Abstract

The PAF complex (PAFC) coordinates transcription elongation and mRNA processing and its CDC73/parafibromin subunit functions as a tumour suppressor. The NF2/Merlin tumour suppressor functions both at the cell cortex and nucleus and is a key mediator of contact inhibition but the molecular mechanisms remain unclear. In this study we have used affinity proteomics to identify novel Merlin interacting proteins and show that Merlin forms a complex with multiple proteins involved in RNA processing including the PAFC and the CHD1 chromatin remodeller. Tumour-derived inactivating mutations in both Merlin and the CDC73 PAFC subunit mutually disrupt their interaction and growth suppression by Merlin requires CDC73. Merlin interacts with the PAFC in a cell density-dependent manner and we identify a role for FAT cadherins in regulating the Merlin-PAFC interaction. Our results suggest that in addition to its function within the Hippo pathway, Merlin is part of a tumour suppressor network regulated by cell-cell adhesion which coordinates post-initiation steps of the transcription cycle of genes mediating contact inhibition.

10. From Large Urban to Small Rural Schools: An Empirical Study of National Board Certification and Teaching Effectiveness. Final Report

Abstract

One of the most important issues facing education policymakers is how to prepare students to be productive citizens in an increasingly competitive global economy. While state accountability systems suggest that the proportion of students meeting state benchmarks is rising, performance on the National Assessment of Educational Progress (NAEP) has been relatively stagnant. Improving teacher quality has been central to significant national education initiatives in recent decades. One-way teachers can demonstrate their skill level and successes in the classroom is by earning certification from the National Board for Professional Teaching Standards (NBPTS). The NBPTS was established to help professionalize the field of teaching by providing an accepted definition of what "accomplished" teaching is and recognizing teachers who do their jobs exceptionally well. An original goal of National Board certification (NBC) was to build an authentic assessment system that could reliably measure what experienced teachers should know and be able to do (Carnegie Task Force on Teaching as a Profession, 1986. This study analyzes the NBC among high school teachers in understudied subject areas and locales to help fill gaps in the research literature. The research team selected two locales for this analysis, Kentucky and the Chicago public schools. Chicago, a racially and ethnically diverse city, has one of the largest urban school districts in the country. Kentucky, by contrast, is a largely rural state with some suburban and urban areas. 11. National Board Certification as Professional Development: An Empirical Study of the National Board for Professional Teaching Standards Process, Final Report

Abstract

This study responds to a request from the National Board for Professional Teaching Standards to analyze National Board certification among high school teachers in understudied subject areas and locales to help fill gaps in the research literature. The authors also were asked to use multiple indicators of performance. The research team selected two new locales for this analysis, the Commonwealth of Kentucky and the Chicago public schools. Chicago, a racially and ethnically diverse city with a population of more than 2.8 million, has one of the largest urban school districts in the country. Kentucky, by contrast, is a largely rural state with some suburban and urban areas. Together, these two locales encompass a full range of public school settings. In addition to examining student test scores, the authors also conducted classroom observations of the instructional practices of high school teachers in science and mathematics, comparing a sample of National Board Certification (NBC) applicants and similar teachers not pursuing this certification. Using the data gathered, the authors found evidence that National Board certification is an effective signal of teacher quality, based on student test scores. They also found evidence that the certification process successfully screens applicants based on their effectiveness. They were unable, however, to find evidence that the certification process itself enhances the instructional quality or effectiveness of teachers who choose to go through it. Abstract

The Fourth Amendment is a mirage. On paper--in the rules studied by law students, analyzed by scholars, and proclaimed by jurists--its limitations are many and, oftentimes, significant. Yet the experience of large numbers of Americans is entirely to the contrary, thanks to the rights-annihilating, under-theorized exception of "consent." Under its guise, law enforcement officers routinely conduct what would otherwise be constitutionally-restrained searches and seizures, and they do so without meaningful explanation or assent. Fortunately, change--whether legislative or (ideally) constitutional--could be straightforward. Thanks to other sufficient triggers, consent could be replaced by a narrow, rights-protective doctrine under which law enforcement could continue to accomplish its aims--and in a more fair and evenhanded manner--and that would produce public data that could be mined for evidence of bias or manipulation. In this Article, then, we make the case for the abolition of Fourth Amendment consent except as an emergency doctrine, a move that would improve policing and restore an intended measure of human dignity and autonomy to the people. Abstract

The research base for science and mathematics education in rural school contexts is extremely limited. Education reform movements have generally been unresponsive to the unique qualities of rural schools, and many national and state reform leaders continue to ignore the importance of local contexts. A conference was held in May 2001 to identify a research agenda for the study of factors impacting student learning and student achievement in mathematics and science in rural school environments. This proceedings contains a summary of conference discussions, five commissioned papers, and two additional "overview presentations." Questions that emerged during discussion groups were grouped into seven categories: community support, instructional resources, leadership and school reform, professional development, preservice education and induction, curriculum and instruction, and databases. The papers are "Understanding the Circumstances of Rural Schooling: The Parameters of Respectful Research" (Craig B. Howley); "Education Issues in Rural Schools of America" (Hobart Harmon); "Science Education Contextual Issues" (Robert E. Abstract

In Birchfield v. North Dakota (2016), the Supreme Court broke new Fourth Amendment ground by establishing that law enforcement's collection of information can be cause for 'anxiety,' meriting constitutional protection, even if subsequent uses of the information are tightly restricted. This change is significant. While the Court has long recognized the reality that police cannot always be trusted to follow constitutional rules, Birchfield changes how that concern is implemented in Fourth Amendment law, and importantly, in a manner that acknowledges the new realities of data-driven policing. Beyond offering a careful reading of Birchfield, this Article has two goals. First, we compare Birchfield to two fixtures of Fourth Amendment law that likewise stem from distrust of state power: the warrant requirement and the exclusionary rule. Like traditional warrants, 'Birchfield warrants' have a prophylactic quality; they enable ex ante judicial supervision. But Birchfield warrants also go further than traditional warrants; they aim to anticipate--and preempt--disregard for the rules later on, not just to safeguard particularity in the immediate search or seizure. In this sense, Birchfield warrants do ex ante what the exclusionary rule does ex post: deter abuse. Second, we connect Birchfield's 'anti-anxiety' logic to two other areas of constitutional criminal procedure. The first are settings--speedy trial and double jeopardy cases, most notably--where the Court has recognized that potential uses of state power can provoke anxiety and, accordingly, require constitutional accommodation. We refer to this as the 'Sword of Damocles' problem. The second area is Miranda, which, like Birchfield, deals with a problem of 'closed-door' policing. In both Miranda and Birchfield, protective rules are necessary because law enforcement decisions happen in the dark--in Miranda, due to the realities of traditional custodial interrogation, and in Birchfield, because collected information simply disappears into a government vault. Birchfield is, in effect, the Court's first 'big data collection' case, having doctrinal implications for the seizure and use of any information-rich evidence, including support for Fourth Amendment use restrictions. In this sense, Birchfield is best understood as continuous with other recent jurisprudence--most notably, United States v. Jones and Riley v.
