern der Begriff Bioökonomie von verschiedenen Akteuren verwendet und bewertet wird. Des Weiteren wird untersucht, welche Funktionen sie in der Transformation zur Bioökonomie einnehmen. Akteure aus dem Politikfeld Boden haben hierbei verschiedene Funktionen und könnten daher zukünftig einen wesentlichen Beitrag zur gesamtgesellschaftlichen Wahrnehmung und Gestaltung der Bioökonomie leisten., The concept of bioeconomy has increasingly gained importance. The transition towards a bioeconomy is a new challenge for the sustainable use of soils. In the development of transition strategies, the perspectives of actors need to be sufficiently considered. This discussion paper presents how the concept of bioeconomy is perceived by actors relevant for soil policy. Specifically, it is analyzed how the concept of bioeconomy is used and perceived. Furthermore, it is examined which functions are fulfilled by actors in the transition towards a bioeconomy. Actors relevant for soil policy have different functions in the transition and might substantially impact the future perceptions of society and the implementation of the bioeconomy.
